THE COLUMBUS REGION
COLUMBUS ECONOMIC MARKET
The Columbus Region is an 11-county
area comprising Delaware, Fairfield,
Franklin, Knox, Licking, Logan, Madison,
Marion, Morrow, Pickaway and Union
counties. This Region represents the
coverage area of Columbus 2020’s
economic development activities.

(MSA), which comprises 8 of the above 11
counties (excluding Knox, Logan and Marion)
and an additional two (Hocking and Perry).

of employment. Finance and insurance, advanced manufacturing, health, logistics and other industries are complemented
by the presence of The Ohio State University and the state capital.

In the past decade, the fastest growing sectors have been education and health (+39.5 percent), transportation and utilities
(+19.4 percent), and professional and business services (+18.4 percent). Continued investment in the Rickenbacker Inland Port

•A large, educated workforce, combined with superior research capabilities and a strong corporate foundation, has allowed
Central Ohio to become one of the fastest growing innovation and technology hubs in the nation.
•Columbus is identified as eighth-best city in the U.S. for tech job growth (Praxis Strategy Group, 2012).
•2,291 science and technology establishments in the Columbus Region employ more than 37,500 workers. (EMSI, 2015).
•The Columbus Region has a location quotient of 1.64 for R&D in physical, engineering and life sciences (EMSI, 2015).

FAST FACTS
•Located at the heart of the Midwestern United States, the Columbus Region provides easy access to major national
and global markets.
•The Columbus Region is within a 10-hour truck drive of 47 percent of the U.S. population, 47 percent of the U.S.
manufacturing capacity, and 48 percent of U.S. headquarters operations (ESRI, 2015).
•4,109 logistics establishments with over 81,000 employees, yielding a location quotient for employment of 1.16 compared
to the U.S. (EMSI, 2015).
•Rickenbacker International Airport located at Rickenbacker Inland Port is one of the world’s only cargo-dedicated airports and
handled over 198 million pounds of air cargo in 2015 (CRAA, flycolumbus.com).
•The Ohio State University’s Fisher College of Business is ranked No. 3 and No. 4 among supply chain/logistics programs nationally at the undergraduate and graduate levels, respectively (U.S. News & World Report, 2016).
ASSETS
•Port Columbus International Airport has over 140 daily flights to more than 30 destinations. In the 12 months ending in
December 2015, it served more than 6.8 million passengers. The Port Columbus Master Plan demonstrates capacity for
future expansion and improvements to accomodate beyond 18 million passengers per year.
•Combined intermodal facilities to handle 800,000 container lifts annually, with land and capacity to grow.
•Rickenbacker Inland Port is a dynamic, international logistics center home to a tremendous base of air, rail and
road transport companies.
•Two national and one regional rail carrier: Norfolk Southern, CSX Transportation and Ohio Central.
•Foreign Trade Zone #138, the 10th most active FTZ in the nation, encompasses all of the Columbus Region including
Rickenbacker Inland Port and is legally considered outside of Customs territory, so goods may be brought into the site
duty-free and without formal customs entry.
•A $59 million CSX intermodal freight terminal expansion is underway in Columbus. The expansion is part of the National
Gateway initiative, linking deep water east coast ports with Midwestern markets.
•The Heartland Corridor allows double-stacked freight trains to travel between Rickenbacker Inland Port and the Virginia ports,
which will increase their capacity in anticipation of the Panama Canal’s expansion in 2016.

UNIVERSITIES AND COLLEGES
The Columbus Region is home to 61 college and university campuses with a total enrollment of
more than 136,000 students.
The Ohio State University, the state’s flagship university and one of the largest and most
comprehensive universities in the U.S., has over 58,000 students at its main campus in
Columbus. With 200 undergraduate majors and more than 250 master’s, doctoral and
professional degree programs, Ohio State provides the Region with a diverse and talented
workforce for the future. Ohio State awarded more than 11,600 bachelor’s and associate
degrees in 2015, as well as more than 4,400 advanced degrees.
Ohio State ranks No. 2 among all universities in industry-sponsored research with leading
research programs in biological/agricultural engineering, computer engineering and material
sciences. In 2014, $983 million was spent for research and development, including $478 million
for federal research and $118 million for industry-sponsored research. Ohio State is actively
engaged in research partnerships with more than 340 companies located in the state of Ohio,
including more than 120 in the Columbus Region.
THE OHIO STATE UNIVERSITY – FISHER COLLEGE OF BUSINESS
•Full-time MBA program ranked No. 30 and part-time MBA program ranked No. 9
(U.S. News and World Report, 2016).
•MBA programs in Logistics Engineering and Operational Excellence are both ranked in the
top 10 for programs specialized in supply chain and manufacturing, respectively.

INCENTIVES
TAX CREDITS AND ABATEMENTS
JOB CREATION TAX CREDIT
The Job Creation Tax Credit is a refundable tax credit to companies generally creating at least 10 new jobs (within three years)
with a minimum annual payroll of $660,000 that pay at least 150 percent of the federal minimum wage. The tax credit is
measured as a percentage of the state income tax withholdings for all new employees hired under the program, and is applied
toward the company’s commercial activity tax liability. Should the amount of the credit exceed the company’s commercial activity
tax liability for any given year, the difference is refunded. A business must apply for the credit before committing to the project.
Applicants must be approved through the Ohio Tax Credit Authority before hiring begins.
OHIO ENTERPRISE ZONE PROGRAM
The Ohio Enterprise Zone Program provides real property tax incentives for businesses that expand or relocate in Ohio. To
establish an Enterprise Zone, a municipality or county must apply to the Director of Development for certification. To secure
benefits, businesses must apply to the local community. Certain qualifying businesses may be eligible for additional benefits.
COMMUNITY REINVESTMENT AREAS
The Community Reinvestment Areas provide companies locating in a designated Community Reinvestment Area an exemption
of up to 100 percent of improvement value for up to 15 years on real property taxes. To be eligible, a company must make an
agreement with the local community prior to going forward with the qualifying project.
FINANCING
RESEARCH AND DEVELOPMENT INVESTMENT LOAN
The Research and Development Investment Loan Fund provides loan financing between $500,000 and $5 million for projects
primarily engaging in research and development activity. Rates are fixed (at- or below-market rates) with other loan terms similar
to those of commercial bank financing. Companies receive a dollar-for-dollar, non-refundable Ohio commercial activity tax credit
for principal and interest payments made during the year up to $150,000 during the loan term.
RESEARCH AND DEVELOPMENT INVESTMENT TAX CREDIT
The Research and Development Investment Tax Credit provides a non-refundable tax credit up to seven percent for qualified
research and development expenses. Qualifying expenses fit into two categories: in-house research expenses, and contracted
research expenses. Any unused portion of a tax credit may be carried forward for up to seven years.
OHIO ENTERPRISE BOND FUND
The Ohio Enterprise Bond Fund provides revenue bond financing through an S&P rated fund, whereby proceeds from the sale of
bonds are loaned to companies for fixed-rate, long-term capital asset financing. Rates are market-driven and fixed prior to funding.
Loan terms range between 7 to 10 years for equipment and 15 to 20 years for real estate. Up to $10 million in financing is available
through the program.
166 DIRECT LOAN
The 166 Direct Loan provides loans for land and building acquisition, construction, expansion, or renovation, and equipment
purchases for eligible businesses. The program provides low-interest loans up to 40 percent not to exceed $1.5 million.
REGIONAL 166 DIRECT LOAN
The Regional 166 Direct Loan provides loans for land and building acquisition, construction, expansion, or renovation, and
equipment purchases for eligible businesses. Regional economic development agencies administer the program. It provides
low-interest loans up to 75 percent collateral value, not to exceed $500,000.
INNOVATION OHIO LOAN FUND
The Innovation Ohio Loan Fund provides loans for acquisition, construction, and related capital costs of technology, facilities, and
equipment purchases. The fund was created to assist existing Ohio companies in developing next-generation products and services
within the state’s Industry Sectors up to 75 percent ranging from $500,000 to $1.5 million.

JOBSOHIO GROWTH FUND
The JobsOhio Growth Fund provides capital for expansion projects to companies that have limited access to capital and
funding from conventional, private sources of financing. JobsOhio will consider loans to companies that are in the growth,
established or expansion stage, and that have generated revenues through a proven business plan. The JobsOhio Growth
Fund’s loan decisions are based on a number of project factors, including but not limited to job creation, additional payroll,
fixed-asset investment commitment, project return on investment, and project location.

JOBSOHIO WORKFORCE GRANT
The JobsOhio Workforce Grant was created to promote economic development, business expansion, and job creation by
providing funding for the improvement of worker skills and abilities in the State of Ohio. Grant decisions are based on a number
of project factors, including but not limited to job creation, additional payroll, fixed-asset investment commitment, project
return on investment, and project location.
JOBSOHIO ECONOMIC DEVELOPMENT GRANT
The JobsOhio Economic Development Grant was created to promote economic development, business expansion, and job
creation by providing funding for eligible projects in the State of Ohio. Grant decisions are based on a number of project factors,
including but not limited to job creation, additional payroll, fixed-asset investment commitment, project return on investment,
and project location.
ROADWORK DEVELOPMENT (629)
Roadwork Development (629) funds are available for public roadway improvements, including engineering and design costs.
Funds are available for projects primarily involving manufacturing, research and development, high technology, corporate
headquarters and distribution activity. Projects must create or retain jobs. Grants are reimbursable and provided to a local
jurisdiction and require local participation.
OTHER
CLEAN OHIO REVITALIZATION FUND
The Clean Ohio Revitalization Fund is a key financial component to helping a community build economic capacity by providing
funding for Brownfield redevelopment. Brownfield redevelopment allows a community to reclaim and improve its lands, making
property viable for new development. Grants are made through a competitive process that includes local evaluation.
BROWNFIELD REVOLVING LOAN FUND
The Brownfield Revolving Loan Fund, Ohio, offers this program that offers below market rate loans to assist with the
remediation of a Brownfield property to return the property to a productive economic use in the community.
VOLUME CAP
Volume Cap provides a federal tax benefit by allowing eligible issuers to issue tax exempt Private Activity Bonds up to a state
limit known as the “Volume Cap.” The State of Ohio’s allocation of Volume Cap is determined annually by the Internal Revenue
Service on a per capita basis, and may be used for projects consisting of multi-family housing, single-family housing, exempt
facilities, manufacturing and student loan bonds.
LOCAL INCENTIVES
Dependent on geographic location, additional incentives may be available at the local municipality or county level.
Such incentives may include:
• Performance based incentives or job-growth incentives
• Additional workforce training assistance
• Loan programs
Each local incentive is determined on an individual project basis by considering factors such as job creation, payroll and
capital investment.

•Columbus is favored with a balanced rainfall throughout the year. Each month averages at least two inches of rainfall,
while none average more than five.
•Located outside of the Midwestern lake effect Snow Belt, Columbus receives on average 28.9 inches of snow annually
in comparison to 39.5 in Chicago and 59.8 in Cleveland.

TOPOGRAPHIC FEATURES
•The Columbus Region lies in between the vast flat rolling terrain of the west and north and the majestic foothills of the
Appalachian Mountains in the southern and eastern portions of the state. This provides residents with access to a variety
of seasonal outdoor recreational options including boating and hiking in the summer and snow skiing in the winter. In fact,
the Metro Parks system comprises 16 natural area parks with a combined 25,000 acres of land and water in seven Central
Ohio counties.

CLIMATE AND THE ECONOMY
•Due to its location and atmospheric conditions, Ohio is a water-rich state, providing resources for commerce, agriculture and recreation. The state boasts 74 state parks, 34 with marinas and 60,000 miles of streams. Lake Erie lies along 262 miles of its northern border and the Ohio River spans 436 miles of the southern border. A great beneficiary of Ohio’s water rich environment is agriculture. Corn and soybeans are the top Ohio crops, followed by dairy products, greenhouse and nursery products. Ohio leads the country in egg and cheese production and ranks among the top state producers of
flowers, especially poinsettias. Other crops include: winter wheat, hay, tomatoes for processing, apples, grapes, sweet corn, mushrooms, maple syrup and more. Ohio also harvests and exports a significant amount of its hardwood forests in the southeastern hills.

ABOUT COLUMBUS 2020
In 2008 hundreds of civic-minded leaders came together to share bold aspirations for the future of the Columbus Region. They
collaborated to create an unprecedented economic roadmap for the decade ahead—the Columbus 2020 Regional Growth Strategy.
Columbus 2020 was launched in 2010 to strengthen and diversify the economic base by:
• Building existing assets
• Attracting new investment
• Creating new business opportunities
• Continually improving the Columbus Region as a business destination
Columbus 2020 is a private, nonprofit entity with the express mission of economic development.
Funding is received from more than 300 private companies, 39 local governments and four academic institutions that believe it
is critical for the Columbus Region to expand its economic base. Funding is also received from JobsOhio, the private, nonprofit
organization that promotes job creation and economic development for Ohio.
10-YEAR GOALS
The Columbus 2020 Regional Growth Strategy sets out to achieve four ambitious goals by the year 2020:
• Add 150,000 net new jobs
• Generate $8 billion of capital investment
• Raise personal per capita income by 30 percent
• Earn recognition as a leader in economic development
At the current pace, these goals will be met or exceeded by the year 2020.

Kenny McDonald, CEcD, serves as the primary leader of all economic development and business attraction efforts. Previously, McDonald served
as the executive vice president of the Charlotte Regional Partnership. McDonald’s 16 years of economic development experience also include
leadership positions at the Albuquerque Economic Development Corporation, Fluor Daniels Global Locations Strategies and the Savannah
Economic Development Authority. McDonald received a B.S. in business administration from Dickinson State University and a Master of Public
Administration from Georgia Southern University. He holds the professional designation of Certified Economic Developer and serves as an elected
member of the Board of Directors for the International Economic Development Council. McDonald serves locally on the boards of Columbus Crew,
MidAmerican Global Ventures, NAIOP, SciTech and Transportation Research Center.
MALLORY MITCHELL, EXECUTIVE ASSISTANT TO THE CEO
Mallory Mitchell joined the Columbus 2020 team in February 2016 and serves as executive assistant to the CEO. Prior to joining Columbus 2020,
Mitchell worked for The Ohio State University and the City of Columbus. Mitchell graduated with a Bachelor of Arts in International Studies and
Education from The Ohio State University.
ADMINISTRATION
SEAN GRANT, CHIEF FINANCIAL OFFICER
Sean Grant joined Columbus 2020 in May 2013. As chief financial officer, Grant is responsible for providing executive oversight of the accounting
and budget, human resources, insurance and real estate, information technology and investor relations operations. Grant was previously senior
manager of operations support for PharmaForce, Inc., and has 16 years of banking experience. He is a graduate of Simpson College and serves
as a board member for Imagine Schools.
JENNIFER RANDALL, SENIOR STAFF ACCOUNTANT
Jennifer Randall joined Columbus 2020 in October 2011. In her role as senior staff accountant, Randall is responsible for the preparation of financial
statements, accounts payable, accounts receivable and other various accounting duties. Prior to joining the Columbus 2020 team, Randall has

Kelly Winzenread joined the Columbus 2020 in February 2016 as executive coordinator. Most recently, Winzenread served as account supervisor

Patty Huddle joined the Columbus 2020 team in September 2011 as senior vice president, economic development. Huddle has extensive economic
development experience. Prior to joining Columbus 2020 she held positions at TechSolve, the Ohio Department of Development and the City of
Upper Arlington, where she served as deputy city manager - economic development. Huddle earned a bachelor’s degree in business administration
and international business from The Ohio State University. She is a certified Economic Development Finance Professional and has been active in
numerous economic development-related associations.
MATT MCCOLLISTER, SENIOR VICE PRESIDENT, ECONOMIC DEVELOPMENT
Matt McCollister joined Columbus 2020 in November 2010 as senior vice president, economic development. McCollister brings more than
14 years of regional economic development experience to the team. Prior to Columbus 2020 McCollister served as vice president of economic
development for the Columbus Chamber and as business development manager for the Zanesville-Muskingum County Chamber of Commerce.
McCollister earned a B.A. in liberal arts and English from the University of South Carolina and graduated from the University of Oklahoma’s
Economic Development Institute.
MATT MCQUADE, MANAGING DIRECTOR, BUSINESS DEVELOPMENT
Matt McQuade joined Columbus 2020 in January 2011 as managing director of North American business development. Previously, McQuade was
the Ohio sales manager for the Ohio Business Development Coalition (OBDC). In that role, he was responsible for the State of Ohio’s proactive sales
strategy. Prior to his work at the OBDC, McQuade was a site selection specialist at the Ohio Department of Development. McQuade holds a Master
of Public Administration from the John Glenn Institute of Public Affairs at The Ohio State University and a Bachelor of Arts degree, also from

Deborah Scherer brings more than 15 years of global business development experience from the private and public sectors. Prior to joining

Manager for a private capital equipment manufacturer. Scherer is a Certified Global Business Professional (CGBP) and holds a Bachelor of
Business degree from Ohio University where she majored in international business and marketing and minored in Spanish.
JUSTIN BICKLE, DIRECTOR, PROJECT MANAGEMENT
Justin Bickle joined the Columbus 2020 team in August 2015, after previously working with the organization from 2010 through 2013.
As director, project management, Bickle is responsible for the creation and sustainability of a systematic, standardized project process
predicated on quality. He holds a Master of Public Administration and International Affairs and Bachelor of Arts in history, both from
Bowling Green State University.
CHRIS STRAYER, SENIOR PROJECT MANAGER
Chris Strayer joined the Columbus 2020 team in November 2011. He is the primary contact for many top executives, business owners
and community and government leaders in the Columbus Region. Strayer has extensive knowledge in economic development and
processes to attract and retain businesses. Strayer has economic development experience in positions with the Ohio Department of
Development, the City of Canal Winchester, the Village of Granville and HNTB Corporation. Strayer earned a B.S. in urban and regional
planning from Michigan State University.
ARCHIT DHIR, PROJECT MANAGER, GLOBAL TRADE AND INVESTMENT
Archit Dhir joined Columbus 2020 in March 2014 as project manager, global trade and investment. Dhir brings prior experience with
Otsuka Pharmaceuticals, Indian Ocean and Grail Research. Most recently, Dhir worked as a sourcing consultant, pitching new product
ideas to U.S.- and Canada-based importers and retailers and coordinating between buying teams and Indian exporters. He received his
Bachelor of Business Studies in marketing from University of Delhi and Master of Business Administration from the Fisher College of
Business at The Ohio State University.
TOM STIPKOVICH, PROJECT MANAGEMENT COORDINATOR
Tom Stipkovich joined the Columbus 2020 team in September 2014. As project management coordinator, Stipkovich provides support
for domestic and international projects and missions and is responsible for managing the back-end support needed throughout the
lifecycle of economic development projects. Previously, he worked as a planning intern at the Lake County Department of Planning and
Community Development. Stipkovich graduated with a Bachelor of Science in city and regional planning from The Ohio State University.
STEPHANIE I. BOSCO, ECONOMIC DEVELOPMENT COORDINATOR
Stephanie Bosco joined the Columbus 2020 team in August 2010 as economic development coordinator and administrator for the Mid-Ohio
Development Exchange. Bosco brings eight years of professional experience from a variety of industries. Previously Bosco held positions
in both membership and economic development at the Columbus Chamber. Earlier in her career, Bosco worked in publishing as an editor
for McGraw-Hill Education and with the public as the van pool coordinator for the Mid-Ohio Regional Planning Commission. Bosco holds a
Bachelor of Arts & Science in English literature from the University of Cincinnati.
JEFF ZIMMERMAN, DIRECTOR, COLUMBUS REGION LOGISTICS COUNCIL
Jeff Zimmerman joined the Columbus Chamber of Commerce team in February 2012 as Director, Columbus Region Logistics Council. He
contributes to Columbus 2020’s initiatives by serving as a staff member to the Council as both administrator, chief advocate and steward of
the CRLC mission supporting Infrastructure, Workforce, Technology and Business Environment issues. Previously, Zimmerman held positions
as an independent Business Development consultant, Sales/Sales Leadership roles with Boise Cascade Office Products/ OfficeMax and
Moore Business Forms. He earned a bachelor’s degree in business from Buffalo State College and holds a Certified Logistics Associate
certification from Columbus State Community College.

Chip Holcombe joined Columbus 2020 in January 2014 as managing director, investor relations. Holcombe served as campaign director of
the original Columbus 2020 fundraising campaign in 2010-2011 and brings more than 20 years of managing economic development funding
campaigns. Most recently, Holcombe was a principal officer of Resource Development Group. He received his Bachelor of Arts in political
science and economics from Ohio Wesleyan University.

Irene Alvarez leads the planning, management and execution of all marketing, communications and media relations programs for Columbus

Jung Kim joined the Columbus 2020 team in November 2010 to direct economic and business research. His prior experience includes
Community Research Partners, a nonprofit research center based in Columbus; the State of New Jersey’s Office of Smart Growth; and
Strategic Planning Advice, an economics and planning consulting firm in the UK. He is a member of the American Planning Association and
the Urban Land Institute. Kim has a Master of Science in regional and urban planning from the London School of Economics and a Bachelor
of Arts in sociology and urban studies from Northwestern University.
LAURA HESS, RESEARCH MANAGER
Laura Hess joined the Columbus 2020 team in March 2014 as research manager. Hess brings experience in market research and
Geographic Information Systems (GIS) with a client services focus. Previously, Hess worked in commercial real estate at Cassidy
Turley and Grubb & Ellis where she leveraged GIS application in the real estate transaction process and assisted brokers with site
selection requirements. She received a Bachelor of Arts in geography from Bowling Green State University and Master of Business
Administration from University of Phoenix.

Jay Knox joined the Columbus 2020 team in January 2011 as research manager. Knox brings market research and Geographic Information
Systems (GIS) experience, including the GIS Department of Ohio Army National Guard, and business research for Nextedge Applied
