Ten Ten Sinclair Housing Inc. promotes, develops, and
administers affordable, accessible housing and support
services, in keeping with the Independent Living philosophy,
for persons with physical and reasonably equivalent
disabilities.
The following values guide the organization and its
services.

Ten Ten Sinclair Housing organization.
 A commitment to consumer control over their living
situation, including a commitment to consumers
assuming responsibility for decision making with all

Chairperson and Managing Director's Report
On behalf of the Board of Directors and management, we are pleased to
report on another successful year for Ten Ten Sinclair Housing Inc.
Once again we are pleased to point out to members that our general
financial health continues to be stable. As you will see in the Treasurer’s
Report we ended the year with a small deficit in our operations. This reflects
the fact that we have not concluded our negotiations with the Winnipeg
Regional Health Authority for our fee-for-services budget.
This year has also given our organization some real challenges. As was
reported last year Ken Cassin left the organization for a while to deal with
some health concerns. Debbie Van Ettinger, Director of Programs and
Services has been in the role of A/Managing Director since that time. On
April 7, 2015 Ken Cassin officially retired from his position as Managing
Director. A recruitment process has been put into place to secure the
position of Managing Director for Ten Ten Sinclair Housing Inc.
We would be remiss if we did not mention just a few of Mr. Cassin’s
contributions to Ten Ten Sinclair Housing Inc. In 2008, Place Bertrand, a
twenty unit group of bungalows and in 2012, Place La Charrette, a six unit
group of bungalows and a four story thirty one unit apartment block opened
its doors. These are two projects where Ken’s leadership made it possible
to provide integrated housing options for persons with disabilities,
affordable family housing and housing options for immigrants from other
countries. Both of these projects demonstrated that universal design
benefits everyone and certainly gained positive acknowledgements from
government and our community.
For those of you that knew Ken, he has a sense of humor that cannot be
replaced and duty to tell you everything no matter how long it takes. We
would like to take this opportunity to thank Ken for his ten years of
dedicated service to Ten Ten Sinclair Housing Inc. All the best Ken!

On September 10, 2015, Ten Ten Sinclair Housing Inc. will be celebrating
it’s 40th anniversary with our Board of Directors, tenants, colleagues,
business partners and like-minded organizations. Our celebration will take
place at the Victoria Inn and Conference Center. Registration begins at
5:30 p.m., details and tickets are available at tonight’s AGM.
This confirms for us that our transitional housing and independent living
services at the 1010 Sinclair Street site continue to be well valued in the
community. Our partnerships with Fokus Housing and the Westwood
Cluster that we share in the community continue to work and are valued by
both parties. Members of these housing and service models continue to
have opportunity to strengthen relationships through their participation in
the Board of Directors of Ten Ten.
As always we would like to thank our two major business partners, the
Winnipeg Regional Health Authority and the Manitoba Housing & Renewal
Corporation for their continued support. We have experienced significant
change with our representatives from both of our major funders; we have
already established positive working relationships with these individuals
so the work of Ten Ten can continue.
Finally, we would like to acknowledge and thank the volunteer Board of
Directors for their strength and leadership, and Ten Ten Management and
staff for their hard work and dedication.

Treasurer’s Report
The Statement of Financial Position demonstrates the overall current
asset position similar to last year. A common yardstick for the financial
health of an organization is the ratio of its current assets to its current
liabilities. A ratio of 1 or greater is considered to be healthy. From the
Statement of Financial Position we can see our current ratio is about 1.1,
a continuing good result.
Further I can advise that the audit opinion for the Financial Statements is
unqualified, meaning that in the auditor’s opinion, the financial
statements present fairly the financial position of the organization in
accordance with Canadian generally accepted financial principles.
Members should note that over the last year we have experienced a small
deficit of $38,738 in our Statement of Operations. Note 15 of the 2015 Ten
Ten Sinclair Housing Inc. Financial Statements describe the reason for
the deficit.
Note 15 – The organization is currently in the process of negotiating an
increase for their fee for service billing rate with the Winnipeg Regional
Health Authority retroactive to May 1, 2014. If the rate increase was
approved in its entirety Winnipeg Regional Health Authority fee-forservice revenue would increase by $98,798. The $98,798 is not included
in revenue for the year ended March 31, 2015. At Audit report date, the
organization is waiting for the Winnipeg Regional Health Authority to
respond to their request.
As in the past, I would like to remind members that the financial
statements of Ten Ten Sinclair Housing Inc. are presented on a nonconsolidated basis. The Statement of Financial Position and the
Statement of Operations only include the assets, liabilities, net assets,
revenues and expenditures of Ten Ten Sinclair Housing Inc.

Information pertaining to the Kennedy Street Housing Project Inc. and
Place Bertrand Housing Inc. projects are provided separately in the notes
to the financial statements on a summary basis. The Finance Committee
believes this to be an appropriate presentation of our financial health in
accordance with Canadian generally accepted financial principles.
As Treasurer and Chairperson of the Finance Committee, I wish to
acknowledge the financial support received from our two primary
business partners – the Winnipeg Regional Health Authority and the
Manitoba Housing and Renewal Corporation.
I also want to thank Debbie Van Ettinger, our A/Managing Director and
Elke Busilla, our Accounting Coordinator for their continued work in
ensuring that our financial information is accurate and financial
statements are available on a timely basis. As always I would like to thank
the members of the Finance Committee for their good work in helping to
implement the decisions of the Board.
In conclusion, as the Treasurer, I am pleased to report to all members that
the financial position of Ten Ten Sinclair Housing Inc. remains sound.

Facilities Committee Report
It has been a busy and successful year for the Facilities Committee. The
main issues discussed and dealt with by the Facilities Committee are
highlighted below.
Progress has been made on the design of the new heating and airconditioning system for 1010 Sinclair Street. This is a large project
requiring a design specific to this property and approximately a two-year
time period to complete. The boilers and chiller have a target installation
of Spring 2016.
This year, we welcomed our new Manager of Building Services, Jasen
Campbell. He started off with a full plate of buildings and projects to
become familiar with quickly and is doing an outstanding job.
In the Fall of 2014, Advance Robotic Duct Cleaning cleaned the air ducts
of the entire Sinclair Street building. A schedule has been set up to
provide ongoing cleaning every two years on a rotational basis.
Common area washrooms and the garbage room have been cleaned and
painted. Ten Ten Sinclair Housing Inc. was approved for $20,000 to
upgrade the second floor and basement shower rooms. A new
housekeeping cart and environmentally friendly mopping system have
also been obtained.
We reviewed the Facilities Committee's Terms of Reference and made
some minor amendments to recruiting and nominating members. Two
new members were added.

A $25,000 grant from the Winnipeg Community Infrastructure Program
was approved for a fully accessible gazebo. We are waiting for final
design drawings and paperwork to submit to the city for design approval
so construction can begin; and, for a decision as to where on the Sinclair
Street property it should be located.
Some of the garden planters at the back of the building are in disrepair
and represent a hazard requiring their replacement. Also, the planters on
the back patio are damaged necessitating their removal.
Another undertaking is the transition of the social area from the lobby to
the MT Room. The need for replacement of some of the older tables used
for different events in the MT Room, and providing furnishings for a
social area, are some considerations.
In closing, I would like to thank the volunteer committee members for
their valued input and time over the past year.

Governance Committee Report
This year, the Governance Committee focused its attention on
completing two tasks.
First, changes to the By-Laws that were approved by the Board at its
meeting of May 29, 2014, will be put to the Membership at the annual
general meeting to be voted upon for formal acceptance. Those
changes involve a house-keeping amendment concerning the formal
corporate name of the organization as well as the addition of a formal
“leave of absence” provision for Board Members who may require a
temporary leave of absence because of illness or other reason.
Second, the Committee developed terms of reference for the
Nomination Committee which will be put forward to the Board for
approval. The Governance Committee intends to continue to develop
guidelines for the Nomination Committee as part of next year’s work. It
is recognized that the Nomination Committee plays an important role in
the recruitment, mentorship, and turn-over of Board members.

the Committee’s work this year.

Human Resources Committee Report
In the past the Finance/Human Resource Committee monitored the
financial and human resource issues affecting the organization. This
year, the Board of Directors saw a need to create a separate Human
Resources Committee to deal specifically with human resource policies
that are aligned with the organization’s Values, Vision and Mission.
The Committee will also recommend to the Board, for its consideration,
matters relating to human resources, bargaining, and compensation
policies to ensure a strategic workforce plan is in place and to provide a
focus on senior management human resource and compensation
issues.
The Committee has met twice this year and has put forward to the Board
a recommended draft of the terms of reference for their consideration
and approval.
I look forward to working with Debbie Van Ettinger, Brigitte Insull as well
as additional Committee members in the fall in reviewing existing
Human Resource policies and training needs ensuring the organization
has a high performing and engaged workforce.

Pension Committee Report
The eight member Pension Committee comprises of two members
appointed by each of the two unions representing employees, one
member representing non-union employees, one member representing
non-active plan members and four members representing Ten Ten’s
Board. One of the four Board members continued to represent the nonactive members during this year. The Pension Committee is the plan
administrator and also provides an advisory capacity to the Board while
Ten Ten Sinclair Housing Inc. is the plan sponsor. The plan continues to
be managed by Great West Life.
The Committee has met to review the performance of the investment
options within the plan. The plan’s default investment option, the
Balanced Continuum Fund, in which most members’ funds are invested,
continued to have single digit positive gains but slightly underperformed
its benchmark during 2014.
Our pension plan had also undergone a review by the Manitoba
Department of Labour Pension Commission. The results of the review
were that our pension plan and committee structure were in full
compliance with all aspects of Manitoba’s pension legislation
requirements.
The Committee continues to determine and monitor the range of
investment options that plan members can choose from, and to oversee
information and education services available to plan members.
I would like to remind plan members that they can access their accounts
and pension information online and that Mr. Rick Wolfson, who is a
financial planner, is available to provide advice to any plan member in
regards to the investment options within the plan.
Also, I would like to thank the Committee members for their continued
oversight and direction to the Ten Ten Sinclair Pension Plan.

Programs Committee Report
Over the past year the Programs Committee met twice and has continued to
build on the goals and plans that were developed through strategic
planning.
The Programs Committee is still analyzing service provisions specifically in
relation to identifying the populations that we are going to serve. Over the
past five years many different types of service provisions that are different
from our traditional populations have been explored. The Resource Team
has been adjusting our service package in order to accommodate complex
needs that tenants may have coming into Ten Ten and during their time in
the “Learning Through Living Program”. We have been at this work for
some time and hope to build our findings into a strategy that can best work
with consumers that are looking for services from Ten Ten Sinclair Housing
Inc.
The Programs Committee decided to do a Pro’s and Con’s exercise to
provide an overview of consumers’ needs that are applying through our
“Learning through Living Program”. Our conclusions still needs some
further review in order to identify who requires services from Ten Ten.
Given the scope of the work that needs to be done this year we are very
fortunate to have some very dedicated and committed staff to assist us in
our review of our programs. The same also applies to the Programs
Committee members who do countless hours of work.
I would like to take this opportunity to acknowledge the Programs
Committee Members and the Administration Employees for their dedication
and commitment. Program Committee members are as follows; Donna
Collins, Don Onofriechuk and Irene Jensen. Administrative Staff, Kim
Tomchuk – Administrative Assistant and Debbie Van Ettinger – A/Managing

Tenants Association Report
The Tenants’ Association completed another exciting year of hosting
and planning a wide range of activities and events.
The TA took a group of tenants to Folklorama where they enjoyed the
music and dancing. There was so much to see and everyone had a
great time.
To celebrate the holidays we hosted a catered Thanksgiving lunch. A
pot luck lunch was held for Halloween day and a party for children the
following day. There were prizes awarded for the best boy and girl
costume. Everyone had a fun time!
A Christmas luncheon was catered by Subway and volunteers brought
the dainties. Christmas ornament painting was also a hit. The TA
arranged for tenants to view the Christmas lights at Assiniboine Downs
which was well attended. It was warm inside the bus but cold outside!
In the New Year, there were two pot lucks - one in January and one on
Valentine’s Day.
The TA has struggled to have tenants come out to events and there has
been low attendance at meetings. They will be trying different events to
see if there is more interest. There have been good turnouts for Bingo,
which was a lot of fun.

The TA held a St. Patrick’s Day pancake breakfast and an Easter Egg
colouring event.
In closing, I would like to thank the Executive Committee Members for all
their hard work and dedication this past year and the tenants and staff
who have shown support for the Tenants’ Association.
