SAN DIEGO - Guided-missile destroyer USS Higgins (DDG 76)
departed Naval Base San Diego July 6 on an independent deployment
to the Western Pacific Ocean, Indian Ocean and Middle East.
While deployed to the 5th and 7th Fleet areas of operations, the
ship and crew of more than 300 Sailors, assigned to Destroyer Squadron (DESRON) 23, will conduct presence operations and goodwill
activities with partner nations.
Higgins is a multi-mission ship with anti-air warfare, anti-sub warfare and anti-surface warfare surface combatant capabilities; designed
to operate independently or with an associated strike group.
“I’m extremely pleased with our crew,” said Cmdr. Allen Johnson,
commanding officer of Higgins. “They have proven themselves
throughout a rigorous year-long training cycle and are fully capable
to perform the mission tasking that we will be assigned.”
The ship is homeported in San Diego and is part of Naval Surface
Forces and 3rd Fleet.

Kendall: JIEDDO move will
protect hard-earned capabilities

WASHINGTON - Improvised explosive devices have
been a rapidly evolving and
deadly menace in many parts of
the world as terrorists employ
these homemade bombs against
military forces and civilian
populations.
U.S. leaders created the Joint
Improvised Explosive Device
Defeat Organization, or JIEDDO, to counter that threat. As
DoD strategy and resources shift
from previous wars to focus on
future missions, the Defense Department has begun to transition
JIEDDO’s role and capabilities
to the office of acquisition, technology and logistics.
Frank Kendall, the undersecretary of defense for Acquisition,
Technology and Logistics, paid a
visit June 30 to JIEDDO’s headquarters at the Pentagon to talk
about what that move will mean
for the agency’s employees.
“There was a lot of concern
before the ISIL threat emerged
that we were going to atrophy
the capabilities we built up
through the campaigns in Iraq
and Afghanistan,” said Kendall
in a speech to the workforce.
“That’s a skill set we don’t want
to lose.”
The undersecretary noted that
the U.S. will work to suppress
ISIL and other extremist groups,
but that those groups are not going to disappear

Obama discusses anti-ISIL strategy with
national security team at Pentagon

WASHINGTON - President
Barack Obama discussed the
strategy to degrade and ultimately destroy the Islamic State
of Iraq and the Levant with
civilian and military leaders of
his national security team at the
Pentagon July 6.
The president spoke to the
press following the meeting. He
stressed that the strategy will take
time to work, and that there’s no
substitute to working through
indigenous forces in the region.
The strategy harnesses all elements of American power including military, intelligence, diplomatic, economic development, “and
perhaps most importantly the
power of our values,” he said.
The strategy envisions a longterm campaign, he said.
“ISIL is opportunistic, and it
is nimble,” the president said.
“In many places in Syria and
Iraq, including urban areas, it’s
dug in among innocent civilian
populations. It will take time to
root them out.”
American and coalition partners will help out with training
and air support, but it must be
local fighters who take the fight
to the terrorists, he said.
“As with any military effort,
there will be periods of progress
but there are also going to be
some setbacks, as we’ve seen
with ISIL’s gains in Ramadi in
Iraq and in Central and Southern
Syria,” Obama said.
Still there has been progress,
he noted, with more than 5,000
airstrikes that have taken out
thousands of fighting positions,
tanks, vehicles, bomb factories
and training camps.
“We’ve eliminated thousands
of fighters, including senior ISIL
commanders,” the president
said. “Over the past year we’ve
seen that, when we have an effective partner on the ground,
ISIL can be pushed back.”
ISIL lost the Mosul Dam,
Mount Sinjar and Tikrit.
“Altogether, ISIL has lost
more than a quarter of the populated areas that it had seized in
Iraq,” he said. “In Syria, ISIL
lost at Kobani. It’s recently
endured losses across Northern
Syria, including the key city of
Tal Abyad, denying ISIL a vital
supply route to Raqqa, its base
of operations in Syria.”
The terror group is vulnerable and with help local forces
can push back the extremists,
Obama said.
“ISIL’s recent losses in both
Syria and Iraq prove that ISIL
can and will be defeated,” he
said. “Indeed, we’re intensifying our efforts against ISIL’s
base in Syria. Our airstrikes will
continue to target the oil and gas
facilities that fund so much of
their operations.”
The coalition - including many
local nations - will continue to go
after ISIL’s leadership and infrastructure in Syria, he said.
“Partnering with other countries, sharing more information,
strengthening laws and border
security allows us to work to
stem the flow of foreign fighters to Syria as well as Iraq and
to stem, obviously, the flow of
those fighters back into our own
countries,” the president said.
“This continues to be a challenge. And working together, all
nations are going to need to do
more. But we’re starting to see
some progress.”
The U.S. is ramping up training and support of local forces,
he said. “As I’ve said before,
this aspect of our strategy was
moving too slowly, but the fall of
Ramadi has galvanized the Iraqi
government,” Obama said.
In Anbar province, Iraq, more
Sunni fighters are coming forward and they are being supplied. The president told his team
to do more to train and equip
anti-ISIL forces in Syria, too.
Again, the president called
for a broader political effort in
the region.
“Now all this said, our strategy recognizes that no amount of
military force will end the terror
that is ISIL unless it’s matched
by a broader effort, political and
economic, that addresses the
underlying conditions that have
allowed ISIL to gain traction,”
he said.
“So as Iraqi cities and towns
are liberated from ISIL, we’re
working with Iraq and the United
Nations to help communities
rebuild the security, services
and governance that they need,
and we continue to support the
efforts of Prime Minister (Haydar) Abadi to forge an inclusive
and effective Iraqi government
that unites all the people of
Iraq, Shia, Sunni, Kurds and
all minority communities,” the
president said.
In Syria, Obama called for the
Syrian people to unite against
ISIL and begin the “political
transition to a new government without Bashar al-Assad,
a government that serves all
Syrians.”

Cyber Guard Exercise points to need for persistent training

WASHINGTON - It’s an
axiom in the military that “you
train like you fight.” Another is
“the battlefield is a bad place
to meet an enemy for the first
time.”
U.S. Cyber Command is expanding these truisms to the
cyber domain, and the Cyber
Guard exercise - held June 8-26
in Suffolk, Va. - brought together players from the Defense
Department, the Department of
Homeland Security, the FBI,
the Federal Aviation Administration, private firms and law
enforcement to train to handle
cyber operations and ensure
all the players know each other
and the capabilities each brings
to the fight.
The exercise also included
participation from U.S. allies,
including the United Kingdom.
Speaking to reporters last
week, Coast Guard Rear Adm.
Kevin E. Lunday, the director of
exercises and training at Cyber
Command, said the exercise
pointed out the need for a persistent training environment for
the cyber domain.
The Cyber Guard scenario
included a major earthquake
in Southern California, with all
the response that would entail.
That was followed “by a series
of what seem to be coordinated cyberattacks by a range
of different actors that disrupt
electrical power, both along the
West Coast and the East Coast,”
Lunday said.

affected, oil and gas pipelines
and a major commercial port
in the United Kingdom are disrupted, and Defense Department
information networks - across
the department and across the
services - are attacked, the admiral said.

that were in this exercise are

– [they are] still being staffed and

“[For] some of the teams, this
is the first time they’ve ever
done anything like this,” Lunday
said. “What these teams really

training environment that we
can do this kind of exercise in a
closed, simulated network with
a live opposing force. We need
to be able to do that all the time,
day after day after day, in order
to be really ready for this, rather
than just once or a few times a
year.”
The persistent environment
must include private-sector entities, he added, because private
firms own or operate much of
the critical infrastructure in the
cyber world. Allied participation also adds to the realism,
Lunday said.
The exercise scenario included power outages, ATM failures,
food shortages and other things
that would happen as the result
of a real cyberattack, including
the intense media interest that
would result.
The simulated environment - a
cyber range, so to speak - is just
one component of the persistent
training environment, Lunday
said. Another component, he told
reporters, is a realistic scenario
that allows teams to
train in combating a range of
threats, and
another is
providing the
mana g e ment
a n d
assessments of
the exercises.
“Then the final piece is
the physical locations that the
exercise participants sit in, and
then the transport layer that
they connect into the exercise
from,” Lunday said. “We can
do that in a very distributed
way from all over the nation, or
even internationally, through a
transport layer into the exercise
environment.”

All these need to come together for a persistent training environment, the admiral
emphasized. The Defense Department is working to build
this capability, Lunday said,
but also is building an interim
capability.

“by the end of this year, the
core network environment that
we used for this exercise, we
will refresh that and build it
out and enable teams … to connect in smaller, scaled-down,
more - scenarios, and do more
of that persistent, continuous
kind of training that I’m talking
about.”

NEXCOM gives $46.6 million to MWR
The Navy Exchange Service Command released its fiscal year
2014 audited financial report which showed a $46.6 million contribution to Navy MWR.
“NEXCOM’s mission is to provide our customers with quality goods and services at a savings and to support Navy quality
of life programs,” said Robert Bianchi, chief executive officer,
NEXCOM.
“Each year, we contribute 70 percent of our profits to MWR to accomplish that mission. For 2014, we gave Navy MWR $46.6 million
from our sales. Shopping at the NEX not only saves our customers
money, it also contributes to their quality of life.”
Navy MWR uses the dividends from the NEX in a
variety of ways. Installations
receive part of the funds for

Improvement plans in the works for Special Forces Underwater Operations School

As humanitarian, training and
operational missions continue
in the Asia-Pacific region, the
combat diving community’s
most rigorous school will soon
implement its area development
plan in support of Defense Secretary Ash Carter’s “force of the
future” strategy.
The development plan outlines an in-depth study of existing infrastructure improvements,
specifically within the U.S. Army’s Special Forces Underwater
Operations School’s Combat
Diver Qualification , said Army
Maj. Joshua Eaton, Commander
of Charlie Company, 2nd Battalion, 1st Special Warfare Training
Group (Airborne).
The U.S. Army John F. Kennedy Special Warfare Center and
School runs the six-week course
on Fleming Key at Naval Air
Station Key West, Florida.
“The Special Forces Underwater Operations Dive School
is a turnkey operation, Eaton
said. “Everything you need to
conduct combat diving is here
on this compound.”
Still, he said, many facilities
on the compound are approaching the end of their 20-year
life-cycle, but plans are in place
to improve the diving infrastructure, hyperbaric chamber,
free-swim and ascent tower, and
other critical infrastructure for
full-mission profiles, including
the potential addition of a maneuver live-fire range.
“The next step is identifying what the future of [Special
Forces underwater operations]
looks like and what are the
infrastructure requirements of
not only the company, but the
visiting units that conduct training here,” Eaton said. “We need
to increase capacity. We want
to train more than 36-42 [special operations soldiers] ... per
class and increase that number
to around 60 per class, or 300
per year.”
The major explained that
though most of the students
consist of Army Green Berets,
Army Rangers and even a few
ROTC and West Point cadets,
the school also invites coalition
partners to attend.
Eaton said school initiatives
also encompass partnerships
with allied nations, including
French and Canadian special
forces.
“Whenever our allied partners
come to our compound and train,
we share our tactics, techniques

and procedures in order to gain
best practices and improve the
way we conduct training on the
compound,” the major said.
Students train in basic and
advanced open-circuit diving
before progressing to closedcircuit diving, advanced closedcircuit diving, and finishing
with the waterborne infiltration
course before planning and executing the culminating exercise,
Eaton said.
“[Course graduates] can take
these skill sets back to their operational unit and conduct more
advanced training with their
team, specific to the mission
they may execute,” he added.
Twelve-man dive teams, or
operational detachment alphas,
must ensure they carry the skills
they learn into the field for realworld missions or joint training
missions with partner nations
around the world.
“Within the Special Forces
regiment, it takes a special
Green Beret to want to become
a combat diver,” Eaton said.
“It’s a niche within a specialized
community.”
The Maritime Assessment
Course, formerly known as “prescuba,” is a prerequisite that has
significantly reduced wash-out
rates for the combat diver qualification course, despite its rigors,
Eaton noted.
“Since the reimplementation
of the maritime assessment
course, attrition has decreased
significantly -- to around 17
percent, which is at an all-time
low,” the major said. “The Green
Berets and Rangers coming to
this course are physically and
mentally prepared for the combat diver qualification course.”
The school, which recently
marked its 50th anniversary,
is self-contained, with administrative and training facilities
and classrooms, barracks, a
dining facility, a parachute-drying tower and boat maintenance
shop, not to mention the largest
pool in Key West.

chronically deprived and bitter.
There will always be people
in the world who appear to be
happier, more successful, or
luckier than we are. Then again,
we almost never get their full
stories, including any adversity
and disappointments they experienced. No one escapes life
unscathed by hardship.
To grieve effectively, we have
to be willing to give our full
attention to what we’ve lost.
Rituals can also be helpful. No,
you don’t need to hold a full memorial for “the career you should
have had.” You can, however,
write out your ideal scenario in
detail on paper and ceremonially
burn it, or tie it to a balloon and
watch it drift away.
Human beings need rituals.
When we suffer a loss but lack
a formal way to mark the event,
it’s never cheating to make up a
ritual. Grieving rituals support
us in fully experiencing the
stillborn hopes for our future so
we can make good things out of
what remains.
Unresolved grief makes us
leave important parts of us stuck
in the past. These chunks of our
psyche aren’t available to help
us in the now. When we refuse
to grieve, we put a tourniquet
on critical parts of us to avoid
pain. When we pull off the
tourniquet, life-affirming blood
rushes into these areas, and we
hurt like heck.

If we keep waiting to live the life

goodies we currently have.
Another gift of grieving, oddly
enough, is that we develop a profound sense of gratitude. When
we acknowledge our losses, we
can better see our good fortune.
Be willing to mourn the career
you dreamed about, and you
may even discover that your
current circumstances can still
open doors to a richer future.
Sometimes our disappointments
block our desired path, letting us
discover options that are better
than we previously imagined.

With their sleek advertising
and streamlined appearance,
electronic cigarettes have garnered quite a user base.
A 2011 study released by the
Centers for Disease Control and
Prevention reported that about
one in five U.S. adult cigarette
smokers have tried an electronic
cigarette.
Of course with such high usage numbers, there exists a great
opportunity for misuse or even
illegal use note legal, health and
law enforcement professionals
at Naval Submarine Base New

“E-cigs,” as they are commonly called as well as personal
vaporizers (PVs) are essentially
electronic nicotine delivery systems providing battery-powered
doses of nicotine and other additives to the user in an aerosol.

Products containing THC are
now marketed for e-cigs as “hash
oil,” “cannabis oil,” and “marijuana oil.” Use of such products
by Navy personnel is illegal and
can raise a host of problems.
“Limited regulations and online ordering of such oils make it
easier for Sailors to gain access
to THC,” said Belyea. “So this
technological innovation that’s
the e-cig can impact drug use,
good order and discipline, and
the health and safety of our
Sailors.”
The tell-tale smell of burning
cannabis is almost impossible
to detect when it’s transformed
into THC oil for e-cigs, and it’s
also often masked by the smell
of flavors such as “strawberry”
and “chocolate,” notes Belyea.
Moreover, she points out that
THC is often more concentrated
in its oil form.
“Because the concentration
levels can be significantly higher
with THC oil in an e-cig, a Sailor
can receive dangerously high
levels of THC very quickly,”
said Belyea. “And if using a
laced e-cig at a party or bar, a
Sailor may have no idea how
concentrated the dose is.”

that both the civilian and military
communities alike are seeing
devastating effects from Spice
and synthetic THC usage,” said
Hegarty. “Many users begin to
experience severe paranoia, hallucinations, agitation, seizures
and various cardiovascular effects. It can be the first time you
try it, or the 20th, either way
people who chose to experiment with these synthetic drugs
are playing a game of Russian
roulette. Every time someone
tries it, there is simply no way
to know exactly what it’s laced
with or how it is going to interact with your genetics. Sadly,
in some cases these effects can
be permanent. Some users have
fundamentally changed their
lives forever.”
Laced e-gigs are a problem
that Naval Criminal Investigative Service (NCIS), special
agent, Nate O’Connor, often sees
as he works on the front lines of
drug abuse and trafficking.
“It’s crucial that Sailors know
exactly what is in an e-cig before
they inhale,” said O’Connor.
“Whether the e-cig belongs to
you or not, it is your responsibility to know what is in the
e-cig. Lack of knowledge is
not an excuse, and you will be
investigated.”
That Sailor will also be accountable, highlights Belyea.

their Navy careers.”
Belyea, Sracic, and O’Connor
all warn that, despite their popularity, e-cigs offer a great opportunity for misuse or even
illegal use.

of the Federated States of Micronesia hosted a wreath laying
ceremony July 1 at the Fallen
Hero’s Memorial at Pohnpei
State Airport.

Crew 106 was held at Mariner’s
Park on board the naval station
July 2.
The ceremony for the “Makos” of Crew 106 opened with
the announcement of the newly
commissioned crew and its
plans for the future as part of the
Navy’s LCS program.
“It’s a real honor; the crew
has worked extremely hard
to get us here,” said Cmdr.

In the weeks and months before the ceremony, LCS Crew
106 Sailors became qualified
through training and various
professional schools in order
to prepare for their duties as a
rotational LCS crew.
The versatile LCS variants
are designed with a minimal
manning concept in mind. A
core crew consists of about 50
Sailors who operate the systems,
stand watch and conduct maintenance all in support of the ship’s
mission.
With half of the LCS ships
deployed at all times, the LCS
3 rotational crews, 2 rotational
ships, 1 ship deployed rotational
crewing concept provides twice
the forward presence of other
surface combatants.
The squads underwent a nonstop, grueling test of endurance,
occupational intelligence and
cohesion to prove they had what
it takes to claim the title of super
squad.
One squad from nine battalions was selected to represent
their unit to compete head-tohead in the 36-hour event.
“The Marines started off with
a gear inspection, went immediately into a combat fitness test
then directly did a 100-question
written test which covered basic
infantry skills,” said Vasseur.
“Afterward, they were issued
their operation order for a patrol
to conduct daylight patrolling.”

Division, between 1st Marine
Regiment, 5th Marine Regiment,
7th Marine Regiment, 1st Light
Armored Reconnaissance Battalion and 3rd Light Armored

Military police train forces
to augment base security

MARINE CORPS AIR STATION MIRAMAR - The Provost
Marshall’s Office, with the assistance of the Marine Corps Police
Academy West, conducted a two-week security augment force (SAF)
training here June 22 to July 2.
During the first week of training, service members learned arrest
techniques, defensive tactics, and how to properly use hand irons, batons and oleoresin capsicum (OC), or pepper spray. The second week
of training focused on M1014 shotgun and M9 pistol training.

SAF become a part of PMO to perform necessary tasks to keep
their base safe.
“They need to be prepared to challenge people, identify them, apprehend them if necessary, or in a deadly force situation, use deadly
force,” said Charles Willkomm, an instructor with the Marine Corps
Police Academy West and a San Diego native.
To be eligible for SAF training, service members must have command recommendation, and meet a rank, medical and physical standard. They also cannot have any negative administrative actions.
Service members from the Marine Corps, Navy, and Air Force
completed the course to enable them to assist their bases during
times of heightened security.
“For my base, I think it’s important that we are self-sufficient,”
said Air Force Tech. Sgt. Thomas Sangunitto, a quality assurance
specialist with the 147th Combat Communications Squadron and a
San Diego native. “We can’t always rely upon the Marines to get
there fast enough during times of need. It’s just an extra security
measure we can utilize.”
The class graduated and received certificates for completing the
SAF training as well as a level one OC certification.
Forty service members took part in the training necessary to
successfully augment the military police. The new members of
SAF are now prepared to support their base’s security in case of
emergencies
Naval Hospital Camp Pendleton residents graduate

CAMP PENDLETON - Naval Hospital Camp Pendleton
(NHCP) held a graduation ceremony for its Residents and
Interns June 26 in the hospital’s
Medal of Honor Mall.
As one of only five naval hospitals with a training program for
family medicine doctors, NHCP
takes in several residents per
year to train them to give Marines, Sailors and their families
the best care possible.

ceremony guest speaker. During his commencement speech,
Iverson mentioned the hardships
faced and the hardships yet to
come. In closing he thanked each
graduate for their hard work and
wished them the best as they
move further in their careers.

All new Navy doctors arriving at NHCP participate in a
one-year internship, where upon
completion they either continue
training for two more years as a
resident or go out into the fleet as
a general medicine officer.
Lt. James Mazzuchelli, a
graduating intern, is on his
way to the Naval Aeronautical
Medical Institute in Pensacola,
Florida, where he will train to
become a flight surgeon. Mazzuchelli said that while the
internship is difficult, everyone
becomes very close and serves
as a great support system making
his departure bittersweet.
“If I had to choose [this program] again I would absolutely
come back. The culture here at
the hospital is outstanding and
it is a very supportive environment,” said Mazzuchelli. “One
of the strengths of this program
is that they encourage independent decision making. They are
actually training you to make
decisions as a doctor and a lot
of us are going to the fleet after
this so it really prepares you
for that.”
While operating as residents,
the graduates have been working
between 60 and 80 hours per
week. This ceremony gives them
the completion of a milestone
needed to continue in their naval
careers.
Dental residents are new dental school graduates that elect
to receive one year of postgraduate training in specialty
care diagnosis and treatment, in
addition to managing patients in
a hospital environment.
Sports Medicine fellows are
usually Family Medicine residents returning from the fleet
to further their education in
treating and preventing injuries
associated with intense physical
activity.
The Pharmacy Residency
Program at NHCP is a one year
accredited program that provides
increased clinical pharmacy
skills and helps to better identify
problems related to drug therapy
and provide sound recommendations to physicians.

Base Camp Pendleton, said that
his experience has been amazing
and graduation, to him, is the
summary of the last 25 years of
his life and that he is ready to be

“The biggest thing I learned
here would be clinical judgement,” said Mullin. “Medical
school teaches you the book on
how to do things but residency
teaches you the clinical application of it and how to practice. All
of the attendings that have taught
me are not only mentors but they
also serve as guides on how to
deliver quality healthcare.”

medical treatment facility on
board Mercy.
Also, the Pacific Partnership
crew will work in conjunction with the U.S. Embassy
in Port Moresby and the host
nation government to host two
Women, Peace and Security
events, including a Women in
Leadership Symposium, to discuss topics including economic
empowerment, networking,
eliminating gender-based violence and mentoring women in
leadership.
“We are working with the
host nation to empower their
women, and the activities going
on in Rabaul will focus on key
themes of participation, protection and partnership,” said
Royal New Zealand Air Force
Wing Cmdr. Jennifer Atkinson,
the chief of staff for this year’s
Pacific Partnership mission.

ship and on the ground include
personnel from the United
States, Australia, Timor Leste,
Japan, and New Zealand. The
hospital ship arrived with more
than 900 personnel, including
U.S. Agency for International
Development representatives
and volunteers from eight nongovernmental organizations.
All PP15 personnel will work
together with the Papua New
Guinea government and local
community on various medical,
dental, veterinary and civic action projects.
“The last time Mercy was in
Papua New Guinea was 2008
and Pacific Partnership was
here in 2013. So the people of
Rabaul can expect to see some
of the same types of events
and equipment,” said Royal
Australian Navy Capt. Brian
Delamont, Pacific Partnership’s
deputy mission commander.
“For instance, we will have
our two U.S. helicopters flying
from ship to shore and they
will be transferring personnel
and supplies. The helicopters
may fly low over villages, but
this is very normal and will be
done safely. And recently these
same helicopters and crew were
instrumental in the rescue and
safe return of six Bougainville
residents, including an 18-month
old infant, when they became
lost at sea and then subsequently stranded on Han Island.”
Mercy’s crew was in Arawa
through July 3, and will be in
Rabaul through July 10.
“During our time in Rabaul,

consisted of site preparation. The
second phase will include actual
construction of the facility and is

Fort Worth (LCS 3) recently
conducted routine operations
at-sea following completion of
a scheduled preventive maintenance availability (PMAV).
The maintenance period included more than 400 checks of
engineering, deck and combat
systems.
“During PMAV, the checks
are divided into ship’s force
c h e c k s a n d c o n t r a c t o r ’s
checks,” said Senior Chief
Engineman Clifton Knight.
“The contractors arrived at the
start of PMAV and performed
all their checks within five
days.”
Compared to other Navy
platforms, the littoral combat
ship has a relatively small
crew. Routine maintenance
outside the scope of ship’s
force ability is conducted
during a PMAV, where labor and technical support
is supplemented by civili a n c o n t r a c t o r s w h o p e rform much of the preventive
maintenance schedule (PMS)
work in port.
“This was Crew 102’s first
time conducting an overseas
PMAV and it was a success,”
said Chief Damage Controlman
Cory Williams. “The crew and
the contractors really worked
together, like a well-oiled
machine.”
With civilian contractors
focused on particular PMS
checks, the overall process
is much more efficient, said
Williams. It would typically
take an entire department three
weeks to complete about 1,400
checks.

the 25th anniversary of the
ADA. The Port of San Diego
has its own ADA Accessibility
Advisory Committee, chaired

compliance. The Committee,
along with Coronado resident
and universal design advocate
Veleria Fabiszak, were instrumental in moving the project
forward. Fabiszak, along with
William Stothers of the Port’s
Accessibility Advisory Committee, gave remarks at the
event and participated in the
ribbon-cutting.
Coronado Tidelands Park
is one of 22 waterfront parks
developed and maintained by
the Port of San Diego. The
new playground at Coronado
Tidelands Park, which replaces
old equipment, includes a “fun
path” made of red rubberized
surfacing, bongos, gizmo panel,
African drums and a variety of
slides and climbing features.
Playcore, the equipment manufacturer, has designated the
playground a National Demonstration Site for inclusive
playground design.
Construction of the playground began in late May 2015
and concluded on June 29, 2015.
The contractors on the project
were Great Western Play and
Park, Inc., and Zasueta Contracting. The Port of San Diego
invested $160,000 in this project
to help improve this community
park.

project that redesigned the children’s playground at Coronado
Tidelands Park with major accessibility improvements. With
“universal design” features, this
project goes beyond compliance
with the Americans with Disabilities Act (ADA) to an even
higher level of access for children and adults, making it one

A NEW BOOK that has caught
the eye of sophisticates is from
Kate Betts, titled “My Paris
Dream: An Education in Style,
and Seduction in the Great City
on the Seine.” Some people sniff
at this work as being like reading
a resume and it is, indeed, a young
woman’s memoir of the days
when she escaped from Princeton,
deserted New York and went to
live as fulfilled people of Paris do.
“Go!” said her wise mother, “You
can always come back.”
This book proves it isn’t really
a question of Paris or New York,
but that the author can really write.
She gives us a French fashion history lesson beginning with Chanel
and on to Dior after World War
II. Then she cites the rise of the
huge couture names, ending with
Yves St. Laurent. Her descriptions
of Paris in the ‘60s, ‘70s and up
though the rise of rock ‘n’ roll
and the decline of grandeur are
masterful.
Ms. Betts marks the fall of
Fairchild, the continuation of the
importance of Vogue and Harper’s
Bazaar, and she even works for
Time. She becomes a reporter to
the max. I found all my fashion
pals in this book and couldn’t put
it down, I loved it!
“If you feel safer, then by
all means keep the gloves on,
but put lemon juice or vinegar
on them (or spray them with a
manufactured product such as
Bitter Apple, available at pet
stores and online),” says New
York City-based certified cat
behavior consultant Beth Adelman. “If the cat does bite down
on you, say ‘ouch!’”
A: It sounds like you’re just as
attached to the cat, which isn’t a
bad thing.
“To the best of your friend’s
ability, adhering to your general schedule will help the cat
adjust while you’re away,”
says Atlanta-based certified
cat behavior consultant Ingrid
Johnson. “Leave on the TV for
background. I suggest a hockey
game; you’re in Buffalo, you’re
a hockey fan and many cats like
to follow the puck. If not, a radio
station playing soft music is a
good idea.”
“Gently push (the finger the
cat is biting) into the cat’s mouth
(without gagging the pet). Don’t
pull out, or it may become like a
tug-of-war game,” adds Johnson.
“Meanwhile, try to distract your
cat with a (another) game, or
maybe some treat-foraging toys
(which the cat must maneuver to
extract the goodies), or anything
substantial to chew on and really
bite into, which can enhance
serotonin (a positive neurotransmitting chemical found in
the brain) - not just a laser light
game. Continue to reward your
cat with these alternative and appropriate objects or food to bit,
instead of your fingers.”
Johnson continues, “Leave out
fun toys, but have your (pet-sitting) friend rotate some of the
toys, so there are new ones added
daily, as old ones are hidden for
a few days. Even something
as simple as an empty box can
enrich a cat’s life.”

Another great stress-buster is
Feliway; you plug in a diffuser
that emits a calming pheromone.
Spraying scents such as lavender, rosemary or honeysuckle
also relaxes some anxious cats.
Q: My husband and I are retired, and home most of the time.
We’re planning a vacation for
about a week, the longest we’ve
been away. More often, we go
on one- or two-day trips. While
we’re away, a friend will come
in twice a day to feed our cat,
scoop the litter box, and maybe
stay to keep the cat company for
half an hour.
“Cats don’t wear watches,”
adds Beth Adelman, a certified
cat behavior consultant in New
York City, “But they know the
difference between (you) being
gone for a few hours and several
days, especially if the absence
is unusual. The truth is, the cat
hasn’t seen your travel itinerary
and may even wonder if you’re
coming back. So, hiding treats
in food puzzles and rotating
interesting toys to give your cat
something else to think about.”

he feels pain in the bald spots,
because petting him there is “off
limits.” Because he gets so trau-
matized by veterinary visits, I
hesitate to take him. Any advice?

The kids loved the livestock barns, where they could
interact with all sorts of farm animals. There were cute and
cuddly bunny rabbits, cattle, sheep, pigs, and more.
Speaking of pigs, the ever-popular “Swifty Swine” pig
races were back again this year. Cheering race fans filled
the grandstands.
No fair would be complete without ‘fair food.’ Irresistible, diet-busting temptations included a triple-decker
cheeseburger. In place of the bun were glazed Krispy
Kreme donuts.
As is the tradition, each day
different clubs participated in
a car show at the fair, gathering
as a group and then driving onto
the fairgrounds. Drivers paused
briefly while a photo was taken
of their vehicle, and then they
parked in the car show area,
which was centrally located on
the fairgrounds. After that everyone spent the next few hours
enjoying the fair.
Upon their return in the
mid-afternoon, each entrant
was presented with a souvenir
photo of their vehicle, which
was nicely mounted on a thick
piece of foam core. The entrant
whose vehicle received the most
votes was awarded the People’s
Choice prize.
Whether you go to check
out the cool cars and trucks, or

and Hobby, Student Showcase, and Design in Wood.

amazing gardens, bonsai
trees, exotic fruits, and
beautiful flowers.
Fairgoers enjoyed two bustling, colorful midways. One
was geared to the little ones and
their families, and was located
in the infield’s Family Funville.
There were also family-friendly
stage shows, exhibits, a large
garden filled with vegetables,
and a stable that contained many
breeds of horses.

It featured an incredible dinner table spread made up of
rocks that looked like food. These included faux green
peas, baked potatoes with
butter, sliced roast beef,

The driver of the “Wild Flower” monster truck was Rosalee
Ramer – daughter of Kelvin Ramer (driver of “Time Flys”). She
is fearless and holds the record
for being the world’s youngest
professional female monster
truck driver. In competition she
rolled her truck once, but walked
away unharmed and returned
later to compete again.
A freak accident – and by far
the worst in the 15-year history
of the vintage motorcycle group
– happened during the final races
on the Fourth of July. Frank
Maney, a 52-year-old motocross rider, was thrown from his
motorcycle after taking a jump
and having a bad landing. He
wound up in a hospital suffering
from ten broken ribs, a cracked
sternum, a collapsed lung, and
a broken thumb. He is tough
though, and the last I heard he
was doing fine.
My final day at the fair concluded with the spectacular
Fourth of July fireworks show.

80 players on the 2015 Maxwell
Award Watch List, the Maxwell
Football Club announced today.
The award is named in honor of
Robert W. “Tiny” Maxwell and
is given to America’s college
player of the year.
The Optimist Club of Lakeside presents Bulls Only Rodeo XVII
at the Lakeside Rodeo Arena on July 17-18.

Friday, July 17, and Saturday, July 18. The gates open at 6 p.m. each
