Expected/possible questions in the press conference on Feb 19, 2013:
The meeting agreed that Mr. Puy Kea and Ms. Kim Sokuntheary were responsible to respond
to any question during the press conference.
The below are the possible questions might be asked during the press conference:
1. How many TV stations does the project monitor?
To be fair for each TV station, the meeting decided to include Apsara TV in the list of
TVs to be monitor.
2. What area is the project going to monitor? And how to monitor?
“The project will be monitoring the local news of all TV stations and articles on the
front page of the 5 newspapers stated in the project proposal. A monitoring tool has
been design and will be used for monitoring both TV and newspaper” said Mr. Sek
Borisoth.
3. What actions to be taken if unethical news was published?
“We will approach the individual directly. If there is no change, we will approach
his/her Editor-in-Chief. Finally, if there is no change still, we will list down in our
monthly report” said Mr. Sek Borisoth.
4. Why is the project started before the election?
“It is just a coincidence that UNDEF offers the grant to start the project from Dec 2012
to Nov 2014” the meeting answered.
5. What is the difference between CJCE and other Journalist Associations?
“Association is formed to protect its members, but CJCE consults its members on issues
related to Journalism Ethics. Our future plan is to have a law professional in our Board
of Directors” said Mr. Sek Borisoth.

 To give the score to the weekly news for discussion on the TV talk show
 To feedback on the final draft of Ian for proposal to Canadian Embassy
Following were the results to be discussed in the meeting:











As there is a lot of news per day ( between 30 to 40 per media/per day) from the 13
selected media institutions, so the board member decided to take just 2 (on politic and
social issue) per issue/per TV or newspaper/per day), and only 3 days from the
selected week of the month. So far they approved for 5 days.
As the result, the board discussed, analyzed and gave score to 2 day news, among 5 day
selected due to time constraints. Note that the board meeting normally done after
working hours, and took around 2 hours only.
Due to we are one month late, compared to the work plan submitted to UNDEF, the
meeting decided the following to push the work forwards:
Meet every week from now on
CHEMS team should add more explanation in detail for the board easy to judge or give
score
Such meeting needs CHEMS team to attend and learn from the board, so they could
learn how to respond to the board needs.
CJCE board members would consider to share work individually in giving score to the
news, but no clear process to be decided in that meeting.
CHEMS team should bring audio recorder to record the meeting decision for filing as
approved by the last meeting.
CHEMS team should print and bring minute reports to put on the meeting desk for
checking/following.
CHEMS did agree to pay for refreshment of the meeting following the budget available
Due to time limited, the proposal to Canadian Embassy, should be done individually,
and reply to Ian via email.
Next meeting date will be Friday, 5:30 at Intercon Hotel. Everyone should be on time.
