BLACKFOOT — Dillon
Grant Gibson, 30, whose
1999 black Cadillac allegedly went through
the garage at 490 Lilac
St. in Blackfoot on Tuesday night causing the
death of longtime local
businessman William K.
Hong, 92, pled not guilty
on Wednesday when he
appeared before Seventh
Judicial District Judge
Scott Hansen via video
feed, for his preliminary
hearing.
It was also reported
that Gibson fled the scene
without rendering aid.
He is charged with two
felonies—vehicular manslaughter,
aggravated
DUI and leaving the scene
of an injury accident.
On the vehicular manslaughter charge, Gibson
could be sentenced to 15
years in the Idaho Department of Correction
and/or a $15,000 fine or
both. His driver’s license
could be suspended; the
length of this suspension
would be determined by
the judge.

According to the Blackfoot Police report, Hong
was taken out of the
home and transported to
Bingham Memorial Hospital where doctors declared him deceased.

Blackfoot who was in his
home at the time. Hong
was a businessman and
restaurant owner in the
city for decades.
“The car hit concrete,
Dave Krumenacker. “The
fire was hot, fast and
very smoky. I arrived on
scene about one minute after the fire engine,

were exaggerating. They
were right.”

Taylor Danielle Rawlins and Jesse Hunt Vogler, along with their families, are

Jerry Samuel Gardner,
72 passed away peacefully in his sleep with his
beloved dog Pal, in Kenmore, Washington, at
Brookdale Assisted Living. Jerry courageously
lived life to the best of
his ability over the last
13 years after his stroke
in 2003. His shenanigans
and spunk touched all
those around him. People
remember him as an absolute joy.
Jerry was born on February 20, 1944 in Blackfoot, Idaho to Bessie
Poulsen Gardner Merrill and Samuel Gardner.
He was the third of four
brothers, Boyd, Larry and
Rick.
Jerry graduated from
Blackfoot High school in
1962. He enjoyed choir
and was the president
of the elegance car club.
He then went to Ricks
College where he was in
Glee club and loved to
sing. In 1964 he attended
Utah State, graduating in
1966. He then attended
Arizona State University
where he received his
masters degree in 1968.
He
married
Bonnie
Larsen on October 10,
1964. Together they had
four daughters. They later divorced in 1988.

grandchildren.

Kristi (Mark) Woodland
of Riverton UT, Melissa
(Bryon) Zirker of Bothell WA and Stephanie
Gardner of Gilbert AZ.
He is also survived by
his brother, Rick (Carol)
Gardner from San Juan
Capistrano,
California;
he has 13 grandchildren;
and seven great grandchildren. He has many
nieces and nephews who
enjoyed his sense of humor and shenanigans.
He was preceded in
death by his parents,
Samuel Gardner and
Bessie Gardner Merrill;
his step father, Alma Merrill; his brothers, Larry
Gardner and Boyd Gardner of Blackfoot, Idaho;
and also a sister, Sadie
Sydenham from Lehi, Ut.
The celebration of life
will be held at 12 p.m.

Pond Fishing Tournament
will be held June 25-26
in beaver ponds on the
portions of Toponce, Mink
and Pebble Creeks on
public land.
This catch-and-release,
photo-entry tournament
features for the longest
fish a top prize of a FishCat ™ float tube. The
prize for the most fish
species is a $250 fly-rod
outfit and there will be
raffle prizes.

On June 14, 2016, at approximately 9:25 p.m., the Blackfoot Police Department, Bingham County Sheriff’s Office, and Blackfoot Fire Department responded to an incident where a
vehicle crashed through the garage of a residence at the intersection of Parkway Dr. and Lilac St. in Blackfoot. When officers arrived on scene there was a large fire that had been
ignited from the vehicle crashing through the garage. Officers discovered the driver of the vehicle involved in the crash had left the scene and began searching for the driver. The
driver of the vehicle, Dillon Grant Gibson, 30, of Blackfoot, was arrested a short time later. The residence was occupied at the time of the crash. The occupant, William K. Hong, 92,
of Blackfoot, was transported to Bingham Memorial Hospital for medical treatment. Doctors at BMH later declared Mr. Hong deceased. The investigation is ongoing at this time.

renting the home at 500
Lilac next door. He was
able to get his children,
Brooklyn and Kaisen,
and three dogs out of
the home. The fire went
through his house, stopping short of the garage
on the north side of the
building.
“The fire was so quick,
both houses were on
fire,” Henry said. ”It’s a
unique experience.”
Krumenacker
said,
“There must have been
some type of accelerant,
possibly the engine of the
car. The fire took off in a
hurry. The fire went into
the eves where the insulation was; and into the
basement. In two minutes, the fire was fully
involved.”
Two engines from the
Blackfoot Fire Department, two command cars
and a brush truck were
at the scene. The brick
truck stayed the night to
put out any flames.
At least nine firemen
were at this fire. The Firth
Fire Department was also
called in to fight the inferno, bringing three engines, a brush rig and
nine firefighters.
“We filled in where
needed,” said Firth fireman Mike Rogers. “We
looked for overhangs,
hang
fires,
lingering
fires and we investigated
structures.”
At 8:30 Wednesday
morning, the state fire
marshall was on scene,
while the BFD stayed at
the site of the fire until
2:30 Wednesday afternoon.
Lou Hong, said he
thought his father went
toward the garage to see
what was happening,
“because that’s the way
he always got out of the
house; he didn’t use the
front door. His eye brows
and hair were singed off.”
On Facebook, Pat Carr
wrote, “I talked to Bill’s
son today and they feel
he died quickly, that Bill
probably
opened
the
door to the garage to
check what was going
on, fire blew him to the
ground and knocked him
out, and then he died of
smoke inhalation.”
Another poster, Stephanie Duarte commented,
“I can’t get the yelling
and crying out of my
head. I’m assuming it
was Hong’s wife (Susan).

her trying to run into
the house but her family and police officers had

Hong’s death a call for tougher enforcement
Bill Hong should be
alive today. That’s all that
needs to be written on the
subject.
The fact that the longtime Blackfoot businessman lived 92 years and
brought culture to this
town is amazing enough
and we will always remember his contribution
to this community.
The fact that his life was
snuffed out by an idiot
drunk driver who plowed
into his home on Tuesday
night is a downright, evil,
crying shame. The “alleged” driver, a Dillon Gibson, of course, survived. I
mean how do you justify
such behavior? How much
longer can we tolerate it?
Meanwhile, Hong’s family is in mourning. Where is
the fairness in all of this?
I have little tolerance for
drunks and even less for
morons who drink to excess and then believe that
they can operate a motor
vehicle.

As a veteran of the United States Navy, I have
seen my share of sailors
who “blow off steam” with
a drink or 10 and then
swear, fight and even drive
under the such conditions.
Yet, courts and judges
seemingly look the other
way regarding these offenses or, at best, give
slap on the writ sentences when push comes to
shove. I’m not going to
quote all of the statistics
for driving under the influence (ANY influence),
one can find those on web
sites like madd.org. and
others.
According to sources,
about one in three traffic deaths in the United
States involve a driver
with a blood alcohol concentration (BAC) of 0.08%
or higher. Drivers with a
BAC of 0.08% or higher
are considered alcoholimpaired by law.
Thanks to dedicated efforts, rates of drunk driving and alcohol-related
fatal crashes have gone
down in recent years. Still,
drunk drivers got behind
the wheel about 121 million times last year. But
that does nothing to console Bill Hong’s grieving
family.
And please do not get
me started on the thousands of drunk drivers
who have been caught
over and over and over
and nothing is done until
it’s too late and lives are
lost.
And while a person may
not MEAN to get into an
automobile in an inebriated state and may not
MEAN to cause an accident, the sad fact is more
than
12,000
persons
(more than 720 in Idaho
alone) would still be alive
today. Including Bill Hong,
whose long and productive life was snuffed out
by a cretin who thought
he could operate a motor
vehicle.
In Gibson’s preliminary
hearing, he of course
pleaded not guilty (few
ever admit to anything
even though they are
guilty as sin…).
Fortunately,
District
Judge Scott Hansen held
the defendant over on
$500,000 bail. Maybe
this time, at least here in
Blackfoot, they are starting to get serious.
Hopefully, Hong and his
family will get justice for
the horrific judgement inflicted upon them by an
individual who had absolutely no business behind
the wheel.

State health insurers ‘losing money’
BOISE, Idaho (AP) —
Idaho health insurers
say they want to raise
premiums an average
of 27 percent next year
because they are losing
money.
It would mean the
second year in a row of
double-digit
increases
for some plans.
Six companies sell

for individuals in Idaho, five of them on the
state’s exchange. They

Throughout the month of
June, Southeastern Idaho Public Health (SIPH)
is offering free rapid HIV
testing at all offices. National HIV Testing Day is
Monday, June 27.
“It is always good to
know your HIV status,”
said Kambrea Jones, RN
for SIPH.
According to the Center
for Disease Control (CDC)
one in eight people in the
US who have HIV don’t
know they have it. They
also recommend that everyone between the ages
of 13 and 64 be tested
at least once as part of
routine health care. The
CDC’s recent estimates
suggest that three in
10 new infections come
from people who don’t
know they have HIV.
“We poke a finger and
have the results in 20
minutes,” Jones said, explaining the rapid test.
“They are very accurate.
A negative is negative.”
According to the CDC,
a negative result doesn’t
necessarily mean that
you don’t have HIV.
There is a window, which
varies from person to
person, of when a person
gets HIV and when it can
accurately be detected
by the test. People who
have potentially been
exposed to it and have
been tested within three
months of the exposure and tested negative
should be tested again in
another three months to
be sure.
Those with certain risk
factors should be tested
more often. The CDC
recommends that if you
were HIV-negative the
last time you were tested
you should get an HIV
test.
According to the CDC,
the use of condoms can
help in the prevention of
HIV. SIPH offers condoms
free to the public at all of

The Idaho Department
of Insurance is seeking
public comment on the
proposed rates. Under
state law, it can review
rates before they take
effect and rule an increase
unreasonable.
The department can’t
set or disapprove the
rates, however.
“We
acknowledge
that rates are reflective
of provider costs and
plan networks,” insurance department Director Dean Cameron said
in a news release. “We
recognize that all carri-
ers have lost significant
amounts in the individual market. However, rate
increases to make up for
past years’ losses are
not allowed.”
Cameron
said
his
agency will aggressively
challenge the proposed
increases and continue
to fight abusive practices that contribute to the
losses.
The rate increases only
apply to the individual
market, not large-group
or small-group plans.
Rep. Simpson urges public to
STEP up and get physical
Idaho
Congressman
Mike Simpson has announced he will virtually
walk from Washington
D.C. to Boise during the
next year as part of the
Idaho STEP Challenge.
Since 2014, Simpson has
lost nearly 70 pounds using an activity tracker to
monitor his daily steps.
Simpson recently cosponsored H.R. 1218,
the Personal Health Investment
Today
Act
(PHIT Act) which aims to
promote health and prevent obesity related diseases by allowing physical activity expenses to
be reimbursed using pretax dollars.
The Idaho STEP Challenge was created by
Simpson as a way to
encourage residents to
get fit and healthy using
data captured on a wearable activity tracker or
pedometer. Individuals
wishing to participate will
register on Simpson’s
website, and then keep
pace with the Congressman as he walks across
America starting on June
1.
“Being more active is
not only good for you and
your family, it is good
for our country,” said
Simpson. “Health care
costs are one of the largest expenses our nation
faces and if we all work
on increased awareness
about our own health
habits, we can reduce
these expenses significantly while enjoying the
many benefits of being
healthier. I am very excited to begin the Idaho
STEP Challenge and I
hope this fun event can
encourage Idahoans and
others to take a personal
interest in their fitness
and health.”
Similar to a virtual
race, residents can participate using their own
activity tracker or pedometer to track the
steps they accumulate
through regular fitness or
exercise routines. Each
participant will report
their weekly progress on
Simpson’s website.
The route begins at
the U.S. Capitol Building,
and takes participants
through several iconic
American cities, national parks, and spacious
heartlands,
eventually
ending on the steps of
the Idaho State Capital
Building.
The challenge is expected to last approxi-
mately 14 months, and
cover nearly 3,000 miles.

the towns and cities
along the route, links to
healthy recipes, tips on
getting in your weekly
steps, and other information will be posted to
Simpson’s Facebook and
Twitter feeds, and labeled with a #hikewithMike hashtag.
Constituents

next year for a walk and

Medicaid, faith-healing work groups to be named
BOISE (AP) — Legislative leaders plan to name
three
informal
work
groups before the 2017
session, including ones
that will try to tackle the
much-debated “Medicaid
gap” and the state’s controversial
faith-healing
laws.
These work groups will
be named at the Legislative Council meeting
Friday in Boise, Senate
President Pro Tem Brent
Hill, R-Rexburg, said on
Tuesday.
A third work group will
be appointed to study
the state’s invasive species programs, Hill said.
The Legislative Council meeting is where the
members of the more
formal “interim committees” will also be named.
These are authorized
by the Legislature, and
this year’s interim committees includes ones to
study the public school
funding formula, the
state’s foster care system and natural resources issues.
Work groups are a little
different; Hill and House
Speaker Scott Bedke,
R-Oakley, can appoint
them on their own authority and don’t need
legislative or other authorization.
The meeting will also
feature
presentations
on other issues, such as
an update on the state
general fund and on the
state Capitol’s compliance with the Americans
With Disabilities Act.
Idaho has so far opted
not to expand Medicaid under the Affordable
Care Act, and how or
whether to extend coverage to the estimated
78,000 people in the socalled Medicaid gap —
those who qualify neither
for Medicaid nor for subsidized insurance on the
state exchange — has
been a hot topic for the
past several years.
This year, Gov. C.L.
“Butch” Otter put forth a
state-funded plan to extend primary care coverage to the uninsured
that stalled in the Legislature.
Walgreens begins accepting leftover prescription drugs
Walgreens is installing
a medication disposal kiosk at one of its Spokane
stores as part of a push
to combat prescription
drug abuse.
The kiosk is now available at the pharmacy
chain’s North Spokane
store, 7905 N. Division
St., during pharmacy
hours, 7 a.m. until 11
p.m.
People can drop off
unused or expired medications, including prescription drugs, narcotic
prescriptions and over
the counter medication.
People do not need to
speak to a pharmacist to
dispose of their medications.
Kiosks are also available at one store in
Pasco and a number of
pharmacies in western
Washington.
Walgreens also announced earlier this
year they plan to begin
offering opioid overdose
reversal drug naloxone
at Washington and Idaho pharmacies without
a prescription.

Experienced roster
takes field for Chukars
IDAHO FALLS, Idaho
(AP) — Baked into the
Idaho Falls Chukars’ 2016
opening day roster was a
piece of history.
Idaho Falls’ initial roster
features zero players selected in the most recent
MLB draft, the first time
that’s happened since
the team became a Kansas
City Royals’ affiliate in 2004,
according
the
Chukars
general
manager
Kevin Greene.
Timing contributed heaviest
to
I.F.’s
unique
group
of 27 players,
who
graced
Melaleuca Field
for their first
workout Tuesday night.
But the current roster will
change throughout the
season, and some of the
2016 draftees will likely
don Chukars uniforms
this summer.
“It’s not like we’re getting rejects or anything,”
Greene said. “There are
players here who have
earned the right to come
back into this organization for second or third
years.”
The Chukars’ previous
11 seasons as a Kansas
City affiliate started at
least seven days after
the MLB draft concluded. That week-plus gave
the Royals time to sign
their draftees, put them
through the post-draft
process and assign them
to their respective minor
league teams.
This year was different.
The draft ended on Saturday, a mere five days
before the Chukars’ exhibition game against the
Idaho Falls Bandits. Kansas City’s other Rookie-
level team, the Burlington
Royals, doesn’t begin its
season until next week.
Same goes for the Arizona League Royals, Kansas
City’s third short-season
team. So the most logical decision for Kansas
City’s front office was to
assign its recently signed
rookies to Burlington and
Arizona.
“It takes time to get
those players signed and
get them into the organization and just go through
the process of preparing
them for the season,”
said Ronnie Richardson,
Kansas City’s director of
minor league operations.
“They’re drafted on the
11th. To expect them to
be (in I.F.) playing games
on the 16th is not quite
realistic.”
Richardson said Kansas
City has to evaluate its
recent draft class before
it can decide to send any
of those 40 players to I.F.
But Greene was confident
that his team would receive some 2016 draftees
this season, and sooner
than later.
Either way, he and
Chukars manager Justin
Gemoll are pleased with
the current roster.
“I’m happy because all
of these guys were in extended (spring training),”
Gemoll said. “They’re fa-
miliar with each other.
It’s just a matter of keeping it going.”

Chukars
have
seven players who finished last season in I.F.

Rebels, the Shelley Russets American Legion
team had little or nothing
to show for their season
to date.
They had a record of
0-8, the most recent a
discouraging 10-9 loss to
Buhl on Monday, but they
were showing signs of improvement and an argument could be made that
they were better than
their record showed.
“We are getting better
each and every day,” said
starting shortstop Wyatt
Remington. “We practice
hard and just needed to
make something positive
happen for us to start to
turn it around.”

After shutting down the
Rebels in the top of the
seventh, the Russets hitters went back to work,
needing three runs to tie,
four to win.
After Trey Lott grounded out to open the inning,
designated hitter Lyle Millus stroked a single and
was sent home when center fielder Payton Whitaker drove the ball deep to
right for a triple.

McBride, setting the stage
for late game heroics by
Wyatt Remington and
Matt Leal.
“I really wanted to just
get the ball in play, force
them to make a play on
it,” Remington said. “I
knew that the right fielder
was playing very shallow,
so I tried to go that direction.”
The result was a two
RBI double by Remington
that tied the score at 8.
After a walk was issued
to Cory Killpack, Leal
came up in a critical situation once again.
“We all know that we
are in kind of a rebuilding
year,” Leal said. “But we
still want to win and when
Wyatt and Cory advanced
to third and second, I really needed to get the ball
in play.”
Leal came through with
the game winner, hitting
the ball to deep shortstop
and Remington came
scampering home with
the winning run.

found hung in jail cell

(AP) — Imprisoned former NFL running back
Lawrence Phillips had a
“Do Not Resuscitate” note
taped to his chest when
he was found hanging in
his cell, according to a
California coroner’s report released Wednesday.
Deputy Kern County Coroner Christopher
Frank says in the report
that he found another
note and a picture of
Phillips and an unnamed
child tucked into Phillips’
left sock. The “Do Not Resuscitate” note had been
written on a small piece
of paper that had been
torn in half.
Phillips, 40, was found
in his Kern Valley State
Prison cell Jan. 13 with a
torn bed sheet tied to a
television shelf and tied
tightly around his neck,
the report says.
The coroner ruled that
the former Nebraska star
committed suicide while
he was awaiting a trial
that could have brought
him the death penalty.
He was charged with
killing a former cellmate,
37-year-old Damion Soward, the cousin of former Southern California
and NFL wide receiver R.
Jay Soward. The prison
houses about 4,000 inmates in Delano, north of
Bakersfield.
His
attorney,
Jesse
Whitten, did not return
telephone
and
email
messages seeking comment.
The coroner closed the
investigation June 1 and
provided the report to
The Associated Press under a public records request.
Phillips was sentenced
to more than 31 years in
prison in 2008 after he
was convicted of twice
choking his girlfriend in
2005 in San Diego and of

Dear Annie: I've seen several doctors recently, and
each time I noticed that
they gave a lot of information so quickly that I could
not absorb it all, nor could I
remember it entirely.
I also received written
instructions after a recent
surgery, but those weren't
particularly good, either. Part
of the instructions included a
form that was filled out by
the doctor, whose handwriting I had difficulty reading.
Ideally, all information
would be typed up and handed to the patient. Granted, it
takes time for someone to
do this, but it's the patients'
health we are dealing with.
If the doctor refuses to provide this, I suggest bringing
a voice recorder. Turn it on
when you're told "the doctor will see you shortly," and
make sure the doctor speaks
clearly. Ask them to repeat
anything if you don't think
it came across. Ask the doctor to explain medical terms
that are used routinely, but
that you may not understand.
Are there any legal issues
involved in doing this? Of
course, doctors should be
informed that they are being
recorded. — Get It Right
