After a long and controversial
road, Haddonfield residents approved all three parts of the Haddonfield Public Schools bond referendum in a special election on
Tuesday, March 8. According to
the unofficial results, Question 1
was passed by 63 percent of the
voters, Question 2 was passed by
61 percent of the voters, and
Question 3 was passed by 57 percent of the voters.

Patricia B. Watkins

Patricia B. Watkins, a longtime
Haddon
Township
resident,
passed away on March 7 at the
age of 79. She was the beloved
wife of Alton F.; loving mother of
Ann Van Horn of Boynton Beach,
Fla., Bill Watkins (Lorie) of
Collingswood and Susan Burton
(Joe) of Oaklyn; cherished grandmother of eight; devoted great
grandmother of five and dear sister of Thomas Patton (Lenore) of
Haddonfield and Terry Patton of
New Lisbon.
Mrs. Watkins had been a
teacher’s aide at Montessori
School in Cherry Hill and the
Haddon Township school system.
She was a longtime member of
Grace Episcopal Church; where
she sang in the choir for many
years.
Mrs. Watkins’ family received
friends on Saturday, March 12 at
Kain-Murphy Funeral Services.
All were invited to her service on
Saturday March 12 at Grace Episcopal Church. Interment was at
Lakeview Cemetery in Cinnaminson.

Haddonfield is looking to take
a step to be more sustainable in
its Borough Code by adding a
chapter on no smoking.
At last week’s meeting, borough commissioners passed an
ordinance on first reading
amending the Borough Code,
adding a chapter entitled “Smoking Prohibited.” The chapter outlines definitions, where smoking
is prohibited and associated fines.
“It is in conformance with
state statutes, and it really is a
continuation of an accepted practice, which is not smoking on public property, parks fields and playgrounds,” Mayor Jeff Kasko said.
“It is common sense not to be
smoking in our recreational facilities and fields. It sends a bad
message to our kids, and we’re
trying to promote healthier decisions,”

According to the ordinance,
smoking means “the burning of,
inhaling from, exhaling the
smoke from, or the possession of
a lighted cigar, cigarette, pipe or
any other matter or substance,
which contains tobacco or any
other matter than can be smoked;
or the inhaling or exhaling of
smoke or vapor from an electronic smoking device.”

raise $16,696
for Jump Rope
for Heart
Students at Elizabeth Haddon
School in Haddonfield were challenged to raise money for the
American Heart Association’s
Jump Rope for Heart and Hoops
For Heart. This national service
learning program focuses on education, physical activity and raising dollars for research. The students responded with $16,696
raised.
At 1:45 p.m. on March 17 at a
special school community meeting, physical education teacher
Jennifer Wisniewski, who organized the program, will present
students with American Heart
Association Awards of Excellence for Jump Rope For Heart
and Hoops For Heart to the top
class and each grade’s top
fundraisers. At the community
meeting, a few brave faculty
members will surprise students
by getting a buzz cut and a ponytail chop from George Miraglia of

BOE talks budget, tax increase
Proposed budget has an increase of $185.69 for average assessed home

tax levy cap allowed by the state
to go over the 2 percent include
enrollment, health care, pensions
and debt service. According to
BOE president Glenn Moramarco, HPS has never used this allowed adjustment to go over the 2
percent cap. Due to the increase
in health-care costs and the predicted increased enrollment at
HPS, it was recommended to use
the allowed adjustment for enrollment and waiver for health benefits.
The potential tax impact for
the average home assessed at
$488,481 would results in an increase of $185.69 per year, totaling
$7,750.47.
An increase of 15.48 percent is
predicted for total health benefits
cost.
HPS received $1.31 million in
state aid, which is an increase of
$33,950. The increase is due to the
addition of more students coming
in the 2016-2017 year.

budget general fund total is $36.1
million with the average home assessed at $488,481 paying an increase of $185.69 per year in
taxes.
The March 10 meeting was the
first time the 2016-2017 budget
was presented to the public and
the full board. For 2016-2017, general fund expenditures proposed
are around $36.1 million.
The total tax levy for the general fund is $33.8 million and a 2.45
percent increase over 2015-2016.

adjustment to go over the 2 percent cap for enrollment and

having the space to include more
tuition students at the schools.
Additions to the budget include
a part-time maintenance engineer and a new special education
program. The new staff hire is
for preventative maintenance of
the school’s facilities. The new
program will be a savings of
$95,000 because of consolidation
of services. It is a one-year pilot
program.
No other additions or cuts to
staff or programs were made in
this budget.
The newly passed bond referendum numbers are not included
in the 2016-2017 budget. The bonds
would not be sold until July 2016.

Let’s encourage reading all year
National Read Across America aims to turn our children into life-long readers
chools throughout the area recently celebrated National Read
Across America, an annual motivation and awareness day encouraging children to read. While the National Education Association marks the
event on March 2 – the birthday of
beloved children’s author Dr. Seuss –
many schools turn the reading celebration into a week-long affair.
National Read Across America,
however, goes far beyond March. The
overarching purpose is to create lifelong successful readers. And it’s our
job to help this purpose come to
fruition.
Start young. Read to your children
every day. According to the U.S. Department of Education, 26 percent of

four times in the last week by a family
member recognized all letters of the

Fill your home with books and magazines. Give your children endless options. The Educational Testing Service
says that the more types of reading
materials there are in the home, the
higher students are in reading proficiency.
Perhaps most importantly, make
reading fun. The U.S. Department of
Education has found that the percentage of high school seniors who read
“for fun” is in decline, however the
more students read for fun on their
own time, the higher their reading
scores. Instill this lesson from the beginning. Reading is not work; reading
is fun.
And don’t forget to be a good reading role model. Pick up a book for
yourself, too. A child who sees their
parents reading will be more inclined
to read on their own, too.

Thanks for voting ‘yes’
for school bond referendum
On behalf of the Haddonfield Board of
Education, I want to thank the more than
3,500 residents who took the time to express their opinion, via the ballot box on
Tuesday, March 8, about the board's three
proposals for repairs and maintenance at
all five public schools. I especially want to
thank the more than 2,300 who voted "yes"
to approve those proposals.
The journey to passage of the referendum was long and arduous. The LongRange Planning Committee began its work
more than two years ago. The original
scope of the project was reduced and reformatted a number of times, until we got to
what the board believed to be the minimum, for both scope and cost. The input
and assistance the board received along the
way from concerned members of the community was very helpful, and the proposals
were improved as a result of that constructive input.
So what happens next?
• We have already invited proposals from
experienced construction management
firms to oversee work carried out under
contracts for the repairs and maintenance
that are the subject of the bond referendum. The construction manager's task will
be to ensure that plans for the projects are
appropriate and cost-effective, and that contractors carry out their work according to
specifications. Having a construction manager for this work not only is prudent, but
also addresses one of the concerns raised
by some members of the community.
• Once the referendum result has been
certified by the county, we will instruct our
bond counsel to begin the process of raising funds to pay for the work.
• Our architects and engineers will be instructed to embark on the next stages of
their work, in particular the prioritizing
and scheduling of the various projects.
This is a complex, time-consuming and extremely important phase, since it will set
the parameters for the beginning and the
end of construction, and everything in be-
tween.
• Superintendent Richard Perry will formally invite expressions of interest from
members of the community to serve on a
committee to provide advisory input with
respect to the maintenance and repair of
our school buildings and facilities. He will
also put plans into effect to hire a part-time
professional with expertise in school construction, to conduct weekly walkthroughs of district facilities and work
with our maintenance staff to develop costeffective solutions to problems as they
arise.
• Along the way, we will keep the community informed of our progress. When appropriate, we will include "referendum implementation" as an agenda item for board
of education meetings. We will publish updates in print and online, at HaddonfieldBondReferendum.com under "Progress."
And we will invite the community to join
us, from time to time, to celebrate the completion of each major project.

The proposed bond referendum
numbers and projects changed a
number of times, totaling an estimated cost of $51.2 million at one
point.
It was finally decided in January that a bond referendum totaling an estimated $35.3 million
would be the final number proposed to citizens. The estimated
yearly tax impact for the 2015 average assessed home value of
$484,226 would be $300.49.
The bond was split into three
questions.

Students impress with Spanish-speaking skills
The Foreign Language Educators of New Jersey asked world
language teachers in New Jersey
to submit a one-minute video of
their students speaking in the foreign language to share the value
and joy of learning a world language.
The first-place winners in New
Jersey are Elizabeth Haddon
third graders Cleo Cottone and
Ryan Tourtellotte, who starred in
a video under the production and
direction of Mary Devine, elementary Spanish teacher. In the
video, Ryan and Cleo share their
knowledge about Alexander
Calder, a famous artist from
Philadelphia. Ryan acts as a
news-reporter for “6LizzieABC”
reporting live from the Philadelphia Museum of Art. He interviews Cleo who acts as the director of the museum. Cleo shares
information with Ryan about the
Alexander Calder exposition, taking place at the Museum of Art.
The study of Calder was part of a
school-wide artist study project.
Green Screen Technology was
used to make the video look like it
took place in Philadelphia.

fifth-grade
students,
Gabriella Kraft and Audrey DeCristofaro, from J.F. Tatem Elementary took third place in New
Jersey with the video that they
created with Luis Bayona, elementary
Spanish
teacher.
Gabriella acts as a reporter in
Hollywood, Calif., interviewing
famous stars. Audrey is dressed
up as a famous singer, but is Audrey really famous or is she an
imposter?
All of the students and nominating teachers were honored at
FLENJ’S Annual Conference on
Saturday, Feb. 27 in New
Brunswick. Additionally, Had-
donfield BOE will recognize these
students at the March 17 BOE
meeting. The school community
will get to watch the entertaining
videos during March community
meetings at the respective
schools. Certificates will be
awarded to the students who
starred in these winning videos.
All of the winning videos will

The principals and nominating
teachers are extremely proud of
the students’ hard work and commitment to being a lifelong language learner. Languages are

estimated at $3.7 million, with a
cost of $30.70 per year for the average homeowner.

high school stadium and track.
Without those restorations, use of
the stadium and track will be sig-
nificantly restricted, officials
said. The total cost of Q3 is estimated at $1.4 million, with an average impact of $16.43 per year.
These numbers are based on a
25-year bond with an interest rate
of 3.53 percent.
The tally of the votes had 2,264
voters saying “yes” and 1,303 saying “no” for Q1; 2,148 voters saying “yes” and 1,393 saying “no”
for Q2; and 2,026 voters saying
“yes” and 1,510 saying “no” for
Q3.

Perry said.
According to Perry, the next
steps will include enlisting the
help of a construction manager
who will act on behalf of the BOE
in overseeing the construction
projects, and an architect will
also develop the specifications for
the projects and get approval
from the DOE. After that, the district will go out for bids for the
projects, having to award to the
lowest qualified bidder. The construction manager will then work
with the architect and construction firm to develop specific timelines for completing the projects.
The hope is, after all the appropriate approvals, to begin some of
the work this summer, Perry said.
The BOE also will still be moving ahead on developing a community-based advisory committee for the maintenance and repair of public school facilities
and hiring a professional engineer who will inspect the school
buildings on a weekly basis.
“The support in the community is amazing and the expertise of
those in town is also inspiring.
We are looking forward to working with all the various groups
within the community as we
move forward,” Perry said.

Beatty qualifies for state geography bee

Middle School has qualified to
compete in the state level competition of the National Geographic
Bee. The bee will take place on
April 1 at Rowan University.
This is the second level of the
National Geographic Bee competition, which is now in its 28th
year. School bees were held in
schools with fourth- through
eighth-grade students throughout
the state to determine each school
champion. School champions
then took an online qualifying
test. The National Geographic Society has invited up to 100 of the
top-scoring students in each of
the 50 states,

members Joshua Drew and
Heather Paoli, think the adjustments allowed should be taken
advantage of if needed. Moramarco, reading comments for
board member Carlton Chin who
was not in attendance, felt he
doesn’t want to give the public,
who supported the bond referendum, a high tax rate increase and
feels the 2.45 percent should be
lowered.
According to Perry, the original budget had an increase of 6
percent, which was whittled
down to the 2.45 percent. Drew
said that there are some numbers
still being looked at, which could
bring the 2.45 percent down as
well.
It is planned that the BOE will
approve the proposed budget at
the March 17 BOE meeting for the
March 22 submission deadline.
That meeting will be at the Haddonfield Memorial High School library beginning at 7 p.m.
The initial submission for the
budget is March 22. A public hearing will be held between April 25
and May 9. Changes can be made
between the initial submission of
the budget and the public hearing.
