Dignity for All Students Act (DASA)
Scotia-Glenville is committed to providing an educational and working environment that promotes respect,
dignity and equality for all students, staff and parents.
S-G school policies condemn and prohibit all forms of
discrimination, bullying, harassment and hazing (all
forms of physical or psychological abuse) in school,
on school buses, at school bus pick-up sites and at all
school-sponsored activities, programs and events.
The goal of the Dignity for All Students Act (DASA),
which took effect on July 1, 2012, is to provide students with a safe, supportive educational environment.
Some of DASA's requirements include establishing antiharassment and discrimination policies, creating school
training programs and including a course in civility,
citizenship
and character education in the
curriculum
for every
grade level.
ScotiaGlenville
students
at all grade
levels are
exposed to
the ideas of
tolerance,
compassion and
respect.
No form of bullying or harassment will be tolerated at
Scotia-Glenville.
The principal and/or the principal’s designee at each
school is responsible for receiving complaints of bullying, harassment, discrimination or hazing.
School administration will thoroughly investigate all
reports of such behavior and will make every effort to
protect the confidentiality of the individual making the
complaint.
If confirmed, such behavior will result in detention,
suspension, or other appropriate consequences.
WHAT IS MEANT BY BULLYING?
Bullying is a conscious, willful, deliberate act intended
to harm another individual. The bully uses power
through actions or intimidation to cause pain and/
or misery. It can be verbal, physical, electronic and/or
relational.
Bullying can take many forms; however, the main types
are defined as any gesture or written,
verbal or physical act, or any use of
electronic communication (a communication transmitted by means of an
electronic device, including, but not
limited to, a telephone, cellular phone
or computer) that takes place on school
property, at any school-sponsored function, or on a school bus.
Verbal bullying: name calling, insulting remarks, verbal teasing, frightening
phone calls, violent threats, extortion,
taunting, gossip, spreading rumors, racist slurs, threatening electronic communications, anonymous notes, etc.
ScotiaGlenvilleSchools.org
Physical bullying: poking, slapping, hitting, tripping or
causing a fall, choking, kicking, punching, biting, pinching, scratching, spitting, twisting arms or legs, damaging
clothes and personal property, threatening gestures, etc.
Social bullying: purposely excluding someone from
a group, spreading rumors, gossiping, arranging public
humiliation, undermining relationships, teasing about
clothing, looks, giving dirty looks, aggressive stares, etc.
Annual Professional Performance
Review (APPR) evaluations
All parents and guardians will have the right to obtain
the APPR quality ratings and composite effectiveness
scores for their child's teacher(s) and principal(s) once
the scores are officially available in accordance with
state law.
For additional details, please visit the district website or
contact your child's school.

Pesticide Neighbor Notification
The Scotia-Glenville School District is taking an aggressive, yet precautionary, approach to dealing with
pesticides in and around its schools.
The development and implementation of the district's
integrated pest management (IPM) program is the key in
achieving pesticide use reduction while providing effective and economical pest control.
Any public or non-public elementary or secondary
school that uses a pesticide product as a last resort to
address a pest problem must comply with the Pesticide
Neighbor Notification Law (section 409-h of New York
state Education Law).
This notice is to inform all neighboring property owners, parents and staff that pesticide products may be
used periodically throughout the school year.
Neighboring property owners wishing
to receive a 48-hour written advanced
notice of an actual pesticide application
should contact the Facilities and Operations Department at (518) 347-3600
(EXT. 78101).

Safety Plans
The Scotia-Glenville CSD has developed a district-wide School Safety Plan
and confidential building-level School
Safety Plans for each building as required by New York State Safe Schools
Against Violence in Education (S.A.V.E.)
Law. This law requires the district to
annually provide written information
to all students and staff about emergency procedures.
As required, the district-wide School Safety Plan was
originally submitted to the New York State Education
Department in June 2001. Each confidential buildinglevel Emergency Response Plan was originally submitted to the local police and New York State Police in June
2001.
The district-wide School Safety Team annually reviews
the district-wide School Safety Plan. The building-level
School Safety Teams annually review the confidential
building-level Emergency Response Plans. All updates
are approved by the Board of Education prior to resubmitting them to the New York State Education Department and the local police and New York State Police
respectively.
The district will provide training throughout the year
and will conduct
at least 12 fire
drills and conduct
a districtwide
drill to test
sheltering plans
and/or early dismissal. Tabletop
exercises are also
conducted to test
the building-level
team's procedures
and ability to
respond to various emergency
situations.
For more informa-

tion concerning the district-wide School Safety Plan,
please contact the district's Emergency Coordinator,
Susan M. Swartz, Superintendent of Schools, at (518)
347-3600 (EXT. 71101).
Availability of the Scotia-Glenville
CSD Asbestos Management Plan
In accordance with the EPA's Asbestos Hazard Emergency Response Act (AHERA) of 1987 (40 CFR Part 763),
the Scotia-Glenville Central School District is required
to give annual notification stating that the Asbestos
Management Plan for each building is available and kept
in the main office of each building and in the office of
the director of Facilities and Operations.
These records are available for review during normal
school business hours. In addition, in accordance with
this act, a six-month periodic surveillance is conducted
in each building that contains asbestos. Periodic surveillances are conducted in June and December each year.
Before the start of any project, the district will make
sure all building occupants are properly notified and all
signage will indicate the scope of the project.
For more information, please contact the Facilities and
Operations Department at (518) 347-3600 (EXT.
78101).
Fire inspection reports
The annual inspections for fire hazards which might
endanger the lives of students, teachers and employees
at the Scotia-Glenville CSD has been completed. The
most recent reports are available at the District Office,
900 Preddice Parkway, Scotia, for inspection by all
interested persons.

Preschool Children with Disabilities
The district Committee on Preschool Special
Education (CPSE) is responsible for ensuring that
parents are aware of the opportunities available
for evaluation of children ages 3 to 5 who are
suspected of having a disability and for services to
children with disabilities. The committee consists
of representatives from preschool special education
agencies, county administrators, parents and the
district. All recommendations are made to the
Board of Education. More information is available
from Pupil Personnel Services, (518) 347-3600
(EXT. 74101).
Students with Disabilities
All recommendations for placement of students
with disabilities are made to the Board of Education by the district Committee on Special Education (CSE). Local programs and local schools are
used whenever possible to meet the child’s educational needs. Members of the Committee on Special
Education include the director of Pupil Personnel
Services, a district psychologist, speech therapists,
special education teachers, parent representatives
and the school physician when requested. For more
information, call Pupil Personnel Services at (518)
346-3600 (EXT. 74101).
Parents of a child with disabilities who reside in
the district and who are interested in serving on the
CPSE or the CSE should contact the Pupil Personnel
Services Office at (518) 347-3600 (EXT. 74101).
Title IX, Section 504 Policy/
Records Access
The Scotia-Glenville Central School District
hereby advises students, parents, employees and
the general public that it offers employment and
educational opportunities without regard to sex,
race, religion, color, national origin or handicap or
disability.
Inquiries regarding this policy may be directed
to the Title IX Coordinator/Section 504 Coordinator at (518) 347-3600 (EXT. 72101).
Also, all parents and other authorized persons
have full and complete access to their child’s student records under the Family Educational Rights
and Privacy Act (FERPA) of 1974 (see below).
Contact the administrator at the child’s school
with any questions or concerns.

Family Educational
Rights and Privacy
Act (FERPA)
The federal Family
Educational Rights and
Privacy Act (FERPA) allows schools to disclose,
without parental consent,
certain "directory information" such as a student's
name, address, telephone
number, date and place of
birth, participation in athletics, honors and awards,
photograph and dates of
attendance, unless parents
have advised the district to
the contrary.
The primary purpose of
"directory information" is
to allow Scotia-Glenville
to include this type of
information in school
publications (Tartan Report district newsletter and
school newsletters) and for publicity of student
accomplishments or specific educational programs
to the electronic (website, television and radio) and
print (newspapers) media.
In practice, Scotia-Glenville has historically
released only a student's name, grade, honors,
awards and photographs in publications and to
the media. Other directory information is not
routinely released. A similar procedure regarding
the release of information on the district website
is in place.
Parents not wishing information about their
child to be used in either district publications or
in release to the electronic or print media should
write a letter to the principal of their child's
school. The names and school addresses are listed
earlier in this calendar. The signed and dated letter
should state that "directory information" about
(name of student) should not be released under
FERPA. You do not need to give a reason.
Any questions about this procedure may be
directed to Robert Hanlon, Communications Coordinator, at (518) 347-3600 (EXT. 71111).
This letter must be sent to the building principal
annually by October 1.
Student Immunization Requirements
All parents are reminded of immunization
requirements for school entry.
Education Law requires that all students entering grades 2, 4, 7 and 10, as well as ALL new
students entering any grade, must have a physical
examination. The exam is considered valid if the
date of the exam is within ONE YEAR prior to the
start of the school year in which the physical exam
is required. This may be done by the family doctor
or school physician.
All parents of Scotia-Glenville students are
reminded of immunization requirements for school
entry. Children must be immunized against diphtheria, tetanus, pertussis, polio, varicella (chicken
pox), measles, mumps, rubella and hepatitis B.
A record of immunizations, signed by a health
care provider, is required for registration.
