Research and consulting in the ICT sector
Since 2009 the control and management of the Fondazione is assigned to the Public
Administration:
•
Board of Directors nominated by the Ministry for Economic Development on the basis of
designations by the President of the Council of Ministers, the Ministry itself and with the
involvement of the President of AGCOM.
•
Representatives of major operators and manufacturers are members of the Founders
Committee, an organism of the Fondazione itself that plays a significant role for consultancy on
strategic addressing.
•
The Scientific Committee is composed by highly professional researchers from the academic and
research world.
The Fondazione is subject to public control and management in order to guarantee
its characteristic of independence.
As stated in the Charter, the Fondazione is an Institution of High Culture that is meant to
perform and support research and scientific studies, applications in telecommunications,
information technology, electronics and multimedia services in general, in order to
promote scientific progress and technological innovation.
The Fondazione carries out consultancy activities for the Government, the Parliament,
the Authorities, Public Institutions and regional and local Administrations.

France: Up to now only pilot switchoffs in small-size areas. In 2010 10.2
million households (about 40%)
will become fully digital. The
remaining families (14,7 million) will
be interested by the transition during
2011. Complete switch-off will be
reached in November.
Spain: The 33 most populated
“technical areas” (more than 700,000
people) will become digital. About
30.2 million people (nearly 70%
of the citizens).
UK: In 2010 only 2.3 million households (9%) will be interested
by the transition. At the end of 2010 about 7 million households
(27%) will be fully digital. A strong acceleration will be given,
starting from 2011, when nearly 11 million households will be
“digitalized”, up to the complete switch-off in 2012 (9 million HH,
including nearly 5 million in the London area).

Valle D’Aosta). In 2010 about 10

be affected. At the end of the year

MINISTRY OF THE ECONOMIC DEVELOPMENT (MISE)
The Decree of the Minister (DM) of Economic Development, 10 September 2008,
establishes rules and schedules of the transition to DTT in Italy.
The transition process is subdivided into 16 Technical Areas.
The transition to DTT has been planned to take place starting from the second half of
2008 up to the second half of 2012.
The Ministry determines the calendar of the transition in the Technical Areas.
The task of arranging and managing the transition is committed to the
Department of Communications

The transition is planned in multi-province technical areas which are, at the
first stage, supposed to be radio-electrically isolated
The decomposition of the overall process allows:

planning digital SFN (Single Frequency Network) that are consistent with
international agreements
•
•
•
graduating the interventions of broadcasters (limited human/technical resources)
guaranteeing the availability of equipment
concentrating support to the users
If contiguous areas are actually not isolated (e.g. Po Valley) the switch-off
dates must be set as close as possible

The COMMUNICATION REGULATORY AUTHORITY (AGCOM) is the
independent regulator of the Italian communications sector.
It was established on 31 July 1997, by Law n. 249/97.

Defines the criteria for the digitalization of terrestrial television
networks and sets up the National Digital Plan
•
Identifies the spectral resources available for each Technical Area, on
the basis of the international agreements
•
Convenes the Technical Board (Ministry, AGCOM and TV operators)

The NATIONAL COMMITTEE FOR DIGITAL ITALY (CNID) is chaired by
the Viceminister for the Communications.

A preliminary switch-over process may be useful for efficiently make users
aware of incoming transition

A simultaneous transition cannot be afforded even in a single Technical Area
