Only Time Will Tell
One of the highlights of my presidency
occurred in April when I had the opportunity
to address members of our city council.
For those of you who have never had the
privilege, it can be a daunting task! It’s one I
took on with enthusiasm, however, because
the subject touches the very heart of our
industry: increasing costs passed on to the new
homebuyer.
The new Development Agreement was on the agenda, and since
this agreement sets the stage for land development costs for the
next five years, we could not let the chance to address this issue
pass us by. I should start by mentioning that CHBA-Calgary Region
was not consulted as a formal stakeholder in this process, nor did
we participate in the meetings leading up to the new Development
Agreement. The responsibility to negotiate these agreements
rests with the Urban Development Institute (UDI) and senior city
administrators.
Once we had the opportunity to see the details of the new
agreement, it quickly became clear that levies were going rise; in
fact, they were going to essentially double from today’s rates. While
it will likely come as no surprise to our industry that these rates are
increasing (when have they ever been reduced?), the more critical
question to answer is, “Why?”
The bulk of the levy increase is due to the addition of two items
not contained in the previous agreement. The first is a much
larger investment in the transportation levy as a result of the
overall cost of implementing the Municipal Development Plan
in new suburbs. Its vision for new areas places a much higher
emphasis on multi-modal transportation, linking biking trails and
laneways, pedestrian-friendly environments and transit options
within a palette of “complete streets.” If you think that all sounds
pretty terrific, you’re right. If you think it also sounds expensive,
right again.
The second reason for the hefty increase is the reintroduction
of a water/sanitary sewer levy. This levy had been removed from
the previous negotiated agreement and the monies instead
allocated to the transportation levy at the time. This was done
based on the agreed upon principle, by both industry and the
city, that a public utility should be funded by its ratepayers,
much like any other service utility. Unfortunately, the previous
council had some trouble agreeing to raise water rates over the
last five years, and therefore revenue hasn’t kept pace with the
expenditures required to build the new infrastructure necessary
to support the record growth our city has experienced. Nor has
it been sufficient to refurbish existing infrastructure. Based on
the new agreement, new homebuyers will now not only pay
their water bills like everyone else, they will have the additional
burden of paying for a share of the utility’s infrastructure costs
for new developments.
So why did I feel the need to speak at council? These increased
levies will certainly impact the cost of a new home. Estimates on the
addition to single family homes have ranged from $8,000 to $15,000.
That’s a significant jump. We needed council to understand that
even though this increase may be necessary in their view, it has a
downstream impact that can be difficult to measure.
People may decide to live in Airdrie or Cochrane in order to
purchase a new house that has all the bells and whistles as the
price gap widens between Calgary and its neighbours. If that does
occur, not only does our municipality miss out on collecting taxes
from those residents, those families will continue to use Calgary
infrastructure as they work and play in the city. Or consumers may
decide to put off their home purchase altogether, which affects the
broader economy by reducing the employment spin-off benefits
generated by our industry.
For those looking to move to Calgary from other areas or provinces,
they may decide against it if the housing costs are similar or higher
here to where they live today. As a result, our city may miss out
on attracting the next wave of population growth so crucial to
maintaining a vital economy. We have no way of predicting what
the ultimate outcome of these levy increases might be but we can
certainly make our decision-makers aware of the potential impact of
their choices.
UDI-Calgary and city administration have come to this
agreement through a comprehensive examination of policy
needs, infrastructure standards and serious number crunching
on both sides of the ledger in order to find a balanced
compromise. If the parties have agreed the methodology for
arriving at these numbers is sound and has been negotiated in
good faith by both sides, we must assume this is the best we can
do and move towards better understanding what happens next.
Only time will tell. ■

Preparing for Prosperity
A few weeks ago as I was preparing a report
for CHBA Alberta on the merits of reviving and
updating the Alberta Builder Connect (ABC)
web portal that is wholly owned and operated
by CHBA Alberta in partnership with the local
HBAs, I thought I was ahead of the curve. Very
quickly the facts became concerning to me.
Alberta may be facing another shortage of skilled workers – 100,000
in the oil and gas sector alone over the next ten years, according to one
report. As baby boomers near retirement and Alberta’s economy picks up
steam, some day the demand for workers will far outweigh the supply.
But critics question the forecast, calling those claims exaggerated. Is a
skilled worker shortage looming? And given Alberta’s boom-bust record,
should we all be more prepared? (Alberta Prime Time – March 18th)
According to Diego Carducci, CEO of Aecon and Lockerbie Ltd,
speaking at the Sherwood Park Chamber of Commerce on Wednesday
- “A demographic tsunami is on its way.” By 2015, thousands of
construction workers are going to retire, leaving a certain stress on
today’s business owners. It takes 4 years to grow a crafts person so
they’re ticketed and it probably takes another 4 or 5 years to get
enough experience so they can move into a level of supervision.

Alberta Human Resources and Employment recently reported that,
Alberta’s economy will show continued strong economic growth;
population growth in Alberta is slowing and the workforce is aging;
the economy of the future will require people with advanced skills
and some of the fastest growing shortages will be in masonry and
plastering trades followed by carpenters and cabinet makers.
The Alberta government changed the ratio of the number of
apprentices that a journeyperson can train to help prepare for the
next cycle of growth in the construction industry. The change to 37
trades allows for a ratio of one journeyman to two apprentices.
The Construction Sector Council predicts that there will be 25,600
retirements and the loss of 3,800 worked due to mortality on the
Alberta construction industry between 2012 and 2018 and in addition
23,700 new jobs will be created. There will be an estimated 25,700
new entrants to the construction industry in this period but will not
be enough to fill labour force requirements. Industry will need to
recruit 27,000 workers from other industries or regions to fill the gap.
In 2009 employment grew 9% in the 65+ age category to 56,500
and in the 45–64 age category to 713,600 while the 25–44 age
group and 15–24 age group fell to a total of 1,218,100 workers. 63%
of the workforce is 44 years of age or younger and 37% of Alberta
workers are older than 45, supporting the Construction Sector
predictions above.
Just last week, Alberta Employment and Immigration Minister,
Thomas Lukaszuk announced a shift in focus on older people,
immigrants and aboriginal in Alberta, the groups most underrepresented in our labor force. The province is hoping to control the
future labor crisis through a plan to lure these groups or keep them in
the market place. The government wants older workers to shelve their
retirement plans to curb the predicted shortage of 77,000 workers
over the next decade. The number of employers having plans in
place to tackle the problem of the aging workforce is predicted to be
just one in four. As many as 190,000 workers will retire over the next
decade. 17,400 Albertans retired in 2010.
Clearly, we have a serious challenge ahead as the residential
construction industry goes head to head with the oil and gas and
commercial industrial sectors for precious workers and we will need
many plans to prepare for our future prosperity both individually and
as an industry.
I am happy to report that this item was front and center on
the CHBA-Calgary Regions recent Strategic Planning Agenda.
Connecting people to careers available in our industry will become
an ongoing goal.
So back to ABC (Alberta Builder Connect) – one of our own
association’s best kept secrets. If you Google “home building jobs in
Calgary” see what website shows up at the top of the page? It won’t
be one of the major job search engines, it will be ABC. Well placed and
well connected this little gem currently a free service for members,
may be another tool you can incorporate into your company’s
strategy for securing future workers. ■

Building Codes: Getting Them Right
Building codes can be a puzzle for many
and, in most jurisdictions, they are under
constant scrutiny. You may have noticed
different interests pushing for one thing or
another that requires a change to the building
codes. Seems everyone is in a hurry. Their
issue cannot be dealt with fast enough, but
sometimes being in too much of a hurry can
create more problems than are solved. True
enough, the building code process is a long
and cumbersome one, but it is that way for
some very good reasons.
The national code process protects consumers by providing
a disciplined, science-based approach for properly assessing
changes. It focuses on core objectives of life safety, energy
efficiency, and protects minimum standards for overall building
performance. Proposed changes are reviewed for their impact
in various climatic conditions across the country and against
other considerations such as fire protection, durability, reliability,
practical implementation, technology availability and cost. This
is done to avoid an undue technical or economic impact to one
region of the country by a proposed change. Whatever changes
are made, those changes will have to make economic sense. They
should demonstrate long term cost-effectiveness and protect
affordability and choice for new home buyers.
This process creates a level playing field for all builders
and buyers across Canada. It also reduces self promotion and
interference by special interest groups and product promoters
that can add additional cost, unnecessary change, and other
unintended consequences to the housing industry. Lastly, it gives
an opportunity and a vehicle for broad stakeholder input and
debate, and that is essential in any process.
This shouldn’t take any jurisdiction by surprise. Codes
are developed by the National Research Council in Ottawa
as “model” codes and then reviewed and implemented by
each of the provinces. Municipalities, builders, trade groups,
manufacturers and others participate in the creation of the
codes through special task groups, standing committees and
consultations. For home builders, their major information
transfer point is the Canadian Home Builders’ Association.
When there are large changes to codes, such as increasing the
energy efficiency of buildings, the industry will begin to respond
to changes under discussion by experimenting with the best
materials, methods and equipment to help the industry meet the
needs of the code while still delivering reliable, durable, and cost
effective homes for consumers. What they learn as they adapt
will be fed into the code process to help refine the code and
head off any potential pitfalls.
Alberta will adopt changes in National Model Building, Fire,
and Plumbing Codes issued in November 2010 without review
but will accept changes and proposals for Alberta-specific issues
until March 31, 2011. Public review of proposed Alberta changes
will occur in late 2011 with adoption of revised codes anticipated
in early 2013. The Alberta Code adoption process opens a narrow
window of opportunity of three months for the industry to
propose changes to the provincially based legislation. It is also
an opportune time to gather our resources in anticipation of the
public review. The adoption of the National Code will impact
builders in the areas of soil gas control, wind loads, ventilation,
stairs, ramps, storage of flammable materials and care occupancy
classifications. This is an opportunity to work with the Safety
Codes Council to educate builders and code officials in parallel on
the coming changes and to work on coordinating interpretations
of these codes that will occur at the local levels.
There is no question, it is important that codes be updated. That
said, efforts need to focus not just on new homes, (a relatively
small number of all homes, 2 to 3 per cent, are new homes built
each year), but should include initiatives and incentives to improve
and to renovate the far larger universe of older homes; homes that
have much lower energy and water efficiency. This sometimes
gets lost, but code changes cannot create a standard that
makes renovations cost prohibitive or forces those renovations
underground.
Let’s not fall into the trap that fast is better. Let’s take the time
to do it right: everyone wins when that happens. ■

finalists and ultimately the 2010 SAM Award recipients. CHBA Calgary Region President, Dave Hooge noted, “This year, 88 member

as finalists in at least one category. In many cases the point spread

Dragon’s Den, they’ve found the treasure. And
they’re hoping that mound of precious gems grows
even larger.

members of the Canadian Home Builders’
Association-Calgary Region and partners
in Karoleena Homes, recently took their
unique homes to the hit CBC TV show,
Dragon’s Den, pitching their idea for a spinoff of their modular, eco-friendly homes that
have won national attention already. The
Karocabin is an off-shoot of the designs that
the brothers started building in a factory
and assembling on-site in just hours. The
concept, recently constructed inside the BMO
Centre at Stampede Park during the Calgary
Home and Garden Show, is the next step
in the company’s growth, says Kurt. “We’re

on urban homes, but now we’ve added
recreational homes. The response to our
Karocabins has been amazing and we’re now
in the process of rebranding.”
The Goodjohns pitched their Karocabins
to the Dragon’s Den over a year ago, but the
episode was just aired at the end of March, so

everyone had to wait to see what the Dragons
thought of it. “We asked for $500,000 for 25 per
cent of the business,” says Kurt. “Brett [W. Brett
Wilson, Calgary’s own Dragon and chairman
of Prairie Merchant Corporation] hardly batted
an eye. He took it as it was offered – and Jim
Treliving [another Dragon who has some land
holdings in B.C.] was interested as well.”
And it’s already changed their lives, says
Kurt. “It’s been amazing. We’re working on a
bigger deal with Brett now and he’s already
introduced us to so many different people
and organizations.”
The actual deal that was part of the
TV show has evolved, says Kurt. “We’re
looking to raise upwards of $200 million
over the next five years to meet demand.
We’re currently working on another system
that could skyrocket us to 100 homes a
year with our manufacturing process.” But
having that Dragon still flying has been a
godsend. “We’re young and inexperienced,
so we’re happy to learn from Brett. He’s a
great influence.”

Wilson, for his part, loves the idea, and
it hits home, as he owns some land in
Strathmore that he currently has before
the town for approval for as many as 1,000
doors – and some of that could very well
be a modular community, even including a
manufacturing plant for the Karocabins.
“The innovative, modular building
techniques they have been building in
the inner city can easily be broadened
to form a niche in rural recreation,” says
Wilson. “The same concept can work
anywhere that’s one hour or more out
from downtown – and it can expand all
over western Canada. Rural recreational
homes are hard to build. You need a
minimum of five or six trades that need
to be scheduled to come out, and it takes
twice as long.”
He’s impressed with the Karoleena
Homes and Karocabin concept that allows
for customizing of the designs to suit the
homebuyers and the high-end finishing
that’s available. The Karocabin that was on
display during the home show, for example,
had a wrap-around deck, indoor/outdoor
fireplace, Hardie Board siding, and wireless
integrated TVs.

The eco-friendly features of the homes
are important aspects of the designs as well.
The homes are built with structural insulated
panels (SIPs), steel frame construction, solar
panels, and low-E triple-pane glass. Features
such as geothermal heating have been used
in past projects.
And of course, the advantage of building
in a controlled environment in a factory
without the influence of weather is a plus.
The homes are built quicker and have much
less waste.
Karoleena Homes put up a
1,720-square-foot, two-storey home in
Ramsay in February of this year in just
six hours. In 2009, they put together a
three-storey four-plex in Marda Loop in
six totally-finished sections, fitting them
together like a jigsaw puzzle.
So as Karocabins and Karoleena Homes
continue to build on its success, Wilson says it
is the young entrepreneurs themselves who
initially encouraged him to take their offer.
“All the investments I’ve done on Dragon’s
Den have focused on the people first,” says
Wilson, who has recently stepped down from
the hit show to focus on those investments
and his other business interests. “I want to
know they know their business and they
know it well. I want them to know what they
don’t know. Once people have passed the
human part of the test, we can do any deal.”

deals he missed. “I told them no because
I hadn’t missed any deals. Other people
may have missed me by not fitting my
parameters, but I didn’t miss them.”
And he didn’t miss the Goodjohns.
“I liked what I saw, what I heard and what
I felt,” says Wilson. “It all came together for
me. They are young, bright, honest, driven,
enthusiastic, and innovative. Everything
about them is hungry. As long as they have
balance in their lives, it will work.”
The brothers are continuing to seek investors
and mentors. “We need more investors and
business-savvy people,” says Kurt.
The Goodjohns teamed up with Mogans
Smed of DIRTT Environmental Solutions to
build the Karocabin inside the BMO Centre
during the home show. “There is a big cost
to research and development and we’re still
working out the bugs. Every project just gets
better and better. We have the banks behind
us, but we do still battle issues. At the end
of the day, we are just doing the best we can
and it’s great to have help.”

The homebuilding business wasn’t always at
the top of the brothers’ minds. They both went
to the U.S. on hockey scholarships after high
school, and played for a number of years. Kurt
eventually had to quit because of an injury,
but Kris ended up playing for a time overseas
before both settled down back in Calgary.
They knew they wanted to start a
company together, and Karoleena Homes,

started with just the two brothers in late
2004 as a more traditional homebuilding
company. “We did it ourselves and
learned the hard way, but we thought
there had to be a better way to build,
so we started learning about modular,
factory-built homes at the worst time in

stops along the way at which
an issue may be debated or
become lost or stuck that I
thought it might be helpful
to illustrate how this system
works and, more importantly,
how you can get involved.

amount of expertise and experience within
our volunteer group to draw upon when
we formulate a position and I urge you to
get involved where you can.

also an opportunity for our members
to become involved and speak to the
issues that matter most to them. Council
members then have the chance to ask us
any questions they feel are relevant.
•The councillors in attendance at committee
then decide what direction to give city
council as a whole on the report. It could
be approval, approval with amendments,
referral back to administration for
additional work and consultation with
stakeholders or a complete refusal of
administration’s recommendations in
the report with new ones presented for
council consideration. It is at this stage
of the process that anything can happen
and often does! Things can go sideways
in a hurry depending on the mood of the
councillors or the public in attendance
that day.
•Assuming the committee members decided
to forward the item, it moves to a future
council meeting agenda. It could be part of
a public hearing, which means we would
again receive five minutes to speak to the
item. It could be contained in the consent
agenda, as a report for information and not
discussed at all. Or it could go to a “regular”
meeting of council, which would mean that
we while we would not have an additional
chance to address the issue publicly,
members of council do have the opportunity
to debate it openly during the meeting.
•At a council meeting, a councillor or the
mayor can introduce amendments to any
report being discussed. These are then
debated by council and either approved
or refused with no input from the public.
•Finally, a decision is made to either
approve the report or not. ■

New Homebuyer Satisfaction
Increases in Calgary
New homebuyer
satisfaction has increased
significantly from 2009 in
the Calgary region singlefamily and multi-family home
markets, according to the
Calgary region results of the
J.D. Power and Associates
2011 Alberta New-Home
Builder Customer Satisfaction
Study SM, which was revealed
April 16 to the 1,500 attendees
of CHBA-Calgary Region’s SAM
Awards.
Overall, single family new homebuyer
satisfaction in the Calgary region has
increased to 7742 on a 1,000-point scale in
2011, up 64 points from 2009. In particular,
notable improvements have occurred in
the home readiness and service/warranty
staff factors. In addition, home quality
has improved, with the average reported
problem rate declining to 13.3 problems per
homeowner, from an average of 19 in 2009.
Among production builders that closed
150 homes or more between January 2009
and June 2010, Morrison Construction ranks
highest in satisfying new homebuyers in the
Calgary region single-family home market,
with an overall satisfaction score of 816.

Among buyers of multi-family homes
in Calgary and Edmonton regions, overall
satisfaction has improved significantly,
increasing by 74 points from 2009 to an
average of 693 in 2011. As in the singlefamily home market in the Calgary
region, the improvement in the multifamily home market in 2011 can be
attributed to increased satisfaction with
the service/warranty staff and home
readiness factors.
Among production builders that closed
90 or more homes between January
2009 and June 2010, Carma Developers
(Hawthorne Homes)–Calgary ranks
highest in satisfying new homebuyers in
the Alberta multi-family home market,
achieving a score of 811. Following in
the rankings are Aspire Condo Living by
Jayman (802) and Streetside Development
Corporation (737).
Among single-family, non-production
builders that closed fewer than 150 homes
during the same time period, Home By Us
Ltd. ranks highest in homebuyer satisfaction
in the Calgary region market, followed in
the rankings by Kingsmith Homes and The
Kunz Group Inc. Congratulations to Home By
Us Ltd. for receiving The Alberta New Home
Warranty Program’s New-Home Buyers’

The 2011 Alberta New-Home Builder
Customer Satisfaction Study is based on
responses from 6,229 homebuyers within
the province of Alberta who purchased
newly built single-family detached
and semi-detached homes, and 1,566
homebuyers within the province of Alberta
who purchased newly built multi-family
homes. The study was fielded from July 2009
to December 2010.
At J.D. Power and Associates we recognize
our role in aiding builders by providing
customer feedback from owners of their
homes. We continue to obtain additional
feedback from builders in Alberta as we
conduct our research and modify our
studies to best meet their needs. As the
home-building industry evolves, so does our
research. Upcoming changes to our studies
will include:
• Measuring customer satisfaction at two
specific points in the ownership cycle
• Reporting data in “real-time” to builders
via an online reporting tool called
Accutrend.
• Providing individual homeowner surveys
(based on authorized customer opt-in) to
facilitate quicker turnaround on customer
concerns and issues
• And of course, making this available to all
Alberta Home Builders through PHBIA

about this significant step forward in
helping to identify action opportunities
in your customer-handling process, as
well as better aligning the experience
with the expectations of your new
homebuyers.

qualifying Builder Member of the Alberta

Going forward, the program is
transitioning the administration of the
Alberta New-Home Builder Customer
Satisfaction StudySM to the Professional
Home Builders Institute of Alberta, an
educational institute dedicated to improving

We are delighted to once
again have the opportunity to
contribute to Profile. We feel it
is important to have our say in
the industry and we are keen
to keep communication with
CHBA-Calgary members open
and transparent.
Staff Changes
We have had big news with regard to our
Chief Building Inspector. After 34 years in
Building Regulations, Bill Barnowich retired.
Management has replaced him with a very
popular choice, Marco Civitarese. Marco
had recently been working on a special
project setting up the Co-ordinated Safety
Response Team but you probably remember
him from his days with the Residential Plans
Examination section as a Safety Codes
Officer and Senior until he took on the role
of Operational Supervisor in the field. We are
all anxious to work with Marco and support
the changes he with inevitably make.
And since we were speaking of the
Residential Plans Examination section, you
already know their Leader, Ross McDougall.
He had been acting in the position for a
number of months before being selected for
the permanent post. Ross’ position as Senior
Safety Codes Officer was awarded to Grant
Eklund and he is doing a great job training
our new Safety Codes Officers and helping
to ensure the existing bunch stays on top
of any new methods and materials as well

as ensuring they have a voice in any Code
changes that are coming up.
And since we were also speaking of
the Coordinated Safety Response Team,
which Marco was helping to set up, let me
tell you a bit about them. They are very
much in the formative stage but are doing
excellent work already. The team itself is
inter-governmental with Development and
Building Approvals of the City acting in the
lead role. The Calgary Police Service (part
of the provincial A.L.E.R.T. Green Team) and
Animal & Bylaw Services from the City are
also involved. From the Alberta Government
side, we have Alberta Health Services and
the Safer Communities and Neighbourhoods
(SCAN). SCAN was a key recommendation
from the Safer Communities and Crime
Reduction Task Force to promote
community safety by targeting properties
that negatively affect the health, safety
or security of our neighbourhoods or that
interfere with the peaceful enjoyment of
our neighbourhoods. Building Regulations
is proud to be involved and our little group,
called the Safety Response Unit (SRU) has
been very active with site safety issues and
abandoned sites. Our Senior Safety Codes
Officers have been very involved with
helping the Calgary Police Service (Green
Team) eliminate marijuana grow operations
in Calgary for a few years and we are glad to
be involved in this larger scope of things.
Spring is in the Air
And, since we are Building Regulations,
let’s speak a bit about building. For a while
we have had a list of required drawings and
documents on our Application Checklist,
which can be found on the city website at
www.calgary.ca. Following the requirements
of the list will help you ensure that we will
be able to accept your application for a new
building permit. However, some items that
are commonly missed in permit applications
include engineering documents for the
lateral support of foundations and tall walls,
floor joist and roof truss layouts from the
supplier, building envelope details and Form
A for Manufactured Stone.
Calgary’s competitive market place
for new homes and renovations has
builders trying to find innovative ways
to differentiate themselves from their
competitors and keep up with design
trends. We are seeing this more with the
application of an exterior insulation and
finishing system (more commonly known
as EIFS). Currently EIFS applications are not
listed in the building code and can only be
used when the specific EIFS applications
have been tested and approved for use by
the Canadian Construction Materials Centre
(CCMC www.nrc-cnrc.gc.ca/ccmc). If the EIFS
application you are intending to use has not
been tested by the CCMC, then you will be
required to have the system designed by a
professional. When submitting your building
permit application, be sure to include the
EIFS CCMC report or the design as approved
by a professional.
Building Regulations is sure to have
more staff changes over the summer and
there will new policies and revised codes to
discuss so we look forward to keeping you
informed. ■
