Florida’s Housing Market 2015
As we enter the second quarter of 2015, the housing market remains a bit baffling for
many of us. The sales figures are just not as robust as most of us would have expected
in today’s economy. Interest rates at fairly low levels, falling energy prices, unemployment under 6%, strong new vehicle sales and stable new home prices should be the drivers of stronger new home sales. Missing from the equation are builders building for the
first time buyer. Many builders tell us that the first time buyer is still suffering credit issues and that the margins for first time homes is lower than segments of the market
above that level. Others lament that the impact fees also discourage building to the first
time market.
Several developers have told us that the market has stabilized at about $1,100 a front
foot for a typical new home site or about $55,000 for a 50’ lot. While some builders have
resisted taking down more lots than their sales pace, they have been able to reduce takedowns as long as they stayed with their contract pricing.
Activity is centered in the “box” from Big Bend Road to SR 674, US 41, and US 301 on
the west and east as the general south Hillsborough County area of activity. Pasco
County remains strong along SR 54 and SR 56. This summer will see new activity along
the western end of SR 54 with Asturia’s 248 lots, Starkey Ranch’s first phase, and the
final phases of Trinity compete in the submarket west of the Suncoast Parkway. On the
east side of Pasco, Seven Oaks approaches build-out while Standard Pacific is enjoying
great success as Estancia, part of the original Wiregrass Ranch property. Along SR 56,
look for GL Homes to open soon in Wiregrass Ranch along with MI Homes and Lennar.
Another strong community in this area is Meadowpoint with Standard Pacific and Lennar
the primary builders. Union Park is hitting their stride as well.
The market has been very quiet as to large land transactions. Many builders filled their
land basket in 2013 and are working off that inventory. We have had two good-sized subdivisions for sale where the owners have decided to pull them off the market for the time
being in order to “rest” the offering and wait for more favorable conditions.

Recently, we have been very fortunate as a regional firm to be
blessed with recognitions that go beyond any one individual. Based
on overall sales, the Tampa Bay Business Journal ranked our firm 23th
in the overall market as compared against the sales of all other firms
including national brokerage firms with huge investment sales. In
January, CREW (Commercial Real Estate Women) held their annual
awards event and selected one of our more complex deals with the
“Sales Transaction Excellence” award. National Association of Industrial and Office Properties (NAIOP) presented us with the Best Brokerage Firm in the Tampa Bay Market award, and in March, our peers at
Florida Gulf Coast Association of Realtors (FGCAR) selected us as

A Trip to Tucson, Arizona
Bill Eshenbaugh attended the National Land Conference held by Realtors Land Institute
in Tucson, AZ in March. This year’s attendance topped 300 real estate professionals
from all over the country, there to learn what’s in store throughout the nation. The reports from around the country were the same; with interest rates holding, consumers
are still reluctant to buy a new home and credit restraints are still preventing first time
buyers from stepping up to purchase. As oil prices have fallen, so have corn prices
since much of the corn is dedicated to ethanol production. Droughts in the southwest
and California are forcing beef producers to sell off herds and farmers to reduce their
production of vegetables. Water runoff and environmental regulations in California,
combined with high land prices, have pushed a lot of the dairy operations out of that
state and into Oregon and Washington.
Realtors Land Institute leaders are very concerned that Congress will rush tax reform
that will eliminate the tax deferral provisions (referred to as a 1031 exchange) and this
will have a dramatic impact on the sale of family farms if all the gains are taxed upon the
sale rather than deferring the gains into the purchase of a replacement farm or like-kind
of real estate.

Economic Forecast
TBBA provided a market “Economic Forecast” featuring Dr. David Crowe, Chief Economist, NAHB, Tony Polito of MetroStudy,
and Jim Tobin, of NAHB. The sold-out crowd gathered for lunch at the Rusty Pelican Restaurant.
Dr. Crowe led off with a list of reasons for an improved housing market in 2015 after reviewing the very good first half of 2013
followed by a dip in sales through the second half that continued through 2014. The real GDP growth of the second half of 2014
was 3.9%, the highest since 4.1% in 2000 and 3.8% in 2004. Tampa Bay’s job growth still lags the national level. As jobs go, so
go housing starts, so it’s no surprise that Tampa lags a bit in new home sales.
Consumer confidence levels are rising as falling gas prices allow more people to pay off debt, student loans and increase both
consumer spending and savings. Those actions help improve consumer credit scores, which leads to easier financing for those
big ticket items. As prices on existing homes rise, homeowners’ equity increases. NAHB reported that mortgage rates remained
low for the second half of 2014 at 4.1%.
NAHB predicts multi-family (apartments) will continue with new development but sees the pace slackening a bit as the marketplace demand peaks.
Current trends show apartment starts at 105% but the wild card here are the young renters called Millennials who are willing to
rent smaller units at higher prices if the location is close to work, retail, restaurants and transportation.
The sale of both existing and new homes is up with both hovering around 5,000,000 annually on a national level.
Tampa Bay saw a recovery to about 41% of “normal” new starts in 2014 (normal being in the 2003 era) and NAHB predicts
Tampa will see 49% of normal is 2015 and 69% of “normal” is 2016. Further information can be found at

Tony Polito was up next from MetroStudy with a report on housing starts in the Tampa Bay area. An interesting barometer is the
number of moves made in or out of Florida. United Van Lines reported that in 2014, Florida had 7,730 (41.1%) outbound moves
and 11,081 (58.9%) inbound moves. That’s great news compared to few years ago when Florida experienced more people leaving here than moving here.
Our future demand for 2014-2019 is approximately 11,900 units of annual household growth. While our unemployment rate has
dipped slightly to under 6%, builders are still reporting a shortage for the adequate number of skilled construction work force
they can employ.
In review, the housing starts of 2014 were down 4.5% from 2013 and 4th quarter closings were down 23.5% from 4th quarter 2013.
Inventory is starting to come in-line with new starts down 10.3% vs. closings down 6.8%. The strongest price point was
$200,000-$250,000 followed by $250-300,000. Lot supply of vacant developed lots (VDL) increased from a 20.5 month to 29.1
months in Hillsborough (near equilibrium), while Pasco grew from 45.2 months to 54.8 months and Pinellas went from 40.9
months to 32.8 months of VDL. The Top 10 communities in 2014 were Magnolia Park at 213 starts, FishHawk Ranch 169, Valencia Lakes 168, Hawks Point 161, Lake Brandon 155, Waterset 149, Citrus Hills 128, Cypress Creek 127, Sun City Center 116, and
K-Bar 116.
The MetroStudy conclusions were that the employment situation is ok but not great and builders have a shortage in their supply
of lots in highly desirable locations but an oversupply in other areas. The new housing market wound up flat in 2014, and rising
costs have pushed prices up and margins down slightly therefore, expectations for 2015 have been scaled back.
Mr. Jim Tobin, Senior Vice President and Chief Lobbyist of NAHB reported that the new Congress will shift the platform in
Washington with a Republican majority in both Houses. He predicts they will often be at odds with the White House, as battles
loom large over tax reform, immigration, housing finance changes, and over-regulation.
He cited success in the farm bill, flood insurance bill and urges all members to get involved in PAC.

Overseas Connections

In March, I headed to London to meet with 2 different clients who own land here in Florida. I have
talked to and emailed with both of them multiple times over the years, but never had the pleasure of a
face-to-face meeting. It really is amazing how technology makes it possible to communicate from anywhere in the world and that we truly are living in a global economy. Having said that, it never hurts to
make eye contact and better understand your client on a personal and cultural level. Email seems to
take the human element out of the relationship and doesn’t allow for a personal connection that makes
our business so much more fun.
I took a side trip to Paris with my family and we enjoyed many of the cultural aspects and beauty that it
has to offer, as well as some incredible food.
I thoroughly enjoyed my time overseas and getting to know some of my clients over a pint of Guinness. I would recommend that you reach out to your clients even if they are overseas and make it a
point to meet-up in person. This is a practice in my business travels that I have maintained over the
years and it has left a lasting impression on me and them that I find far more valuable that the cost of
the meeting. Calling all potential clients who live in Tahiti………..I’m ready for another road trip!

The Importance of Being a Mentor by Jack Koehler
It is very likely that many of you reading this article have children who have already, or are
soon to be, joining you as a working, tax paying members of the professional world. For many,
that day can’t come soon enough. Others may be wondering if that day will ever come. Regardless, it will be here sooner than you think!
As someone who recently went through the transformation of college graduate to young real
estate professional, I know the anxieties that come along with it. But with the help of my parents, I found that choosing a mentor was extremely helpful throughout this process.
Finding a mentor or several mentors to guide him or her along the way can really make all the
difference during this transitional period. Of course, you as parents are to forever serve as
mentors to your children. However, allowing them to receive some guidance from a third party
such as a family friend, relative, or business associate can give them a different perspective on
how to go about things.
I was fortunate enough to have a long time family friend Joel Davis, go out of his way to be a
mentor to me during my first several months out of college. Joel helped me define my goals,
both lifelong and short-term, and chart my path to accomplish them. He also provided me with
some much-needed self-confidence as I began pursuing a career in commercial real estate.
When I joined Eshenbaugh Land Company, I gained six new mentors and I am thankful for everyday that I have the opportunity to be in the company of the best and brightest in our industry.

Overall Deal of The Year by Nancy Surak
Surak’s Sale of Duval Park Wins 2014 Overall Deal of the Year and Land Deal of the Year from Florida
Gulf Coast Commercial Association of Realtors (FGCAR) – Nancy Surak, ALC Advanced, CCIM
Duval Park was a residential project proposed as a mixed-income, gated community located in the center of Pinellas County consisting of 88 platted and finished single-family and townhome lots and community amenity areas. The property was fully entitled and the infrastructure already in place with four
existing model homes, three of which had been rented. After months of courting the seller, I listed Duval
Park for $2,200,000 in early 2011, near the bottom of the market. It successfully closed on October 2,
2014 for $2,800,000.
This land deal took almost four years to get over the finish line, from seven offers, two different contracting buyers, five contract extensions, a change in personnel with my seller, as well as a significant
change in the market dynamics. My role evolved through this assignment and I was required to stay on
top of this deal in ways I had not faced before including sometimes almost serving as a private investigator.
When the market heated up in late 2012 and my direct client contact left the selling entity, I thought
they were going to terminate the listing. I can credit my commitment to careful and deliberate communication, relationship building and client education as the reasons why I was able to continue representing the seller. At the time of his offer, the buyer proposed a “Wounded Warrior” housing project
that resonated not only with me but also with my seller.
Just weeks after closing, the buyer celebrated a very fitting grand opening of this community on Veterans Day 2014. Duval Park will now support wounded veterans who have served and are transitioning
out of VA medical care. It will provide those who have served our Country with permanent residences,
aid in finding employment and continued access to community services. It will offer private apartments
to serve a broad range of veterans of all incomes with 40% of the units reserved for individuals and
families at or below 60% of the area’s median income. It will also have strong support for female veterans and single parent families.
This deal will always be MY deal of the year because of the long hours and attention I gave it as a listing broker and also because in my ten years of experience as a land broker – it’s the one deal I am
most proud of.

Center for the Performing Arts.

It’s Good to be the Mayor
Mayor Bob Buckhorn just won re-election handily for his second term as Mayor of the City of Tampa. If anyone ever really thrived on
the position of Mayor, it’s our long time friend Bob. We first met in the mid-1980s when he represented the Builders Association and I
was elected to the Builder Board of Directors and chaired the 1987 Parade of Homes. Throughout the years, we have been a part of
his campaigns for election to City Council and later as Mayor.
In those early years, there was a book out called Megatrends by John Naisbett and he named Tampa America’s “Next Great City”.
Our leaders loved the name and touted the Tampa region well into the 1990s.
Mayor Buckhorn has championed shaping Tampa into a community with jobs and a lifestyle where his daughters can grow up, get
educated, have easy, affordable transportation to work and build a life here rather than moving to Dallas, Denver, Charlotte, Atlanta
or other major cities.
With the recovery in the economy, a demonstration of bi-partisan leadership during the Republican National Convention, and the
arrival of Jeff Vinik, owner of the Lightning, there is a great opportunity to fulfill making Tampa the “Next Great City”. Mr. Vinik initially acquired the Lightning NHL team and more recently acquired approximately 24 acres of land surrounding the Arena and has
assembled a first class team for the entitlement and development of their vision for the future of Tampa. Even more exciting is the
announcement that the Vinik team has joined forces with Bill Gates’ Cascade Investments to fund this potential $1 Billion plus project.
A massive undertaking of this magnitude will take a lot of insight and cooperation between the City and the development team. We
conclude that the timing and the expected results will bode well for Mayor Buckhorn and we will see America’s “Next Great City”
become a reality during his second term.
