History of IMU
22 years ago, it was clear that
Malaysia was facing a serious shortage
of doctors. Dr Kamal Salih, a visionary,
and Dr Mei Ling Young, a social
scientist with a strong interest in
development, hit on a brilliant, simple
idea – if young Malaysian students
could not go out into the world to get
the medical education they wanted
and deserved, they would bring it to
them.
And so the idea for the International
Medical College (IMC) was born.

world’s best medical schools. And its
unique self-directed learning approach
taught students to break away from
teacher dependent learning and to be
responsible for their own learning.
In November 1992 – after only 2
years of intense planning and with
five leading PMS on board – the IMC
opened its doors to students in Jalan
Selangor, Petaling Jaya.
Kamal and Mei Ling roped in Dr
Saidi Hashim, who had helped start
the Universiti Sains Malaysia (USM)’s
Medical School and Prof Ong Kok Hai,
also a USM colleague, to help put the
plan for the school together. They
in turn invited two leading medical
educationists – Prof Ron Harden and
Prof Ian Hart to join the team.
The college was officially launched on
13 April 1992 by the then Education
Minister, YB Datuk Amar Dr Sulaiman
Haji Daud, demonstrating the full
support of the Malaysian Ministry of
Education and Ministry of Health.
The six of them then put together a
unique model that would see medical
students spend the first 5 semesters
at the International Medical College
(IMC) in Kuala Lumpur, before moving
to any one of the Partner Medical
Schools (PMS) around the world. It
was a radical idea – a world’s first –
that changed the model for medical
education. And in the process, helped
build a better Malaysia.
From 1992 to 1998, IMC focused on
Phase 1 of its medical programme –
the building of its Medical Sciences
programme – so that Malaysian
students could transfer seamlessly to
the PMS. In 1995, IMC started two
intakes, and by 1998, transferring
approximately 68 students a year.
The IMC curriculum was unique
not just in its teaching and learning
IMC Becomes the International
Medical University
Everything changed dramatically,
when in 1998, the Asian financial crisis
struck. Fluctuating currencies and the
massive depreciation of the Malaysian
ringgit hit both parents and the
Malaysian government, as they had
been sending students abroad to study
medicine. The scale of uncertainties
was unprecedented.
To overcome the problem of
potentially stranded students from our
Phase 1 programme, IMC quickly put
into place a Phase 2 programme to
be done locally. It was the IMU MBBS.
The then Minister of Education, YB
Dato Seri Mohd Najib Tun Razak, now
Prime Minister of Malaysia, asked
Kamal and Mei Ling to fast-track the
setting up of IMC’s Clinical School to
help solve the problems of parents as
well as the government-sponsored
students. IMC was invited to become a
university thereby being able to award
its own degrees. IMU was born.
This had vast implications for IMC
– upon completion of their Phase
1, students would have a choice to
transfer to a PMS or to the Clinical
School to complete their education
locally.
Again, with the help of Prof Ron
Harden and Prof Ian Hart, both who
already had key roles in establishing
the IMC, and senior medical deans
Prof Michael Orme of the UK, Dr John
Ruedy of North America and Prof Ian
Simpson of New Zealand, collectively
representing UK, North America and
Australasia, the curriculum for Phase 2

and the physical design of the Clinical
School were drawn up. A handful
of clinicians, under the inspiring
leadership of Prof John Joseph Bosco,

The IMU Clinical School, comprising
its curriculum, building and staff

time – just one year.
It introduced a twinned Pharmacy
programme with University of
Strathclyde in 1996, its own Bachelor
of Pharmacy programme in 2004
and dentistry in 2008, which follow
the IMU’s unique model – a shared
Phase 1 programme, with the option
to complete their degree in IMU,
or continue to any of their Partner
Schools around the world.
On 4 February 1999, IMC was granted
university status and became the
International Medical University (IMU),
thus providing students the additional
option of reading the whole medical
degree in Malaysia, graduating with
the IMU MBBS. With this, IMU also
became the country’s first private
medical college to be upgraded to a
university.
On 20 September 1999, the IMU
Clinical School welcomed its first
batch of 46 medical students. The
School was located on the grounds of
the Seremban Hospital, now Hospital
Tuanku Ja’afar. In 2001, just 3 years
after launching the programme,
the IMU MBBS programme earned
accreditation from the National
Accreditation Board.
IMU then went on to establish
teaching relationships with several
other hospitals, the result of which
was that IMU MBBS students were
exposed, over the course of their
degree, to the full spectrum of
primary, secondary and tertiary care

Well before the development of the
IMU MBBS programme, the IMC was
already exploring ways in which it
could expand its healthcare education
offering.
Believing that health is holistic,
IMU introduced the Chiropractic
programme in 2010, the first of its
kind in Southeast Asia. The IMU
Chiropractic programme features an
evidence-based curriculum, meaning
the material that is taught is derived
from research findings as much as
possible.
IMU then introduced the Chinese
Medicine programme in February
2011, where students are required
to learn the basic medical sciences
alongside clinical practices of Chinese
Medicine. This integration is important
as it combines the best of both types
of medicine; students adopt and apply
a scientific and an evidence-based
approach to Chinese Medicine.
Completing its offering of medical
and healthcare programmes are other
clinically-based health professions
like Nursing, Dietetics with Nutrition,
and Psychology as well as nonclinical health programmes such as
Medical Biotechnology, Biomedical
Science, Nutrition and Pharmaceutical
Chemistry.
Since 2004, IMU has been offering
postgraduate programmes, their
MSc and PhD by research. And in
September 2011, IMU welcomed the
pioneer batch of students enrolled
in the first postgraduate taught
programme in IMU, the MSc in Public
Health. Besides this programme, other
postgraduate programme offered are
MSc in Analytical and Pharmaceutical
Chemistry, Master of Formulation
Science and MSc in Molecular
Medicine.
Despite the variety, the different
programmes share the same
philosophy – to produce thinking
students who are lifelong learners.
IMU seeks to widen access to
healthcare education, with courses
that are both progressive and
innovative. Its aim: to grow into a
centre of healthcare educational
excellence in the Asia-Pacific region.
Moving Into Healthcare
In January 2010, IMU took a bold step
in its plan to be a holistic healthcare
provider, with the opening of the IMU
Oral Health Centre. This marked a
major breakthrough for the University
– for the very first time, IMU was
receiving and treating real patients.
This was quickly followed by the
opening of the IMU Chiropractic
Centre in May 2010, the IMU Medical
Clinic in July 2010 and the IMU
Chinese Medicine Centre in November
2010.
Together, the four clinics form the IMU
Healthcare Centre, which is unique
in that it brings the disciplines of
allopathic (western) medicine under
one roof beside those of traditional
and complementary medicine, offering
western medicine, dental services,
nutrition and dietary and psychological
advice, alongside chiropractic and
Chinese medicine services.

The Healthcare Centre serves as a
teaching site for IMU students, and
plays an important role in educating
future healthcare professionals who
understand the importance and
benefits of offering holistic healthcare
services. It also allows IMU to extend
the learning experience, beyond that
already offered by its partnerships with
Ministry of Health hospitals and clinics,
and helps attract quality faculty.
It is both a teaching and service
innovation.
Research Focused on Medicine
and Medical Education
Moving into research was a natural
progression in the evolution of
the IMU in its continual quest for
academic excellence. IMU thrust
areas for research are: environmental
health, cancer biology, stem cell
research, active biomolecules and
cellular mechanisms, pharmaceutics
and drug delivery systems, and natural
compounds and nutraceuticals.
While medical and healthcare-related
research continues to be an area of
focus, IMU is also making progress in a
new area of research – that of medical
education.
Since 2000, when research activities
first started, IMU has initiated 947
research projects, consisting of a
mix of undergraduate, graduate and
faculty research. From 2008 – 2011,
it published 568 papers, of which
281 (49.5%) were in ISI papers. These
were in respected journals such as
the Lancet, British Medical Journal,
Cochrane Data Base Systematic
Reviews, Human Pathology, to name
a few.
IMU’s research efforts are further
enhanced when its Institute of
Research, Development and
Innovation (IRDI) came onstream in
2012, which will elevate the University
as a significant player in biomedical
and clinical research.
An Engaged University
One of IMU’s core values is that to
be good healthcare professionals,
students must be moulded to be good
human beings. And this includes being
aware of, and sensitive to, the needs
of the communities in which they live
and work, hence IMU’s tradition of
active community engagement.
Through a comprehensive community
engagement programme, students,
faculty and staff work with local
communities, particularly those
in need, to build therapeutic
relationships, share healthcare
knowledge through treatment
and counsel and run educational
programmes. Amongst these are IMU’s
long-running “Kampung Angkat”
(village adoption) programme, its
“Health and Wellness Programme”, its
IMU Cares programmes and its regular
Health Awareness Days.
Looking Forward
Today IMU is an integrated medical
and healthcare institution, offering
education, healthcare and research
in partnership with some of the
world’s most respected individuals and
universities in the field of medicine
and healthcare. It is Malaysia’s only
university focused a hundred percent
on medical and healthcare education,
and continues to play a significant role
in nation-building.
It has remained focused on the central
philosophy that guided its founders –
access to quality medical education,
innovation and imagination as its
cornerstone, and continuous reflection
leading to insight to guide IMU into
the future.
Its success stems from a lot of hard
work, and the belief that everything
that IMU does must draw from its
core ethos of Innovation, Imagination
and Insight. Innovation, to be creative
and productive and to be focused on
continuous innovation, Imagination
to be realistic about what can be
achieved and measured, and Insight
to be focused on productivity and
resposiveness, to be acceptable to
those IMU serves.
In January 2011, IMU launched
its 5-year Strategic Plan – ASPIRE,
which will see the University work
towards becoming a truly Learning
Organisation, as envisaged by Peter
Senge.
Forging ahead, IMU will have to
develop an academic health centre
where all the three components of
education, research and healthcare
will add value to each other. This will
also differentiate IMU.
As it celebrates its 22nd Anniversary,
IMU continues to be focused on its
most important role – to help mould
individuals to be better people, and
to be better medical and healthcare
professionals.

The
University Mace
The mace is the symbol of authority
of the International Medical University
(IMU). The globe at the top symbolises
the international nature of the
University. Gold denotes the quality of
education provided by the IMU.
The seven kris (traditional Malay
weapon) represent the nations
participating in the International
Medical Consortium. The songket
motif symbolises the country’s cultural
tradition. The bunga raya (hibiscus)
is Malaysia’s national flower. The five
facets of the mace signify the five
continents of the world.
The second ring consists of the logo of
the IMU to signify its new charter as
a University. Below the second ring of
the mace are the logos of the original
five Partner Medical Schools which
helped start this innovative medical
programme.
The original International Medical
College emblems are etched on each
side of the brace in the third ring of
the mace. Below the third ring are
the logos of the international Partner
Universities involved through their
medical schools in the International
Medical Consortium. The bottom part
of the mace is carved in the shape of
the Kelantanese gasing (spinning top),
another symbol of Malaysian culture.

Our Logo
The initials IMU represent the name of the University. The strips on
the “I” represent the three pillars of Innovation, Imagination and
Insight. The snake and staff are the traditional symbols for medicine,
which is the educational focus of the University. The colour white
represents integrity. The globe stands for international
connections: the IMU as a member of the International Medical
Consortium, both in terms of partnerships with many well-known
foreign universities, as well as its international faculty and student
body. The tilted square represents the mortarboard, which is the
symbol of academia in relation to the community. The colour blue,
in its two shades, stands for peace and harmony.

Congratulations to our graduates on their convocation!
Today is a special day which we
hope is a day that all of you who
are graduating today will remember
fondly for the rest of your lives. This
is a significant milestone for our
graduates, a culmination of many
years of study. In achieving this goal,
our graduates have demonstrated
the commitment to succeed in
their chosen healthcare career. This
achievement had been the result of
hard work and the support of staff of
the university, families, relatives and
friends who provided the emotional,
practical and financial support which
has contributed to this success.
Today also marks the installation of
our new chancellor YBhg Dato’ Dr
Amir Abbas as the university’s fourth
Chancellor and YBhg Prof Dato’ Dr
Gan Ee Kiang as its Pro-Chancellor.
The installation today will definitely
strengthen the administration of IMU
and bring the university to a higher
level of academic excellence and
international standing.
A special congratulations goes to the
first cohort of Bachelor of Science
(Hon) Chiropractic (IMU) graduates.
This programme under the University’s
School of Health Sciences, was
awarded full accreditation by the
Council on Chiropractic Education,
Australasia (CCEA) last year. IMU is the
first and only University to offer such a
programme in Malaysia as well as in all
of Southeast Asia.
Another programme that received
international accreditation was the
University’s 3-year Bachelor of Science
(Hons) Pharmaceutical Chemistry. This
pharmaceutical chemistry programme
received accreditation from the Royal
Society of Chemistry (RSC), the
world’s leading chemistry community
and professional body, advancing
excellence in the chemical sciences
early this year.
Our School of Medicine also received
international recognition when it was
conferred the Association for Medical
Education in Europe (AMEE) ASPIRE
to Excellence Award in the area of
“Student Engagement” last year. As
it was the inaugural AMEE ASPIRE to
Excellence Award, IMU is one of the
first Medical Schools in the world to
win this award.

and mission of becoming leaders that
make a difference to the community.
Friendships that will last our graduates
a lifetime have been developed
during your studies in this University.
I urge our graduates to maintain this
relationship and their relationship
with the University via the alumni. Our
alumni will be an invaluable resource
to the graduates when they embark
on their careers, forging connections
around the world and across all
disciplines. As alumni, the graduates
will be joining a special group of
individuals who represent hope and a
true passion for lifelong learning.
Enrollment across all of the University’s
programmes is positive in both
quality and quantity. We are now
expanding to pre-university level of
education beyond the undergraduate
and postgraduate programmes
currently offered at the University. In
January this year, the pioneer batch
of students was enrolled in the IMU
Foundation in Science programme.
On behalf of everyone at the
University, I would like to once again
extend our warmest congratulations
to all our graduates on their success.
We wish them every success as they
enter a new phase in their life and

Dato’ Dr Amir Abbas hails from
the state of Perak and had his
early education in Taiping. He read
medicine at the University of Malaya
in Singapore and graduated with
MBBS in 1961. Upon graduation he
returned to Malaysia and served the
Ministry of Health as a medical officer
in Kuala Kangsar, Kuala Lumpur
and Ipoh before he was appointed
as a research officer at the Institute
for Medical Research (IMR). In 1967
he left for the United Kingdom to
pursue his postgraduate studies.
There he obtained the Diploma in
Tropical Medicine and Hygiene from
the University of Liverpool and passed
his examinations for Membership of
the Royal College of Physicians. He
returned to Malaysia in 1969 and
was appointed the Head of the Rural
Health Research Department at the
IMR.
In 1972 he was selected by the
government to establish the
new Medical Faculty at Universiti
Kebangsaan Malaysia (UKM) and was
the Foundation Dean of the Faculty
from 1972 – 1975 when he left the
university for private practice.
Dato’ Dr Amir has vast experience
in the field of medicine, both in the
public and private sector. He played
a key role in establishing the then
Subang Jaya Medical Centre and was
the Medical Director and consultant
physician there from 1985 – 1987.
Dato’ Dr Amir had been a member
of the Councils of both Universiti
Kebangsaan Malaysia and the
University of Malaya. He was a past
President of the College of Physicians
of Malaysia and a Fellow of the
Academy of Medicine of Malaysia.
In recognition of his significant
contributions to the development of
medicine in Malaysia, Dato’ Dr Amir
was conferred the Honorary Doctor of
Medicine Science by UKM in 2001.
Today Dato’ Dr Amir still runs an active
medical practice and is the Managing
Director of Meditek Equipment
Sdn Bhd, a company that provides
consultancy in medical equipment.
IMU has also benefitted tremendously
from Dato’ Dr Amir’s wisdom and
experience. Dato’ Dr Amir was a
member of the Board of Governors
from 2006 – 2013 and the ProChancellor of the University from 2011
to 2013. It is indeed IMU’s privilege to
have such a distinguished personality
as Dato’ Dr Amir in our establishment.
The appointment of Dato’ Dr Amir as
Chancellor will further enhance the
prestige of our University and bring us
to ever greater heights, in terms of our
intellectual development as well as our
standing in the field of medicine and
health.
Ladies and gentlemen, I have the
privilege and honour of presenting
Dato’ Dr Amir Abbas, for installation
as the new Chancellor of the
International Medical University.

Dato’ Dr Gan Ee Kiang, the eldest
son of a businessman, was born in
Alma, a small town in Bukit Mertajam
Penang on the 23rd of June 1944. He
completed his secondary education in
Bukit Mertajam High School and after
his Form 5, left for Australia in 1963.
There, he completed his matriculation
in Coburg High School in Melbourne.
He was then admitted to the
University of Western Australia where
he graduated with an honours degree
in Pharmacology. Following this, he
was awarded a National Health and
Medical Research Council scholarship
to pursue his PhD in Pharmacology
under the supervision of the late
Emeritus Professor M. F. Lockett, the
first female professor in Australia and
a world renowned Pharmacologist
from the University of London. Dato’
Dr Gan obtained his PhD in 1972 for
his thesis, “Intra-renal secretion of
renin”.
While still in Australia, Dato’ Dr Gan
had job offers from the University
of Malaya, the National University
of Singapore and Universiti Sains
Malaysia (USM; then called the
University of Penang). He decided
to return to Penang to join USM as
a Lecturer, and was promoted to
Associate Professor in 1977, Professor
in 1990 and Senior Professor in 1994.
He was later appointed Deputy Dean
(1977), Acting Dean (1979), and
Dean (1980 - 1995) of the School of
Pharmaceutical Sciences. During his
tenure as Dean, the School gained
international prominence in Clinical
Pharmacy Education, as well as a
provider of consultancy services, and
in research & development (R&D)
activities. During this time, he was
instrumental in setting up three new
centres at USM. These centres are the:
(i) Drug Research Centre in 1981, (ii)
National Poison Centre in 1995, and
(iii) National Doping Control Centre in
1996.
In 1974, Dato’ Dr Gan spent 9 months
collaborating with the late Professor
(Sir) W. S. Peart FRS to research
the Renin-Angiotensin system at
St. Mary’s Hospital Medical School,
University of London. Since then he
has published two books as well
as over 100 scientific/professional
publications and is a co-inventor
of two patented inventions. These
publications are largely based on his
research interests in cardiovascular
pharmacology, active compounds
from natural products and pharmacy
education. He was appointed, on
three occasions, as WHO temporary
advisor and was an invited speaker at
various eminent professional meetings
in the USA, Europe and Asia. He
sits on the Editorial Board of several
professional journals. He was also
the first Malaysian member of the
“International Health Advisory Panel
of the United States Pharmacopoeia
Convention (USP)” a position he held
from 1990-1995. Dato’ Dr Gan was
also panel member of the “National
Panel for Best Inventor Award MOSTI
(Ministry of Science, Technology and
Innovation)” for almost 10 years, and
the Malaysian Drug Control Authority
(DCA) for eight years.
Dato’ Dr Gan has been conferred
three state awards by the Penang
State Government, the “Pingat
Kelakuan Terpuji (PKT, 1986)”, the
“Bintang Cemerlang Negeri (BCN,
1997)”, and the “Darjah Setia
Pangkuan Negeri (DSPN, 2004)”, and
one by the Malaysian Government,
the “Johan Mangku Negara (JMN,
1999)”. For his enduring contribution
to Pharmacy Education, Dato’ Dr Gan
was the second person in Asia to be
awarded “The Donald C Brodie, PhD
Award” by the Pan Pacific Foundation
in Honolulu, Hawaii in 1991. This
award was given in recognition of his
contribution to the “development of
exemplary educational and service
programmes in pharmacy, which have
benefited the profession of pharmacy
on a national and international level”.
Dato’ Dr Gan is the founder of
the USAINS Group and served as
Managing Director from 1999 to
2013. The USAINS Group is the first
company incorporated by a public
university in Malaysia with the
approval of the Ministry of Finance
and the Ministry of Education. USAINS
was incorporated to help USM
generate income through technology
transfer, the commercialisation of
R&D results and to make available
University expertise/facilities to serve
the public and the private sectors. He
was also the founding member of the
Malaysian Society of Pharmacology
and Therapeutics in the seventies.
During his tenure as President, and
under his chairmanship, Malaysia
hosted the South East Asia and
Western Pacific Regional Meeting of
Pharmacologists for the first time.
Dato’ Dr Gan was also advisor to “The
Malaysian Society of Pharmaceutical
Trade and Manufacturers Association”.
Dato’ Dr Gan is active in community
services. He was Past President of
the Rotary Club of Bayan Baru in
Penang which led many charitable
projects. Currently, he is a Trustee of a
Foundation that awards scholarships
yearly to needy students and supports
deserving poor patients needing
medical assistance. He also sits on the
Board of Directors of several limited
companies. He has been consultant on
many occasions to banks and venture
capitalists for their investments and is
currently advisor to several companies.
He has been a member of the Board
of Governors, International Medical
University since January 2004.
Dato’ Dr Gan Ee Kiang is married to
Lilian Yeoh Beng Guat, and has two
children, a daughter and a son as well
as four grandchildren. His daughter,
Datin Michelle Gan, is a double degree
holder in commerce and in law, and
his son, Dr Michael Gan holds an
MD degree, but pursues corporate
activities in Malaysia and in the Asia
Pacific region. Dato’ Dr Gan used
to play golf but now mainly enjoys
cooking Italian and French cuisine. He
is also an avid gardener.

Dato’ Dr Gan Ee Kiang, for installation
as the new Pro-Chancellor of the
International Medical University.
