St. Matthews Fire Protection District
Honor Roll — F to H
This is one of many sections that contain information, documents, letters, newspaper articles, pictures, etc. of
the St. Matthews Fire Protection District. They have been collected and arranged in chronological order.
These items were collected, organized and entered into a computerized database by Al Ring with the help of
the St. Matthews Fire Department Alumni Association, Inc. The Association’s members are Rick Albers, A.
E. “Bill” Andriot, III, E. Gar Davis, Clarke Fenimore, Jack Monohan, Mike Noon, Russ Rakestraw and Al
Ring.
The purpose of this “collection” was to create the background and research for the book St. Matthews Firefighters, 84 Years of Firefighting in St. Matthews, Kentucky, written by and published by Al Ring in 2004.
The collection is continuing today, so if you should have old or new information on the St. Matthews Fire Department, please contact Al Ring.
All graphics have been improved to make the resolution as good as possible, but the reader should remember
that many came from copies of old newspaper articles. This also applies to other items such as documents,
letters, etc. Credit to the source of the documents, photos, etc. is provided whenever it was available. We realize that many items are not identified and regret that we weren’t able to provide this information. As far as
the newspaper articles that are not identified, 99% of them would have to be from one of three possible
sources. The Courier-Journal, The Louisville Times or one of the Voice publications.
Please use this information as a reference tool only. If the reader uses any of the information for any purpose
other than a reference tool, they must get permission from the source.
The Association would like to thank the St. Matthews Fire Protection District and various newspapers including The Courier-Journal, The Louisville Times, and The Voice-Tribune. Our appreciation is also extended to
the various citizens and firefighters who contributed to the gathering of this information.
Explanation
First let me apologize for any people that may have been left off the list or
any inaccuracies you may find in the information provided. Every effort was
made to get good accurate information.
Explanation
Second, if you have corrections, or if you have information/pictures etc. on
people that would help make these sections better please contact me, Al Ring

Information in BLUE means the person has passed on.
During the 1980’s, 1990’s and later, many people “signed up” and took some
training, but never completed the course and became an official member.
This has really complicated the list and I am sure mistakes have been made.
In the full list of members, at the bottom, I have listed many names of who
we think some of these people are. Again anyone with more information to
help clarify this would be appreciated.
We also have tried to make rosters of every year of the department, but again
we have done the best we can with the information we have, realizing that
they will never be 100%. With almost 700 people involved since 1919 it is
just plain impossible to have everyone and the right dates.
Let me thank everyone who helped on this project which is in the hundreds
but Jack Monohan must get a special thanks along with Rick Albers, Jordan
Davis, John Kaster, Kent Monohan, John Volkerding and Joe Wolfe.

Philip R. Feigel, Jr.
Firefighter 1949
May 20, 1920 to May 11, 1979
Philip was born May 20, 1920 in Jefferson County, Kentucky to Dr. Philip R. and Lillie Nauner Feigel who
lived at 3920 Massie Avenue. Dr. Feigel was a dentist and died April 6, 1947. The 1930 census shows Philip
about 9 years old living at 3920 Massie Avenue, with sister Carolyn 15. Philip enlisted for World War II January 17, 1941, in St. Matthews, Kentucky in the National Guard infantry. That sheet says he had 1 year of high
school, was semiskilled in painting, construction and maintenance and was single without dependents. The
1942 Caron’s directory listed him on Massie and a Sergeant in the United States Army. A 1947 Polks directory shows him as a student at University of Kentucky in Lexington, Kentucky. Additional Polks directories
showed him as a salesman and a teacher and we think married to Dorothy. Philip died May 11, 1979. Philip
was listed in our old registration book with a phone number of Ta-6618, at the Massie Avenue address. This
makes us think he was on the department in the 1940s or early 1950s. We know for sure he was on August
1949 because he was listed in a newspaper article.

Died July 13, 2014
Firefighter March 9, 1954 to March 24, 1964, 1974 to 1992, Lieutenant, Captain,
Assistant Chief, Chief, Director, Trustee
Excerpts from: July 20, 1983: The Voice, by Carol Brandon Timmons: New Chief steers St. Matthews
VFD. Veteran firefighter Franklin Florence was named chief of the St. Matthews Volunteer Fire Department at a meeting last
Wednesday of the St. Matthews Volunteer Fire Association Board of Directors.
The new fire chief is far from a newcomer to fire protection service. He has 30 years of firefighting experience to his credit.
Florence said he started working with the St. Matthews Volunteer Fire Department in 1953 and then served for a volunteer department when he was transferred there. He’s been back with St. Matthews for about 10 years, Florence commented.
He added that he’s worked his way up from firefighter to a leadership role three times.
“My goal is to continue to deliver the fire defense system in this
community,” Florence commented. “Because I know with the
people we have, we can continue to deliver excellent service in the
most cost effective manner. “And we have plenty of evidence to
support it.”
Florence maintains that the St. Matthews Fire Department is tops.
He speaks proudly about it. He defends it. He is dedicated to it.
“Our firefighters are second none,” the new chief remarked.
“They’re good folks.”
Prior to becoming a full-time, paid firefighter as he is now, Florence was employed by Upjohn Healthcare services. He also operated his own contracting and real estate businesses. Florence, 48,
and his wife, Dodie, have five children: Ran, Steve, Sharon, Lisa
and Brent.
Franklin “Frank” R. Florence
Franklin Randolph “Ran” Florence
Firefighter 1976 to 1993, Sergeant, Lieutenant, Captain (gone some for Military Service)
June 3, 1992: The New Voice, by Kristin Searfoss, Kiwanis Club names fireman of the year: One week after his 18th
birthday in 1976, St. Matthews resident and Bardstown Road Dentist Franklin R. “Ran” Florence
joined the St. Matthews Fire Protection District as
a volunteer firefighter.
About 15 years later, he is still a volunteer with the
department, earning the highest rank of Firefighter
III and the position of Captain as a fire combat
officer and serving as training coordinator for the
departments volunteers.
In recognition of his being chosen 1992 Fire Officer of the year by his district, the St. Matthews
Kiwanis Club named Florence Fireman of the Year
and honored him in a ceremony in April.
presented the award, which included a
His father district Chief Franklin R. Florence, Sr.,
plaque and two gift certificates.
Each year St. Matthews Kiwanis, a part of Kiwanis International whose goal is community service, presents the award to people
who have distinguished themselves in the St. Matthews community.
Fellow officers at the fire district elected Florence Fireman of the Year, said Florence’s father, whose three sons have volunteered
with the district. The younger Florence was chosen for his “on going dedication and effort,” his father said. The choice was not
based on just one achievement, since the officers “recognized (the younger Florence ) had been doing good work overall,” he said.
“I’m very proud of him,” Chief Florence said. “He takes time to serve the community as a firefighter. … I am very confident in his
leadership ability in a combat situation and as an administrator.”
When he was a boy, the younger Florence wanted to be a firefighter, he said “I didn’t envision his fixing teeth.” Now, however, he
does both. A fulltime dentist with his own practice Florence signs up with the district to be on call when he also puts in eight to 12
hours a week as director of volunteer training for the district, he volunteers, who currently number about 40, must complete sum 20
hours of training before they can begin responding to even simple emergencies he said. Within the second part of volunteering, the
district tries to provide up to 200 hours of training.
Florence graduated from Waggener High School in 1976, got a bachelor of science degree at the University of Louisville or Business and graduated from the U of L Dental School in 1985.
He served a four-year tour of active duty with the U.S. Army, where he was a practicing dentist. He was also on active duty for almost a year with the Army during Operation Desert Storm, moving around the United states to assist with troop mobilization.
The Army trains all dentists in advanced trauma life support, he said. That training dovetails with the fire district’s emphasis on
working with other emergency services. All 18 paid and more than half of the volunteer firefighters, including him, are Emergency
Medial Technicians, Florence said.
Florence said he likes working with his father and his friends “to do something that’s good.” He doesn’t like the time his volunteer
position takes from his wife and two small children.
The 1976 burning of Nanz & Kraft Florist’s Breckenridge Lane building was the first big fire Florence remembers helping fight.
“We worked together with the city of Louisville (fire department),” He said. “I remember being overwhelmed, saying, Wow, this is
rally a fire.” “There was a lot of adrenalin and excitement of actually being a fireman,” he said. “It was a great feeling to know I
was helping.”

graduating from the University of Louisville School of Dentistry in 1985. Following graduation, he completed a General Dentistry

lived at 218 Brampton Road, but does not remember ever being a member or connected with the department at

Phillip Lee Grauman
Director March 1970 to 1977
Phil was born January 22, 1938. My parents had a house built on Napanee Road and moved into it in
1940. Soon thereafter, I locked myself in a second floor bathroom with a tub full of water. My mother called
the fire department and John Monohan came up a ladder and into the bathroom window and pulled the plug on
my stunt before I took a swim. I stayed out of trouble and went to law school in California. I was there nine
years until my father died in late '69. While there I practiced law, got married, had a kid, got divorced, and
returned to Louisville to help my mother liquidate my father's law practice and real estate investments. One of
my first assignments upon my return was to take my father's place on the STMFD board. There was John
again, I developed a full appreciation of the work of the fire department.

Steepleton adjusts to billiards industry decline
For many, a lagging economy is a time of needs and not wants. Jim Graven, president and owner of pool-table manufacturer and
seller C.c. Steepleton Co., knows this well after watching the billiards business lose steam in recent years.
Graven estimated that the industry had experienced sales declines of 30 percent or more during the past three or four years. He also
estimates that at least 20 percent of billiards retailers have gone out of business during the past 12 to 18 months.
So Graven is taking steps to weather the downturn and insulate his business from such a fate.
Housing market spillover: Steepleton has seen sales decline during the past three years, Graven said, but he declined to disclose
exact figures. So far, sales are down about 10 percent for the current fiscal year, which began July 1.
The main culprit, he said, is fallout from declines in the housing market.
Fewer new homeowners means fewer people buying not only pool tables but basketball goals and hot tubs, which also are key products for Steepleton.
Billiards products account for about 40 percent of Steepleton’s income and another 40 percent comes from sales of children’s outdoor play equipment made by Rainbow Play Systems Inc.
“We are so attached to the housing market that it’s unbelievable,” Graven said.
But Graven hasn’t stopped investing in his business and instead continues to expand his product mix.
“If you’re in the billiards business in 2009 and you’re not diversified, you won’t make it,” Graven said.
New products draw new customers: Steepleton recently became an exclusive dealer for Step2 products, which offers a line of
toys and play sets for toddlers and young children.
Sales of the Step2 line have far exceeded expectations, Graven said, and he expects to add a delivery driver and van solely for the
line. Graven said the Step2 line also has attracted a new demographic of customers: parents of children ages 3 to 8. And that has
drawn attention to the business’ other products. A recent customer came in with intentions of buying play equipment but also bought
a custom-built pool table and bar stools — an $11,000 sale.
New facility streamlines process: Graven also cut expenses by moving into a smaller facility earlier this year. Steepleton’s offices,
along with distribution, service and manufacturing operations, were relocated from its former home, a 40,000-square-foot building
on East Broadway, into an 8,000-square facility in St. Matthews, near the Hubbards Lane location.
Graven acquired the property, previously a warehouse, for about $400,000 in 2005 and invested about $500,000 in renovations.
Utility expenses have been reduced drastically, he said. Some monthly utility bills at the old facility that reached $3,000 or more
now are about $500 to $600, Graven said.
The facility was designed by production workers to make the manufacturing process more efficient, Graven said. And rather than
building excess inventory, all tables now are custom built for customers.
If the economic climate takes a positive turn during the next year, Graven is considering opening another location. He wouldn’t say
where except to say it would be located elsewhere in the state. And he said he refuses to take a defeatist attitude when it comes to
surviving the economic downturn.
“You’ve got to stay positive,” he said.

Firefighter December 7, 1971 to 1977
Rob was born in Louisville December 10, 1953. He lived on Elmwood Avenue attended Waggener High
School. Too young to “officially” be on but got gear and rode out anyway and when he turned 18 he just kept
on making runs but was official. He was one hell of a firefighter, very aggressive, smoke eater, just loved it.
He was short and wiry, always fit & was a good attic man. He never became an engineer because he said that
would leave him stuck on the pump panel watching the guys go in on a line & he’d miss out on the fun. He
had a point!! He left STMFD for a while for military leave for the Army in 1973. He was active again after
his basic training but used to commute to Ft. Knox all the time. He became a police officer for Anchorage and
did that for a long time. About 10 years ago, he was deer hunting and fell out of a deer blind that was up in a
tree and was severely injured and paralyzed below the waist. He didn’t have his 20 years in at APD to retire
but they allowed him to work their dispatch desk and kept him on as a sworn officer until he reached his 20
and he was able to retire with CERS. He is married and we think he has two children.

Michael Hilliard
Firefighter 1999 To November 2001, Sergeant
I was born in Louisville, attended St. Helens elementary, Bishop David
High School/Ahrens Vocational School and Jefferson Community College, I have not yet completed my degree, but did receive a Certificate in
Fire Science which means I didn’t complete the “general ed.” part of an
Associate Degree in Fire Science. I started hanging around Dixie Suburban Fire Department when I was 10 years old and was “adopted” by a few
of their members. I helped start the Cadet/Explorer program and eventually was the Cadet Chief. I was also a Louisville EMS Explorer and a
Shively Police Crime Prevention Officer. I was the President of the Explorer President’s Association of the Old Kentucky Home Council and
later elected as the South Eastern Regional President of Exploring. (I tell
you this because Exploring is a great program and I encourage every Fire,
Police and EMS agency to support an explorer post.)
I started my first job at age 16 with Walgreen's and worked there until age
19. I quickly advanced through the ranks at Dixie Suburban and became
an instructor at age 20, and a Captain by the time I was 24. I began working at Louisville EMS after Walgreen's and was a member
of their S.O.R.T. (Special Operations and Response Team) as well as being a “cleared Dispatcher” meaning I could take OT as a
dispatcher. I was a “pool” flight dispatcher with Jewish Hospital’s Skycare Air Ambulance and worked part-time as a Shively Police Officer in the early eighties each for about two years. I had a company I ran “on the side” called HELP (Hilliard Emergency
Lighting and Products) which sold used Emergency Lights and Sirens and gift and novelty items at state fire school and in the Louisville area for a few years as well. I left Louisville EMS to take a position with Standiford Field’s Crash Fire and Rescue (as it was
called then) and worked as an Airport Rescue Firefighter for three and a half years. I accepted a position as the first career Training
Officer with Pleasure Ridge Park Fire Department at age 29 in 1991. Due to the potential for conflict of interest after almost 20
years with DSFD I retired as Chairman of the Board and a Captain in Charge of Training and Personnel. Due to a difference of
opinion at PRP I resigned as Training Officer and worked with Alliant Health Systems as an EMT and EKG tech for a year. In 1993
I was hired as Training Officer with Harrods Creek Fire Dept. during this time I began teaching for State Fire Rescue Training as a
field instructor and revived HELP as a part-time company but with a different product base, Emergency Service Training Materials
so Hilliard Enhanced Learning Programs (HELP) was re-born. In 1999 I became the Career Training Officer at St. Matthews and
resigned to a volunteer position at HCFD. In late 2001 I returned to HCFD as a Career Suppression Captain where I am still employed. I moved to Henry County in 2002 and joined Campbellsburg Fire & Rescue where I currently serve as a volunteer Captain
and Training Officer. While serving with State Fire Rescue Training I was instrumental in developing and teaching the State Firefighter Survival & Rescue program and as a member of the Jefferson County Water Rescue Team I had the honor of responding to
Hurricane Katrina. I served 21.5 years in public safety in the Louisville/Jefferson County Area and retired through CERS in October 2006 only to be rehired at Harrods Creek again where I have started my second “20” as a career Captain.
During the late 80’s I began playing sand and indoor volleyball. This was my favorite sport and at times I played up to 14 matches a
week (yes, almost every night and twice most) but it was a fun way to stay in shape. This lead to a part-time career when I became a
High School Volleyball Official (referee) and a USA Jr. National Official refereeing junior tournaments all over the country. I
eventually became a College National Official for several Division 1 conferences. I had the honor of officiating the elite “8” of the
NCAA Women’s Volleyball Championship and using my background in training I traveled to Seattle, Hawaii and Madison Wisconsin to video the NCAA Women’s Volleyball Championships. I also produced videos of training seminars on officiating and video I
shot was used for training other volleyball officials. I retired from officiating after about six years when my daughter came
along. It was fun while it lasted!
I am Married to Melanie Laura Hilliard (formerly Hoke) who I met while teaching her recruit class at Jefferson County Fire School
in 1995 while she was a member of Black Mudd Fire Department where she joined and became a resident firefighter after taking her
EMT class there. She eventually moved in with me and joined Harrods Creek. I proposed to her in front of approximately 1000
Fire and Emergency Services attendees at the Green River Officer’s School in Owensboro, Kentucky on Valentine’s Day 2001. My
wife became a K-9 handler for Search and Rescue Dogs which have been a part of our family since the late 90’s. She joined Jefferson County Search Dog Association and later formed Kentucky Search and Rescue based out of Henry County. She also service as
the State Search and Rescue Program Coordinator for KY Emergency Management Agency for approximately two years. In July of
2002 Emily Elizabeth Hilliard was born and she too loves the fire service and is destined to become a firefighter. She is the joy of
our life!
My company HELP, LLC which is run by my wife Melanie and I has been in business now for 10 years and I am the sole distributor
of Fire, EMS and HazMat Training Materials based in Kentucky. For the last seven years I have used a “Grass Roots” approach to
get training materials to fire departments all over the state by taking my “mobile store” (an 8’ X 24’ cargo trailer set up as a retail
store) to regional fire schools, usually around 25 weekends of the year. We have always provided a discount off retail pricing for
most of the training materials to “help” agencies get the training they need at a reduced cost. In October of 2009 we opened our first
“brick and mortar” retail location at 10499 Campbellsburg Road (aka US 421) which is just north off of I-71 at Exit 34. We have
expanded to include technical rescue equipment, uniforms, gifts, collectables and novelties and hope to serve the counties surrounding the I-71 corridor between Cincinnati and Louisville. This location is an 8700 square foot building which will also have classroom facilities to allow us to continue to train public safety servants by hosting classes at this location. Our website is www.4help.org if you ever need anything related to Public Safety we can probably help you and will likely save you money! Stop by
and see us if you’re ever in the area.

307 W. Chestnut , W. D. Gatchel, as a bookkeeper. The minutes of the STMFD board clearly show Mr. Hoerter as being part of many meeting and making motions, etc. However I can find no mention of his election.
