2014 -2015 President’s Report
Good afternoon and welcome to the Insurance
Institute of B.C.’s Annual General Meeting,
your support and presence today is greatly
appreciated.
Reflecting back on the past year, I am proud
of the work of this executive and council, as
we worked very well together accomplishing
and delivering on the items within individual
mandates. As a result of this hard work the membership of the
IIBC grew from 4501 members to 4591, an increase of over 2%.
This is the first time that the Insurance Institute of B.C. has
exceeded Quebec’s membership number to become number two
in Canada, only trailing Ontario. Well done everyone!
You have heard the reports of our Vice Presidents, outlining the
highlights and success of the various Committees, led by an
exceptionally capable group of individuals.
In addition to the great outcomes Jennifer and Kerry have
reported, I would like to take a few minutes to touch and report on
the IIC AGM and Western Regional meetings I had the privilege
of attending.
In October, I attended the Insurance Institute of Canada’s AGM
in Winnipeg with Glenda Ouellette, BA, MBA, FCIP, Vice
Chair IIC Western Region, Jennifer Perry, CHRP CPM, and
Wayne Coates, BA, CIP. This event is a great opportunity for
us to exchange ideas with others from Insurance Institutes across
Canada and of course, partake in social activities that bring
everyone together and helps create some camaraderie amongst the
group. It was very informative and we heard about:
• The computer based exam initiative
On April 13th and 14th of this year, Glenda, Jennifer, Wayne and
I attended the Western Regional Meeting also in Winnipeg. You
can imagine my excitement at the prospect of being able to attend
back to back meetings in Winnipeg!
However, it did present an opportunity to hear about the strong
work of the other Western Institutes, and reconnect with those
colleagues. Clearly, all the Western Institutes are having great
financial results and we came away with an idea for a new approach
to seminars – the Boardroom Seminar approach developed by
Southern Alberta, which we have incorporated into our toolkit.
So, another busy year for the Institute has come to an end. I’d
like to take this opportunity to thank Danielle Bolduc for her
support and dedication throughout the year as well as the other
members of the Insurance Institute team Winnie Hon, Claire
Hurl, Sandra Enriquez and Donna Salahor.
The Executive and Council have been great to work with and bring
a wealth of experience and enthusiasm to our meetings, and their
individual roles. This team, along with Danielle and her team,
and all of the other volunteers are the reason for our success and I
know I am leaving this role as President, to a woman of amazing
talent and energy and whom I deeply respect – Jennifer Perry.
Being President of the Insurance Institute of BC has been a
privilege and very rewarding experience that I will never forget.
I believe it will also make me more effective in my day job, with
ICBC…although several times this year I did hear the phrase,
“don’t quit your day job”! Thanks again to all the volunteers and
staff that continue to contribute in making this Institute a success.

Report of the Academic Division
Education
I would like to take this opportunity to thank everyone here
today for showing your support of the Insurance Institute of BC.
I know you all have busy schedules and your attendance is much
appreciated. It also provides me with the opportunity to recognize
and thank Danielle Bolduc, BComm, CIP, office manager, who
works hard and takes care of all the details to make sure the
IIBC runs successfully. So, thank you Danielle, and to your ever
changing team, Winnie Hon, Claire Hurl, Sandra Enriquez
and Donna Salahor.
Sharon Craver, BAA, CIP, CRM, of ICBC chaired our Education
Committee and had a busy and successful year.
Our 2014 winner of the prestigious Instructor of the Year Award
was Terri Johnson.
For Education Week, we offered our free Study Skills seminar
and had a daily trivia contest on the website.
The committee coordinated two fantastic professional half day
sessions for our instructors. The winter event was a Chinese New
Year theme which was a big hit! The topics keep getting better
and better – well worth the time to attend.
Also, a big thank you to Mark Francis, FCIP, ACS, for his great
job as President this year, as well as our Executive and Council.
Mark has a lot of responsibility and travel, not to mention change
at ICBC, and was still able to excel in his commitment, dedication,
attendance and participation in our many meetings and events.
Okanagan Committee
Our Thompson-Okanagan Committee was chaired by Terry
Leibel, CIP, CAIB, of Capri Insurance Services for the first time.
Terry totally and completely excelled in her role!
Course Registrations
No seminar was in held in Kelowna in 2014 -2015.
We’ve seen an increase in ICBC students this year: 236 in 2014
compared to 283 in 2015. Thanks to Glenda Ouellette, BA, MBA,
FCIP, Vice Chair IIC Western Region, and Kerry McLaughlin,
CIP, ACS, Vice President, Professional Division, IIBC, as well as
Mark Francis and others at ICBC for their positive steps to make
this happen.
The Thompson-Okanagan Committee held their 1st Boat Cruise
with 67 attendees which replaced the Golf Tournament. The event
was a huge success and will be done again this year. There’s
potentially interest in both golf and a cruise event in this region.
We continue to offer CIP classes in various formats: fast track,
evening and full virtual in various locations: Vancouver, New
Westminster, Surrey, Langley, North Vancouver, Victoria and
Nanaimo.
On the GIE licensing program front – we exceeded our Home
Study licensing course registration target by 17%, but we were shy
of our target of 300 by only 4%. In 2013 / 2014, we introduced a
virtual licensing class which we thought would be very helpful to
our out-of-town students whom in the past only had the home study
option. We ended up cancelling the class due to low registration.
We continue to offer the GIE licensing course in Vancouver, New
Westminster, Victoria and now in Nanaimo, and as a home study
program. We did cancel our spring course at Langara College as
we didn’t have an instructor available to teach.

Due to a low number of graduates, we did not hold a Convocation
Luncheon this past year in Kelowna. We did invite the graduates
to attend the Vancouver convocation so they don’t miss out on
the great event entirely. As they did not attend the Vancouver
ceremony, Terry presented their certificates at their individual
offices.
There was a networking cocktail event that brought out 58
attendees.
Marketing and Communications
Debra Copeland, BA, FCIP, of Intact chaired our Marketing
and Communications Committee again this year and did another
fantastic job!
This March, we sent out our annual mailing to 82 CAIB BC
graduates. The mail out included a congratulatory letter, a CIP
syllabus, a credit transfer form and a broker specific brochure.

We noticed that this year there were approximately 30 less CAIB
grads than last year.
• In March, advertised at Vancouver airport baggage carousels at
the domestic terminal targeting spring-break travelers.
We continue to advertise and promote the designation and the
brand.
Transit Advertising (2 month campaign – Feb / March):
• 4 posters at the Seabus terminals (highly use by ICBC
employees)
• 10 Skytrain platform posters
• 1 West Coast Express downtown platform
• 40 posters in the Canada line interiors (train that goes from
downtown to the airport)
• 100 posters in bus interiors on the busiest route.
Magazine / newspaper ads:
• Full page CIP ad in Business in Vancouver, next to the list of
top Brokers in BC
• Full page CIP ad in BC Business magazine
• Full page Graduate ad in the Vancouver Sun newspaper
• Full page Graduate ad in the Province newspaper (free bonus
this year)
• Digital CIP ad on the Vancouver Sun digital paper
• Full page CIP ad in Business in Vancouver magazine “Book of
Lists”
• Full page CIP ad in Western Living magazine
• The Right Course magazine – full page Academic ad and free
listing of our designation and professional association.
Broker focused:
• In May, IIBC tried a new advertising initiative and advertised
on Pedicabs in downtown Victoria during the Brokers’
Convention.
• In October, Bronze sponsorship of the Salute dinner (Insurance
industry event).
• Full page Graduate ad in the BC Broker magazine and free
editorial page with pictures.
• In February, full page ad in the Education Issue of BC Broker
magazine promoting our CIP courses.
• Ad on the cover of the BC Insurance Directory
Vancouver Airport ads:
• In April, advertised at Vancouver airport baggage carousels
at the domestic & international terminals targeting Easter
travelers.
•In December, advertised at Vancouver airport baggage
carousels at the international terminal targeting Christmas
travelers.

Conclusion
This past year proved once again to be a busy year with many
activities. I appreciated the opportunity to attend IIC’s 61st Annual
AGM held in Winnipeg with Mark Francis, Wayne Coates and
Glenda Ouellette. As always it was well-attended and allowed us
to hear about new ideas and take part in informative discussions.
Additionally, I was able to attend the Western Regional Meeting
with Mark Francis and Wayne Coates, also in Winnipeg, sharing
ideas and success stories with the other Western Institutes.
Peter Hohman commended the work and efforts from our
Institutes, and noted the strong financial position of the IIBC
and its contribution to the sound financial health of the IIC, as
well as the many important initiatives to keep us current with
our membership and the industry. It also gave us an opportunity
to spend time with Margaret Wasserman, the Director of the
Western and Atlantic Regions for IIC. Margaret has brought to
IIC a wealth of knowledge and we look forward to continuing
working with her and our local team led by Danielle Bolduc.

Report of the Professional Division
I would like to take this opportunity to thank everyone here today
for showing your support of the Insurance Institute of BC. I would
also like to take this opportunity to recognize and thank Danielle
Bolduc, BComm, CIP, our office manager, along with her office
staff. As Jennifer mentioned, Danielle has done a wonderful job
managing the office while managing a significant turn over in her
staff. Great job as usual Danielle.
a different local winery. Our wine sponsor this year was Mutual
Fire and each year our sponsor hosts a wine tasting station, plus
they sponsor the wine served with dinner. We also have prize
sponsors who contribute to the cost of the wine given to every
attendee to take home instead of the typical golf prizes.
Convocation
Congratulations to Mark Francis, FCIP, ACS, for his great work
as President this past year. Mark has done a fantastic job leading
the Executive and Council and it has been a privilege to participate
on Council with him. Mark represented the IIBC at a number of
events this year and even added an extra trip to Winnipeg for the
Western AGM to fill in for me. Thanks again Mark.
The Vancouver Convocation & Awards Luncheon 2014 was
held on November 20, 2014, at the Pan Pacific Hotel. This was
a brand new venue and it turned out to be a great event. We had
417 attendees, 115 CIP Grads and 24 FCIP Grads. This event
represents the accomplishments of not only the students, but the
family and employer support that’s needed to successfully achieve
the designations. Everyone takes great pride in arranging and
participating in this event, as it is the centrepiece for the education
programs delivered by the Institute.
Events Committee
Wine Tasting Event
The Events Committee was chaired this year by Sarah Tung,
BComm, FCIP, CRM, of Intact Insurance. This was Sarah’s first
year as Chair and she did a great job. We had a number of very
successful events this past year.
This year we hosted 2 wine tasting networking events (one in
fall and one in winter) and both events sold out in 1 week. These
events are always a hit.
Battle of the Bands
The 6th Annual Battle of the Insurance Bands, CIP Charity event,
was held on March 5th, at The Blarney Stone in Gastown. This
was the first time the event has been held at this location. The
event sold out and was a huge success. We had a total of 304
attendees. Attendance was up by 20% over last year. Thanks
to our bands, volunteers, guests, sponsors and 50/50 draw, we
raised $5400 for four local charities: Covenant House, Downtown
Eastside Woman’s Centre, Greater Vancouver Food Bank Society
and BC SPCA.
CIP Society Golf Tournament
The 12th Annual CIP Society Golf Tournament was held at
Hazelmere Golf Course on June 5th.
Once again, our Vancouver Golf tournament sold out. We had a
total of 154 in attendance. We continue to offer the wine theme
that is highly regarded by our attendees. Every year we feature

Future Directions
The Future Directions Committee was chaired this year by
Sharon Knotts, CBA, FCIP, The Guarantee Company of North
America, and co-chaired by Carlos Caceres, BA, CIP, Gore
Mutual Insurance.
This year the Committee focused on the broker strategy to
increase our membership within the broker community.
The project included:
• Determining the size of the broker market and level of
penetration by IIBC
• Reviewing the current activities of IIC and IIBC
• Comparing the services offered by IIBC and the Insurance
Brokers Association of BC (IBABC) and assessing the relative
strengths and weaknesses of the organizations
•Interviewing representative brokers to determine their
educational needs and level of satisfaction with IIBC services

• Identifying and analyzing potential strategies and marketing
tactics for IIBC
The committee concluded that the Institutes’ current marketing
approach to brokers is basically appropriate for maintaining
its current share of the broker market. It seems to work well in
reaching employees of organizations with IIBC members and
a tradition of supporting Institute programs and membership –
primarily companies, adjusters and major brokers. The strategy
can be less effective in reaching the majority of brokers whose
educational needs are substantially met by IBABC and company
programs, but who know little or nothing about the scope and
value of the Institutes’ programs.
Three strategic recommendations resulted from the project:
1. To continue to regard IBABC as a respected competitor and
not as a potential partner.
2. To continue and enhance the present approach of directly
marketing the Institutes’ programs to individual brokers as a
superior resource for licensing and continuing education, and
professional growth—making maximum use of the existing
membership network.
3. To explore the cost and benefits of strategies for capturing a
significantly expanded share of the broker market.

Volunteer Acknowledgement
The accomplishments of the Professional Division are the result of
many dedicated, hard-working and committed volunteers. We’ve
been so fortunate to have Chairs & Co-Chairs with tremendous
leadership abilities. We truly value what our volunteers do for the
IIBC and for our members year-after-year.
As a thank you to all of our Council & Committee volunteers,
we hosted our 6th Annual Volunteer Appreciation lunch for
the Executive, Council Chairs and committee members at
Steamworks. This was a well-attended event as it always is.
On a final note, I’d like to once again thank the IIBC staff for all
they do from the office to support our members and our volunteers.
Each of these women is truly amazing and very much part of the
success of our local Institute.

Seminars
The seminars committee was chaired this year by Lianne
Crawford, CTDP, CIP, HUB International Insurance Brokers.
This Committee continues year-over-year to produce amazing
results. They organized some great seminars for our members and
are well into planning for the upcoming year.
This past year included:
• Academic Seminars – 7 (target of 8) – 286 attendees with an
average of 41 attendees per seminar
• CIP Society Seminars – 10 (target of 8) – 479 attendees with an
average of 48 attendees per seminar
Our seminar attendance increased by 5% over last year. Our top 3
seminars were Commercial General Liability: Back to the Basics
(77 attendees), Earthquakes in Canada: The Risk Realities (76

at the Victoria Golf Club. We recognized 9 CIP graduates. In addition
to the CIP diplomas there were also 4 awards handed out. Each and
every one of our graduates should be very proud of their achievement.
Congratulations to all of you.
The Vancouver Island Chapter of the Insurance Institute of BC continues
to maintain our membership presence with 600 members. Our strong
membership number ensures that our input on both the provincial and
national levels is heard.
During the past term, I had the opportunity to travel to Regina for
the IIC Western Regional meetings and to Winnipeg for the Board of
Governors and National AGM. I’ve come back with valuable insight
on how we compare to other chapters within the Insurance Institute of
Canada.
We have a strong team of council members on the Island. We could not
have offered the many seminars, events, and classes without each of the
committee members’ valuable time contribution. I feel very fortunate
to have had the opportunity to work with a great group of council and
committee members and develop friendships with each of you.
I’m pleased to report that we were able to successfully offer 6 seminars
during the 2014 -2015 term.
In lieu of holding a Volunteer Appreciation night in 2014, gift cards
were hand-delivered or mailed to 31 individuals who volunteered their
time to IIBC as proctors, instructors or committee members for the past
year. We truly appreciate all the support provided to IIBC, without it our
programs would not be the success that they are.
Our 8th Annual CIP Society Golf tournament was held on June 19, 2014,
at Olympic View Golf Club with 91 golfers and an extra 14 attendees for
the dinner. This event is always lots of fun. This is of course in large part
due to the generosity of all our sponsors who help make this a successful
event. We look forward to seeing you at the 9th Annual Golf tournament
which is being held on June 24, 2015, at Victoria’s Olympic View Golf
Course. We hope to see you on the Greens!
We hosted two cocktail events, one in Nanaimo at the Grand Hotel on
September 18, 2014, with 34 attendees, and the other in Victoria at the
Bard & Banker Pub on October 30, 2014, with 64 attendees. Those in
attendance enjoyed a fabulous appetizer buffet and networking with
others in the insurance industry.
On September 26, 2014, we held our 3rd Annual Past President’s event
at the Fireside Grill in Victoria. What an honour it was to have Barrie
Bate (President 1965-1966) and Dudley Blaschek (President 19661968) in attendance at this past year’s dinner. We hope to see them and
many more out to our 4th annual Past President’s dinner this fall.
I have been on the council for over six years and have enjoyed it each
year. I have made many new friends and learned more than I could have
possibly thought I would.
I am honoured to work with a great group of council members who
have volunteered their time, energy and expertise to plan each seminar,
event and CIP class. For the upcoming term we have some shuffling
amongst the Chair positions. I would like to take this opportunity to
give a heartfelt thanks to Tracy Malone for all the great work she has
done as our Events Chair. A role she took over in January 2013. Sylvia
Bernat will be taking over as Events Chair, thank you Sylvia. Melissa
Stedman will move from Seminar Chair to Secretary-Treasurer in
preparation of being our next President in 2 years’ time. Thank you
Melissa for all the work you put in the past 2 years as seminar chair. I
will be stepping back into the role as Seminar Chair.
Of course, a huge thank you to all of our committee members, and
to Donna Salahor, our Vancouver Island Marketing Coordinator, for
her help and guidance to our entire committee and in particular to me
throughout my time as President. I would like to thank the Vancouver
Executive Committee for their continuous support to the Vancouver
Island Chapter.
After enjoying my two-year term as President, I am looking forward
to my role as Past President for the 2015 – 2016 term. I know that Dale
Rogoza will do an outstanding job as our new President over the next
two years.

Division. This report included information on the activities of the Events
Committee, Seminar Committee and Future Directions Committee. Glenda
Ouellette moved for the acceptance of the report, seconded by Sharon Knotts.

Vancouver Island Chapter Report
The newly elected President of the Vancouver Island Chapter, Dale Rogoza,
presented the President’s report of the Vancouver Island Chapter which was
presented at their AGM on June 11, 2015. Pierre Chavigny moved the acceptance
of the report, seconded by Sharon Craver.

Mark Francis, President, submitted his report on the year’s activities. Glenda
Ouellette moved the acceptance of the report, seconded by John Dickinson.

conducted our audit in accordance with Canadian generally accepted auditing standards. Those
standards require that we comply with ethical requirements and plan and perform the audit to

The Institute is an incorporated non-profit organization that
is dedicated to providing educational courses and
resources to the insurance industry of British Columbia.
The organization is a non-profit organization and, as such,
is exempt from income tax.
Basis of Accounting
The Institute follows the deferral method of accounting for
contributions. Revenues and expenses are recorded on
the accrual basis, whereby they are reflected in the
accounts in the year in which they have been earned and
incurred, respectively, whether or not such transactions
have been finally settled by the receipt or payment of cash.
Revenue Recognition
Membership fee revenue is recognized over the term of
the membership period. Course, seminar and other event
revenues are recognized upon completion of the event.
Other revenues are recognized upon provision of the
goods or service. Donation revenue is recognized upon
receipt. Grant revenue is recognized in the period to
which it relates or as related specific expenses are
incurred.
Capital Assets
Capital assets are recorded at cost less accumulated
amortization. Amortization based on the estimated useful
life of the asset is charged directly to Funds Invested in
Capital Assets as follows:

Funds Invested in Capital Assets The Funds Invested in Capital Assets represents funds
used for the acquisition of capital assets. All amortization
of capital assets is charged directly to this fund.
General Fund
The General Fund of the Institute is maintained at an
amount of $3,000 as agreed upon with The Insurance
Institute of Canada. The balance of the General Fund
over the above $3,000 becomes payable to The Insurance
Institute of Canada with the exception of additional agreed
amounts appropriated to reserve accounts.
Any operating deficit is potentially recoverable from The
Insurance Institute of Canada subject to review and
approval by the Executive Finance Committee in
accordance with the Provincial Institute Financing
Guidelines.
