Meeting Minutes
October 13, 2015
Call to Order
Chairman McGrogan called the meeting to order at 7:03 p.m. on October 13, 2015. In
attendance were Chairman McGrogan, Alderman Basso, Alderman Fulkerson, and Alderman
Kramarski. Also in attendance were Building Commissioner Chris Kransberger, petitioners,
interested parties, and Recording Secretary Katie Fiore.
Approval of Minutes
Chairman McGrogan entertained a motion to approve the minutes on August 11, 2015.
So moved by Alderman Kramarski and seconded by Alderman Basso. All favored and motion
carried.
License Report
Chairman McGrogan referred to the business license report. He reported $71,030.60 was
invoiced, $70,601.60 was paid, and $1,429.00 was owed for Business License, Health
Inspections, Elevator Inspections, Vending License, & Warning Siren Maintenance. Alderman
Kramarski asked if the issue with the fire district has been resolved, and Chairman McGrogan
said they were still working on it and would talk to the Mayor.
Vehicle License Report
Chairman McGrogan noted vehicle stickers went on sale May 22, 2015 and
approximately 8,050 stickers were sold. Chairman McGrogan also noted the City collected
$185,165.00 for new stickers and collected $310.00 for replacement stickers totaling an amount
of $185,475.00.
Building Permit Summary Report
Chairman McGrogan also referred to building permit report. He reported there were 194
permits issued from 08/07/15-10/08/15 and $115,718.38 was collected from permit fees from
08/07/15-10/08/15. Chairman McGrogan also stated from 01/01/2014-10/09/2015, 714 permits
were issued and $314,212.31 was collected from permits from 01/01/2014-10/09/2015.
Driveways
A.12402 S. Harold Ave- Illichman
Mr. Illichman approached the Committee requesting to replace his old concrete driveway
along with the stone section, to an asphalt driveway keeping it the same footprint as what is there
now. Mr. Illichman stated when he put his addition on his house years ago, he added stone down
to his driveway, so he could have more room for cars. Chairman McGrogan stated according to
his pictures, the driveway was off center, and Mr. Illichman stated he never moved the driveway
when he constructed a new detached garage.
Chairman McGrogan stated in cases like these, they approve people to go a foot and an
half off each side of the garage. Chairman McGrogan stated to Mr. Illichman that his property
would look esthetically better if the driveway was even with the garage. Alderman Basso
commented, what Mr. Illichman proposed, it would look like his whole front yard would be
paved. Alderman Basso also agreed staying Mr. Illichman’s property would look better if the
driveway was even with the garage. Chairman McGrogan indicated on Mr. Illichman’s drawing
that the Committee would approved his request if some of the concrete was replace with grass on
the left side of his property and the new driveway be moved over to the right, even with the
garage.
Chairman McGrogan moved to approve Mr. Illichman’s request as indicated on the
drawing proposed by the Committee. So moved by Alderman Kramarski, seconded by Alderman
Fulerson. 4-0 affirmative votes and motion carried.
B. 7345 Choctaw Rd- Zeiler
Mr. Zeiler approached the committee reqeusting to expand his driveway 10ft wider with
brick pavers as proposed on his plat of survey. He stated the reason for expanding his driveway
was because 1.) He needs extra space for an additional car, and 2.) Mr. Zeiler could park his
truck on the driveway, instead of the grass, since his neighbor has been complaining about
parking on the grass.
Chairman McGrogan stated in Ishanla most of the driveways were similar and the way
Mr. Zeiler wanted his driveway it may set a precedent. Mr. Zeiler stated the driveway does not
have to go all the way up to the side of the house. He said he put that on the plat of survey as a
possibility. Mr. Zeiler said he does not want to add anything to the other side of the driveway,
because there was already landscaping there. Mr. Zeiler noted he is a licensed landscaper which
has installed lager driveways in Palos Heights that were approved by this Committee. Mr. Zeiler
mentioned he would be okay with adding to the driveway from the apron of the garage and
before the end of the property line. He indicated eventually the driveway would all be brick
pavers.
Alderman Fulkerson asked if Mr. Zeiler’s garage was a 2 car garage which he indicated
yes. The Committee concurred that 10ft was a little excessive, but agreed to allow Mr. Zeiler to
go 8ft wide instead. Alderman Fulkerson inquired about tapering the driveway to the front
setback line, instead of the lot line. Commissioner Kransberger then indicated on Mr. Zeiler’s
plat of survey how the new proposed driveway would look which the Committee concurred that
was correct.
Chairman McGrogan moved to approve the request to allow an 8ft wide driveway
tapered from the front yard setback to the apron of the garage, as indicated on the plat of survey.
So moved by Alderman Fulkerson, seconded by Alderman Kramarski. 4-0 affirmative votes and
motion carried.
C. 12109 Cheyenne Dr. - Trinity Christian’s President’s House
Jim Belstra, Vice Present of Finance at Trinity approached the Committee on behalf of
the President of Trinity Christian College requesting to add a horseshoes section to the existing
driveway as proposed. Mr. Belstra stated the added horseshoe section to the driveway would help
keep a barrier free access for the potential additions the college has in mind in the future. He also

said this would help with off street parking.
Chairman McGrogan entertained a motion to approve a horseshoe section to the existing
driveway as proposed on the plat of survey. So moved by Alderman Fulkerson, seconded by
Alderman Kramarski, 4-0 affirmative votes and motion carried
D. 12600 S. Harold Ave- Santora
Mr. Santora approached the Committee requesting to re-pave his driveway along with the
wing shape section that connected to his driveway. Mr. Sanorta stated his house was the original
City Hall and the wing shape section already existed when he bought the house. He said he
repaired that section and his driveway about 12 years ago, but was now told he would not be
allowed to pave the wing shape section. Mr. Santora stated with having everything paved,
esthetically it would make his house look better. Mr. Santora indicated the wing section
connecting to his driveway, made it safer for children because they use that section to get out of
the away of cars.
Alderman Fulkerson asked Mr. Santora when his house was the original City Hall, was it
the City who paved that section. Mr. Santora stated the previously owner before him said it was
the City that paved that section. Alderman Fulkerson then asked why it was not a nonconforming use and inquired when it was paved. Building Commissioner Kransberger stated he
did not know when it was paved, and the City records do not go that far back. Alderman Basso
made a comment saying years ago when he talked with the inspector, the inspector just shrugged
his shoulders at him, not knowing when that section was paved. Alderman Fulkerson then stated
Mr. Sanotra should be allowed to repave the wing section, since it already exists and it is
consider a non-conforming use. Chairman McGrogan also agreed with Alderman Fulkerson and
stated it was practically “grandfathered” in. Alderman Kramarski stated she would vote yes to
Mr. Santora’s request, but the City would have to take in consideration of other residents similar
to Mr. Santora’s situation. Chairman McGrogan stated if another resident wanted to do the same
thing, they would still have to appear before this Committee. He added the Committee could also
go by a case by case basis.
Alderman Fulkerson moved to approve to allow Mr. Santora to re-pave his driveway and
the connecting wing section as presented, seconded by Alderman Kramarski. 4-0 affirmative
votes and motion carried.
Temporary Sign
A. 13049 S. Ridgeland Ave- Shepard High School Annual Craft Show
Chairman McGrogan entertained a motion to allow Shepard High School to
display/place signs out at various location in Palos Heights for their annual craft show. So
moved by Alderman Kramarski, seconded by Chairman McGrogan. All in favor and motion
carried. AGENDA
Special Event Signs
A. 6601 W. College Dr. - Trinity Christian College Fun Run
Chairman McGrogan entertained a motion to allow Trinity Christian College to
displays/place approximately 4 mile marker signs out for their annual Fun Run on November 7,
2015. So moved by Alderman Fulkerson, seconded by Chairman McGrogan. All in favor and
motion carried.

Permanent Sign
A. 12801 S. Harlem Ave- Forever Yogurt
Commissioner Kransberger stated Forever Yogurt would like to add 2 additional
permanent signs on the north and south side wall of the building at 12801 S. Harlem. Alderman
Fulkerson stated he would allow Forever Yogurt to add an additional sign on the north side of
the building, but not the south.
Alderman Fulkerson moved to approve Forever Yogurt to allow an additional permanent
sign only on the north side wall of the building at 12801 S. Harlem, seconded by Alderman
Kramarski. All in favor and motion carried. AGENDA
Cook County Intergovernmental Agreement
Alderman Fulkerson moved to authorize the Mayor to sign the Cook County
Intergovernmental Agreement for the provisions of the environmental health inspectional
services, seconded by Alderman Kramarski. All in favor and motion carried. AGENDA
6401 W. 127th St (Former Dominick’s) Release of letter of Credit
Commissioner Kransberger stated the contractor was looking for the release of their
Letter of Credit for the demolition of the gas station at the former Dominik’s. He stated the State
Marshal and EPA both did final inspections for that project.
Alderman McGrogan entertained a motion to release RW Collins Company’s Letter of
Credit in the amount of $60,000 for the demolition of the gas station at 6401 W. 127th St. So
moved by Alderman Fulkerson, seconded by Alderman Kramarski. All in favor and motion
carried. AGENDA
Hospital Permit Fees
Commissioner Kransberger stated the Mayor received a letter from Palos Community
Hospital asking for relief of their permit fees for the North Bed Tower Remodel project.
Commissioner Kransberger stated the hospital’s construction cost total was $23,034,052.00. He
said if the City was to charge the hospital the 1% of the job cost the permit cost would be
$230,340 which included a $10,000 review fee from an outside company. Commissioner
Kransberger stated the hospital did put a deposit down in the amount of $83,114.
Discussion ensued regarding permit fees and it was consensus of the Committee to
maintain the fee structure as per current ordinance.

Chairman McGrogan entertained a motion to adjourn the meeting. So moved by
Alderman Fulkerson, seconded by Alderman Kramarski. All in favor and motion carried.
