The programs we have developed over the past 27 years are meant to serve every kind of family: from new parents bringing their first baby home, to immigrant families facing the challenges of reunification, to children in crisis, ongoing abuse or neglect. We work every day to connect with children and families – meeting them where they are – with one thought in our hearts: we believe child abuse and neglect can be prevented and we know our programs make prevention a possibility for every child. By simply providing you with the numbers of children we directly served last year (466, by the way), we cannot tell you the individual story of each and every child reached or the thousands more impacted by our outreach, workshops and parenting resources. This report will touch on only some of the thousands of lives SCAN has affected... Like Hayden*, a girl who endured years of abuse and transience but thanks to connections with her CASA volunteer had a voice in the process and is now a successful young adult... Or Diana* and Marco*, a young mother and teenage son who recently attended parenting classes and have changed the way they communicate with one another... Or Lucas*, a young boy who came to summer camp with physical signs of abuse and was lucky enough to have a counselor who had been trained at a SCAN workshop and knew how to take action... The reach of SCAN is wide: from new parents bringing their first baby home, to an immigrant family facing the challenge of reunification, to the crisis of ongoing abuse and neglect. SCAN’s aim is to reach all of these families with one vision: to provide all children with safe, stable and nurturing environments so they can become successful adults and strengthen our community. For the young child desperately in need of an adult to speak up... Child abuse prevention is always our ultimate goal. But we know that abuse is already happening in some families, so educating those who work with children about what to do if they suspect abuse is equally important. Soon after delivering a Darkness to Light Stewards of Children training for a group of summer camp counselors and staff, our efforts to educate and empower adults were put to use. A teenaged summer camp staffer noticed what seemed to be a bruise above the eye of one of the campers. The staffer approached the young boy, Lucas*, and calmly spoke to him about how he got the bruise. The camper was apprehensive to talk about it at first, but because of the training SCAN provided, the staffer knew how to provide a safe space for the camper to open up about how he got the bruise: he had been physically abused the night before by an adult in his household. The staffer notified supervisors, who in turn contacted the local Department of Social Services. The quick thinking—and training—that the staffer received paid off. Because of her awareness she helped the camper and his family get help and protect him from further abuse. 419 individuals were empowered to protect children from sexual abuse through SCAN’s Stewards of Children trainings. 16 authorized Stewards of Children facilitators were provided training, coordination and support through SCAN to train others across Northern Virginia. For every child who experiences abuse (sexual, physical, or emotional) there should be multiple adults who know how to react, respond, and report. Born to a mother addicted to crack cocaine in New York City, Hayden and her sister were placed into foster care when Hayden was two years old. Over the years, Hayden’s birth mother struggled with her addiction and lost her parental rights. Hayden was soon adopted by her foster mother, but the trauma of her early years continued to affect her. She came to Alexandria, VA to live with her adoptive mother’s adult daughter, Charlette, who found Hayden a girls’ group, a psychologist, a psychiatrist and other supports. But Hayden began running away and hanging out with gang members. When Hayden almost overdosed at age 16, Charlette tearfully recognized that she didn’t have the resources to meet Hayden’s needs and keep her safe. 197 children in 106 families were given a voice by SCAN’s Alexandria/Arlington CASA Program through individual advocates and court reports. 82 CASA volunteers spent 5,613 hours advocating for 197 children involved with the Alexandria and Arlington Juvenile Courts. The Alexandria/Arlington CASA Program staff supervised all 82 volunteers as they investigated options, assessed placements, and spoke up for the needs of their children. Hayden entered foster care again and was placed at a youth residential treatment center. She was scared about her future. One day, she was told she had a visitor— Simone—her Court Appointed Special Advocate (CASA) volunteer. Hayden immediately told Simone that she did not like anyone in authority and she did not plan to listen to her. But with time, Hayden began to trust Simone through lunches, long talks, manicures, and arts & crafts activities. Over the next several years, Simone met with Hayden at least monthly, checked in with her regularly and spoke frequently with her teachers and psychologist. Simone updated the judge in Hayden’s case on her progress and desires at each hearing. Hayden liked that Simone wanted to gather information to help her be successful outside the treatment center and to help her find a safe and permanent home. She appreciated having a personal advocate - someone who wasn’t trying to be her mom or prescribing medication - just someone who was there for her. Today, Hayden considers her CASA volunteer her “sister from another Mister.”Simone helped dress Hayden for her prom and attended her high school graduation from TC Williams. “Having someone who is entirely focused on making sure your environment is better… makes all the difference in the world,” said Simone. “Hayden might not have graduated without support. [Her life] could so easily have been another way.” We need to hear the voice of every child in the system. Diana* reported that her strained relationship with her youngest son Marco led her to seek help. “I just don’t know what to do. It has been so different raising him than with my other children,” she said. “Nothing I do works.” Diana registered for SCAN’s Parenting Classes and soon realized through the sessions that she needed to adjust her parenting to help better communicate with and discipline her child. Throughout the program, Diana was attentive to every word the facilitator shared and actively participated in each class. “ “This has been such an eye-opener,” said Diana. “I can’t tell you how grateful I am for this opportunity. It certainly has helped my relationship with my son.” The classes had a measurable impact on parents’ knowledge and practice. For example, 82% of graduating parents demonstrated an increase in their knowledge on appropriate parent-child roles and/or reduced tendencies to oppress children's independence as a result of the class. ” - Marisol Morales, Parent Education Program Manager 48 children built social/ emotional skills in a structured children’s program during SCAN’s parenting classes. To witness the transformation of that relationship between parent and child over the course of the session was amazing. - CLASS FACILITATOR 56 parents learned skills and strategies in SCAN’s parenting classes. every child is unique, and parenting skills need to adapt to meet each child’s needs. SCAN representatives spoke at 26 different engagements reaching 2,234 community members across the Northern Virginia area. 9,000 Children learn in all different ways – there are kinesthetic, auditory and visual learners, as well as combinations of these types. When trying to teach children to be resilient, why not try all of these different ways using something they all can relate to--stories! SCAN’s new series, Children’s Stories that Build Resiliency, is a unique way to reach children by engaging them through stories that help the adult initiate an open discussion with the child about emotions and problem-solving. The questions and prompts provided enable the adult to model what children can say or do when confronted with situations that can test their resiliency. These stories, questions and activities can be used in a variety of settings: at home, in the preschool or elementary classroom, at child care facilities, Sunday school classrooms, or with after school programs. The possibilities are endless as are the connections that children will make now – connections that can last a lifetime with people, emotions and the stories themselves. educational materials were distributed through SCAN's Northern Virginia Child Abuse Prevention Campaign. every child can be taught how to be more resilient! It can be hard to imagine the trauma and crises CASA volunteers learn about when assigned to a case. That is one of the reasons CASA staff places such a significant emphasis on screening and training professional, competent and objective volunteers. Pre-service and in-service trainings are incredibly important, ensuring volunteers are comfortable with their role, examine their own values and beliefs, and are knowledgeable about the child welfare system as well as the issues facing children in the system. Our CASA volunteers focused on the safety and best interest of each of the 197 children for whom they served as a voice while advocating for their safety and permanency. Thanks to the hard work, dedication and passion of our volunteers, 74 CASA children are now in safer, permanent homes – an important source of stability to enable those children to experience childhood. We recognized several CASAs who have dedicated more than a decade of countless hours advocating for Alexandria and Arlington’s most vulnerable youth: • Carter Flemming (18 years) • Rita Povich (17 years) • Tim Stock (16 years) • Linda Johnson (15 years) • Vicki Strimel (14 years) • Rich Strimel (13 years) • Tyra Jackson (12 years) • Grace Lawson (11 years) • Michele McLaughlin (10 years) 83% of children served achieved permanency within 18 months of CASA’s involvement. Of the 74 cases that closed this year, 61 children achieved permanency within the 18 month goal. “CASA volunteers establish a unique relationship with the child and provide valuable information to the Court.” - CHILD WELFARE PROFESSIONAL Our volunteers dream of safe, permanent homes for every child to whom they’re assigned. And they work tirelessly to see those dreams come true. Sometimes, second chances are all we need. That’s what Angela* thought when she first heard about SCAN’s weekly parent support group. Angela is a mother of grown children but recently became the main caretaker of her granddaughter. She felt like she didn’t have the tools she needed when she raised her own children. When she became responsible for her granddaughter, she searched for help because she wanted to “do better” than when she raised her own children. Over the months Angela participated in the support group, the facilitator noted that Angela became a very active participant. She’d often serve as the group’s mediator when topics and discussions became intense, bringing the group back to the important parenting technique or lesson learned in the group in a previous session. Angela is a great reminder of not only how parents can learn new parenting skills to implement with their children but also how the group can provide the tools for parents to be confident and informed leaders among their peers and community. “ 94% of participating parents found that the group gave them knowledge about child development and positive techniques to implement discipline; 90% of parents felt that the group significantly improved their relationship with their child. - POST-CLASS SURVEY ” 100 children benefitted from SCAN’s Parent Café series. 98 parents attended SCAN’s Educational Parent Support Groups. 122 children participated in simultaneous children’s programs during Parent Support Groups. 37 teen parents participated in SCAN’s Family Links program with the DreamDog Foundation and TC Williams High School. We want every child to grow up in a strong, supported community. the parents involved in our support groups have an opportunity to not only strengthen their own parenting skills, but affect change in their circle of friends, neighbors and families. Bringing home a new baby can be equal parts exhilarating, frightening and joyful. It can be so easy to feel isolated. Parents need connections and resources that will begin to help them develop the skills and decision-making strategies to raise a healthy baby. SCAN’s Operation Safe Babies initiative is an exciting new way SCAN can reach parents at the very beginning of their parenting experience, distributing safe sleep environments, information on safe sleep and soothing techniques as well as additional resources in the community. With grant support, SCAN is able to provide 350 cribs and educational materials including pledge cards and magnets to parents in need of a safe sleep environment for their newborns. 12 A Program of SCAN of Northern Virginia Parenting Today radio show segments aired on 5 iHeart Media stations, including a show for new parents on safe sleep, SIDS and how to sooth a crying baby. every child deserves a safe sleep environment. every new parent deserves to be reminded that parenting is not easy, and that it is okay to ask for help, beginning day one. Imagine a child walking into a courtroom full of adults who don’t speak the same native language or understand the same family customs he has grown up with. Children of color are disproportionately represented in our child welfare/court system. Of the 197 children to whom CASA was assigned this year, 86 of those children identified as African American and 66 identified as Hispanic/Latino. As a CASA volunteer, I have seen families recover from trauma and children find safe and permanent homes because of the education, support, resources and advocacy that SCAN provides. SCAN’s CASA program continues to actively seek out diverse volunteers to build a more culturally-proficient program. Developing a more diverse volunteer base allows for volunteers with varied backgrounds, cultures and careers to bring distinct skills and competencies to our program that will ultimately benefit the children we serve. - KELLY HARBITTER, CASA VOLUNTEER “ The program met the targeted goal for increasing the number of male, African-American and bilingual/bicultural volunteers during the year to continue building the diversity of our CASA volunteers. The program swore in 10 African American, 6 bilingual (English/Spanish) and 2 male volunteers during 2014-2015. - CASA PROGRAM OUTCOMES ” The CASA program completed two training courses, including a total of 60 hours of intensive pre-service training for 23 new volunteers. Our goal is to provide a strong, committed adult advocate for every child - an adult who not only understands the complex court system but also the unique experience of the child to whom she has been assigned. Volunteers play a special role in our programs for parents. They help program staff complete weekly tasks like meal preparation and organizing curriculum, as well as accomplish program goals through group facilitation and children’s activities. Sometimes this interaction leads to a special bond between the volunteer and a child or parent. When Lainie, a new SCAN volunteer, was paired with the group of children five years and older while their parents attended class, she assumed the kids would come begrudgingly, antsy after a day of school, and be completely uninterested in the curriculum. Instead, students asked if they could come more than once a week, greeted her with a big smile and stories of their week, and engaged fully with the class. One week, a second grader gave Lainie a card she’d made to celebrate her graduation from ESOL (English for Speakers of Other Languages). “I felt so special after she’d thought about me at school and wrote this beautiful note that I decided to write all the kids individual cards for the next class so they could enjoy that same feeling.” SCAN’s Parent Education Program helped more than The next week each student was given a letter describing something special Lainie had noticed them doing especially well, and how their presence in class mattered. Lainie made copies for each child’s parent, too, so they could see how their kids were thriving. The families were more excited than Lainie expected; parents talked about how grateful they were to hear such a glowing report and the kids were surprised someone had noticed their individual talents. One student gave Lainie a big hug, another recited the talents Lainie had mentioned, and a third made his own thank you card. build parenting knowledge and skills this past year through parenting classes, parent support groups and Parent Café workshops. “Strong self-esteem and consistent connections with a supportive adult greatly impact a child’s development,” said Lainie. “I feel extremely privileged to get to contribute even a tiny bit to that by working with the children touched by SCAN’s Parent Education Program.” 300 parents I was truly taken aback by how much the kids opened up and shared their talents and enthusiasm. Since SCAN’s founding, one of our strengths has been building partnerships with other organizations in the community. But in recent years, a new strength has emerged—the ability to provide training and networking for those partners. This year, when SCAN moved to its new offices, it unveiled the Carol Cleary Community Training Room. It’s a moment we’ve long been waiting for, and for good reason — we have bold dreams for this space, named in memory of child advocate and longtime SCAN supporter Carol Cleary. Expanded trainings will give us opportunities to empower more in the prevention of child abuse through trainings for parent education volunteers and facilitators; in the understanding and prevention of child sexual abuse using the Stewards of Children training program from Darkness to Light; and in the advocacy of abused and neglected children through our CASA program. This one room has given us the capacity to train more people, to protect more children, to impact an even wider circle of our community. there is value beyond measure in getting a group together where everyone’s motivation is the wellbeing of children and families. Patrick Carr of Reputation Movers had received many referrals from Carol Cleary when she worked as a real estate agent before her passing in 2014. As SCAN was preparing to move to our new offices this year, we requested quotes from four local moving companies including Reputation Movers. Like the other three contacts, Patrick came to SCAN’s former office to inspect and measure so he could calculate a quote. But the following weekend, Patrick had a nightmare about a child being punched by his parent. He awoke and immediately called to leave a voicemail for SCAN: He had decided to donate his trucks, his employees, and his services to move SCAN’s office furniture, equipment and files at no charge.
