essier Associates, Inc. was created in 1985 as a development service company to plan,
develop, lease, sell and manage commercial investments in Western North Carolina. In its
first years of business, Tessier became very involved in the redevelopment of downtown Asheville,
an area that experienced $200 million in reinvestment over a five-year period. Working with
various investors and developers, they participated in the development of a number of downtown
properties, later taking lessons learned to other cities in the southeast.

ossessing a BS in Engineering Operations
and a Master of Urban Design from NC
State University, Chuck served as the Director
of Planning for Buncombe County for 10 years
prior to establishing Tessier Associates in 1985. As
planning director, Chuck created the county’s first
community-based planning program, helped create
the Asheville-Buncombe Water Agreement, crafted
the county’s sub-division ordinance, rehabilitated
land-fill sites, and facilitated the expansion of the
Asheville Regional Airport. In his capacity he
oversaw planning and managed numberous public
works and economic development projects.
As owner of Tessier Associates, he is widely recognized for his key role in the redevelopment of downtown Asheville.
He has planned, developed and brokered numerous new and rehabbed projects across the region and has served as a
planning and redevelopment consultant in the Southeast for cities in North Carolina, Georgia, Tennessee and Florida.
As president, Chuck heads the development and investment service division of Tessier Associates.
Since 2009 Tessier has also been extremely involved with Pensacola, Florida. Working on numerous projects including
Community Maritime Park, Urban Redevelopment Advisory Committee Plan and Maritime Place. He also managed
the redevelopment of 445 Biltmore after a tragic fire in 2011.

his former First Union building overlooking Pritchard Park in downtown Asheville was
purchased by a group of area investors and underwent a multi-million dollar renovation.
Chuck Tessier, president and owner of Tessier Associates, and John Rogers, FAIA, principal of
Rogers Chenevert Architects, served as managing partners for the development.
The eight-story property includes approximately 60,000 sq. ft. on eight floors with parking at the
rear of the building. The building includes office condominiums, ground floor retail and a rooftop
terrace event space with spectacular views. The office condominiums range in size from 1200 sq.
ft. to 6,200 sq. ft. for a full floor. The upper floors feature exterior balconies overlooking the park,
available for common use by the tenants of each floor.

ocated at Pensacola’s Community Maritime Park, Maritime Place is a four story 75,000
square foot class A office building currently being constructed overlooking the baseball
stadium. The $15M building will be home to two national health care firms, Studer Group and Em
Care. It is scheduled to open in October, 2014.
Tessier has served as owner’s representative though all the planning design consturction and start up
at this project.

T
he Vince J. Whibbs, Sr. Community Maritime Park is a 35 acre multi-use, public private
park developed by the city of Pensacola on the Downtown waterfront. The park includes a
stadium that is currently home to the Pensacola Blue Wahoos baseball team, the AA affiliate of
the Cincinnati Reds. The park also offers an amphitheater that overlooks Pensacola Bay. Through
planning, design and development of the park and staduim Tessier represented Quint Studer, owner
of the Blue Wahoos.

ixty Haywood was developed in 1987 for City Assets, LLC. The project includes fourteen
residential apartments, ground floor restaurant and retail spaces and a parking court at the rear.
It was a total rebuild of two downtown retail buildings. State and Federal historic tax credits were
used with the units converted to condominiums in 1994.

W
hen BOC Enterprises of Asheville determined to expand their facility at 48 Grove Street
in downtown Asheville, Tessier Associates was contracted as development coordinator of
the project. The newly expanded 28,000 square foot center was constructed around on-site existing
tenants, incorporating new construction with rehab of an oder property to Class A office space
with expanded on-site parking. Tessier coordinated planning and development, as well as providing
marketing, brokerage and property management services.

aywood Park was developed in 1987 converting a block of empty commercial buildings into
a mixed use project including a 33 room luxury hotel, three restaurants, 30,000 square feet of
office space, retail shops, an exhibit hall and a 133 space parking deck. The project revolves around a
three story skylit atrium.

his 18,000 square foot project is the conversion of a 1940’s warehouse into first quality office
space for a variety of tenants. Tessier Associates was retained to develop, lease and manage
the property on behalf of Midtown Plaza Associates, LLC.

his 120,000 square foot, six story, medical office building caught fire in July 2011 causing
severe water, smoke and fire damage throughout. Tessier Associates was retained by the
condominium association to manage its restoration, including relocation of tenants, managing
remediation, negotiationg the insurance settlement and managing the reconstruction of the core and
shell of the building.
