Respondents to this RFQ should present their qualifications to develop new, quality homes in order to help the City
achieve one or more of the following objectives:
 stimulation of the development of owner-occupied housing sold at market rate
 construction of new housing in under-developed areas of the city
 stimulation of large scale redevelopment
 development of vacant land
 economic integration of housing and other development
 redevelopment of blighted areas
 increase the real estate property tax base of the city
