& Co-Founders of the Network. About thirteen

and that all charges due within the organization are paid off on
time. To address this issue, we promote the CLN Safe Program as
a safety-net for our members. The concept is to:
Pool member’s fund in a yearly basis
USD 5,000 is immediate payment security
Increase to USD 10,000 once you are 3 years with the network
Increase to USD 20,000 for members
that are 5 years and above with the network
By having such a program, we increase the confidence

that the annual conferences and meetings have to be attended by CLN members to ensure
activeness of members within the organization.

Information Environment
CLN builds an exclusive information environment which we called "CLN Intranet". This
environment will provide access to exclusive information and system, to support security and
business development amongst our members.

Agency Agreement
CLN members maintain a professional working relationship amongst each other by adhering
to the Network Ethics and Guide.
To pay all monies due members in a timely manner (standard: within 30 days, unless otherwise agreed
upon in writing)
To be active in sales endeavors for mutual growth
To attend annual conferences of the alliance to ensure activeness of members within the organization
To respect other members’ existing customer bases and refrain from back selling
To reflect the true cost of all rates quoted from the CLN Member to CLN Member for common markup and
profit sharing, should the cost change (even during shipment) the CLN agent partner/s must update
accordingly. Overcharging is considered unethical within the CLN and CLN reserves the right to expel
members with unethical practices.
It is the position of the network at this point that supplier receipts presentation form origin agents must
be agreed upon in advance, otherwise the origin agent will not need to present supplier receipts.
The network will reconsider issuing a policy of supplier cost transparency upon which in future nominating agents should be able to demand for it, but at this point unfortunately we are not in the position to
impose. It is an important point to support the needs of the nominating agent, and we will take this up
internally if it can be practically implemented. To provide bona fide sales leads when possible

To operate in accordance with all stated shipping advice
To promptly respond to all communications (standard: within 24 hours)
To quote rates in full detail in a timely manner

Payment Protection Guide
Most advanced payment monitoring system
The live payment monitoring system allows our CLN Secretariat to capture any late-payment
incidences and inform the network of any irregularities. All members are sent a monthly PDF
of the Network Security Agency list, which highlights the updated status of every member.
By having this system in place we are able to vastly reduce the network’s exposure to wrong
intended forwarders and keep our striving community of forwarders going.
The CLN Security Fund is governed by the following guidelines:
Prior to transacting with CLN members, please verify from the network agency list that your partners are in good
standing.
Send pre-alerts (HAWB, MAWB, and Billing) within 14 days of shipment
Agent to submit a statement of account (AR/AP) within the first 10 days of each month
Members must be updated with membership payables
Agent must pass the screening process of CLN
Agents must file a late payment report within 30 days after the payment due date with 14 days allowance from the
due date. Then, claim report can be filed within 30 days after the due date.
Only CLN members are eligible for security claims. Expired member status is not entitled to submit claims to the CLN.
The CLN security blanket covers for invoices within a maximum of 60 days before the claim date CLN does not
provide coverage for shipments with payment terms of more than 30 days
Immediate dispute protection is covered to USD 5,000 per member, and will increase to USD 10,000 once you are
3 years with the network. Dispute protection is covered to a maximum amount of USD 20,000 for members that are
5 years and above with the network with a self participation of 10% claimed amount. The lower coverage of two
transacting agents is considered for claiming purposes.
The CLN Security Coverage is limited to, general cargo and specifically not covering dangerous goods, perishable
cargo, personal effect and collect cargo beyond USD 2,000.00. In addition, security coverage does not provide for
non-conformance with service levels, shippers/consignees connected with Internet mail services such as E-Bay,
lost or damaged cargo, invoices covered by a CLN member’s Error and Omissions Insurance or other insurance
coverage, 3rd party damages, currency exchange fluctuations, goodwill payments, illegal transactions, legal fees
or interests.
Any single transaction/invoice beyond USD 10, 000 is not eligible for claim
Security coverage is only granted to members that have attended the latest conferences. CLN reserves the right to
refuse any claims from members who have not attended the last conference.
Only invoices relating to the offices/cities that are registered will be eligible to participate in this fund
i.e. if a company only registers its Hong Kong office but has several other offices in China, only invoices covering
freight originating from destined to their Hong Kong office will be considered as eligible.
CLN does not cover for disputes caused by service errors
CLN only covers for freight charges
For payment issues that have been resolved, the payee will undergo a 60-day probationary period, for the purpose of
payment monitoring. The CLN Management has the right to downgrade payment status of members with payment
issues. This is to ensure that the entire CLN is kept safe.
CLN reserves the right to update the above terms at any time.
