he RMEF marked its 30th anniversary on May 14, 2014,
and we want to celebrate not just the accomplishments
of last year, but all that we’ve achieved together over the past
three decades. Way back in 1984 and ’85, as word began to
spread about this group of folks working directly for elk and
elk country and elk hunting, people started stepping up,
volunteering their time and expertise. Every-day elk hunters
delivered Bugle magazines to sporting goods stores, stuffed
and licked membership envelopes, and pretty much anything
else that needed doing. Generous with their time and their
wallets, those volunteers helped buoy this organization during
tough times. In fact, they’ve been keeping us afloat for 30 years.
Our volunteers also love to get their hands dirty on behalf
of elk, be it pulling weeds, installing guzzlers or replacing miles
of old barbed-wire fence with wildlife-friendly fences. And
who can blame them for wanting to get out into elk country
for a great cause? Yet RMEF volunteers spend countless hours
behind the curtain, too. All those evenings sitting in committee
meetings, choosing merchandise, planning banquets, making
phone calls, then putting on their big once-a-year night. Time
is a precious thing. You’re not getting it back. So it never ceases
to amaze how our volunteers invest hundreds of hours putting
together these events that are the lifeblood of the money we
put on the ground where it counts, in elk country.
We can’t tell you how reassuring it is to know that behind
this organization are so many great and dedicated men and
women volunteering their time to make elk country a better
place. Hat’s off to each and every one of you. In 2014 we
celebrated 30 years of selfless giving. And the crazy thing is,
almost every one of those people who gave freely of their time
for elk country since 1984 would tell you they got more back
than they gave. Which speaks volumes about the way they look
at the world. We redoubled our efforts to grow the ranks of
our active volunteers in 2014, and we’re proud to say that the
RMEF currently has more than 11,000 passionate volunteers
working hard every day for elk country.
As we celebrated our 30th anniversary last year, the RMEF
also deepened its commitment to the battle for public hunting
access. Thanks to the vision and relentless drive of Theodore
Roosevelt and the legions of hunter-conservationists who have
followed in his footsteps, we have an amazing wealth of federal
public land. Those 640 million acres are owned by and open
to every citizen in the United States. It’s an incredible legacy
and one that makes America unique in the world. Unfortunately,
when it comes to hunting, it’s not enough. Anyone who’s ever
stood at the edge of public land looking at a No Trespassing
sign and a massive herd of elk beyond it knows what I’m talking
about. It’s like a bad dream: you can see where you need to be,
but you can’t get to it.
The RMEF was founded by public-land hunters. We take
deep pride in each new acre we protect and every No
Tresspassing sign we retire and replace with one that says
Hunters Welcome. If you’re like most elk hunters, you depend
on public access. Finding places where you can have highquality hunting with a reasonable chance of notching your tag
can be one of hunting’s biggest challenges. And greatest rewards.
The RMEF launched Access Elk Country at the beginning
of 2014 to focus more attention and resources on helping solve
that challenge. We’re proud to say that since the RMEF opened
its first acre to new public access back in 1987, we’ve gone on
to secure hunting access for the public on almost 770,000 acres
of prime elk country. We also joined forces with America’s
largest sportsman’s magazine, Outdoor Life, as proud sponsors
and partners on their Open Country initiative. Our contributions
to Access Yes! programs in Idaho and Wyoming along with
similar efforts spearheaded by state wildlife agencies are helping
to open more high-quality private land to public access, as
well as create access to landlocked or difficult-to-reach
public land. In 2014 alone, the RMEF opened or secured access
for public hunting on almost 62,000 acres. We also forever
protected more than 24,000 acres of the most vital elk country
and significantly enhanced another 135,000 acres through a
wide variety of habitat stewardship.
The RMEF capped 2014 off with our sixth consecutive
year of record membership, reaching a new all-time high of
more than 205,000 members. On top of that, we added 1,422
new life members to bring the total to 22,827. We take real
pride in the fact that more than one out of every ten members
has stepped up to commit to our mission for life.
In our first 30 years, the RMEF has permanently protected
more than 1.1 million acres of crucial elk habitat and greatly
enhanced almost 5.5 million acres more for a total of more
than 6.6 million conserved so far. RMEF is healthier than ever
before. Unfortunately, we can’t say the same about elk country
and our opportunity to experience it. That’s why we’re hungrier
than ever to do more for wildlife and this way of life we all
love. Thanks for all you do for elk country!

Neither wildlife nor habitat exists in a vacuum—both live always in a state of flux. That’s why conservation
works best when it’s multi-layered and committed for the long haul. RMEF recognized this early on and
diversified its investments the minute it had a penny to spend on conservation, funding not only land
protection but also habitat enhancement, research and restoration. More than 6.6 million acres later, this
cross-pollination is evident all across elk country. Take Garrity Mountain just west of Anaconda, Montana.
Back in 2000, RMEF purchased more than 32,000 acres of private timberlands here. Some of that became
national forest, most is now the state-owned Garrity Mountain Wildlife Management Area. This land has
filled a pile of freezers and made countless more good hunting memories. Yet that was only the beginning.
The RMEF has since invested more than $100,000 toward noxious weed treatments, fence removal and
other vital habitat work on the WMA. Then in 2014, RMEF partnered with the Conservation Fund to
purchase another 640 acres adjacent to the WMA. This not only expands an elk-rich area but provides
a new trailhead close enough to town that a person could ride their bike from home to hunt. RMEF
volunteers celebrated their Montana Summer Rendezvous here in July 2014 by coiling long stretches of
barbwire fence no longer needed to mark the limits of public access. This land joins almost 770,000
acres in 21 states that RMEF has secured for the public to hunt, fish and simply enjoy.

The Rocky Mountain Elk Foundation helped ensure the future of elk, other wildlife, their habitat
and our hunting heritage with a great year of achievements through these programs:
Permanent Land Protection & Access
Forever. That’s how long we aim to keep elk country wild and open to the public. We achieve that through acquisitions, conservation easements, land exchanges,
land and real estate donations and contributions. RMEF also improves access to elk country through access agreements and contributions.
2014 Total: 23 projects protected 24,383 acres of critical wildlife habitat in nine states and improved public access to 61,817 acres.
Membership
RMEF members hail from every state and province, and donate countless hours orchestrating more than 500 fundraising events that net millions of dollars.
Members also volunteer on hundreds of projects like pulling weeds, removing hazardous old fences and installing water guzzlers.
2014 Total: a new record of 205,249 members supported RMEF.
Hunting Heritage & Conservation Education
RMEF is helping nurture a better understanding of the role people play conserving elk, other wildlife, their habitat and the importance of our hunting heritage.
2014 Total: 372 projects reached 213,154 children and adults in 43 states. Another 39,682 people visited RMEF’s educational displays at the
Elk Country Visitor Center in Missoula.

RMEF works with federal, state, tribal, university and private partners to improve forage, water and cover for wildlife, and to fund research and management.
2014 Total: 230 projects enhanced 135,797 acres and advanced the science of elk management across 24 states.
Elk Restoration
RMEF has helped reintroduce elk to half a dozen states where the species had been extirpated, most recently to Missouri and Virginia.
2014 Accomplishments: RMEF helped fund Kentucky’s wild elk trapping program to complete the final shipment to Virginia, and to prepare
to send more elk to Wisconsin in 2015.

torstenson family endownment
YEAR IN REVIEW
RMEF’s $30 million Torstenson Family Endowment, established in 2012, is one of the largest
endowments ever given to a hunter-based, wildlife conservation organization. RMEF uses interest
from it solely to further its core mission programs of permanent land protection, habitat stewardship,
elk restoration and hunting heritage. The endowment also allows the Elk Foundation to increase
project funding by attracting matching grants from both the private and public sectors, helping the
RMEF move swiftly when key elk conservation opportunities arise. In 2014, more than $1.6 million
in interest from the endowment helped fund 62 projects, including:
· $681,165 to permanently protect and open to the public more than 3,800 acres
of vital elk habitat

· $285,661 to help fund hunting heritage projects across the U.S.
· $169,197 to support elk restoration efforts in Virginia and Wisconsin

Reaching out to youth is key to RMEF’s mission and is a major emphasis
of the Torstenson Family Endowment. This is fitting as Bob Torstenson
was committed to instilling a love of wild places and hunting to future
generations. In 2014, the endowment helped fund RMEF’s Wild About
Elk education trunks, sending 14 of them to schools, visitor centers,
Elk Foundation chapters and other educational venues in 11 states.
These trunks contain lesson plans, activities, books, antlers, hides,
skulls and other hands-on teaching tools. The endowment also funded
five college scholarships for outstanding students majoring in wildlife
management, and allowed RMEF to grant more than $100,000 to
support hunter education programs in at least five states, providing
participants with hunter safety caps, vests or knives.

Highlights of RMEF-supported conservation
work across the nation in 2014
Alabama
The RMEF is eager to help give anyone who wants to hunt the opportunity to do so. That’s
why in 2014 the foundation provided a state grant to Iron Men Outdoor Ministry, a nonprofit
organization that helps mentally and/or physically disabled adults and children, the
terminally ill, wounded warriors, less fortunate adults, and children whose parents are
incarcerated find joy and adventure in the outdoors. The funds helped provide food and
lodging for a disabled youth hunt held in December.
Alaska
Elk hunting brings around 250 people to Alaska’s remote Afognak Island each year, providing
a reliable economic surge to the local economy. Elk are also an important food source to
many far-flung communities and the Native population here. In 2014, the Alaska Department
of Fish and Game embarked on a study comparing Roosevelt elk abundance, distribution
and use on harvested and non-harvested timber lands of varying ages, and to identify prime
spots for habitat improvements. The RMEF pitched in funding to help purchase GPS radio
collars, which biologists fastened to 16 elk to be monitored over 24 months. Information
gained through this project will be used to develop a long-term management strategy that
incorporates sustainable logging, responsible wildlife management, and continued trophy
and subsistence hunting opportunities for Alaska’s resident and non-resident hunters.
Arizona
Since 2007, RMEF volunteers from the Flagstaff Chapter in Arizona have stepped up every
fall to support young hunters whose parents don’t have the skills or experience to introduce
their kids to hunting, shooting and the outdoors by hosting the Unit 6A Junior Elk Hunter
Information Camp. Held at Mormon Lake—an area where excellent opportunities exist for
young hunters—the clinic is run over four days in October for anyone who drew a junior
elk tag in Unit 6A, along with their hunting parties. The first evening, Elk Foundation
volunteers present information about hunter safety, field care, and prime hunting locations
before serving dinner and raffling donated prizes. Volunteers then staff the camp continuously
for the next three days to provide coffee, cocoa and pastries each morning and assist hunters
with information about the area. Twenty-one young people registered for the 2014 camp.

Arkansas
Much of the elk range on public lands in Arkansas’ Ozark Mountains consists of overstocked
timber with very little ground forage to sustain deer, elk and other wildlife. Maintaining
openings on these lands is key to holding elk there, rather than having them wander onto
adjacent agricultural lands where they are sure to get into trouble. For years the RMEF has
supported efforts by the Arkansas Game and Fish Commission and the National Park Service
to enhance elk habitat in the Ozarks, and 2014 was no exception. Wildlife managers treated
17,505 acres on the Buffalo National River and Gene Rush Wildlife Management Area with
prescribed burns. They also disked and fertilized 454 acres of forest openings and seeded
them with cool-season grasses and forbs that should be delight of elk and other wildlife
come spring.
arkansas
In 2008, a collaboration of conservation groups including the RMEF joined forces with
the U.S. Forest Service and Arkansas Game and Fish Commission (AGFC) to begin an
ambitious effort to revitalize wildlife habitat in Bearcat Hollow south of Harrison. Since
then, volunteers and agency personnel have implemented aggressive habitat
enhancement projects, including thinning timber, clearing and planting forage meadows,
setting prescribed fires and removing old fences. The results are paying off. Wild critters
are returning to and thriving in this special corner of the Ozark National Forest, so much
so that the Forest Service and AGFC designated Bearcat Hollow as a wildlife management
area (WMA) in 2013. Elk seem to favor the improved habitat as well, as evidenced by
this 6x7 bull killed by 12-year-old Ryley McCuiston on the WMA in October 2014. To
date, the RMEF has pumped nearly $100,000 into the Bearcat Hollow restoration project.
california
A conservation easement is a sure-fire way to ensure wildlife habitat
and traditional land uses are kept intact in perpetuity, and the RMEF
has helped many a willing landowner take this important step in
providing a secure future for their property. For instance in 2014, the
Elk Foundation teamed up with the California Department of Fish and
Game, the California Wildlife Conservation Board and a committed
landowner to permanently protect 640 acres of prime elk habitat in
north-central California. The ranch is located on rolling foothills in the
Little Shasta Valley. The easement protects important Roosevelt elk
habitat, including riparian areas, that is also used by antelope, blacktailed deer, mule deer and other wildlife. This was one of eight
conservation easements the RMEF completed in 2014, permanently
protecting more than 10,300 acres in five states, including California,
Colorado, Montana, New Mexico and Wyoming.
California
When it comes to critters eating acorns, elk aren’t the first animals that come to mind. But elk specifically seek out the black oak stands around Lake Shasta on the Trinity National Forest for acorns
to help survive the winter. In recent years the forest understory has filled in with conifers, buckbrush and other woody vegetation. The RMEF is helping sponsor a project to open it back up. In 2014,
fire crews completed a prescribed burn on 432 acres, employing flames to eliminate forest floor vegetation that has little or no nutritional value for elk and other wildlife. Biologists say the disruption
should encourage a natural regrowth of lush grasses and forbs—not to mention bushels of acorns. This is the fifth prescribed burn in the Green Mountain area that RMEF funds have supported,
enhancing more than 8,000 acres since 2002.
Colorado
Aspen stands are the bread and butter for elk, providing critical nourishment, shade and cover over the course of a year. These stands are particularly important to wintering elk on the 6,000-acre Mud
Springs Tract located within Colorado’s James Mark Jones State Wildlife Area (SWA), where they rely on the tree’s twigs and bark for food. For decades, conifers had invaded and nearly eliminated
aspen stands in the area, forcing elk to look for food elsewhere, including surrounding private ranches. But in 2008, Colorado Parks and Wildlife decided to change that by embarking on a long-term
forest management effort, which has included prescribed burning, mechanical thinning, livestock grazing and noxious weed treatments. The RMEF has been a significant partner along the way,
including in 2014, when it helped fund the thinning of 16.5 acres of conifers from existing aspen stands to open up the canopy and encourage the growth of young aspens, grasses and forbs. All told,
this partnership has enhanced nearly 2,000 acres of vital elk habitat on the SWA.
Connecticut
Nature can indeed be a healing force, and it was on this principal that Casting for Recovery was founded in 1996. It has since become a nationwide program offering breast cancer patients and survivors
free weekend fly fishing retreats designed to promote mental and physical healing by experiencing something new in a safe and natural setting. In 2014, the RMEF helped fund a weekend event held
in June in Litchfield, Connecticut, for 14 women who got a chance to meet new friends, network and have fun. Counselors, medical professionals, fly fishing instructors and river guides joined forces
at the retreat to teach the basics of fly fishing and casting, with the focus on wellness and empowerment over illness and helplessness.

Florida

When you think of gym class, memories of dodge ball or running the mile with a sidestitch are sure to follow. But in the Sunshine State, over 800 students are also nocking
arrows in the gymnasium thanks to the National Archery in the Schools Program
(NASP). Florida’s Fish and Wildlife Commission and Department of Education are
helping bring this renowned curriculum to 4th through 12th graders across the state.
Learning the history, discipline and strategy of international-style target archery, NASP
is specifically tailored to empower students that may not be able to dunk a basketball
or hit a fast ball so they might still learn important lessons through athletics. Many
participants become addicted well before sticking their first bull’s-eye, and some advance
to competing in national tournaments. And those same skills can help fill the freezer
with game meat for those that choose to use them in the woods hunting. Last year, the
RMEF helped fund the purchase of NASP start-up equipment for Manatee Elementary
School in Palm Beach County and Dundee Ridge Academy in Polk County. Project
coordinators are adamant that without such support these programs wouldn’t
be possible.
Georgia
The Future Farmers of America Wildlife Camp is a week-long summer camp that focuses
on getting young people Georgia’s Hunter Safety Certification. Primary goals include
increasing safety and the awareness of and appreciation for wildlife and outdoor sports,
and instilling core character values such as integrity, responsibility and commitment.
Campers get the opportunity to participate in a variety of classes, including deer stand
safety, primitive camping, wildlife conservation, fishing, outdoor cooking, shooting
sports, archery and wilderness survival. In 2014 more than 330 kids ages 10 to 15
attended with help from the RMEF, who provided a state grant to assist with scholarships.
Idaho
Wildfire often acts as a healing force by opening up choked habitat and encouraging
understory plants such as grasses and shrubs to grow and flourish. In Idaho’s Jarbidge
Foothills, perennial grasses regenerated well following the Murphy Complex Fires in
2007, which has kept wintering elk and deer happy during mild years. But shrub
communities did not come back so well, and when deep snows come, the cupboard is
bare. In 2014, the RMEF helped fund a project by the Bureau of Land Management to
plant 20,000 bitterbrush seedlings across 700 acres in the foothills. Once established,
these shrubs will provide critical winter browse for elk and mule deer, nesting and
brood-rearing habitat for sage grouse, and cover for other wildlife. The deep-rooted
shrubs will also improve watershed protection by reducing erosion. About 500 elk use
the Jarbidge Foothills year-round, with up to 1,000 more migrating to the area during
harsh winters.
Illinois
The premise of the Illinois Conservation Foundation’s (ICF) mission is to ensure that
everyone in the state has the opportunity to connect with nature. Furthermore, the ICF
aims to educate youth in proper conservation practices and to provide tomorrow’s
leaders with opportunities to participate in life-changing outdoor experiences. To that
end, in 2014 the RMEF, through the Torstenson Family Endowment, sponsored the
design and furnishing of an ICF education trailer that will travel throughout Illinois,
including inner city areas, to bring outdoor education to those that might not otherwise
have the opportunity to learn about this important heritage.
idaho
Black timber may be one of the best places to find elk during hunting season, but the rest
of the year they depend on a variety of habitats to make a living, with none perhaps more
important than healthy aspen stands. Research indicates that conifer encroachment has
caused quaking aspen to decline more than 61 percent in Idaho, making the work currently
being done on Upper Fall Creek on the Caribou National Forest all that more important.
Since 2006, the RMEF has provided funding to the Forest Service to first go out and cut
young conifers that are invading aspen stands, then prescribe burn these areas to remove
slash and rejuvenate aspen, mountain shrub and forage species. So far the effort has treated
a total of 2,864 acres, with another 1,300 planned for the future. The work should do much
to improve forage conditions, especially as elk work to pile on fat for winter in this area.
Kentucky
With more than 10,000 elk, Kentucky’s restored herd is flourishing, the largest
of any state in the East. And its commitment to eastern elk restoration is fast
becoming legendary. Kentucky has generously become the source herd
supplying other states with elk so they can host herds as well. This absolutely
relies on strict elk disease surveillance. Kentucky has established a Chronic
Wasting Disease monitoring program for hunter-harvested elk, constructed
capture and quarantine facilities, and trapped elk for disease testing and
retesting. As a result, Kentucky was able to “pay it forward” by helping get
elk on the ground in both Missouri in 2011 and Virginia in 2012. RMEF,
meanwhile, has pumped more than $1.9 million to assist with the management
of Kentucky’s elk program. In 2014, the Elk Foundation provided funding to
help the Kentucky Department of Fish and Wildlife Resources purchase corral
traps and immobilization drugs so that it can to continue to trap elk for
restoration projects in other states including Wisconsin, which is expected to
receive 150 elk cows, calves and yearling bulls over the next 3 to 5 years to
help boost its herd.
Indiana
The 4-H Shooting Sports Program is designed to give young people ages 8 to 18 the chance to learn shooting sports in a safe, supervised environment by participating in firearm safety training and
competitive shooting activities with the goal of introducing them to a recreational activity they can continue throughout their lifetimes. The Optimist 4-H Club in Georgetown, Indiana, is developing
an archery education program for youth, and recently received funding from Purdue University for an indoor range. An RMEF state grant helped purchase targets for its 2014-15 program, which runs
two days a week, twice a month at the indoor range. More than 100 students grades 3 through 12 participated.
Iowa
The Scholastic Clay Target Program (SCTP) from the Scholastic Shooting Sports Foundation (SSSF) provides elementary through college-age students with opportunities to safely participate in the
fun and challenging team-based sports of trap, skeet and sporting clays. Active in schools all over the country, the program is led by trained adult coaches in a supportive environment that is focused
on the safe handling and use of firearms. The aim is for shooting sports to serve as catalysts for teaching skills and life lessons that emphasize positive character traits and citizenship values. Throughout
all training, practice and competitions, participants exhibit a commitment to safe firearm handling, teamwork and leadership. Always happy to support the shooting sports, the RMEF provides funding
for SCTP in a number of states including Iowa, where in 2014 the RMEF provided state grants to three teams to help cover the costs of ammunition, targets, practice fees and state competition fees.
Kansas
Elk used to make a habit out of raiding cornfields around the Fort Riley army base in northeastern Kansas, raising the ire of farmers and threatening the future growth of the herd. Hoping to relieve
pressure on surrounding agricultural lands, conservation staff created forage plots on Fort Riley to offer elk another option. The strategy worked. Elk turned their attention inside the base and complaints
from ag producers dropped. In 2014, the RMEF continued its long-standing commitment to this work by providing funding to plant 469 acres of corn plots on the base. The project will help keep elk
from depredating private cornfields, offer wildlife viewing opportunities for the public, and support annual youth and wounded warrior turkey and deer hunts put on by the Fort Riley Outdoorsmen
Group. All told, the Elk Foundation has helped maintain forage for this unique elk herd since 1989.

CONSERVING ELK COUNTRY
Maine
Competitive shooting is about more than handling a gun. It’s also about developing selfconfidence, responsibility and a can-do attitude. That’s why the RMEF continues to help support
the Pine Tree State Junior Rifle Program by helping purchase targets and trophies. Several
hundred young people ages 10 to 19 participate each year in this statewide competitive shooting
program, which has been active for nearly four decades. Junior shooters learn about and
participate in gun safety and competitive marksmanship on an individual and team basis.
Matches are held at various shooting ranges in Maine. Elk Foundation volunteers also help out
by serving as coaches, range officers and scorers.
Maryland
Youngsters and teens are curious about wildlife and hunting; all they need is the chance to get
out and experience it. In 2014, the Maryland Department of Natural Resources gave them seven
opportunities through their Junior Hunter Field Day events. Spread across the state, the events
attracted about 650 young people ages 8 to 16 who received hands-on experience in many of
the skills needed to get out into the woods and hunt, including firearms safety, rifle shooting,
archery and tree stand instruction. Participants also learned about natural resource stewardship,
wildlife biology and ethical conduct in the field. The Elk Foundation sponsored the program,
and volunteers from Maryland’s Chesapeake, Southern and State chapters assisted at the events.

Massachusetts

In 2011, RMEF launched a youth shooting program, the SAFE (Shooting Access for Everyone)
Challenge, to introduce young and novice shooters to safe, responsible and enjoyable firearm
use in a fun environment, as well as to educate young people about the North American Model
of Wildlife Conservation and the hunter’s role in conservation. After four years and more than
210 SAFE events led by RMEF volunteers, the SAFE Challenge program has provided a fun
shooting experience to nearly 143,000 young people in 25 states, including Massachusetts.
Michigan
Few things are as rewarding for an RMEF volunteer as removing a “No Hunting” sign from land
newly open to the public. Nineteen Michigan volunteers from eight chapters did just that in
2014 when they joined up with the Michigan United Conservancy Club to spend a day improving
habitat for elk near Hackett Lake. Back in 2008, the Elk Foundation helped purchase the 640acre parcel, which is now part of the Pigeon River Country State Forest and managed by the
Michigan Department of Natural Resources (DNR). The crew pulled barbwire, trimmed trees
and brush along trails, installed barrier posts to restrict ATVs, installed new DNR signage and
removed old “No Hunting” signs. In 2014, the RMEF spruced up other parts of the Pigeon River
region by helping to fund prescribed burns on 782 acres and seeding another 49. The efforts
will help reduce elk crop damage on surrounding private lands and provide hunter opportunity
on state land.
Minnesota
Elk in Kittson County have become accustomed to feeding on agricultural crops, much to the
ire of private landowners. However, providing high quality food plots on both public and private
lands in key locations has been shown to alleviate and prevent depredation on neighboring
croplands. For several years the Minnesota Department of Natural Resources has planted food
plots in and around the Karlstad, Skull Lake, Beaches Lake and Caribou Wildlife Management
Areas, and the RMEF has been there to help. In 2014, the partners planted 220 acres of crop
species including oats, corn, brassica, peas, oats, radishes, soybeans and rye. Aside from elk,
the food plots also benefit bears, deer, moose, sharp-tailed grouse and sandhill cranes.
prescribed fire
When habitat managers want to return fire to the landscape, they send in the troops
in yellow and green, and a whole lot of that happened across the country in 2014.
Favorable conditions allowed habitat managers to orchestrate more than 50
prescribed burn projects in 14 states with help from RMEF, improving key landscapes
for elk from Washington to Arkansas. These efforts opened up choked forests and
rangelands; rejuvenated forage, browse and cover for elk and a myriad of other
wildlife species; and reduced the danger of catastrophic fire across nearly 60,000
acres of wild country.
montana
In 2014 the RMEF had the privilege of acquiring and then
conveying to the Helena National Forest 988 acres of private
elk habitat in south-central Montana. The transaction also
improved existing access to thousands of acres of Forest
Service lands. None of this would have happened if four
sisters decided to sell their land—the former Neild family
ranch—to private interests. Luckily for wildlife and for
sportsmen and women, they didn’t. Located on the west
slope of the Big Belt Mountains, the parcel contains rich,
diverse habitat for native wildlife and features large stands
of aspen, Douglas fir, grasslands and sagebrush. It is home
to elk year-round, provides habitat for deer, black bear,
mountain lion and other wildlife, and is a migration corridor
for grizzlies, lynx and other species. The acquisition opens
land never before accessible to the public and secures a new
entry point into adjacent public land for hunting, hiking,
angling and other outdoor recreation.
Mississippi
In celebration of National Hunting and Fishing Day, the Mississippi Wildlife Federation organizes Outdoorama on the Reservoir to get kids and adults outside for a hands-on experience with the tools
and concepts of hunting and fishing. Participants of all ages and from all backgrounds learned how to load muzzleloaders and reload shot shells, shoot skeet and sporting clays, tie flies, trap, shoot
bows and arrows, use a tree stand safely, fish for catfish and canoe. Other activities included laser target shooting, falconry, knife-making, retriever and bird dog demonstrations, lessons on recycling
and taxidermy. The RMEF helped sponsor the event, and volunteers from the Mississippi Chapter hosted a booth where they shared information about elk and conservation. The event should encourage
more people to get in the field and enjoy the state’s array of outdoor opportunities on their own.
Missouri
The local school district in Salem, Missouri, has supported a National Archery in the Schools Program (NASP) for 4th through 6th graders since 2009, and experienced much success, sending individuals
and teams to state, national and even world tournaments. In 2013 the board of education voted to expand the program through 12th grade hoping that it could lead to college scholarship opportunities
for its students. The RMEF provided two state grants in 2014 to help purchase bows, target inserts and t-shirts for the growing program. NASP is designed to teach international-style target archery
in 4th through 12th grade physical education classes. Students develop knowledge of and skills in equipment, safety, technique, mental concentration and self-improvement, as well as discipline, respect
and self-control. In addition, archery helps build muscle flexibility, endurance and overall body strength, as well as develop grip and hand-eye coordination. The best part is, anyone can participate. In
fact, students who do not normally participate in sports-related often seem to excel in NASP, which carries over into their attitudes and work habits in school and other activities.
Montana
In just Montana alone in 2014, the RMEF protected more than 6,000 acres, enhanced another 16,000 additional acres and secured more than 50,000 acres of permanent public access. Case in point:
the Voegele Family and Montana Fish, Wildlife and Parks partnered with the RMEF and others in 2014 to help conserve 2,810 acres of important wildlife habitat adjacent to the 31,947-acre Beartooth
Wildlife Management Area in western Montana. The acquisition protects a critical link between public and private lands for the elk, antelope, mule and white-tailed deer, bears, mountain lions and
numerous other species that live there year-round, and secures fish habitat in several tributaries of the Missouri River. The land deal also provides additional public access to another 840 acres of state
and Bureau of Land Management lands. RMEF funding was provided through its Torstenson Family Endowment.

In 2014 the RMEF continued its support of Conservation Leaders for Tomorrow, an
established program designed to educate wildlife students and professionals who do not
hunt about the important roles of hunting and its impact on conservation. It offers five-day
workshops taught by trained instructors who are wildlife professionals, dedicated
conservationists and veteran hunters. They provide insights and knowledge into why hunting
is important from biological, social, cultural, economic and recreational standpoints. In
return participants have the opportunity to better understand the needs and importance of
their hunting constituency, reinforce the core mission of their state and federal agencies and
to help advance their careers. This program completed 11 workshops across the country in
2014 with support from RMEF’s Torstenson Family Endowment fund.
BEFORE
Nebraska
An invasion of eastern red cedar is a growing problem across southwest Nebraska’s Loess
Canyons. The fast-growing and tough-to-kill conifer is often the first to take over meadows
and fill in the understory in hardwood forests, leaving very little food and cover for elk and
other wildlife in the form of grasses and shrubs for wildlife. This is of particular concern on
the 1,920-acre Wapiti Wildlife Management Area, which not only harbors critical calving
range for elk, but is also home to one of the largest known populations of the endangered
American burying beetle. In 2014, RMEF funds helped the Nebraska Game and Parks
Commission remove encroaching eastern red cedar from 25 acres of hardwood draws to
clear out the understory so grasses and shrubs can regenerate. Managers also built a little
over two miles of firebreak for future prescribed burns. The work will help the commission
better manage eastern red cedar encroachment while protecting important habitats on
the WMA.
AFTER
Nevada
Access to water is effortless for elk, mule deer, pronghorn and other critters on Burnt Creek
east of Elko—at least on one side of the stream. On the other side a 2-mile stretch of old
sheep fence has long separated the creek from a lush irrigated meadow on the Winecup
Gamble Ranch. With almost 400 elk moving constantly between public and private land in
this area, the nearly five-foot wire grid of this fence had a history of separating cows from
calves and does from fawns, resulting in a panic-stricken frenzy for both parties. It also had
enough downed sections that cattle were causing the ranch manager headaches along the
creek and in the surrounding riparian zone. RMEF funds helped pay to replace this deadly
obstacle with a three-strand fence that is much more wildlife-friendly, including a smooth
bottom wire for fawns and calves to easily slide underneath. The fence renovation will also
help the Winecup manage its grazing rotation and protect this valuable wetland for wildlife.
The ranch is a member of the Stewardship Alliance of Northern Elko, a group working to
put grazing and ranching practices into place that benefit wildlife as well as cattle.
New Hampshire
More than 130 women partook in New Hampshire’s 20th Becoming an Outdoors-Women
event in 2014. This nationwide program introduces women to a variety of outdoor skills,
including hunting and fishing. The hope is that they will leave feeling proficient enough at
these activities to want to continue taking to the field and to share their knowledge and skills
with their children, spouses, extended family and friends. It appears to be working. A written
survey at the end of the weekend showed many of the participants planned to purchase a
hunting license to make use of their new skills. An RMEF state grant helped cover the cost
of course materials, and volunteers pitched in to help the weekend run smoothly.
nevada
Unchecked pinyon-juniper has become the bane of western rangelands in recent
decades, bullying its way into sagebrush-grasslands and meadows that have been
denied the healing benefits of fire. Pinyon-juniper grows quickly, hogging water and
nutrients and eventually leaving the understory barren—which is bad news for elk and
other wildlife. The Bureau of Land Management, with funding assistance from the RMEF,
is fighting back on Ward Mountain, where it is cutting down pinyon-juniper trees that
have invaded mountain brush and sagebrush communities vital to elk, mule deer and
sage grouse during the summer months. Managers chose treatment areas where the
trees are relatively small and have not yet outcompeted understory species. Rather
than removing or burning the slash, they are opting to leave it on the ground to help
retain moisture and stimulate the growth of shrubs, grasses and forbs. The partners
treated 250 acres in 2014.
new mexico
If there’s work to be done improving habitat in elk country, RMEF volunteers
are always eager to roll up their sleeves and join the party. New Mexico
volunteers were busy in 2014 helping the Cibola National Forest and Bureau
of Land Management make sure elk and other wildlife have enough to drink
in this parched landscape by assisting with installing and/or repairing wildlife
water sources at five sites on public lands. The Elk Foundation also pitched
in funding to help with another massive water project on the Carson National
Forest. Here the partners installed ten 5,000-gallon wildlife trick tanks to
provide year-round water across 162,000 acres of the Jicarilla Ranger
District. The project complemented ongoing habitat improvement projects in
the area, including a 13,000-acre sagebrush/grassland restoration effort.
Thanks to the RMEF, its volunteers and partners, elk, bighorn sheep, mule
deer and quail will have more to drink and eat in the Land of Enchantment.
New Mexico
Decades of fire suppression on the Gila National Forest has left wildlife habitat in trouble, but managers on the Reserve Ranger District are standing by no longer. For the past several years, the district
has brought fire back to the Eckleberger and Sheep Basin areas in the form of prescribed burns. These prescriptions use low to moderate intensity flames in ponderosa pine stands, where the aim is to
leave mature trees while burning off overgrown shrubs, smaller trees and woody debris from the understory. In contrast, moderate to high intensity flames are used in pinyon-juniper woodlands to
burn off the canopy so sunlight and nutrients can reach the soil beneath. In 2014, the RMEF pitched in funding to help burn 800 acres within ponderosa stands in Sheep Basin, helping to stimulate
grass and forb production for hungry elk, turkeys and deer, which will make hunters happy. Sheep Basin lies within Game Management Area 16A, and is considered a “quality high demand” area for
elk hunters.
New York
Honeywell Sportsmen’s Days at Carpenter’s Brook Fish Hatchery is one of the largest celebrations of National Hunting and Fishing Day in the state. Nearly 7,000 people flocked to this two-day event
in 2014, which introduces men, women and kids to outdoor activities in a hands-on environment. Attendees enjoy everything from fly-casting and bait fishing to archery, shotgun and BB gun shooting
and more. Volunteers set up educational booths to teach visitors how hunters, anglers and trappers positively affect conservation and our natural world. More than 130 volunteers from the Onondaga
County Federation of Sportsmen’s Clubs put on the event, funded in part by an RMEF state grant.
North Carolina
When the RMEF makes a commitment to elk restoration, it is in for the long haul. In North Carolina for instance, where elk made a triumphant return in 2001 to Great Smoky Mountains National
Park’s Cataloochee Valley, the Elk Foundation is helping wildlife managers enhance habitat for the herd through a series of low-intensity prescribed burns to restore the park’s oak and pine woodlands.
In 2014, the partners burned 288 acres along slopes and ridges in an area known as Bald Top. While habitat managers must take many things into consideration when planning and implementing
prescribed burns, including time of year, weather, smoke, etc., they have an extra consideration in the Park: bats. The endangered Indiana bat roosts under the sloughing bark of dead yellow and white
pines here, but the direct and indirect effects of fire on this species are uncertain. For now, if Indiana bats are spotted in a proposed burn area, the project must be delayed until the bats return to their
caves for winter hibernation.
North Dakota
Elk must think pretty highly of the Pembina Hills area in northeast North Dakota, for it’s the only place in the state where an elk herd has restored itself. It’s understandable. This is a biologically rich
area containing one of the most extensive forests remaining in the state. Throw in interspersed grasslands and wetlands and the Pembina River, and the area isn’t only heaven for elk, but also moose,
snowshoe hares, wild turkeys, ruffed grouse and a myriad of other wildlife species. People like it, too, and find abundant recreational opportunities on several tracts of public land scattered throughout
the area. For all these reasons, the RMEF was more than happy in 2014 to contribute funds to the North Dakota Game and Fish Department for the acquisition of 160 acres adjacent to the Pembina
Hills Wildlife Management Area. The parcel is now protected forever, not only for the elk that use the area for feeding and protection year-round, but also for the public to use for walk-in activities,
including hunting.

Ohio

Horns, hides and hooves make for a fun and interesting teaching tool, and
that’s why the RMEF, through the Torstenson Family Endowment, distributes
Wild About Elk education trunks free of charge to schools, visitor centers,
Elk Foundation chapters and other educational venues each year. The
foundation shipped out 14 trunks—which contain lesson plans, activities,
books, antlers, hides, fur and skulls, among other things—to 11 states in 2014,
including Ohio. Fifth graders at Cherokee Elementary School in Liberty
Township use the trunk in both their science units, where they learn about
the roles different organisms play in an ecosystem and how those tie into food
chains and webs. The trunks also aid in their social studies curriculum where
students learn how Native Americans used wildlife for survival. Although no
wild elk currently roam in Ohio, these kids are not necessarily strangers to
the wily wapiti. Liberty Township lies not too far from Kentucky and its
thriving elk herd.
Oklahoma
Some 70 elk call the densely wooded Cookson Wildlife Management Area
home. They have traditionally found forage among 400 forest openings, which
wildlife managers help maintain through prescribed burns. Historically,
frequent wildfires maintained large grassy openings amid the hardwood
forests of oak and hickory that dominate this area. This area long ago spawned
enough human development to make uncontrolled fire an unwelcome event.
But the need for flames as a tree pruning device remains. This has led the
Oklahoma Department of Wildlife Conservation to look for ways to keep fire
a part of the landscape with a minimum of risk. The RMEF has assisted this
effort for many years, most recently by providing partial funding to widen a
primary firebreak for a planned prescribed burn along an access road on
Cookson. Using heavy equipment, crews cleared timber from the roadside
in a 20-foot swath along 6½ miles of road, enabling habitat managers to then
burn 2,500 acres. The land responded to the flames immediately, greening up
with a vengeance and giving wildlife a fresh start the following spring with
vastly increased forage.
Oregon
Nature is supposed to be wild, but sometimes natural forces like lightning
take it to the next level during the driest months of the year. But wildfires can
offer a silver lining, and maybe even a golden opportunity to remove a
nuisance. Take medusahead rye, a highly invasive weed that had created a
headache for habitat managers at the Phillip W. Schneider Wildlife Area just
south of Dayville. Allowing sheep or other livestock to put the smack-down
on this invader doesn’t work as they don’t dare eat it. Instead, fire has proven
to be the best method to remove the troublesome annual grass. In 2014, a
late-July lightning strike started the South Fork Complex fire, leaving more
than 67,000 acres of federal, state and private land blackened. This included
10,000 acres of state land at Phillip W. Schneider, where medusahead rye had
been working hard to degrade valuable winter range for bighorn sheep, mule
deer and about 800 elk. Using RMEF funds originally designated for juniper
removal, the Oregon Department of Fish and Wildlife swept in to aerially
spray herbicides that will reduce future spreading of this unwanted
Eurasian exotic.
pennsylvania
The RMEF teamed up with the Pennsylvania Game Commission (PGC) to purchase and conserve 81
acres of prime elk habitat. The land is located in the heart of the Pennsylvania elk range in Elk County’s
Benezette Township, which is among areas with the highest elk density in the state. The Elk Foundation
committed $100,000 to secure the purchase and it marks the RMEF’s 10th land acquisition in
Pennsylvania. Known as Woodring Farm, the property became part of State Game Lands #311.
Future plans include parking areas and walking trails to an overlook that will offer the public an
opportunity to view Pennsylvania’s wild elk herd. Funding for the acquisition came from the Torstenson
Family Endowment, which is only used to further the RMEF’s core mission programs of permanent
land protection, habitat stewardship, elk restoration and hunting heritage.
south dakota
Horseflies are down the list when it comes to flying objects buzzing in the ears
of Wind Cave National Park elk. Each March in recent years, helicopters swoop
from the heavens with the goal of encouraging elk to establish roots elsewhere.
Elk have overpopulated inside Wind Cave’s high-fenced boundaries, and the
RMEF has again stepped up to assist the South Dakota Department of Game,
Fish and Parks with nearly $12,000 for this effort. In 2014, pilots herded some
150 elk out of various gates around Wind Cave into Custer State Park and
adjacent public lands, where both biologists and hunters would like to help
improve the elk herd. Managers then latched the gates shut as the elk made
their way to a new home beyond the fences. Seven elk hazed out of the park
in 2013 had radio collars and were later found alive and well in Custer
State Park.
Pennsylvania
Since 1991, the RMEF and its partners have completed more than 350 land protection, habitat enhancement, conservation education and hunting heritage projects in Pennsylvania. Another opportunity
to benefit the state’s elk came in 2014, when for the third time the Pennsylvania Game Commission (PGC) granted the Elk Foundation a Pennsylvania Special Elk Conservation Tag. This special bull
tag can be used anytime during the September 1 through November 8 elk season in any state elk hunt zone, using any legal weapon as per Pennsylvania hunting regulations. The RMEF auctioned the
tag online, raising more than $41,000 for the PGC, which will put the funds back on the ground to benefit elk and other wildlife.
South Carolina
Something pretty special happens each fall at the Santee National Wildlife Refuge, and RMEF volunteers are proud to be a part of it. Coined the “Family Friendly Hunt,” the event, which occurs over
the first two weekends in October, provides an opportunity for selected participants to join their parents or other adults for a special deer hunt. Young people ages 10 to 17 with hunter education
certification can hunt alongside their adult chaperones. But if a youth does not meet these requirements, they can still accompany an adult on the hunt. The ultimate goal is to provide a great hunting
and outdoor experience for families. Volunteers from the RMEF’s South Carolina Chapter pitch in by preparing lunch, sharing information about the Elk Foundation, and handing out hats, stickers
and Bugle magazines.
South Dakota
Enhancing wildlife habitat works best when it’s a team effort, and that’s why the RMEF partnered with the National Park Service, U.S. Forest Service and South Dakota Game, Fish and Parks in 2014
on the first interagency prescribed burn project in the Black Hills. Ponderosa pine carpets the Hills, but historically wildfire kept the understory in park-like conditions and the adjacent meadows and
rangelands open and lush—meaning there was plenty of grasses and forbs available for hungry elk and other wildlife. Many years of fire suppression have taken their toll, especially on the meadows
that are now dotted with invading conifers. The partners burned a total of 1,956 acres in the Norbeck Wildlife Preserve area where Custer State Park, Wind Cave National Park, Black Hills National
Forest and private lands meet, with the goals of opening the understory in ponderosa stands, clearing invading conifers from rangelands, and putting this part of the Black Hills back on track with a
natural fire regime to improve forage habitat for elk, deer, black bears, wild turkeys and other wildlife.
Tennessee
Elk don’t always find enough to eat under the dense forest canopy of the North Cumberland Wildlife Management Area (WMA) near Knoxville. The RMEF helped purchase 74,000 acres here in 2002,
and is now helping to fund a University of Tennessee research project looking at the best methods for maintaining forage openings for elk, golden-winged warblers, Appalachian cottontails and other
species. In 2010, researchers created 18 clearings on 340 acres on the WMA, then began testing herbicide and fire treatments on each plot as well as on existing food plots, reclaimed mine sites and
mature forest stands to see which combination produced the best forage. The Elk Foundation, using Mildred Edwards Trust Fund dollars earmarked for habitat enhancement work, helped fund
prescribed burns on 504 acres in 2014. The study will continue through 2015, and should help guide habitat managers moving forward.

CONSERVING ELK COUNTRY
Texas
Always anxious to get more folks out in the field hunting, the RMEF provided a state
grant in 2014 to help cover course fees and materials, snacks and door prizes at a
hunter education course in Conroe. Volunteers from the Conroe and Houston
chapters assisted with set up, registration and clean up, and spoke about the role of
the Elk Foundation in helping to conserve wildlife and habitat. Sixty individuals ages
9 to 40 participated, and all finished the course and earned their hunter certification.
Utah
Left to their own devices, pinyon pines and junipers pack together like green sardines
and have a well-documented knack for guzzling the little water and nutrients
available out of high desert soils. That, combined with the canopy they create, can
make it tough for forage underneath to grow, which in turn makes it tough for elk,
deer and other wildlife to make a living on Utah’s sagebrush range. But not all is lost.
Using funds raised through the auction and/or raffle of special elk permits at RMEF
events held in the state, habitat managers are able to fight back. They send crews
into the more choked areas to either hand cut or mechanically treat (via bull hog,

Virginia

A multi-year project to restore wild elk to their native hills of Virginia was completed
in 2014 when 45 wild elk—14 bulls and 31 cows, 16 of which were pregnant—arrived
in Buchanan County from Kentucky. They joined an existing herd of about 40 elk
previously relocated in 2012 and 2013. Virginia has a goal of growing the herd to
about 400 animals and eventually instituting a regulated hunting season. Proceeds
from hunting permits will target elk habitat and conservation efforts. Elk viewing
opportunities will also give a boost to Buchanan County’s outdoor recreation and
tourism business as well as throughout southwestern Virginia. Funded by the RMEF
and several major donors, the restoration program was also heavily supported by
foundation volunteers. They helped search for and find suitable locations for elk
restoration in the southwest part of the state, then rolled up their sleeves and went
to work on many reclaimed mining sites. Crews cleared brush, applied fertilizer and
planted native grasses to improve habitat, talked to and worked with local landowners,
and stepped up each time to assist wildlife officials from the Virginia Department of
Game and Inland Fisheries with the actual on-the-ground elk reintroductions.
Washington
In 2014 the RMEF teamed up with the Cowiche Canyon Conservancy and Washington
Department of Fish and Wildlife to help make a great thing even better for
Washington’s largest elk herd, the 20,000 people who hunt there each fall, and a
century-old cattle ranch by helping secure a 2,900-acre expanse in the Cascades west
of Yakima. Stretching along the North Fork of Cowiche Creek, the land provides
year-round habitat for elk, mule deer and bighorn sheep. It also borders Tieton
Canyon, which the Elk Foundation helped conserve in 2006. The latest acquisition
expands the unbroken core of public land east into rich grasslands and sagebrush
steppe and, equally important, secures a passageway across increasingly developed
land to intact and vital winter range for up to 2,800 elk.
washington
More than 30 years after the big blast, work continues on the Mount St. Helens Wildlife Area
to improve habitat conditions in the mudflow and along the North Fork Toutle River for the
area’s struggling elk herd. In 2014 the RMEF provided funding to assist the Washington
Department of Fish and Wildlife in aerially spraying about 70 acres to knock back noxious
weeds and increase elk forage production. In addition, Elk Foundation volunteers braved the
springtime cold and rain to help plant 4,800 trees across 30 acres to provide cover, forage
and erosion control. Managers hope these continuing efforts will give the elk herd the boost
it needs to be able to fatten up and survive the winter.
wyoming
The negative impact of pine beetles doesn’t end when a tree dies. Snags tend
to topple over and they create blowdown hells, which can affect the migration
habits of elk and other wildlife. To better understand if and how elk migration
patterns might change due to beetle kill, researchers at the University of
Wyoming Cooperative Fish and Wildlife Research Unit are radio collaring elk
in the Sierra Madre Mountains to collect data on their movements. The RMEF
is helping fund their efforts, and volunteers even pitched in to help capture
and radio collar cow elk. Using GPS, the collars record the location of each
animal every one to two hours. The information is stored on the collar, and
after two years the collars drop off. The researchers then retrieve them and
access the data. The research unit also plans to connect with hunters to
determine if and how tree fall from beetle kill affects their hunting patterns.
The data from the two studies will help the Wyoming Department of Fish and
Game better manage elk and hunting in the Sierra Madres.
West Virginia
The RMEF is a proud sponsor of Beyond the Backyard (BTB), an organization dedicated to getting West Virginia’s youth in the outdoors through hunting, fishing, camping and conservation. Members
receive quarterly newsletters and have access to the BTB website where they learn about upcoming events and post photos of their outdoor adventures. On June 7, 2014, BTB held its 2nd annual
Outdoor Adventure Camp in Charleston. About 2,500 kids—along with 1,500 of their parents and guardians—from across the state came out to learn about fishing, archery, hunting and other outdoor
activities. An RMEF state grant purchased fishing rods, bait and tackle for a fishing station.
Wisconsin
Historic records indicate that elk once roamed at least 50 of 72 counties in Wisconsin, but by 1868, overhunting and habitat loss had completely eliminated the herd. An attempt in 1913 to restore wild
elk with animals brought from Yellowstone National Park was terminated in 1932, when only 15 animals remained. In 1995, the RMEF helped Wisconsin launch an elk restoration program with the
release of 25 elk hauled over from Michigan into the Clam Lake area of the Chequamegon National Forest. But the elk population is far from thriving; only 160 animals roam the Clam Lake range
today, far from the 1,400 the state ought to be able to support. In 2014 the Wisconsin Department of Natural Resources initiated an agreement with the Kentucky Department of Fish and Wildlife
Resources to relocate up to 150 elk over the next 3 to 5 years. The elk will be captured in Kentucky, tested for diseases before being transported to Wisconsin, and then tested again in a holding facility
before being released into the wild. The first year elk will be released near the Black River in western Wisconsin to establish a new herd there. During the second and third years, additional elk will be
released into the Black River area, and others will be released near Clam Lake to augment the existing herd. The RMEF will help fund these efforts.
Wyoming
Wyoming is blessed with vast expanses of largely undisturbed landscapes that are critical to maintaining long-distance big game migrations. Over the past 15 years, multiple studies have tracked the
migratory movements of ungulates fitted with GPS collars, collecting millions of animal locations that have provided a wealth of data. But until recently the data has been difficult to archive, visualize
and use. With funding from the RMEF, the University of Wyoming Cooperative Research Unit is developing the Wyoming Migration Initiative, a comprehensive online database on the ecology, history,
threats and management of Wyoming’s ungulate migrations. The database will allow everyone from managers, biologists, private landowners and the general public to access and explore GPS movement
data, fostering a deeper understanding of ungulate migration and advancing conservation and management efforts not only in Wyoming, but across the West.

Memberships
Throughout North America and around the world, more than 205,000 supporting, sponsor,
outfitter and life members shared in the passion to conserve elk country and pass on a
wildlife legacy in 2014.
Annual Giving Program
Wanting their dollars to go that extra acre, generous RMEF members and volunteers
donated more than $1,470,000 through annual giving in 2014.
Workplace Giving
One of the most beneficial workplace giving programs for the RMEF is the Combined
Federal Campaign, which allows federal employees and military personnel to support their
favorite charities through payroll deductions. This program, combined with other workplace
giving programs, generated more than $146,000 in 2014.
Matching Gifts
Many employers will match an employee’s cash donations, volunteer hours, auction
item purchase (above fair market value) and portions of sponsor or life memberships
through corporate matching gift programs. In 2014, nearly 50 companies matched
employees’ gifts to the RMEF, contributing more than $70,000 to help the Elk Foundation
accomplish its mission.
Memorials & Honoraria
RMEF creates memorials and honoraria at the request of families and friends who wish to
remember or honor their loved ones through a gift for wildlife habitat conservation. In
2014, donors gifted more than $36,000 through this program.
Trails Society
The Trails Society recognizes friends who, through their estate plans, are remembering the
generations who will walk in our footsteps. Over 300 Trails Society members have advanced
the RMEF’s mission through planned gifts. These gifts are given either during one’s life or
through a testamentary gift.
Habitat Partners
The Habitat Partner program recognizes major donors for their philanthropic donations.
Their cumulative giving begins at $2,500. Individual and corporate Habitat Partners donated
nearly $2 million to conserve elk country in 2014.
Corporate Partnerships
In 2014, corporations stood shoulder to shoulder with the RMEF through sponsorships,
Bugle magazine advertising and affinity partnership programs. These same businesses
and others also donated products and services, contributed royalties from cause-related
marketing programs through licensing agreements and sponsored Elk Foundation
events. Corporations invested almost $3.1 million in RMEF in 2014.
Foundation Support
With their generous contributions, private, corporate, state and federal foundations
provided more than $1.7 million to the RMEF in 2014. They supported habitat enhancement
projects, permanent protection of critical elk range and programs that taught thousands
of children and adults about the value of conservation and North America’s great
hunting heritage.

RMEF: An Uncommon Commitment
to
Conservation
Just south of Elk City, Idaho, flows the Red River, where Chinook salmon and steelhead spawn after traveling 500 miles from the Pacific. Few stretches have more spawning
redds than where the Red River oxbows lazily through a three-mile-long meadow. Come June, camas bloom on its banks by the hundreds of thousands, literally filling
the meadow until it turns blue as the sky above. Look closely amid them and you may spot newborn calves, the newest additions to a herd of 300 elk that depend on this
meadow throughout the year. Moose, whitetails and countless other creatures do as well. It’s the kind of picture-perfect place that represents the best of what elk country
is to so many.
Twenty years ago RMEF partnered with the state of Idaho and other entities to purchase and protect 314 acres here, now known as the Red River Wildlife Management
Area. A river restoration project soon followed to maximize the Red’s spawning value to ocean-going fish as well as rare native resident bull trout and west-slope cutthroats.
RMEF volunteers have put their shoulders to the wheel on multiple projects to improve streamside habitat for elk and other wildlife here as well. And in 2014, RMEF
completed a conservation easement permanently protecting another 250 acres and ensuring the remainder of the meadow will always be a birthing center for elk and
salmon. It’s but one example of more than 6.6 million acres RMEF has conserved, and counting.
