‘We are ready to hit the coast’
Bealls opening coastal-living concept store in Jacksonville

Jacksonville’s coastal environment has landed another business.
Bradenton-based lifestyle retailer
Bealls Inc. has signed a lease at St.
Johns Town Center to open Bunulu,
a new concept that will start by the
holidays with four locations in the
state.
The Jacksonville store should
open Oct. 15 in the space formerly
Nagler
occupied by Fossil.
Bealls Department Stores Inc.
President Lorna Nagler said Jacksonville was chosen as one of the
first locations so the company could
test the concept in different parts of
Florida.
The concept features clothing and
accessories that serve the coastal
lifestyle.
The first will open in August at
the Coconut Point mall in Estero,
between Naples and Fort Myers in
Ferry’s future

Southwest Florida. In addition to
St. Johns Town Center, Nagler said
two more leases were pending in the
state but she declined to say where
those would be. Those should open
in October or November.
“St. Johns Town Center is an
amazing real estate development, so
that is why we wanted to pick that
site,” she said.
Nagler said her team looks for
locations with high traffic counts
and higher incomes, as well as a
density of customers who live what
she calls the Florida coastal lifestyle.
Bunulu’s tagline is “Land. Water.
Style.” She said Bunulu is an Aboriginie name for a place of water.
It is designed to carry clothing,
shoes and accessories for men and
women who want to dress for an
active and casual lifestyle. It will
feature well-known brands such as
Patagonia, Columbia and The North
Face as well as other brands that

$1M veto complicates repairs, transfer

On June 22, there was a comfortable confidence among members of the St. Johns River Ferry
Commission.
A $1 million state appropriation
had made it into the state budget,
championed by two local state
legislators. An email campaign or
calls to lobby didn’t seem necessary at that point. Besides, letters
of support already had been sent
by several local officials.
Later that evening at an Arlington restaurant, state Sen. Aaron
Bean stood smiling next to Gov.
Rick Scott, cheering him on during a “victory tour” for tax cuts.
The next day, the smiles disappeared. The confidence turned to
disbelief.
A year into what advocates call
a three-year funding plan, Scott
had vetoed the ferry’s money
along with many other projects
across the state. Year No. 2,
though, was struck with Scott’s
proverbial red pen.
“Extremely disappointed,” said
Bean, one of the local state legislators behind the ferry funding.

“very surprised” at the governor’s nixing the ferry funding.
“I was hearing from everyone that it was on target to be
signed,” he said.
Crescimbeni, chair of the commission, said he’s heard the
speculation behind such vetoes.

Just because Jerry Holland transitioned July 1 from being Duval
County’s supervisor of elections
to property appraiser, it doesn’t
mean he no longer wants to be
involved in electing candidates.
In fact, he might be more
involved after putting himself in
the running for chairman of the
Republican Party of Duval County. The seat was vacated last week
when Robin Lumb resigned after
being named director of policy by
Mayor Lenny Curry.
Holland said he was motivated
to seek the chairmanship in part
due to what he called a “big lead-

organization.

elected mayor

opened its Riverplace Tower
headquarters Monday, marking
the official first day of operations
at its new Jacksonville corporate
home.
The company was based in
Fort Lauderdale. It now operates
on the 19th floor of the 28-story
tower at 1301 Riverplace Blvd.
CEO Frank Gatlin III said
Monday by email the company
will start with 20 employees. It
relocated 14 families from South
Florida.
He said all of the families settled in South Jacksonville, from
San Marco to Mandarin to the
Beaches.
His commitment to Florida
made news this month in San
Diego.

of Gatlin Development’s shopping centers changed hands in
the largest area retail transaction
since 2001.
Gatlin Development sold its
San Diego area portfolio of 2.8
million square feet for $185.25
million to Newport Beach-based
Citivest Commercial and New
York-based investment partner
Angelo, Gordon & Co., according
to the Flocke & Avoyer commercial brokerage.
The news organization said
many of the properties included tenant-owned stores, such as
Kohl’s, Vons and Walmart.
Gatlin told the newspaper he
sold his San Diego shopping-center portfolio “to focus on developing quality retail projects closer
to my new home in Florida.”
Gatlin bought a San Marco
estate in June, moving from Fort
Lauderdale.

the area Walmart Neighborhood
Markets and is developing Collins Plaza, the Southwest Jacksonville center that will be anchored
with a Wal-Mart Supercenter.
Gatlin founded the company
in 1976. It specializes in shopping
center development, management and renovation in Florida
and several other states.
Cabela’s expanding
Specialty outdoors recreation
retailer Cabela’s Inc. says it
intends to open 13-15 new stores
every year for the next few years.
The Nebraska-based company
hasn’t branched into Florida, so
does that mean the chain is coming to the Sunshine State and possibly Jacksonville?
Spokesman Nathan Borowski said he couldn’t speculate
about or discuss potential new
store locations or markets, but
the expansion means “our real
estate team is exploring a lot of
options.”
Cabela’s, founded in 1961, is
headquartered in Sidney, Neb.
It is a leading specialty retailer,
and says it is the world’s largest
direct marketer of hunting, fishing, camping and related outdoor
merchandise.
It operates 71 stores across the
country, including three locations
it opened in 2014 and this year
in Georgia — Acworth, Augusta
and Ringgold. It has announced
plans for 16 more locations.
It opened its first destination
retail store in 1987 and operates
stores across the country that
range from 35,000 square feet to
247,000 square feet in size. Its
large-format stores are 150,000
square feet or larger.
It says its large stores are major
tourist attractions. Cabela’s stores
in Kansas City, Kan., and Owatonna, Minn., rank among the top
tourist attractions in their states.

Now Crescimbeni and Bean
will try to find money for the
service to stay afloat.
The $1 million was to pull the
boat from the water in December for a required Coast Guard
inspection and needed repairs.
Timing is crucial. During that
month, close to $5 million in
repairs to slip walls also is scheduled, funded by grants.
But without the haul-out, it’ll
be all for naught.
“If we can’t figure out a way to
overcome or fund the haul-out in
December, we’re effectively out
of business,” said Crescimbeni.
But, the council member also
said he’s confident there will be a
resolution to the issue.
“I’m not settling for anything
different,” he said.
Bean said he is meeting with
Scott
for
breakfast next
week and he
plans to “lay
it all on the
table.”
His
first questions
will relate to
the veto. Then
it’s on to finding funding.
Crescimbeni
Even if he
changed Scott’s mind, Bean said
legislative rules would prevent
funding from coming from the
same source.
“It really ties our hands,” he
said. “We couldn’t do it that way,
it’s on to Plan B … but I don’t
know what Plan B is.”
Borrowing the money or seeking help at the city level all are
options, he said.
“I know we are not giving up
on the ferry,” he said.
Mayor Lenny Curry will present his budget Monday to council. Curry spokesman Bill Spann
last week said it’s premature to
say whether it includes additional funding for the ferry.
Spann said Curry will talk
to the ferry commission and
the Jacksonville Transportation
Authority “to determine a prudent way forward.”
The authority plays a part, too.
Through all the talk, the city and
JTA are still wrangling over final
terms that would have the ferry
transferred to the independent
authority by Oct. 1. Crescimbeni
said he’s had informal talks with
JTA staff since the Scott veto, but
declined to provide details.
A special meeting scheduled
last Wednesday was canceled,
but was meant to be pick up discussions between the two sides.
As for JTA, the independent
agency was “disappointed” with
Scott’s decision but not discouraged about the service’s future,
said spokeswoman Leigh Ann
Rassler. It, too, is optimistic an
agreement can be reached to
address the funding shortfall and
transfer, she said.

The targeted customer is age
35 and older, although age is not
the defining characteristic. “The
common denominator is people
who like the outdoors, the intersection of fashion and function,”
she said.
In other words, dress for boating and go out to dinner after.
The store will be arranged so
customers can envision how the
apparel might work for them.
Nagler said the store will coordinate the merchandise for display. “Show me the best board
shorts with the best T-shirt. Show
me the shoe that goes with that,”
she said.
Bunulu also will carry items
like Yeti coolers, GoPro cameras
and sunglasses.
The store might eventually create a clothing brand. “It’s on our
drawing board. We just didn’t
start there,” Nagler said.
It also might later expand
beyond Florida to other markets
in coastal environments.

$425,000.
Décor comprises paint colors
such as ocean beach, dune white,
green wave, Largo teal and indigo. Reclaimed weathered wood
and beech wood are part of it, too.
“It’s going to feel like you are
in the outdoors,” Nagler said.
The stores will average about
4,000 square feet of space. That’s
much smaller than other outdoor
and recreation retailers, such as
Academy Sports & Outdoors,
Dick’s Sporting Goods, West
Marine and REI.
Asked about competition from
the big-box recreation retailers,
Nagler said some of them are
singularly focused, such as on
boating or camping, hiking and
biking.
In addition, most of the bigbox stores carry large inventories.
“We are edited and pull together
the best of the best,” she said.
Also, the smaller size presents
a boutique feel. “The person who
wants to shop here is the person
who wants a different and unique
experience,” she said.
It’s also smaller than the typical
Bealls stores. Nagler said Bunulu
fits well in the Bealls focus on the
Florida lifestyle.
Bunulu’s assortment will be
different and higher priced than
those at Bealls and the outlets,
she said.
The bunulu.com website says
the company prefers to be in
shopping centers that also feature
Victoria’s Secret, Tommy Bahama, Lululemon, Whole Foods or
similar tenants.
It looks for area median household income greater than $80,000,
such as areas of affluence accessible to Town Center. The median
household income in Jacksonville
is about $50,000.
Retail broker Carrie Smith,
regional managing partner with
Franklin Street, said the opening
at the Town Center is a testament
to the strength of the shopping
center and of Jacksonville’s economy and market.
“The concept targets an affluent customer with a coastal outdoor lifestyle, and, in Jacksonville, the brand can easily capture
that customer,” Smith said.
Nagler, 58, came to Florida
four years ago from the Midwest, where she spent much of
her career. She has been president and CEO of Christopher &
Banks, president of Lane Bryant
and Catherines Stores and held
management roles at Kmart, Toys
R Us and Kids R Us.
Nagler said she had always
been with a national retailer,
but Florida presented a different
opportunity. She toured Florida’s
Bealls Department Stores and
experienced “the breadth of this
state.”
“As I learned about Florida,
this concept kind of came to me
because I want somebody to
curate that kind of store for me,”
she said.
Sensing a void in the market,
she pitched the idea to Bealls Inc.

“We talked about it and talked
about it,” she said.
Privately held Bealls Inc.,
founded in 1915, operates more
than 530 stores. It’s known for its
Bealls Department Stores, Bealls
Outlets and Burkes Outlets.
Nagler said the response from
what a “small and mighty” team
pulled together has been strong.
“We are ready to hit the coast,”
she said.

Democrats call for
end to redistricting
‘skullduggery’

Republican legislative leaders
continue to offer little comment
publicly as they decide how to
respond to a Florida Supreme
Court ruling last week that eight
congressional districts must be
redrawn.
But state Democrats haven’t
been holding back.
Shortly after Thursday’s court
ruling, Rep. Dwight Dudley,
D-St. Petersburg, announced that
he would reintroduce legislation
for the 2016 session to create an
independent commission to oversee future district-map drawing.
And on Monday, Rep. Janet
Cruz, D-Tampa, wrote to House
Speaker Steve Crisafulli requesting that all meetings on redistricting involving lawmakers, staff
and attorneys be held in public.
“The Republican leadership
will never be able to adequately
redress these wrongs, but you
at least owe it to the people of
Florida to not repeat them,” Cruz,
who is slated to become House
minority leader after the 2016
elections, wrote to Crisafulli.
Since Thursday, there has been
scant reaction from House and
Senate Republicans to the longawaited court ruling that ordered
the Legislature to redraw congressional lines within 100 days.
“When the president has a
comment, I will let you know,”
Katie Betta, spokeswoman for
Senate President Andy Gardiner,
R-Orlando, said Monday.
In an opinion written by Justice
Barbara Pariente, the Supreme
Court majority ruled that Leon
County Circuit Judge Terry Lewis
was correct to find that a congressional map approved in 2012 as
part of the once-a-decade redistricting process was corrupted by
the efforts of Republican political
consultants --- violating an antigerrymandering “Fair Districts”
constitutional amendment voters
approved in 2010.
After the ruling came out, Gardiner and Crisafulli said through
spokespersons that they were
reviewing the ruling

to determine if it has potentially
negative consequences is at least
one Democrat.

Corrine
Brown, a Jacksonville Democrat
whose district jaggedly stretches
to Orlando, is considering taking
legal action.
Brown’s district was one of two
that Lewis invalidated last year
and was again invalidated with
the latest decision.
“She has not made any decision
yet as to what, if any, legal avenue she will take,” Brown spokesman David Simon said Monday.
Under a new map, the district might have to run across
Florida’s northern border from
Jacksonville to Tallahassee, and
Brown wrote Thursday that such
a change could disenfranchise

Rights Act protections.
After being ordered last year to
redraw the lines of districts represented by Brown and Republican
Daniel Webster, state lawmakers
shifted the lines with relatively
little impact on other seats. But
the Supreme Court ruling will
require lawmakers to take more
far-reaching steps.
As for Dudley’s proposal, he is
looking to change how the future
once-a-decade redistricting process is handled starting after the
2020 Census.
“For far too long, we have had
a poor facsimile of democracy in
the state of Florida,” Dudley said
in a statement. “Instead of voters
choosing their elected officials, it
has been the elected officials who
have chosen their voters. Despite
a clarion call from the people to
end gerrymandering and restore
fairness to the redistricting process, the Florida Legislature has
continued to engage in misdirection and skullduggery.”
What Dudley wants isn’t new,
and Republican leaders haven’t
shown interest in the topic.
A similar proposal (HB 1027,
SB 1370) was offered during the
2015 legislative session by Rep.
Evan Jenne, D-Dania Beach, and
Sen. Dwight Bullard, D-Miami.
Both bills died without getting
committee hearings in either
Republican-dominated chamber.

Holland said he has attended
the local party’s functions for
years, but while he was supervisor of elections, he limited his
involvement in the effort to elect
Republicans to avoid any perceived conflict of interest.
Another factor in his decision,
Holland said, is the 2016 election
for president as well as seats in
Congress and the state Legislature.
“It’s an important time to have
experienced leadership in the
party,” said Holland.
Support from fellow Republicans also encouraged his candidacy.
“Quite a few people called and
asked me to seek the chairmanship,” Holland said. “If the membership wants me, it would be an
honor.”
