Downtown Melbourne has its roots going back to a small
community located on a natural harbor of the Indian River
Lagoon known as “Crane Creek,” the name of the fresh water
river which ambled parallel to the downtown’s main corridor
to the salty lagoon. At the time, barge traffic along the Indian
River brought supplies and new arrivals along the peninsula,
and the creek provided easy access into Melbourne Harbor.
Today, Historic Downtown Melbourne is gaining recognition as
one of Brevard County’s hottest areas with an eclectic mix of
restaurants, galleries, shopping and night spots.

From bohemian to Boeing, Melbourne has long been Brevard
County’s urban center. Exceptional schools, multiple transportation
hubs, the pristine Indian River and Atlantic coast, a well-established

Location
The City of Melbourne sits astride the Indian River Lagoon, with
a large portion of the City located on Florida’s mainland, and
a portion located on a barrier island. The Indian River Lagoon
separates the mainland from the beach side barrier island. The
Melbourne Causeway and Eau Gallie Causeway provide easy
access across the lagoon to the beaches and waterfront activities.
Schools
Brevard Public Schools are models of innovation and excellence.
Regarded as one of Florida’s finest public school systems. Ranked
third in the state, the district received a Grade Point Average of
3.8, an overall grade of A, with 98% of Brevard schools receiving a
grade of A or B.
At the higher education level, the Florida Institute of Technology
(FIT), named by Forbes as one of America’s Best Colleges, offers
five Colleges on their Melbourne campus and online learning
options as well. FIT is the only independent technological university
in the Southeast, United States.
UTEACH
The Florida Institute of Technology (FIT) partnered with Brevard
Public Schools for a grant from the Florida Department of Education
to implement programs based on the UTeach Model. FIT will be
one of only three schools in the state of Florida offering these
preparation courses. Courses are based in high tech Science,
Technology, Engineering and Math (STEM) disciplines. This program
develops instructors that will mold the future workforce of the area.

Florida Tech UTeach graduates are placed in the Brevard County
School system in science, math, technology, and engineering
course vacancies. By 2018, the program is expected to graduate
over 8,000 teachers with an impact on over 4 million students.
Downtown Melbourne District
An inviting archway and tree-lined sidewalks beckon visitors and
residents to Melbourne’s Historic Downtown. This historic quarter
of the City is a hip mix of restaurants, shops, nightclubs and art
galleries. Shopping, strolls and languid café luncheons by day
transform into vibrant nightlife scenes punctuated with live music
and bustling energy. Downtown Historic Melbourne is the place
to be in the evenings, attracting patrons of all ages to enjoy the
music, art and cuisine.
Featured Character District: Eau Gallie Arts District (EGAD)
The Eau Gallie Arts District (EGAD) has a vibrant main street
organization that focuses on the promotion of the arts, while
simultaneously raising attention to the physical and cultural
revitalization efforts of its historic downtown area. EGAD is
comprised of the Foosaner Museum of Art and Museum School
of FIT, the Brevard Symphony Orchestra administrative offices,
the Historic Rossetter House Museum and Gardens, Eau Gallie
Public Library, Eau Gallie Civic Center, Eau Gallie Pier, Eau Gallie
Square band shell, as well as two public parks. This district provides
a special welcoming environment for working artists with its arts
studios and galleries, an art supply store, a bed and breakfast,
shops and boutiques, churches, restaurants and professional office
spaces. These two historic downtowns, Melbourne and Eau Gallie,
provide Melbourne’s cultural heartbeat and flavor.

A GENERAL HISTORY - FLORIDA’S FRONTIER
From pioneers of Florida’s frontier to pioneers of emerging industries, the City of
Melbourne’s history began at the intersection of the freshwater tributaries and the
Indian River Lagoon as the two cities of Melbourne and Eau Gallie developed in the
late 1800’s. Originally named “Crane Creek”, the areas first settlers were freed slaves
– Captain Peter Wright, Balaam Allan, and the Wright Brothers. In 1893 the Florida
East Coast Railway arrived in Eau Gallie and brought significant development to the
area. Several freezes, devastating fires and economic depression during WWI ended
this prosperous period of development. The Great Florida Land Boom period of the
1920s brought another wave of new development in Melbourne. In 1969, the City of
Eau Gallie and the City of Melbourne consolidated into what is presently recognized
as the City of Melbourne. Today, Melbourne has two historic downtown areas with
distinct personalities – Historic Downtown Melbourne and Olde Eau Gallie.

industry in 1924, the Melbourne Hotel was
a Mediterranean Revival building facing
the town’s first signalized intersection
at US 1 and New Haven Avenue. In the
1950’s the building was later remodeled
to meet the more modern needs of
the time. Today the Melbourne Hotel
structure still remains, though, its use is
primarily comprised of office space.
Presently called the “1900 Building”, the
name derives from its address – 1900

THE RACE TO SPACE, LAUNCHING

driving economic force behind both
Eau Gallie and Melbourne. From the
first missile testing at Cape Canaveral
in 1953 and after the arrival of NASA in
1962, the Space Race would greatly
transform the shape of Melbourne
and Eau Gallie into an area with

ON THE SHOULDERS OF GIANTS
Today, Melbourne is recognized as being “hard-wired for
technology”, and has grown to be the home of established
technology and defense stalwarts such as Rockwell Collins, Northrop
Grumman, and Harris Corporation and up and coming technology,
aerospace and defense related businesses such as Embraer and
DRS Technologies.

Melbourne International Airport (MLB) and Commerce Park. The
airport is currently served by Delta Airlines, US Airways, Direct Air,
Airgate Aviation and Baer Air. Annually, MLB accommodates up
to 2 million travelers as well as generating over 1 billion dollars in
economic activity. Melbourne International Airport’s expansive
industrial park is home to national and international aviation and
aerospace technology companies. Four of the top 10 largest
employers in Brevard County operate at MLB.
The City of Melbourne, and burgeoning aerospace and technology
clusters growing around the Melbourne International Airport,
continue to attract national and international companies. Recent
international additions to Melbourne’s aerospace/technology
cluster include the Brazil-based Embraer S.A.’s engineering,
manufacturing, technology center and international customer
service center, France-based Vision Systems, U.S. Engineering and
Manufacturing headquarters, Archo Solutions Engineering Facility,
and Midair USA’s Maintenance and Engineering Complex. The City
of Melbourne’s aerospace and technology clusters continue to

Melbourne enjoys the benefits of Central Florida’s ideal coastal
climate. Melbourne, Florida averages 242 sunny days annually
with extremely mild winter seasons between 50° - 70° (F) and only
averages 2.9 days per year with frost. With such an abundance

Melbourne Economic Enhancement District (MEED) The City has designated over 6,000 acres within the City’s prime business development
areas as the Melbourne Economic Enhancement District. This designation enables businesses and land owners within the district to access to
State and Federal incentives and clean-up funds for impacted sites.
Melbourne Permit Assistance and Expedited Permitting City provides permit assistance and expedited permitting to targeted industries and
companies seeking to expand or relocate within the City.
Site/Facility Location Assistance Melbourne Economic Development staff is available to assist small to large businesses in the site/facility
location process. Assistance is client specific, based on particular location needs, the amount of space and/or acreage needed,
telecommunications requirements, and other key factors. Staff will search our database of commercial properties and develop a “short list”
of location options for consideration.

Brevard County Tax Abatement Program Brevard County offers abatement of general property taxes for up to 10 years for businesses that
meet certain criteria. The level of abatement is based on projected employment and capital development. Not offered for school, special
district or special purpose taxes.

Space Coast Incentive Fund Assists in expanding existing Brevard County high-tech and manufacturing businesses and attracting new
businesses to the Space Coast. This fund, will supplement existing state and local economic development incentives. Awards will be granted
based on several factors: job creation, economic impact, return on investment, financial stability and timeliness for completion.

Qualified Target Industry (QTI) Tax Refund Program Requires local match. Incentive available for companies that create high wage jobs in
targeted high value-added industries.
Quick Response Training (QRT) Program A customer-driven program designed to assist new value-added businesses and provide existing
Florida businesses the necessary training for expansion.
Incumbent Worker Training (IWT) Program Provides training to currently employed workers.
Economic Development Transportation Fund (Road Fund) Otherwise known as the “Road Fund,” offers up to $2 million in grants, through the
State of Florida, to alleviate transportation challenges that impact the location or expansion of headquarter operations or manufacturing/
recycling facilities.
High Impact Business Performance Incentive Grant The project must operate within designated high-impact portions of the following sectors:
biomedical technology, financial services, silicon technology, and transportation equipment manufacturing; create at least 100 new full-time
jobs in a three-year period; and make a cumulative investment of at least $100 million in a three-year period.
Capital Investment Tax Credit Eligible projects are in designated, high-impact sectors and create at least 100 jobs and invests at least $25
million in eligible capital costs.
Expedited Permitting Assistance/Streamlining Process Permit-streamlining among the State’s regulatory agencies and local governments to
provide quicker, less costly and more predictable permitting processes.
Qualified Defense Contractor Tax Refund Pre-approved projects receive tax refunds of up to $5000 per job created or saved in Florida.
Sales Tax Electricity Exemption Allows for sales tax exemptions on electricity and boiler fuels used to operate machinery and equipment for
manufacturing, pollution control equipment, recycling equipment, maintenance equipment or monitoring/control equipment.
Aviation Industry Tax Exemptions These industry tax exemptions include the maintenance or repair of aircraft, equipment used in aircraft
maintenance or repair, and fixed wing aircraft sales or leases.
Space Industry Tax Exemptions Exemption of sales and uses taxes that would otherwise be paid by the qualifying business on machinery and
equipment used in production and research and development.
Additional State Incentives No state personal income tax; no State-level ad valorem tax; no inventory tax; exemptions from sales tax on
manufacturing machinery/equipment used in production; sales and use tax exemptions for research and development costs; sales tax
exemptions for the motion picture, television and recording industries; and International transactions exempted from documentary stamp tax
and international banking transactions from intangible tax.
