Agreement Paves Way For Building
Permit To Stabilize Old Building....
OLD YORK BUILDING TO BE STABILIZED:
The original York Institute building, which has stood in a continuing state of disrepair for nearly
30 years, will get a new lease on life through an agreement between the City of Jamestown, the
Sgt. York Patriotic Foundation, and the State of Tennessee. With the issuance of a building
permit from the City of Jamestown, work can now begin to stabilize the 80-year-old structure,
which will then be “mothballed” until work can begin on a complete renovation to return the
historic building to an educational facility.
Indictments Returned, Pleas
Entered In Criminal Court
Criminal Court for Fentress
County was held January 8th
with Judge Shayne Sexton on
the Bench, with a total of six
true bills, or indictments
returned, ten guilty pleas
entered, and four probation
revocation hearings conducted.
Donald Hull pled guilty to
the charge of Promoting the
Manufacture of Methamphetamine.
He was fined
$2,000 plus court costs and was
placed on probation for 3 years.
Kristina Hull entered a guilty
plea to the charge of Possession
of Drug Paraphernalia, and
was fined $450 plus court costs,
and was placed on probation
for one year.
Roberta Wright pled guilty to
the charge of Sale of Schedule
II Controlled Substance and
was fined $750 plus court costs
and was placed on probation
for 3 years.
Bridgett Wright entered a
guilty plea to the charge of
Possession of Schedule II
Controlled Substance and was
fined $450 plus court costs and
was placed on probation for
one year.
Nancy Rector pled guilty to
the charge of Sale of Schedule
II Controlled Substance and
was fined $2,000 plus court
costs and was placed on
probation for 3 years.
Stevie Wright entered a guilty

VonLanken Death
Ruled Accidental
Mr. Royce VonLanken, age
77, of 391 Boondocks Road,
Jamestown, died Friday,
January 9 from injuries
sustained when his clothing
apparently caught fire from
burning leaves.
According to a report filed
by Fentress County Coroner
Gary Peters, when he arrived at
the scene, found the 77-yearold VonLanken some 50 yards
from the east side of his home
lying in a fencerow. The
surrounding area showed a
burn area in the fence row
some 17 yards to the north of
the body, with a burned area in
the middle where Mr.
VonLanken had apparently
emptied the ashes from a
fireplace.
The Coroner’s report states
that Mr. VonLanken and his
wife, Norma VonLanken, had
gone to the Fentress County
Senior Center and later gone to
Crossville, arriving back home
about 4:30 p.m. She said her
husband had cleaned out the
stove and was not feeling well
from the exertion, and sat
down in a chair and then took
the ashes out to the patio.
Mrs.
VonLanken
told
investigators that a neighbor
had come to visit and she and
the neighbor had gone
downstairs to talk for a little
while.
Later, she looked
upstairs where Royce had been
and noticed that the light in the
room was off. She then went
upstairs and Royce was not
there, so she looked outside she
saw him on fire in the fence
row. She grabbed a bucket of
water and ran outside and
poured some water on him,
and than ran back into the
house and called 911 for
assistance.
Mr.
VonLanken,
who
reportedly had a history of
cardiac disease, had been
scheduled to go to VA Hospital
in Nashville to have cardiac
surgery as soon as he had some
dental work done.
Following an investigation by
members of the Fentress
County Sheriff’s Department,
Coroner Peters, and upon
examination by Dr. Mark
Clapp,
Fentress
County
Medical
Examiner,
the
conclusion was that it was an
accidental death.
With the cardiac history and
the fact that Mr. VonLanken
was vigorously trying to put
the fire out and had earlier
experienced discomfort upon
removing the ashes from the
stove, the opinion of the
investigators was that the
patient suffered a heart attack
and was unable to get away
from the fire.
The cause of death was lised
at Myocardial Infarction, with
1st, 2nd, and 3rd degree burns
to nearly all his body.

was ordered to serve 49 days in
jail, and was placed on
probation for 3 years.
Scott Brewer entered a guilty
plea to charges of Killing Big

Hunting From a Road and was
fined $100 plus court costs, was
ordered to make restitution of
$200, and a probation hearing
was set for July 9.

After more than a year of
wrangling among various
players in the saga of what to
do with the old York Institute
Administration building, an
agreement has been reached
which will allow the old
building to be stabilized.
Jamestown
Building
Inspector Bob Lane addressed
the Jamestown City Council at
their meeting Monday night,
reporting that on Monday,
January 5, representatives of
the City of Jamestown, the
State of Tennessee and the Sgt.
York Patriotic Foundation met
at his office to discuss the future
use of the historic Alvin C.
York Institute building and
issuance of a building permit
for the stabilization and
hazardous
materials
remediation of the building.

The purpose of the meeting
was to discuss the future use of
the Building after renovation is
complete. It is the intent of the
Tennessee Department of
Education, the Director of
Alvin C. York Agricultural
Institute, the Sgt. York Patriotic
Foundation and the City of
Jamestown to use the Building
for classrooms and other
educational purposes for the
York Institute.
Lane presented the council
with a copy of the letter signed
by all those attending, along
with Robert W. Green of the
State
Department
of
Education, asking that the
letter be made a part of the
minutes of the meeting.
Lane then told the council:
“We came to an agreement as to
what to do with the building,
and that agreement is:
*That the building will be
saved.
*It will be stabilized and put
back in the dry.
“Then the State of Tennessee
is going to get on board,” Lane
added. “The building is going
to be rehabbed and again used
as a school, which I think is the
intention of the building all
along.
“Mr. Phil Brannon, YAI
Superintendent,
was
in
agreement, and will be involved
with the engineering of the
building when we get to that
part of it.”
“I think we made a good deal
in good conscience with the
State of Tennessee, the York
Patriotic Foundation and the
City of Jamestown,” Lane
continued. “The county and
city are in bad need of the
classrooms. This will resolve
that, as well as preserve the
historic value of this landmark.
“We’re announcing at this
time that we’ve come to this
agreement, and we’re asking the
council to ratify the deal with a
motion, second, and vote.”
Lane then said.
The Council then approved
the motion unanimously on a
motion by Keith Conatser,
seconded by Dale Hicks.
Lane was then asked about
the timetable for getting the
stabilization work done, and he
said that there was 32 weeks for
the stabilization, cleanup, and
putting the building back into
the dry, and then the State of
Tennessee would get involved
and go back to the original
contract of approximately 4
years
to
complete
the
rehabilitation.
Following the vote, Lane
expressed his appreciation to
the council, stating:
“I want to thank this council.
When we first started this, we
were getting complaint after
complaint about the situation
out there, from bricks falling to
the large number of pigeons-problem after problem, and
parents being concerned, as
they should be.
“That’s all resolved in this
agreement, if they can go in
there and get something done
fast. I think the fact the
Council stuck together and
everyone willing to work
together had a big part in
getting this resolved. I think
there was some misinformation
on the start of it. I was told
several different things, as you
were, but I think we’ve made a
good deal in good conscience,

TN on the birth of their son,
Ryelin, who was born on
January 2nd at 1:51am. Ryelin
weighed 5 lb 13 oz and
measured 19 in.
Congratulations to Brandy
and Andy Todd of Jamestown
on the birth of their daughter,
Kathryn, who was also born on
January 2nd at 8:10am.
Kathryn weighed 7 lbs 5 oz and
measured 19 ¼ in. Both babies
were delivered by Dr. Gilbert
Ghearing.

The death of an 11-year-old
elementary school student last
week was determined to have
been caused by bacterial
meningitis.
The community was shocked
and saddened last week to learn
of the death of 11-year-old
Tiffany Swafford, who died
Monday, January 5 at her
home.
While no foul play was
suspected, a thorough investigation was conducted by the
Fentress County Sheriff ’s
Department and the Tennessee
Bureau of Investigation, which
included an autopsy by
University Pathologists in
Knoxville.
Following the release of the
results of the autopsy, on
Thursday, Dr. Mark Clapp,
Fentress County Medical
Examiner, issued a statement,
stating:
“I know
the
community has been concerned
because of this loss of a young
life.
Tiffany had bacterial
meningitis. This was apparently
a sporadic case, and we don’t
feel that there is a need to treat
in any way. There are types of
bacterial meningitis which
would require treatment of
family members, but the case
she had does not require that.”
Dr. Clapp concluded by
extending his condolences to
the family on the loss of this

Fentress
County
Emergency Services Organization (FCEO) met in regular
session on January 6th and
handled a number of important
issues before adjourning early
in the evening.
Following a delicious meal
provided by the Jamestown
Regional Medical Center

department,
the
meeting was called to order by
Chairman Gary Peters.

an assessment of

disaster drill December 30,

Good day to one and ALL! I know that it may be a bit cold and
blustery, but this is the day that God has given us and it can be a
wonderful day if you will only let the Son shine through.
Sometime you can learn the best lessons from the most unusual
places. The story is told of a particular circus. You see, the clowns
were particularly good and the last one of them was a little fellow
wearing a very wonderful high hat. While he was bowing elaborately to a dignified woman, his hat fell off and an elephant sat on
it.
The clown gestured wildly at the elephant, but the beast sat still.
He waved and shouted again and again, but the elephant never
budged. Angrily the clown stepped behind the elephant and kicked
with all his strength, and hopped away with a sore foot in his
hands. Then, frantic with anger, the little clown turned back to the
elephant and tried to lift him off the hat. Defeated and in complete despair, the clown sat down and started to eat peanuts. The
elephant was interested in peanuts and got up, ambled over, and
begged for one!
What a powerful lesson! You can’t really accomplish anything
for God by crabbing and kicking at the world or your spouse, child,
neighbor or co-worker, but if you happen to be eating a bag of
peanuts......

pleased with their performance
but was still “learning and
tweaking” the system to
perform even better in the
future.
Dwayne Tyree, Safety Officer
at JRMC and coordinator of
the hospital’s disaster plan, said
that they had an excellent
turnout of hospital staff
members and learned a lot. He
expressed his appreciation to
everyone who participated in
the drill, which is one of three
mandated drills which the
hospital has to perform
annually.
Following approval of the
minutes of the previous meeting
as presented by ESO Secretary
Crystal Williams, Chairman
Peters then shared an e-mail
which he had received just prior
to the meeting from Karen E.
Lynn, Emergency Response
Coordinator with the Tennessee
Department of Health, who
apologized for not being able to
attend due to the TVA ash basin
collapse in East Tennessee. She
advised Chm. Peters that the
state is not requiring each
county to set up its own center
to respond to anthrax exposure,
bird flu, or any other emergency
which would require the
treatment of county-wide
citizens in less than 48 hours.
After discussing the needs to
set up a point of dispensing, or
“POD, as it is called, the group
agreed to have an area-wide
planning session at the
Jamestown
First
Baptist
Church on Thursday, February
12 at noon, with a luncheon to
be served. All EMS providers,
school officials and large
businesses are being urged to
attend this meeting.

Mrs. Donna Hannifin, CoChairman of the Fentress
County Red Cross Family
Services Program, then gave a
report of having served a total
of 24 families in 2008 at the cost
of $10,365. Total funding for
this program comes from
money contributed by Fentress
County citizens and businesses,
to aid local families which have
lost their homes through a fire
or other types of disasters.
Billy Jennings, Laison Officer
for families of Military personnel, reported that there are
now eight persons in the system
on a rotating basis, serving two
to three persons per week by
Internet, which makes for much
quicker
communication
between families and their loved
ones serving in the military.

Director, then commented on
the December 30 disaster drill,
stating: “We were overall
pleased with the response of all
emergency personnel and their
performance. We will continue
to work to update our
equipment and the services we
provide to the area.”
Jan Lee reported that all was
going well with the Fentress Co.
Health Council, and they were
now working on plans for a
mock traffic hazard drill for the
schools to be announced prior
to the event.
Bro. Gale Hartley with the
Fentress Co. Amateur Radio
Club then reminded all the
Ham Radio operators to get
their
MIMS
certification
completed as soon as possible,
pointing out that this was of the
utmost importance in regard to
Homeland Security grants.
After the group expressed
thanks to Jamestown Regional
Medical Center for the use of
ther conference room and
providing the food, the session
adjourned.

Jamestown Regional Medical Center to members of the local

Hospital Expands
Morgue Facility
In their continuing commitment to provide the best service
possible to the Fentress County
area, Jamestown Regional
Medical Center announced last
week that they have expanded
their holding morgue.
In a luncheon meeting on
Friday with members of the
local news media, JRMC
officials unveiled the new
facility and explained its
purpose.
John Ballard, Assistant
Administrator at JRMC, stated
that the new morgue is the
result of meeting which began
several months ago, when the
need to have expanded morgue
facilities at the hospital became
apparent.
“After talking with the
community and local funeral
homes, emergency services
personnel, and others, there was
a need identified to have
additional morgue capacity
here at JRMC.” Ballard said.
“We have built a lockable area
and purchased a unit capable of
storing up to 3 bodies in a
private, secure facility. This will
be beneficial in instances where
we have to keep a body for
longer than normal periods of
time, such as an instance where
a body is not claimed, or the
family members are far away.”
Fentress County Coroner
Gary Peters also pointed out
that there are times when a
person dies and their next of
kin cannot be readily located.
“Sometimes
we
have
situations
where
family
members are not here, and no
one is available to assume
financial responsibility. We
have to have a place to provide
proper and secure storage in
situations like this.
“The law requires that they be
held for 96 hours before they
can become a ward of the
county.
There are also
instances where a body is found
that may need to be held for
identification,”
Duane Tyree, Maintenance
Department Supervisor at
JRMC, commented: “This has
been an ongoing project for
some time, and will be very
beneficial to the community.
We’re happy to have been able
to provide this service for the
community and for our staff, as
well as for the funeral directors
in the county.”
Leonard Bilbrey, County
Commissioner and Funeral
Director, said he felt this will
benefit the funeral homes, as
well as families of those
deceased in many instances,
such as if the next of kin is out
of state or otherwise unavailable: “This will allow the

secure facility until arrangements can be made” he
concluded.

There will be a benefit for
Mary Tipton Cook, who has
cancer, on Thursday, January
22nd at the 6:00 p.m. at York
Elementary. There will be an
auction, cake walk, music and
games. Also there will be
concessions sold such as
Chicken-N-Dumplings, Chili,
Pizza and More.
Come join together to help
support her battle against
cancer. All proceeds go to the
Cook Family.

everyone in Jamestown. I just
want to thank the council for
their support. If we had not
been as adamant as we were, I
don’t think this could have
happened. I think they realized
that we were going to use
whatever means we had at our
disposal, and the building
could have fallen during that
time. I think this was probably
the best thing we could have
done.”
Lane was asked how to get
rid of the pigeons, and he said
he felt that once the building
was sealed up where they
couldn’t get in, they would
probably leave, because they
want a dry place to roost. “If
they don’t leave, we’ll have to
do something else to get rid of
them,” he said.
County Executive John B.
Mullinix then addressed the
council, thanking them for
allowing the stabilization
process to begin, stating:
“We’ve saved a national
landmark. I thank everyone,
the City of Jamestown, Supt.
Phil Brannon, the State of
Tennessee,
and
everyone
involved. This is something we
can all be proud of.”
Carolyn Cope, Director of
Instruction at York Institute,
also expressed her appreciation
to everyone for their concern
and cooperation in working
through the process and
reaching this conclusion.
Johnny
Wheaton
then
addressed the council on behalf
the Boys & Girls Club,
expressing the Club’s interest
moving their operation from
York Elementary School and
wanted to lease 2 rooms
formerly used by the Daycare
at the Community Center, plus
the auditorium.
Following a brief discussion,
Dale Hicks made a motion,
seconded by Buster Stockton,
to defer action on this request
until next moth’s meeting for
further study.

One Injured
In Accident
A
single-vehicle
traffic
accident in Allardt shortly
before 5 p.m. on Wednesday,
January 7 sent one person to an
out-of-town
hospital
for
treatment of serious injuries.
According
to
reports,
Thomas C. Wood was traveling
south on Ontario Street
(Country Club Road) when his
1989 Ford pickup left the road
and struck a tree.
Wood was transported by
ambulance to Jamestown
Regional Medical Center, where
he was treated and transferred
to U-T Hospital in Knoxville
for more specialized treatment
of multiple injuries.
Wood was charged with DUI,
and will possibly face other
charges in connection with the
accident, which was investigated by Tennessee Highway
Patrol Trooper Bill Sewell,
assisted at the scene by Sheriff
Chucky Cravens and Chief
Deputy Michael Reagon, the
Fentress County Rescue Squad,
the Fentress County Ambulance, and the Allardt Fire
Department.

Since I affiliated with a
sectarian band that chooses to
practice age discrimination
and, therefore, have been put
out to pasture, I have been
thinking about what I could do
out there.
Pastures and live-stock go
together, but that didn’t excite
me.
I was looking for
something
more
costly,
challenging and demeaning.
What takes place in a pasture
that meets that criterion? Why,
golf, of course!
Problem is, I’m about as
good at golf as I am at
preaching. Oh, I understand
the basic principles of the game
– if you can call it a game. It is
more like a war when I do it.
Object is to go from the tee to
the cup on the green in as few
strokes as possible. Experts
claim to be able to traverse
from tee to green on what I
consider a fictional piece of
real estate which they call a
fairway.
I prefer to golf in winter
months because I am not as
likely to get snake bit.
Typically, when I emerge from
the woods somewhere near the
green, I look like I’ve been in a
world war and lost. Poison Ivy
does not hesitate to have me
clawing at every inch of my
body. Briars have torn away
much of my clothing and skin.
While flailing at what was
terra firma, I have struck terror
into earth worms and
unintentionally mauled other
critters small and large. And
people for miles around hear
my anguished cries of
frustration as they echo off
those majestic mountains.
While in the woods, I come
across the bleached skeletal
remains of a multi-millionaire
who refused to come out until
he found his ball for which he
paid a dollar and a half.
Obviously, intelligent people go
insane on this pasture.

Sworn in for a Fourth Term
in Congress
Pledges Focus on Economy,
Infrastructure, Education
Washington, DC – On
January 6th, 2009, the gavel
sounded marking the opening
of the 111th Congress. On that
day, Congressman Lincoln
Davis of Pall Mall, TN, was
sworn in for his fourth term in
the House of Representatives.
Congressman Davis wasted
no time getting to work and
setting an agenda for the
coming two year term.
“We must get our finances in
order and put America back to
work,” said Congressman

been wracking their brains
trying to come up with a
potential source of energy –
something that could be
converted into fuel, but would
not drive environmentalists
crazier. Wackos, looking for
something to protest, would
not choose to have signs
reading,
"Save
Our
Rhinorrhea," or "Heck, no, we
won’t blow!" Well, they might.

Families and their children,” the
Congressman said.
Congressman Davis lives in
Fentress County, and represents
a district spanning 24 counties
and over 10,000 square miles of
Tennessee. He and his wife,
Lynda, have three children and
five grandchildren. They are
members of the First Baptist
Church in Byrdstown.
My sinuses produce a couple
of quarts of the stuff between
tee and green. Think of how
much we could accumulate if
we could get more would-be
golfers in the pasture – and
came up with a way to reclaim
it from handkerchiefs and
tissues. Consider all the school
children who are passing
around infections. We get
teachers to wring out little
boys’ shirt sleeves a few times a
day and voila, there it is. More
than enough to run all the
school busses. We estimate that
a school bus would get about
three mpg – miles per
gesundheit.
I have no idea how to go
about refining it, but we have
Tennessee
Technological
University.
Now,
"technological" means they do
such rudimentary research as
this project will require. I’m in
favor of putting the refinery
hard by the golf pasture.
It may sound crazy, but it’s
not.
I hope it’s not too late to wish
you a happy and prosperous

Congressman Lincoln Davis Announces
Appropriations Subcommittee Appointments
Washington, DC – Recently,
Congressman Lincoln Davis
announced his subcommittee
assignments for the House
Appropriations Committee in
the 111th Congress.
The
Congressman will serve in the
Subcommittee on Agriculture,
Rural Development, Food and
Drug Administration, and
Related Agencies and the
Subcommittee on Energy and
Water Development.
“This is a great opportunity
for my district and for
Tennessee as a whole,” said
Congressman Davis.
In the last Congress,
Representative Davis was an
advocate for Tennessee’s needs
in the Farm Bill as a member
of the House Agriculture
Committee. With his new role
on
the
Agricultural
Appropriations Subcommittee,
Congressman Davis will be
able to continue his advocacy
for farmers, rural Tennesseans,
and assuring our country has a
healthy and safe food supply.
Congressman Davis is also
pleased with his appointment
to the Energy and Water
Subcommittee, which has
jurisdiction
over
the
Department of Energy and the
Appalachian
Regional
Commission.
“This assignment will allow
me to have an impact on the 52
Tennessee counties that are
part of the Appalachian

It is good to be back home
and at the computer writing my
column again. As I told you
last week, I had a heart attack
last Friday morning. I almost
waited too long because the
pain was in my neck, jaws and
ears then it moved into my
chest. The doctor said he just
happened to be at the hospital
when I was brought in. I told
him that he didn't just 'happen'
to be there but God had
everything in place for me. He
said "I guess you're right and
you got here just in time." A
stent was put in the blocked
artery. I feel pretty good but a
little tired. I want to thank
everyone who called, or said a
prayer or sent a card. Thanks
also for the food and flowers.
One of the guys who sings in
the choir with me at church, emailed me and said when
everyone else got through
cooking for me that he would
cook me some 'real good' food.
I e-mailed him back and
thanked him for the offer and
told him that I was on a cardiac
diet and asked him if he knew
how to cook cardiac. He said
"Yes, you cover it in chocolate."
I guess I'll be calling him.
Today's recipe is one of those
hearty comfort foods. It may
not be cardiac but it will sure
warm you up on a cold day.
You can make ahead for those
hectic week-nights. Just add a
salad and suppers on the table.
Stroganoff Casserole
12 ounces wide egg noodles
1 pound ground chuck
1 small onion,chopped
1 green bell pepper, chopped
2 celery ribs, chopped
1/2 cup beef broth
1 (6-ounce) can tomato paste
1
(4-ounce) can sliced
spoonfuls of the batter in
greased miniature muffin pans.
Bake for 8 to 10 minutes, or
until golden.

cream
1 (12-ounce) container smallcurd cottage cheese
1 teaspoon garlic salt
2 cups (8-ounces) shredded
mozzarella cheese
1/2 cup grated Parmesan
cheese
Cook noodles according to
package directions; drain and
keep warm. Meanwhile, cook
ground chuck in a large skillet,
stirring until crumbles and is
no longer pink. Drain and
return to skillet. Stir in onion,
bell pepper, and celery. cover
and cook over medium heat 15
minutes or until vegetables are
tender, stirring occasionally.
Stir in beef broth and next
three ingredients; set aside.
Preheat the oven to 350 degrees.
Combine sour cream, cottage
cheese, and garlic salt. Add
noodles, tossing to coat.
Spread half of noodle mixture
in a lightly greased 9" x 13"
baking dish. Top with half of
meat
mixture,
half
of
Parmesan cheese.
Repeat
layers with remaining noodle
and meat mixtures. Cover; bake
at 350 degrees for 20 minutes.
Sprinkle
with
remaining
cheeses, and bake, uncovered,
10 more minutes. Serves 6 to 8.

Sour Cream Butter Biscuits
2 cups self-rising flour
1 cup (2 sticks) butter, at
room temperature
1 cup sour cream
Preheat the oven to 400
degrees. Mix the flour and
butter together; add the sour
cream, and blend well. Place

Girl Scout Troop 785 recently spent their morning teaching and
assisting the members of the Access Program in Jamestown
how to make crafts and non-slip socks. The Crafts were used
to decorate a tree at the facility and the socks were given as a
gift to each member. Pictured with some of the members and
some of the non-slip socks made during the event are Cadet
Girl Scouts Gail Dawson and Cheyenne Garrett. Both girls
discovered it was very rewarding giving up some of their
Christmas break to work with others.

Tennessee were designated as
natural disaster area where
eligible family farmers may
qualify for Farm Service
Agency
(FSA) emergency
(EM) loans to losses caused
by drought that occurred from
January
1,
2008
and
continuing. The major disaster
declaration number is S2839.
The primary counties are:
Bedford, Marshall, Moore,
Sevier, White, Cocke, Maury,
Putnam, and Van Buren
In addition to the above 9
counties 23 other counties in
Tennessee are named as
contiguous disaster areas
where eligible family farmers
may qualify for FSA EM loan
assistance, pursuant to section
321 (a) of the Consolidated
Farm and Rural Development
Act.

A banquet was held in
December to announce the
results of the cumberland
Plateau Regional Memory
Walk fundraiser.
The
association also recognized
those that helped make this
year’s efforts a success. The
Cumberland
Plateau
Association raised $87,500.00
surpassing last year’s total.

published new regulations in
the Federal Register that govern
the carrying of concealed
weapons in areas administered
by the National Park Service
and on U.S. Fish and Wildlife
refuges. These regulations came
into effect on January 9, 2009.

In the Obed Wild and Scenic
River, individuals who hold
valid permits to carry a
concealed weapon issued by the
State of Tennessee, or by states
which
has
reciprocal
agreements with Tennessee,
may also carry those weapons
within the park.
Hunting
regulations within the park are
not affected by this rule change.
Weapons
are
currently
prohibited in Federal facilities
under 18 USC Section 930.
This includes the Obed WSR
Visitor Center and maintenance
buildings. The new regulations
will not change this prohibition.

Marshal, Leslie A. Newman, is
reminding Tennesseans that a
working smoke alarm can at
least double the chances of
surviving a residence fire.
Newman urges all Tennesseans
to have working smoke alarms
in their homes.
Photoelectric
alarms,
triggered when smoke from a
fire blocks a light sensor, are
more responsive to smoldering
fires; ionization alarms, which
are triggered when smoke
prevents a chemical reaction in
a sensor, are more responsive to
fires with smaller combustion
particles.
Regardless of the type of
smoke alarm, it is crucial for
Tennesseans to use working
alarms in their homes. It is
important to replace batteries
regularly, even if they appear to
be working fine. Twice a year is
recommended. “Smoke alarms
save lives – and a working
smoke alarm is the best
insurance against becoming a
casualty in a house fire,” said
Newman. “Firefighters too
often find that in fatal fires, a
home had smoke alarms but
their batteries had been
removed.”
Most home-fire casualties
occur at night when people are
sleeping. The smoke and toxic
gases generated by a fire can
cause you to sleep more deeply,
making the chances of survival
slimmer. Here is what some
experts recommend regarding
smoke alarms:
• Smoke alarms should be
installed in every sleeping
room, outside of every sleeping
area and on each level of the
home. Make sure that everyone
can hear the alarm and knows
what it sounds like.
• Smoke alarms need to be
maintained according to the
manufacturer’s instructions.
• Test the alarms monthly
and replace batteries at least
twice a year. The beginning and
end of daylight saving time are
good times to replace them.
• The
smoke
alarms
themselves should be replaced
every 10 years.
• Have a fire escape plan
and practice it with your
children.
• When the smoke alarm
sounds, exit the home at once
and meet at a set location.

With Grace, Stone
The Clarkrange Buffaloes
and Lady Buffaloes were on the
road last week, traveling to
Nashville on Tuesday to take on
Grace Baptist and to Crossville
on Friday to battle Stone
Memorial.
The teams split on both
nights, with the Lady Buffaloes
taking
wins
to
remain
undefeated, while the Buffaloes
gave solid performances, but
came up on the short end of
both contests.
In the game with Grace
Baptist, the Lady Buffaloes
quickly jumped out to a big
lead and led 27-6 at the end of
the first period, and never
looked back, pulling out to a
44-9 halftime advantage, 56-16
at the end of the third period,
and cruising to a 50-point win,
72-522.
Thirteen Lady Buffaloes Got
into the scoring column, led by
Molly Heady with 11, the only
player on either team in double
figures.
Bethany Doss added 8 points,
Tori Lowe and Suzie Cooper
with 7 each, Tasha Phillips,

and community leaders to help

For $375.00, each contributor
will receive a 4 foot by 4 foot
sign which will be placed on the
outfield fence for a 3-year
period.
After the initial 3 years,
contributors will be able to
renew signage on a yearly basis.

successful day of games on
Saturday, January 10th. The
various teams’ members consist
of children around the area.
The purpose of this program is
for the children to get to play
ball with emphasis on fair play,
teamwork, fundamentals, and
good sportsmanship.
The teams would like to
thank their sponsors, coaches,

helped with refreshments, and
all of the other people who
helped in any way to make this
day of games a success.

NOTICE TO PARENTS OF ALL FENTRESS COUNTY SCHOOL
STUDENTS CONCERNING SCHOOL RECORDS
The Fentress County Schools collect and maintain student records to provide for
the growth and development of individual students, to provide information to parents
and authorized staff, and to provide a basis for the evaluation and improvement of
school programs. Section 438 of the General Education Provisions Act, as amended,
sets our requirements designed to protect the privacy of parents and students.
Specifically, the statute governs disclosure of records maintained by education
institutions which receive federal funds.
In brief, the statute provides that such institutions must provide parents of students
access to official records directly related to the students and an opportunity for a
hearing to challenge such records on the grounds that they are inaccurate,
misleading or otherwise inappropriate, that institutions must obtain the written
consent of parents before releasing personally identifiable data about students from
records to other than a specified list of exceptions; that parents and students must
be notified of these rights transfer to students at certain points; and that an office
and review board must be established. The office is the Family Policy Compliance
Office of the U.S. Department of Education. They will investigate and adjudicate
violation and complaints of this section.
The primary source of access to most records is the elementary, secondary, or
special school in which a student is enrolled. The principal is the authorized
custodian for these records. Records pertaining to the disciplinary hearings and
suspensions are maintained in the Office where the proceedings occurred.
The Special Education Department at Fentress County Board of Education maintains
records for children in the Special Education Programs, and these records are
regulated by the Director of Special Education. If a student moves, the student
record will be sent to the new school upon written request from the school. If you

Printed below is the proposed school calendar for the 2009-2010 school year. The
Fentress County Board of Education is requesting public comment. The comment
period will be open January 14, 2009 through January 27, 2009. The calendar will
be submitted to the board for final approval at the regular board meeting on
February 2, 2009.
This calendar is very similar to those for the last few years. We start
immediately after the 127 Corridor Sale, include a week for fall break, two weeks
at Christmas and a week of spring break. There must be 180 days for student
attendance including three short days which are taken on registration day,
homecoming at YAI and the last day of school.
The calendar can be adjusted for either an earlier start or a later start.
Whatever is chosen will necessitate changes else where. For example, a later start
will either put us dismissing school later in the summer or deleting some of the
breaks. We have historically tried to dismiss school prior to Memorial Day if at all
possible.
Note that spring break is later than usual due to the TCAP testing window
being moved two weeks earlier in order to meet federal government test score
reporting deadlines.
