Shipping by Euromoney
Leading international magazine Euromoney recently named
International Container Terminal Services, Inc. (ICTSI) as
winner of the overall best managed company in Asia for
the transportation / shipping sector in the Euromoney ‘Best
Managed and Governed Companies - Asia poll 2013.’
The poll is based on replies received from a total of 130 of the
leading equity analysts at the largest investment banks and research
houses in the Asia Pacific region, nominating a total of 207 different
companies. Analysts were asked to name which companies were the
most impressive across a number of factors including management
accessibility, accounting transparency and corporate governance
procedures, among others.
Analysts praised ICTSI for its leading role in promoting transparent
communication to investors, citing that “the Company has a clear
strategy and good visibility.” Analysts also noted that “ICTSI senior
management is open to all questions and requests from investors and
analysts regarding the Company’s performance, and external relations
are properly maintained.”
On receiving the award, Enrique K. Razon Jr., ICTSI Chairman
and President, said: “On behalf of the ICTSI Group, I thank
Euromoney for this award. It comes at an opportune time as we
are celebrating our 25th anniversary. We are also thankful for
the continued trust and confidence of the public represented by
the equity analysts who participated in the survey. We assure
our shareholders and industry stakeholders of our continued
commitment to transparency and good governance in all areas of
our operations.”
This is the 14th annual ranking of the Best Managed and Governed
Companies in Asia that Euromoney has published, and is seen as the
benchmark survey of the opinions of equity analysts in the region.

PT Makassar Terminal Services (MTS) recently signed a contract extension with PT Pelabuhan Indonesia IV (Pelindo IV) to operate for another
10 years at the Makassar Container Terminal (MCT) at the Port of Makassar in Indonesia. The contract, which had been set to expire on 30
September 2013, has been extended until 31 January 2023. MTS is a cargo handler at the MCT under a joint contract with Pelindo IV, which owns
and operates the terminal.

BCT wins port operations
innovation awards
ICTSI upgrades MICT’s fuel
control system

Baltic Container Terminal (BCT) recently won Gold and
Bronze Innovation Awards for exceptional port projects and
undertakings in the transport sector.
BCT’s design, production and use of a cross-beam for loading and
unloading heavy, large cargoes into containers won the gold, while
its implementation of TOPIK system, a new module for planning and
management of operational work in the terminal, won the bronze.
BCT received the awards last 11 December 2012 during
the Transport Innovations Forum organized by the Centre for
Analyses of Transport and Infrastructure Foundation and the Polish
Foundation for Management Promotion, with the participation
of domestic and foreign partners. Honorary patrons of the
forum were the Ministry of Regional Development, European
Commission, Marshal of the Małopolska Region, the Office of the
Mayor of Kraków, and the Polish Chamber of Commerce as well as
Polish and foreign schools.
Kazimierz Giczkowski, BCT Technical Director, designed and
manufactured the cross-beam. The device optimizes cost and time
allocated for loading goods with overall dimensions similar to an entire
size of a container door and with a maximum net weight that can be
put into a container. It significantly reduces loading and unloading
times, and allows work without moving a container from a platform.
Before the introduction of a cross-beam, unloading and loading of
large cargoes were among the most difficult tasks at BCT.
Meanwhile, BCT Information Technology designed and
implemented the TOPIK system. The system is capable of generating
comprehensive reports and managing terminal operations, both inhouse and outsourced work. The system will also be implemented in
a number of terminals of the ICTSI Group all over the world.
“In countries of the European Union, increasing importance is
attached to modern ways of transport management, particularly with
respect to competitiveness at local, national and international levels.
Solutions applied by BCT are examples of such measures, especially
the cross-beam, which makes work efficient and substantially reduces
energy consumption during the unloading process. The TOPIK
system, meanwhile, optimizes operations, and can be very useful
during global economic downturns,” said Andrzej Urbanik, Polish
Road Transport Technology Platform Secretary General.

International Container Terminal Services, Inc. (ICTSI) recently upgraded to SiteOmat Fleet Head Office System (FHO) to centrally
manage the Manila International Container Terminal’s (MICT) fuel control processes.
“In line with the MICT’s continuous improvement efforts to
achieve budget targets, we have applied leading technology practices
in fuel management with the new MICT fuel control system. The
ICTSI teams, along with our external partners, have worked diligently
to bring this project to life in a short period of time. The expected
benefits can be realized as early as the first quarter of 2013,” said
Roberto Locsin, ICTSI Commercial Development and Business
Manager.
FHO is a web-based application accessed via an internet browser
through a secured socket connection. Its features include real-time
gas station definition and management, data collection and distribution
from and to all relevant stations, data reporting, product management
and pricing.
The previous fuel control system had security and control
limitations in fuel distribution to vehicles and equipment (e.g. prime
movers, rubber-tired gantries, and company-issued cars). The old
fuel issuance was less secure as there were manual interventions done
on the backend. There were data integrity issues, and the refueling
strategy was not thoroughly defined. Furthermore, there were no
available reporting tools for MICT Engineering to take advantage of.
With FHO, end users have the facility to customize centralized
reports and monitor fuel issuance and status of pumps and tanks.
Administrators, on the other hand, can set up accounts and password
policies, define rules and authorizations, enable logs, configure alarms,
set up dispensers, and export data to third-party systems. FHO also
enables administrators to define limits for each vehicle. The fuel
issuance can be restricted on a gas station, day, time, price, volume,
number of visit, or fuel type level. The system can also work on both
online and offline modes.
A new fuel issuance strategy was also put in place, and a fuel
ring was installed on each vehicle. Security information on the ring
specific to the vehicle is authenticated by the system upon request
for refueling. The mobile tanker has been set up with a portable fleet
management system that controls, monitors, and stores real-time data
that will support all other refueling activities. All fuel transactions are

accuracy.
“The new fuel control system has lessened
the pressure of updating the records since the
transactions are now automatically uploaded
to SAP where my reports are extracted. I can
directly monitor all the transactions in the system,
and the fuel issuance is now much controlled. I
am pleased to make the best use of FHO for the
benefit of the Company,” said Merly Loza, ICTSI
Gas Station Supervisor.
“Keeping a tab on fuel consumption of
equipment with relative ease, customizing
reports, and improving the overall logistics of fuel
issuance are some of the outstanding changes our
department appreciates,” added Ruel Paredes,
ICTSI Materials Management Superintendent.
In addition, refueling guidelines for all vehicles
were realigned with the goal to provide excellent
support to Operations.

purchase of Aeolina Investments
Limited (AIL), a British Virgin
Islands-registered company.
AIL owns shares of stock of
Pakistan International Container
Terminal Ltd. (PICT), representing
15.72 percent of the total issued
capital of PICT. Upon completion of
this transaction, the total direct and
indirect ownership of ICTSIML in
PICT will increase to 63.59 percent.
The ownership hike marks the
re-entry of ICTSI into Pakistan.
PICT is a publicly-listed company
in the Karachi Stock Exchange. It is
a container cargo terminal located
at the Karachi Port in Pakistan,
with a maximum handling capacity
of 750,000 twenty-foot equivalent
units.
ICTSI pulls out of Syria
International Container Terminal Services, Inc. (ICTSI), through its subsidiary Tartous International Container Terminal jsc (TICT),
has announced the pull-out of its business in the Syrian Arab Republic due to the civil war in that country, and the resulting
untenable, hostile and dangerous business environment.
ICTSI had pulled out all its Filipino employees prior to the
announcement of the pull-out.
Under the Investment Agreement between TICT and Tartous
Port General Company (TPGC), wars and civil disorders constitute
force majeure. The Syrian civil war is escalating, exposing everyone,
both combatants and civilians, to increasing threats of death and
destruction every day.
Writing off the TICT contract and remaining net assets in the
2012 consolidated accounts of ICTSI would amount to USD1.2
million. Furthermore, ICTSI would be saving USD4 million annually, in
terms of port fees and cash operating expenses, from the termination
of the Agreement and write-off.

Since 2011, ICTSI had been operating under an extremely difficult
environment in Syria. Economic and business conditions in Syria have
been volatile as a result of trade sanctions by the European Union and
the United States, and the closing for trade of the Syrian-Iraqi border.
The Port of Tartous, where TICT operates, should have been the
transit point for transshipment trade to and from Iraq.
The current crisis negatively impacted volume growth and
forecasts. At the time ICTSI submitted its bid in 2005, Syria’s
container market was growing and on track as projected. However,
volumes started to plummet by four percent in 2010, and 14 percent
by end 2011. The drop has set the Syrian container market back five
to six years at 2006-2007 levels.

TICT has also encountered policy setbacks from the Syrian
government’s strategy on public-private partnership (PPP). There
were delays in government’s deliverables under the contract. TICT
and TPGC signed an Investment Agreement in March 2007 under a
PPP structure for the operation and development of the container
terminal.
Until the start of the Syrian crisis, TICT had diligently fulfilled
all its financial obligations to TPGC. To date, TICT had remitted
over USD13 million to TPGC in port fees and rentals. The annual
investment fee and variable fee were paid on time.
However, TICT’s performance under the investment agreement
was derailed by two major events: (a) the eruption of political
unrest and spiraling violence in Syria starting in 2011, and (b)
TPGC’s refusal to acknowledge the existence of unforeseeable
change of circumstances and provide relief under the investment
agreement when TICT invoked it. The Agreement allows a party
to seek relief if there is an unforeseeable change in circumstances
which materially upsets the economic balance of the parties from
when they started. The situation in Syria has since then deteriorated
into an open civil war. To continue operations in Syria under those
circumstances was clearly unsustainable and dangerous to TICT
personnel.
In terms of throughput and revenues, TICT’s contribution for the
first nine months of 2012 was 0.6% and 0.4% of ICTSI’s consolidated
volume and revenues, respectively. In terms of totals assets, TICT
accounted for 0.4% of total assets as of 30 September 2012.
ICTSI has made it clear that termination of its Syrian concession
has no bearing whatsoever on all its other port concessions
worldwide, all of which are experiencing steady growth and smooth
operation.

Croatian Railways shifts to new electric
traction system
DIPSSCOR passes ISO audit anew
Croatian Railways, the national railway company of Croatia, opened
the Šapjane-Rijeka-Moravice train route using its new electric traction
system last 28 December 2012. An investment worth HRK637
million, the system uses 25kv AC power supply instead of 3kv DC.
This unified the whole power supply system of railways in Croatia
parallel with most European countries. This project alone has
improved the capacity of the railway and the whole Rijeka traffic route
by an additional 25 percent. Future plans include the reconstruction
of the railway extraction line and Adriatic Gate Container Terminal’s
(AGCT) Brajdica train station this year. The construction of the

forthcoming developments will further increase Rijeka traffic by 50
percent in the coming years. Recently, Croatian authorities have
prioritized Rijeka’s railway network as European transport corridors
5, 5b and 10 will officially become part of the European traffic TEN-T
network. All these investments, as well as the launching of new train
services towards Zagreb, Beograd and Budapest, will boost AGCT’s
throughput in the years ahead. In July of this year, Croatia will join the
European Union.

MICTSI applies for ISPS Code compliance

applied for a five-year certificate of
compliance with the International Ship
and Port Facility (ISPS) Code. To obtain
the certificate, MICTSI underwent gap
analysis and ISPS security audit last
26 November 2012 at the Mindanao

MICT celebrates Christmas
“western style”

International Container Terminal Services, Inc. (ICTSI) partygoers became cowboys and cowgirls for a night at the annual
Christmas party called Wild Wild West held at the Manila
International Container Terminal last 17 December 2012.
The program started at 3:30 p.m. with a Mass officiated by Fr.
Alberto Avanzado of San Sebastian College Recoletos, Manila. ICTSI
employees and officers filled the venue to hear God’s word and
celebrate Christmas with their co-workers.
After the mass, the employee-participants readied themselves
for their group presentations. All the groups danced to the tune of
Gangnam Style by Psy.
Shortly thereafter, the party started after the emcees, Leila Peralta,
ICTSI Human Resources (HR) Assistant Manager; and Byron Gonda,

ICTSI HR Industrial Relations Officer, hit the stage. A number from
the Shakeys dance crew kicked off the party, followed by a Christmas
message from Jay Valdez, ICTSI Operations Manager.
To energize the crowd, the Corporate-Legal Group performed
their winning Gangnam Style moves.
The Gangnam Dance competition began with the presentation
of the judges: Tina Zulueta, ICTSI HR Manager; and Atty. Al Shwaid
Ismael, Corporate Legal Services Officer. The criteria for judging
were read, and the competition went underway with performances
from the Operations’ on-call employees Group who called themselves
Masculados (Muscled men), the Admin Group as Black Thug, the
Engineering and Maintenance Group as Amazing Cowboys, and the
Anchorage Group as the Outlaws. The cash prizes were PhP17,500,

PhP22,500, PhP27,500, and PhP32,500 for the fourth placer, third
placer, second placer and first placer, respectively.
While the scores were being tabulated, celebrity dancer Saicy
Aguila and two other backup dancers “sizzled” on the dance floor,
occasionally teasing the party-goers who were dumbfounded by their
dancing prowess. Their performance lasted for about a 45 minutes
for everyone’s enjoyment.
The party also featured the politiko (politician) look-a-like contest
where employees submitted their and / or their officemates’ pictures
along with photos of their politician look-alikes. Ms. Zulueta and
Atty. Ismael also judged the contest. The winners were Elsa Austero
as Mayor Vilma Santos, Marlon Suan as Datu Andal Ampatuan,
Arturo Siman as Governor Mangudadatu, and Cresencia Urdaneta
as Councilor Angelica Jones. They took home prizes ranging from
PhP3,000 to PhP4,000.
Afterwards, candidates for the best dressed cowboys and cowgirls
were called to the stage. Mario Manuel from Safety, Youiell Antivo
from Materials Management, Eduardo Ocampo from Anchorage,
Antero Edquid from Facilities and Maintenance, and Merlyn Mondarte
from Records won prizes ranging from PhP1,500 to PhP4,000.
Capping the party was the announcement of the dance competition
winners. The Operations’ on-call employees Group won first place,
while the Admin Group, the Engineering and Maintenance Group, and
the Anchorage Group placed second, third, and fourth, respectively.
Raffle prizes in cash and in kind were also given away to lucky
party-goers of the event, which drew over 700 attendees.

prom-themed Christmas party held last 13 December 2012.
One of the highlights of the party was the chorale contest,
which showcased the beautiful voices of the employees as well
as their creative interpretations of the story of the birth of
Christ. The contest judges were Nana Soriano, International
Container Terminal Services, Inc. (ICTSI) Public Relations
Head; Eunice Garte, OOCL Branch Manager; and Rowie
Lisbona, Maersk Davao Branch Manager. Meanwhile, lucky
employees won prizes in the raffle. The employees also
took part in a Kris Kringle. Jose Manuel de Jesus, ICTSI Vice
President for Business Development-Asia; and Jules Domingo,
DIPSSCOR General Manager, awarded prizes to the king and

International Container Terminal Services, Inc. Ltd. recently appointed Phillip Marsham as Chief Executive Officer (CEO) of Adriatic
Gate Container Terminal. Mr. Marsham took over the position vacated by Dr. Antonio Passaro, who retired last 15 October 2012.
Mr. Marsham brings to AGCT over 30 years of experience in port development, terminal management, commercial management and shipping.
“I feel very privileged to be part of this team, and I shall continue AGCT’s journey towards growth and progress. I believe we have a strong
product. With the new investments being made in the cranes, equipment and infrastructure, we will make AGCT a real gateway to Europe over
the coming months. Also, we will take full advantage of
all the new opportunities that will come our way with
Croatia’s imminent entry into the European Union,” said
Mr. Marsham.
Prior to becoming AGCT’s CEO, Mr. Marsham
was the Country Head for Maersk Line involved in
commercial and terminal activities in Pakistan, Angola,
Bangladesh, Ethiopia and the Horn of Africa. From 1990
to 1997, Mr. Marsham held senior positions with the
AP Moller Group in Nigeria. Mr. Marsham started his
career as a sailor in cargo vessels, quickly rising to the
rank of Captain before pursuing a career on shore.
Generosity: A 24/7 Christmas Spirit

ICTSI Foundation, Inc. (ICTSI-FI) did a round of outreach activities at three different institutions in Metro Manila under its giftgiving program last Christmas titled Generosity: A 24/7 Christmas Spirit.
ICTSI-FI granted the Christmas wish lists of the residents of Tahantahanan, a half-way home for cancer-stricken children in East Avenue
Medical Center, Quezon City; Marillac Hills, a home for abused young
women in Alabang, Muntinlupa City; and the Manila City Jail in Manila.
As requested by the Bureau of Jail Management and Penology,
ICTSI-FI distributed personal hygiene kits to 2,100 female and male
inmates at the Manila City Jail. This number represents 50 percent
of the total inmates who don’t have visitors and thus had no regular
provisions for shampoo, soap, toothbrush and toothpaste.
In Marillac Hills, similar personal hygiene kits were distributed to
235 physically and sexually abused young girls under the care of the
Philippine Department of Social Welfare and Development.
Meanwhile, durable mattresses with rubber lining were given for the
use of cancer-stricken patients from poor families in Tahan-tahanan.
