LUISA MORENO
C
ompañera Luisa Moreno (1907 – 1992) was a fervent defender of labor and
civil rights for all Raza. For almost all her life, she struggled against capitalism.
She was born in Guatemala to wealthy parents but at early age she rejected her elite
status and joined the struggle against chains of oppression. In 1935, she joined
the American Federation of Labor (AFL) and organized Africans and Raza cigarrollers in Florida.
By 1937, she left the AFL and joined the Congress of Industrial Organizations
(CIO). She organized under United Cannery, Agricultural, Packing, and Allied
Workers of America (UCAPAWA), which sent her to San Antonio, Texas to take
charge of the pecan shellers’ strike and organized the UCAPAWA local. She joined
Emma Tenayuca, secretary of the Texas Communist Party and others in the sixweek labor dispute and in the end the management agreed to the demands of the
workers. After the strike, she traveled around Texas organizing workers under the
UCAPAWA.
In 1939, she joined over 1,000 delegates, who included Josefina Fierro and Bert
Corona at El Congreso de Pueblos de Habla Española in Los Angeles, California.
The Congreso addressed the issues of jobs, housing, education, health, and
immigrant rights. The Congreso and all its key organizers were red-baited by
the House Un-American Activities Committee. During the 1940s, she continued
her organizing with UCAPAWA, which led to organizing cannery workers in
Los Angeles and San Diego, California. She participated in the Fourth Annual
Conference of the American Committee for Protection of Foreign Born, where she
gave her famous speech exposing the oppression of Mexicans in the Southwest.
In addition, to organizing workers she participated in the Sleepy Lagoon Defense
Committee.

mexicano en ambos lados de la “frontera” sufrimos de inseguridad política,
económica y social desde que el gobierno de los Estados Unidos robo la mitad
de nuestro territorio nacional en 1848.
Desde ese año hemos sido victimas del
gobierno norteamericano: nuestra mano
de obra es explotada; miles de nuestros
jóvenes están en las prisiones y miles
más están en los frentes de las guerras
imperialistas impulsadas por este país;
el sistema educativo nos niega una educación equitativa y relevante; nuestros
derechos humanos y civiles han sido
limitados casi en su totalidad y cada año
miles de nuestros hermanos y hermanas
pierden la vida al tratar de cruzar la frontera ilegitima, en busca de una vida mejor. Frontera que se impuso para prevenir
la entrada del mismo pueblo la cual su
territorio fue arrebatada.
Reconocemos que California, Colorado,
Arizona, Tejas, Utah, Nuevo México
y Nevada constituyen Aztlán-México
Ocupado. Es el territorio que geográfica
y políticamente le pertenece al pueblo
mexicano y que fueron usurpadas por el
imperio Norteamericano en la guerra de
1848 contra México.

Muy estimad@s camaradas:
El Comité Central saluda a cada uno de ustedes en este inicio
de 2008, deseándoles que todos sus anhelos personales
se cumplan en este nuevo año de lucha. En ese sentido
deseamos de la manera más profunda que las metas trazadas
por sus equipos de trabajo sean prósperas, ya que de esa
manera un futuro mejor para nuestro pueblo se vuelve más
cercano.
El año que se fue estuvo lleno de lecciones agridulces para
nuestras comunidades. La perpetua pesadilla en la frontera
siguió cobrando vidas a nuestro pueblo, ahí en
la herida abierta las políticas genocidas
de Washington le quitaron la vida a
por lo menos 430 personas. La
cifra de muertos ya rebasa los
5,000 desde 1994. En 2007
también presenciamos la
represión desmedida del
gobierno, encarnizada en
las redadas de ICE, mismas
que continúan azotando a
nuestra población.
Creemos que el pueblo Mexicano en Azltán -Mexico Ocupado, tiene que auto-determinar nuestro propio futuro. La autodeterminación se define de la siguiente
manera - el poder de:
1. Interpretar colectivamente nuestra historia
2. Controlar económicamente nuestro
destino
3. Avanzar el desarrollo social de nuestro
pueblo al promover nuestra cultura, la
educación y nuestro idioma
4. Desarrollar de forma independiente el
carácter y la dirección de nuestra orientación política
5. Controlar las instituciones políticas
que hacen las leyes que nos gobiernan.
No es necesario hacer un
extenso recuento de los
aconteceres de 2007. Cabe
decir, así que como los
antiguos decían, que todo es
una dialéctica y por eso 2007
nos puso una sonrisa en el rostro
cada vez que nuestros pueblos
hermanos del sur del continente
luchaban, avanzaban, se unían. Y
sentimos, lo que los de arriba nos quieren
prohibir, la posibilidad de la victoria. América
esta gritando, y ese grito llega puro y cristalino a
nuestros oídos ansiosos de escuchar ritmos nuevos para
terminar con este aberrante silencio.
Reconocemos que la liberación absoluta
e inequívoca de la mujer mexicana es
un componente crítico en la lucha de
liberación de nuestro pueblo. Es fundamental para toda organización libertaria
promover la absoluta igualdad política,
económica y social entre mujeres y hombres.
Pero la alegría y esa sensación de júbilo la sentimos de
manera colectiva en 2007 al ver como nuestra querida
organización crecía, avanzaba. Y ahora en las calles de
La Colonia, de Sur Centro, de Barrio Logan, poco a poco
nuestra organización es vista por esas comunidades como la
gran posibilidad.

The INS offered her citizenship in exchange for testifying
against her comrades in struggle.
On the morning of 10 September 1948, Luisa Moreno
stood before the House Un-American Activities Committee
(HUAC) in San Diego, California. Richard E. Coombs, chief
counsel for HUAC asked Moreno: “Are you now or have you

face deportation. Moreno proudly replied, “Citizenship . . .

means more.”
She refused to sucumb to the pressures and bribery and lies
of imperialism. Instead Moreno declared her right under the
Fifth Amendment of the Constitution and refused to answer
questions. In so doing, she claimed the moral high ground
before HUAC and marked the beginning of a new and
important stage in the campaign to provide legal protection
to the Mexican American working-class in Southern
California (Garcilazo, Jeffrey M., McCarthyism, Mexican

en este año, será precisamente una Conferencia Nacional
Sobre La Mujer.
La lucha por defender los derechos y la dignidad de nuestros
hermanos y hermanas que se encuentran en los calabozos
del imperio, continuó avanzando. Trabajo sumamente
importante, sobre todo ahora, cuando el encarcelar a seres
humanos es un gran negocio para el imperio.

y de rebelión. Bien lo dicen ellos

Desde la herida abierta, la frontera
Americans,and the Los Angeles Committee for Protection of
the Foreign-Born, 1950–1954).
On November 30, 1950, Luisa, along with her husband left
the United States through El Paso, TX - Ciudad Juarez,
Chihuahua under threat of a warrant of deportation for once
being a member of the Community Party. She lived in Mexico
for a couple of years and supported the Presidency of Jacobo
Arbenz. She would later join the struggle and travel to her
native Guatemala. In 1954 she was forced into exile after the
CIA sponsored coup ousted democratically elected President
Jacobo Arbenz Guzmán from power.
After the triumph of the 1959 Cuban Revolution, Luisa
Moreno spent time teaching on the island. After a brief return
to Tijuana Mexico, where she worked at an art shop. She
later returned to Guatemala, where she was interviewed by
several historians before she died on November 4, 1992, She
passed away still being in “the dignity of working people”
everywhere.

ince our founding, Unión del Barrio has continually
struggled to build a revolutionary and conscious people
with the goal of changing the social and economic reality
in which Raza exists. We do this because the current social
and economic reality for Raza is one where discrimination,
oppression and misery are everywhere. We have identified
the reason for this terrible condition is caused by capitalism,
which in based on oppression and exploitation of one human
over another.
Because we live in this type of society we see the brutal
face of discrimination
manifest it self in
many different ways.

La Mujer en Lucha:
Unión del Barrio llevó a cabo una
conferencia nacional sobre el
tema de la mujer y su participación
en la lucha revolucionaria
D
esde nuestra fundación, Unión del Barrio ha
luchado continuamente por construir la conciencia
revolucionaria en miembros de nuestra comunidad
con la meta de mejorar nuestras condiciones tanto
sociales como económicas. Hacemos esto porque la
actual realidad de la Raza en cualquier rincón del
país es de discriminación, opresión y miseria. Hemos
identificado que la razón por estas condiciones es el
capitalismo; un sistema que esta basado en la opresión
de un ser humano en contra del otro.
Dado a que vivimos en este tipo de sociedad
vemos como la cara de la discriminación se puede
manifestar de varias formas. Las manifestaciones de
la desigualdad y la discriminación están dirigidas en
contra de la mujer. En nuestra filosofía de organización
(el programa de once puntos), analizamos la cuestión
de la opresión en contra de la mujer de la siguiente
forma:
“Reconocemos que la explotación política,
social y económica de la mujer en nuestro
pueblo esta basada también en la opresión
del pueblo entero por el capitalismocolonialismo de los Estados Unidos”.
Entendemos que existe un tipo de opresión
aun más profunda en contra de la mujer;
no solo explotada por su raza y clase
social, pero también por su género. Por
lo tanto reconocemos que la liberación
del pueblo no será posible hasta que todos
los sectores de nuestro pueblo sean libres.
Entendemos que el sexismo y chovinismo
son manifestaciones burguesas que fueron
impuestas por los colonizadores europeos
hace más de 500 años. Es así entonces que
el gran enemigo frente a la mujer es el
colonialismo y no el sexismo. Si tomamos
el tiempo para analizar como funciona el
sistema colonial podríamos ver claramente como este
promueve la opresión de la mujer y la división de los
sexos.
Reconocemos que la opresión de la mujer Mexicana
en esta sociedad colonial es parte de la opresión que
el pueblo entero sufre. Entendemos que el sexismo
es una parte integral de un sistema vicioso que debe
ser combatido a todo momento tanto dentro del
movimiento como en las comunidades.
Fundamental para toda organización revolucionaria,
pro-independentista y conciente, es la absoluta
igualdad política, social y económica entre el hombre
y la mujer. Parte de la tarea en crear una conciencia
progresista en nuestro movimiento es el combatir el
sexismo en todas sus formas y manifestaciones. La
historia nos muestra que la liberación de la mujer ha
sido posible si la liberación nacional de un pueblo es
también posible. En países donde el movimiento por
la liberación nacional ha sido fuertes, por ejemplo
en Cuba, Nicaragua, El Salvador, y ciertas regiones
de México, es donde encontramos a las mujeres
mas liberadas”. (Punto numero 10. La absoluta e

UNIÓN DEL BARRIO HACE UN LLAMADO A
LA CONFERENCIA NACIONAL: ¡LA MUJER EN
LUCHA!
Unión del Barrio reconoce que para poder
continuar contrayendo una organización
con la capacidad de crear un proceso
organizativo y libertario para la mujer
era necesario definir nuestro futuro como

de discutir y proponer cambios organizativos y
estratégicos. Por un lapso de tres meses todos los
cuerpos de la organización analizaron los limitantes
ideológicos y prácticos que enfrentamos en relación a
la integración de la mujer a la lucha política.
Después de meses de discusión, ideas, criticas y
debates todos los cuerpos organizativos desarrollaron
su propia propuesta y la presentaron en la Conferencia
Nacional que se llevo a cabo el día 12 de enero del
2008. Los delegados a la conferencia nacional se
reunieron en el Colegio Comunitario de City, con el
fin de presentar ideas, debatir propuestas y consolidar
recomendaciones concretas.
La conferencia dio inicio con la bienvenida dada
por Rommel Diaz, Secretario General de Unión del
Barrio, seguido por la intervención del Comité Central
presentado por Judy de los Santos.
LA CRITICA Y AUTO-CRITICA COMO
HERRAMIENTA
PARA
CONTINUAR
MEJORANDO LA LUCHA REVOLUCIONARIA
Unión del Barrio ha utilizado como parte de su
practica política la critica y la auto-critica en nuestras
reuniones con el objetivo de continuar identificando
nuestras debilidades en la practica y en la forma
como pensamos. Esta práctica nos permite hacer los
cambios necesarios para poder crear el movimiento
por la Auto-determinación y la liberación de nuestro
pueblo.
La Conferencia Nacional identifico las siguientes
debilidades en nuestra práctica política:
-La falta de de un recuento histórico sobre el trabajo
que Unión del Barrio ha hecho en relación al tema de
la participación de la mujer en la lucha
-La falta de un cuerpo central que logre desarrollar
las estrategias y tácticas de forma continua y así

tanto en el área practica como en la ideológica.
-La falta de un documento histórico centralizado al
que se pudiera consultar en relación a las posiciones
que Unión del Barrio ha tomado en el combate al
chovinismo, el oportunismo del feminismo blanco en
nuestro movimiento por la Auto-determinación y en
relación a otras tendencias hostiles a la lucha por la
Liberación Nacional.
¡LA MUJER EN LUCHA!: CONSTRUYENDO UN
SER HUMANO NUEVO
La primer Conferencia Nacional de La
Mujer en Lucha fue una conferencia
histórica para Unión del Barrio ya que
fue guiada por la práctica del centralismo
democrático. Los miembros que participaron
en la conferencia entendieron el valor de
discusión y las opiniones que circularon
antes y durante la conferencia. Esto nos llevo
a una serie de resolutivos pendientes que se
habían presentado en previas conferencias
nacionales.
Entre las resoluciones podemos encontrar
las siguientes:
-El establecimiento de una comisión interna
capaz de liderar el tema de la participación
de la mujer en la lucha.
-Todos los sectores de nuestra organización y
comunidad deben tener presente la opresión
de género y no limitar el trabajo en relación
a la mujer al proyecto de Unión del Barrio, el Comité
de Mujeres Patricia Marín.
-El desarrollo de currículo político de género que
presente la vida de líderes revolucionarias y que
incluya los aspectos ideológicos y prácticos.
-La construcción de una conferencia abierta sobre la
participación de la mujer en la lucha en los próximos
años.
-Un análisis sobre los efectos de la opresión de género
y como esto afecta a los diferentes sectores de nuestra
comunidad y el movimiento en general.
-La actualización de un documento histórico sobre las
contribuciones de Unión del Barrio a la lucha de la
mujer por la Liberación Nacional.
En conclusión, después de varias discusiones y de
escuchar el impacto de las propuestas y el análisis en
su totalidad, satisficimos la expectativa de crear el
consenso organizativo en este tema. Aun cuando el
proceso fue largo y tomo tiempo, los resultados han
fortalecido a nuestra organización y nos ha brindado
claridad sobre que es lo que debemos hacer para
asegurar la creación de un proceso que en su entereza
tanto hombres como mujeres puedan luchar hombro
a hombro y poder poner un fin a las condiciones
de la discriminación brutal que enfrentamos en la
actualidad como pueblo.

años 1857 y 1908 saltan a la palestra.
Ambos años presentan las luchas que
daban las trabajadoras textiles de la
ciudad de Nueva York por mejoras
laborales.
Cual sean los orígenes de la celebración
del Día Internacional de la Mujer, cual
sean las fechas, estas no marcaron
el comienzo de la etapa en donde las
mujeres empiezan a participar en la
política y en el accionar social de los
pueblos.
Las mujeres estuvieron,
están y estarán presentes en todas las
luchas que se generan producto de la
explotación y la colonización de los
que ostentan el poder. Las mujeres
estuvieron, están y estarán presentes
en las luchas sociales y en pos de un
mundo mejor para todos nosotros.
Al interior de nuestra organización
tenemos un gran número de mujeres.

Year of the IV Congress!
T
hrough these lines I would like to
greet all the women members of
Unión del Barrio on this, March 8th,
International Women’s Day. We know
that this date is born out of struggle and
the need to change the social condition
of the people’s throughout the world.
We also know that for many years
historians have argued over the origin
of this celebration. The years 1857
and 1908 jump to mind. Both years
represent labor struggles of women
textile workers in New York.

Whatever the origins of the celebration
of International Women’s Day are,
whatever the dates, these do not mark
the beginning of the period where
women begin to participate in politics,
and in the social struggle of the world’s
people. Women have been, are, and
will continue to be present in all
struggles that generate as a result of
exploitation and colonization of those
who hold power. Women have been,
are, and will continue to be present
in social struggles and in pursuit of a
better world for all of us.

stage. There are no words that can
describe the tremendous work and role
that women have played, are playing,
and will continue to play in this
historical path of people’s struggle.
Just the same, there are no amount of
words that can describe the important
role that women have played in Unión
del Barrio, of the historic path you
have built and the ideological growth
you have provided. There are not
enough words to describe the thanks
to each and every one of our women
members for being; to thank them not
only for sharing with us your smiles,
but for your thoughts and ideas. Thank
you for your leadership. Thank you for
providing an example of struggle and
action.

historical conference for Unión del Barrio under
the refined practice of Democratic Centralism. The
conference attendees understood the importance
and value of all of the opinions that circulated in
discussions both prior to the Conference and at the
actual Conference it self. This allowed us to bring
resolution to pending issues that were raised at
previous National Conferences.
Among the resolutions were:
- The establishment of an internal commission
dealing with issues of women and struggle.
- All aspects and sectors of our organization and
community must address issues of gender oppression
and not limit Unión del Barrio work around this issue
to the Comité de Mujeres Patricia Marín.
- The development of a political curriculum on
gender for the development of revolutionary leaders,
with practical and ideological skill sets.
- The building of a broad Mujer Conference in the
coming years.
- Analysis on how gender oppression affects the
many sectors of our people and movement.
- Update of Unión del Barrio historical documents
and history of our contribution to women in struggle
for liberation.
In the end, after various rounds of discussions and
hearing the overall analysis of the impacts of the

proposals, we accomplished the goal of reaching
organizational unity on this particular question.
Although the process took time, the end result has
made our organization stronger and provided clarity
on what needs to be done to create a liberation
process for the entirety of our people with women
and men struggling shoulder to shoulder to end the
brutal discrimination we currently face.

DEMOCRACY, POLITICAL POWER AND THE PRESS: PART II
THROUGHOUT LATIN AMERICA AND INSIDE THE
IMPERIALIST CORE, THE MEDIA SUPPORTS THE
CAPITALIST OPPRESSION OF THE MASSES
Editor’s note: This is the 2nd part in a 2 part series
on the power of the capitalist press and its role in the
oppression of the masses of people. The first installment
was published in July-December 2007 issue of ¡La
Verdad! and covered the growth of popular democracy
in Latin America, highlighting the case of Venezuela and
Socialist Cuba. In this installment, we cover the case of
Bolivia, Mexico and highlight the current Presidential
race within the U.S.; it’s model of “democracy” for the
rich and the role of the press.
IN BOLIVIA THE PEOPLE RE-WRITE THEIR
CONSTITUTION TO OVERTURN 500+ YEARS
OF SPANISH AND GRINGO COLONIALISM
W
hen Evo Morales, under the political party
Movimiento Al Socialismo (MAS), won the
election in December of 2005 -and took power in
January of 2006- his first commitment was to challenge
the rich ruling class by nationalizing the oil industry.
The goal of this nationalization was to redistribute the
wealth of the nation to benefit the 62.2% of indigenous
people of Bolivia (the Aymaras, Quechuas, Mojeños,
Chipayas, Muratos, Guaraníes) who before the MAS
came to power, were invisible to the media and to the
world. The nationalization of the oil industry on May
1st 2006 (International Workers Day) restructured the oil
revenues of Bolivia that before had been extracted by
foreign companies in the billions of dollars. Today, Evo
Morales and the MAS have begun social programs in the
areas of education, healthcare and infrastructure with the
revenue earned from oil production.
The nationalization of Bolivia’s oil production placed
the country in a position to build, in collaboration with
Venezuela and Argentina, a regional bank called Banco
del Sur; with the objective of counterbalancing the
International Monetary Fund (IMF). This represents a
move that openly challenges Imperialism’s World Bank
and its parasitic “lending” practices. In addition to the
building of a regional bank, the economic integration
of South American and Caribbean countries took a
leap forward as Bolivia became part of the Bolivarian
Alternative of the Americas (ALBA) and alongside
Venezuela and Cuba; Bolivia has begun to create a
Regional Block of Power. A power that is rooted in
the need to eliminate poverty, ignorance and lack of
healthcare; an economic, political and social integration
that intends to build socialism and overthrow, once and
for all, the parasitic relationship that the people of the
America’s have shared with Madrid and Washington
D.C. for the past 500 years.
In order for Bolivia to permanently overthrow its colonial
ties with Spain and Washington, Bolivia voted to establish
a Constitutional Assembly, (Constituyente) which would
re-write its Constitution. This most profound process
is an attempt to re-define the Bolivian state. Under the
leadership of the MAS and Evo Morales, the Bolivian
people voted to establish a Constitutional Assembly
that would integrate the mostly Indigenous and African
population of Bolivia to participate in defining the future
of Bolivia. The Constitutional Assembly was established
on August 6, 2006 composed of 21 commissions that
would define the new Bolivian state; everything from the
roles of the Executive, Judicial and Legislative powers,
to Rights, Duties and Responsibilities of citizens, as well
as Cultural, Linguistic, Economic, Territorial Rights, and
Military roles were drafted.
Evo Morales, the first Indigenous President of Bolivia, nationalizes the oil resources for the people
Vice President on December 15th. This new Constitution
will have to be voted on in a national referendum and
Unión del Barrio is confident that it will be approved by
the people of Bolivia and shall demonstrate to the world
the true will of the Bolivian masses.
THE CASE OF MEXICO
This brings us to the current Mexicano reality, north
and south of the imperialist imposed border. South of
this line we are subjected everyday to disinformation
by Televisa, TV Azteca, and the majority of boughtoff newspapers that bombard us with their ultra right
wing line, who lick the boots of the military, police, and
other repressive forces, and praise the militarization of
our communities under the guise of “public safety and
war against organized crime.” The media constantly
promotes the “get tough on crime” philosophy to justify
the Mexican government’s moves to increase its arsenal,
an arsenal used against social movements and political
organizations that challenge the criminal, rich ruling
oligarchy. Mexico recently bought 4 U.S. made Black
Hawk helicopters at a cost of 62 million dollars (see Busca
SSP adquirir 4 Black Hawk, Reforma 12 de noviembre
2007), at a time when poverty and unemployment are at
an all time high.
Much of these military armaments have ended up in the
poorest cities and regions of Mexico including border
cities. In January of 2007 Tijuana, Mexico, saw military
police (Policía Federal Preventiva) begin patrolling
the city with check points on highways leading into

2, 2006). We know that the people El Pais asked about
Evo Morales’ job performance all had Internet access,
and were not the masses of Indigenous people of Bolivia.
We know this is true, because on November 24th, 2007 the Felipe Calderon (FECAL) is inaugurated in the
Constitutional Assembly approved a new Constitution middle of massive protests within the Mexican
that was handed over to the Bolivian Congress and the Congress, yet the media portrays a calm Mexico

and out of the city. The military set up checkpoints as
well and even the local police were disarmed. While
the general public saw this militarization as something
good- since corruption and violence by police officials
were rampant- crime did not decline. On the contrary,
violence, kidnappings, assassinations and other forms of
“organized crime” (associated with the oligarchy and the
ruling class) continued at an all time high. In fact the
Mexican media- specifically reporters- have increasingly
become targets of assassinations and kidnappings,
mainly for exposing the levels of corruption within
the fascist government. In 2006 Mexico was the most
dangerous country for reporters, only second to that
of U.S. occupied Irak (see México, país más peligroso
de AL para informar sobre crimen y corrupción, La
Jornada 3 de enero 2007). And yet, there is no outcry
from the U.S. press on the lack of “freedoms in México”
or classification of México’s government as a cruel
“dictatorship.”
All to the contrary; in 2006 the Mexican and U.S.
bourgeois media distinguished themselves with
dishonesty and showed that they truly are a tool of global
capitalism when they covered up, and tried to legitimize
the electoral fraud –one of the most blatant and massive
frauds in history. This fraud comes following a year of
a slanderous, and negative campaign by now former
Mexican President Vicente Fox, current president Felipe
Calderón (FECAL), and José Maria Aznar (the fascist
ex-president of Spain) against Andrés Manuel López
Obrador, the legitimate winner of the presidential election
and candidate of the Revolutionary Democratic Party
(see Death of Mexican Presidentialism, ¡La Verdad!
July 2006-January 2007). Not only was this massive
fraud covered up with lies, but legitimized by the gringo
masters as George H.W. Bush and California Governor
Arnold Schwarzenegger attended the inauguration of
FECAL as foreign “dignitaries” on December 1, 2006.
More evidence of this web of vicious lies promoted by
the Mexican media can be seen in Oaxaca. As a people’s
movement is viciously and cowardly repressed by police,
soldiers, and armed gangsters, with expensive weaponry
and helicopters (all supplied by the U.S. government),
assassinating students, campesinos, and teachers- and
the media shamelessly attacked the Asamblea Popular
de los Pueblos de Oaxaca (APPO)- a coalition of popular
and community based organizations- for “violating the
rights of third parties to move freely” and the right of

“commerce” being restricted by demonstrations. The
true interests and just aspirations of El Pueblo Mexicano
are not represented anywhere in the so-called media.
The level of repression is unprecedented. The gross
violations of Human Rights have been well documented
by Human Rights groups in Oaxaca. Political
assassinations, political prisoners, home invasions by
the police, disappearances and intimidation are the order
of the day. Yet there is no outrage by the Mexican media,
no mention by the U.S. media of the flagrant genocidetaking place against the struggling impoverished masses
of Mexico by the rich oligarchy.

THE CASE WITHIN THE BELLY OF THE
BEAST
It is the same or worse in the north, in the Occupied
Territories (or what we call Aztlán). If we look at the
Spanish-speaking media, we can understand why our
gente exist in a state of confusion. Huge media chains
like Univision, Telemundo, etc. with their reality shows,
entertainment programs, and the so-called news, flaunt
their right wing, reactionary tendencies for all to see. We
never see anyone among the main characters in shows or
anchors in the news that look like the majority of Raza;
just like in most of Latin America, instead we see white,
blue eyed characters; an image we are bombarded with
every night.
The role of the media, in Latin America and within
the borders of the so-called US, exist to socialize the
masses of our gente to the “American way of life”
and the supposed values it represents. As they launch
campaigns with slogans calling on our people to
integrate into Amerikkka (i.e. Ya es Hora, ¡Ciudadania!)
in an era of unprecedented oppression directed against
our people (i.e. migra/ICE raids, police brutality, less
educational opportunities, workplace discrimination,
etc.). This process tries to steer workers and poor, away
from realizing their class interests and to identify and
sympathize with their oppressors.
The media’s job is to transmit imperialism’s message
to workers who can’t speak English and castrate their
instinct to struggle. This should not surprise us; since
Univision and Telemundo are owned and operated by
the ultra right wing “exiled” Cuban Mafia from Miami
(elitist, white racist) who see our people as a moneybag.
THE CAPITALIST MEDIA DERAILS
PEOPLES RIGHTEOUS STRUGGLE
THE
Anyone who needs a clear example of this can only look
at the ‘immigration reform’ debate where “Hispanic
leaders” (the tamed Democrats) with the support of the
Spanish speaking media, were able to divert the combative
struggle of our gente their rights in our own land and as
workers. During the mass mobilizations of May of 2006,
they were able to take away the beautiful flags from Latin
American countries, culturas and struggle, and replace
them with gringo flags -turning a time of struggle into a
time of begging with sombrero in hand. Our people were
convinced to call themselves “immigrants,” even though
we are the original people of this land. The net result:
people voted for the Democratic party, where they won
majorities in the Senate and Congress of the US, and the
persecution, deportation, and the hunting down of our
gente continues as never before.
Now we have news personalities like Jorge Ramos of
Univision- a right wing prostitute of the Cuban traitors
of Miami- who tells us to accept an immigration reform
that would require many of our people to return to
their “country of origin” and has provisions for an
unprecedented militarization of the border. Ramos tells
us that the solution is to support bloodthirsty puppets in
the regimes like Calderon (México) and Alvaro Uribe
(Colombia). He parrots the U.S. imperialist policies
and demonizes Fidel Castro, Evo Morales, and Hugo
Chávez, because according to him, they are a threat to
democracy and stability for helping the poor.
Another sellout that Bush should give a little doghouse
to is Sergio Sarmiento of TV Azteca. This little rich
boy shows his hatred for Mexicanos and his love for
gringo imperialism every time he opens his mouth.
Besides attacking Socialism and slandering any social
organization struggling for justice, he supports racists
like Samuel Huntington (right wing academic) who calls
Mexicans a “security risk.” According to Sarmiento,
we bring problems upon ourselves in the US, because
we segregate ourselves in barrios and refuse to learn
English. Sarmiento has supported the right of the gringos
to execute Mexicans on death row, supported the right
of the US to protect its “borders,” and shows his open
racism for workers, campesinos, and indigenous people
every time he writes and speaks.
screens between Obama and Hillary, or between whatever
personalities the media attempts to display before the
cameras, is a contest between the ruling classes. There
is one thing that they all have in common; they are all
accountable to the rich capitalist class that oppresses the
majority of people here and around the world.
As the U.S. media likes to talk and fill their news programs
with displays of how this caucus or that primary will
decide what happens on “Super Tuesday,” what defines
our understanding of political struggle within the political
borders of Occupied Amerikkka (U.S.) has nothing to
do with whether or not they support the withdrawal of
troops from Irak in 12 months vs. 12 years, or if they
support 700 miles of border walls that kill our people
vs. 1500 miles; or what race or sex the candidate is; but
rather, who finances them and for what purpose.
We are clear that “bourgeoisie democracy” is a democracy
for the rich and a dictatorship for the poor. One only has
to look at the fraudulent election system that doesn’t
even depend on a popular vote for an outcome (i.e.
2000 presidential election); or the fact that you need
hundreds of millions of dollars to even run for office.
If we look at the latest numbers, Hillary $189,097,053,
Obama $234,745,081, McCain $76,691,826, all others
365+ million (source, opensecret.org, last accessed April
23, 2008); or the fact that entire people are barred from
voting because of immigration status, yet we are taxed
(extorted) by the federal government to pay for our
oppression, persecution, and incarceration.
As a people living within the borders of the United States
we will continue being captives under the laws of our
oppressors, if we don’t re-define for ourselves our place
in this society. We must stop looking towards this twoparty dictatorship for any kind of leadership, no matter
how progressive they pretend to portray themselves. And
begin to look at ourselves in relationship to who we are
as a people; we are a Mexican people, indigenous to this
continent; we are workers and campesinos, we are the
ones that work the land, the ones that produce the wealth
of this economy and make our oppressors rich, while we
live in miserable poverty and oppression.
JOIN AN ORGANIZATION AND STRUGGLE FOR
LIBERATION
This brings us to the central message of this article.
As we move into 2008- an election year for the United
States- we as Raza can not be fooled into supporting
this or that candidate. Neither of the political parties
that exist today- especially not the Democrats nor the
Republicans- can possibly represent the interest of Raza,
or poor people in general.
For all of these reasons, it is important that we build
a National Liberation movement for Raza SelfDetermination and the self-determination of oppressed
people everywhere. To this end, we believe that we must
first, align our struggle with the Continental Bolivarian
Revolution taking place south of the political borders.
Second, we must look at our struggle as the northern
front of a National Liberation movement of the millions
of Mexicans who struggle to overturn our neo-colonial
status with our oppressors (the rich capitalist class).
And finally build a Raza Liberation Press that speaks to
the realities and the struggles of our people. We must
strengthen Pueblo Unido, ¡La Verdad! (Publications of
Unión del Barrio), Guerrilleros de la Pluma and the
Raza Press and Media Association. More than anything,
we must advance political education and consciousness
among the masses of workers to be able to, not only
know how to read and write; but to be able to know what
is written and what is thought by others. We invite all
honest forces to join an organization, break the isolation
imposed on us by the Imperialist media, and struggle for
our Liberation and Socialism!
As Unión del Barrio, we have consistently stated that
the Democrats and Republicans are the same beast with
two heads. The contest that we see happening on the TV
¡Por una Prensa Libre, del Pueblo y Popular!
¡Unidos Venceremos!
In addition we have come to see how the U.S. military
has opened up a front aimed at bombarding our youth
with images of soldiers fighting in Iraq, playing on
our gente’s bravery to make us cannon fodder and kill
innocent people in places where Raza has no business
fighting. We must take the obscene: Yo soy el Army and
turn it into “Yo no soy el army; soy el movimiento; soy la
lucha; soy la huelga; soy la revolución; My war is here
in Aztlán/México Ocupado, fighting for my gente.” Our
youth must defend the dignity of our people, not the oil
fields controlled by Vice President Dick and company.
Raza proudly march with the Mexican flag representing their own identity history and culture; yet some within the media demanded
that the people put away a symbol of unity and resistance to oppression so as not to “offend” white Amerikkka

what Unión del Barrio believes in - the organization
and self-determination of our communities.

Unión del Barrio has organized numerous local
electoral campaigns for city councils and school
boards throughout Southern California. The
candidates we have promoted have either been
members of our organization or close allies, and the
political platforms of these campaigns independent
and progressive. We have made it clear, that the main
objective of our campaigns has been to force issues
forward that neither the Democrats nor Republicans
are willing to address (i.e. workers rights, border
deaths, the North American Free Trade Agreement,
protection of human rights, bilingual education, etc.).
For nearly thirty years Unión del Barrio has struggled
within our communities, thinking beyond the false
008 is a presidential election year in the U.S. It
is a time when the United States government
masquerades capitalist power (greed, corporate
welfare and war) as the ideal “democratic” social
system defined through the exercise known as
voting. It is a process that confuses people to think
that by participating in elections they are, in fact,
doing something to bring about democratic change.
Since our founding in 1981 Unión del Barrio has
upheld the position that the U.S. two party system and
elections in general do not provide an answer to the
problems confronting our communities or the problems
of any other oppressed people. We always agreed
with Rodolfo “Corky” Gonzales’ (founder and
leader of the Crusade for Justice)
when he said, “…
the Democratic
and Republican
Parties are the
two heads of the
same
animal.”
The truth is both
parties
represent
the interests of
capitalism
and
imperialism,
and
both
parties
are
funded and controlled
to carry out capitalist
and imperialist policies
once in government.
Through
laws
and
international agreements
both the Democratic and
Republican parties work
tirelessly to make money
for corporations and their
shareholders rather than
ensure the needs of people.
Asian, and poor people here and around the world?
Did voting end slavery, segregation or win rights
for women? Did voting win us Affirmative Action,
a minimum wage, bilingual education, or access to
colleges and universities? No - history informs us that
it was people’s organized struggles and militant actions
that won the limited rights and pro-working class laws
and programs that have existed in the U.S. in the past.
OUR COMMUNITES ARE UNDER BRUTAL
ATTACK EVERYWHERE AND ON EVERY

The need for understanding the nature of electoral
politics is important because our people are living
under more terrible conditions than ever before. Our
communities are under brutal political and physical

THE PRESIDENTIAL CAMPAIGNS DIVERT OUR
PEOPLE FROM REAL STRUGGLE
Today, through its electoral campaigns, the system
is playing mind games with our community – a
make believe, media driven, multi-million dollar
competition between two fundamentally identical
political parties and three superficially different
presidential candidates. Republican candidate
John McCain, a warmonger who doesn’t hide his
reactionary and imperialist worldview, proposes
continuing U.S. aggression against the Iraqi people,
expanding the war to Iran, and occupying the lands
of Arab people for another 100 years or more.
The Democratic Party has two candidates; a white
woman in the form of Hillary Clinton and a black
man in the personality of Barack Obama. Hillary
Clinton – she is a corporate lawyer who at times
pretends to be progressive, talks of change, and says
she no longer supports the war in Iraq (even though
she voted in favor of war in October of 2002). Barack
Obama is put forth as a grassroots candidate – he
is a lobbyist turned Senator, and has gone to great
lengths to hide the oppression of African people by
condemning his former pastor. Obama makes eloquent
speeches and speaks about rebuilding a unity among
all “Americans.” Obama has yet to explain what this
unity he calls for will bring about… He is in fact
calling for more capitalist and imperialist unity – the
system will never allow him to call for true social,
economic, and political equality (socialism). The fact
is that both Obama and Clinton supported expanding
the “Wall of Death” (the militarily imposed border);
both Obama and Clinton are funded by millionaires
and corporations, and both openly support maintaining
military bases and operations abroad and imperialist
policies of the corporations who profit from war.
How do we know this? All we have to do is look
at the recent shameless thievery that took place
in Washington D.C. on March 16, 2008. The U.S.
government, using tax dollars, bailed out a massive
Wall Street bank with a $30 billion dollar deal,
justifying this as an attempt to rescue capitalism from
its perpetual crisis (see Fed Acts to Rescue Financial
Markets, New York Times, March 17, 2008). Yet, none
of the candidates blocked this criminal act of taking
tax dollars and giving it to the rich banks while poor
people have our homes repossessed (foreclosed) by
these very same banks. On top of this, every month at
least $20 billion dollars is being spent on sustaining
the current U.S. imperialist wars. This in the face
of deep domestic cuts to healthcare, housing and
education. Individually, each of these candidates
(Clinton, McCain and Obama) has political power
enough to block this barefaced looting right now.
Together, the three of them could in fact resist and
even overturn the most terrible of these crises. Yet,
all we see of these self-declared representatives
of “change” are promises to take action “after”
they get elected. These people don’t want change;
they just want their turn at the head of the table…
We reject this presidential electoral process that
is used to divert our people’s attention with false
promises, empty rhetoric and sloganeering (Si, Se
Puede; Tu Voto Es Tu Voz, etc.). We will challenge
the attempt by the ruling political class to manipulate
our sentiments and confuse the growing militancy of
Mexicanos/Latinoamericanos, Africans, and other
oppressed nationalities. We will not limit our political
struggle to voting and we will continue to uphold our
goals and aspirations for true freedom, justice and
democracy by demonstrating the potential for unity
of our people, independent from the Democrats,
Republicans and corporations that finance them.
LIBERALS AND DEMOCRATIC PARTY LAPDOGS ARE SELLING US OUT - AGAIN!
Two years ago, during the anti-HR4437
demonstrations, many self appointed leaders (puppets
of the Democratic Party) came to our community,
demanded that we put away our national flags
(Mexican, Salvadoran, Haitian, Dominican Republic,
Venezuelan, Nicaraguan etc.) and instructed us to
accept whatever the system was willing to toss at us
in terms of a federal immigration bill (i.e. STRIVE
Act, AgJobs, DREAM Act, etc.). Not only did they
require us to reject our national identities, but also
they begged us not to be militant in our demands.
These individuals and organizations argued for
“respectful” means to convince racist legislators that
they had “nothing to fear from us.”
So, rather than demanding the rejection of all state and
federal laws that deny us our human rights (not just an
“amnesty” which frames our existence as illegal and
criminalizes our communities), support for the rights
for all workers, and the dismantling of the border, we
were told by these “leaders” to accept Democratic
party leadership on these questions. Of course it was
required that we overlook the fact that it was the
Democratic party that was promoting the continued
militarization the border, increased funding for ICE
and Border Patrol raids, and the construction of more
prisons. Self-appointed Latino leaders identified only
the right wing of the Republican party as the problem,
and hoped that by isolating them they could “broker”
an immigration deal (in the form of a “guest worker”
program) with George W. Bush, who was identified
as “progressive with regards to immigration”.
With millions of our people in the street, and hundreds
of thousands of Raza youth politically mobilized, we
were told that the best we could hope for was a deal
with George W. Bush, a “guest worker” program,
and perhaps a drivers license. And in the end what
happened? Repressive measures became law, the
raids were increased, and immigration legislation that
benefited workers never materialized. What happened
to those self-proclaimed “practical” leaders that
promised a path to citizenship if we just supported
the Democratic party? For their tremendous lack of
vision and obvious political failure we must give
thanks to people like “El Piolín” and his Democratic
party enablers.
The reality is that a “legalization bill” was never the
intention of the Democrats. The reality is that the
world in which we live in today is one shaped by
the corporate dominated Democratic and Republican
parties alike. Today in a Democratic party controlled
Congress we see our people being hunted down by
racist Border Patrol and ICE/migra raids; arrested
and herded into detention/concentration camps
(often separated from our children) and deported.
We have a Los Angeles Police Department - under
the mayoral leadership of a Latino Democrat violently repressing the people’s clamor for justice
on International Worker’s Day in 2007; we have a
Democratic party led California Legislature that in
January of this year did not block unprecedented
budget cuts in education, while increasing funding for
police and prisons. Access to a quality education and
healthcare are becoming nothing but dreams rather
than basic human rights. We see how across the world
there are reports of genocide taking place directly
related to U.S. foreign policy - in Palestine, Iraq,
Afghanistan, and throughout the African continent.
We are witnessing the destruction of the environment
and our planet by greedy corporations protected by
the U.S. military. Yet the liberals of the Democratic
Party, incapable of self-criticism for their errors and
sellout politics, continue to urge people to have “faith
and hope” in the very same economic and political
system that oppresses the great majority of humanity.
Those that benefit from this system tell us to
vote for one particular party, because the other
is even worse. But those that understand how
capitalism and imperialism work are not to be
fooled with the “lesser of the two evils” approach
to elections. The fact is that both the Democrats
and the Republicans represent the same ruling
class and they are both repressive and imperialistic.
WE MUST BUILD AN ORGANIZATION
THAT GUIDES OUR STRUGGLE FOR SELFDETERMINATION
Unión del Barrio takes the position that Raza
(Mexicanos/Latinoamericanos) and other colonized
people who live within the U.S. political borders
need a social movement that will bring about a
revolutionary (fundamental) change and provide us
with true democratic rights - access to healthcare,
quality and relevant education, affordable housing,
jobs with decent wages, etc. We believe it is the duty
of a revolutionary to strive to constantly expose the
lies and hypocrisy of the current political system. We
must expose the opportunists who attempt to limit
community struggle to “safe and easy” politics of
“tu voto es tu voz” and who discourage people from
building a well organized and disciplined organization/
political party capable of challenging the Democrat/
Republican two party dictatorship.
Unión del Barrio is clear that the only solution is the
building of a political party and the development of
an independent social movement based on dignity,
justice, global solidarity and human rights. Selfdetermination is our primary goal of struggle and
overturning the capitalist/imperialist system is our
objective. Unión del Barrio is committed to building
an organization that can advance our struggle towards
democratic socialism. Our struggle is not defined
by voting for or against a particular candidate, nor
by participation or non-participation in elections.
If a person chooses to vote or not to vote, that is an
individual decision. But true freedom and democracy
will not be won through a vote cast for Hillary or
Obama – true freedom and democracy will be defined
by popular organization and self-determination the ability of workers, the poor, the young, the old,
women, teachers, students, prisoners and every other
sector of our community participating in organized
political struggle, and through this struggle defining
our past, analyzing our present and determining our
future.

For the great majority of our peoplethe poor, the workers- neither the
Democrat nor the Republican parties
represent a viable political change that
will ensure a sustainable future for
the great majority. According to some
studies there are at least 12 million
of us without “documents.” From our
organizational experience and after
analyzing each candidate, whether
Republican or Democrat, neither of
them have the political, economic nor
social interest of the 12 million of us
who are politically excluded.
For this reason the Raza Rights
Coalition launches this campaign that
will expose the lies by those that attempt
to manipulate and fool our people.
The Coalition and its collectives say

manipulation! We shall build our own
future! We will create our own hope for
real change.

la guerra en octubre de 2002). Barack Obama es expuesto
como el candidato del pueblo –él es un “lobbyist” que
se convirtió en Senador, y a tenido que ir muy lejos para
esconder la opresión del pueblo africano condenando al
pastor de su iglesia. Obama hace discursos elocuentes y
habla de reconstruir la unidad entre todos los “Americanos”.

realidad él esta llamando a más unidad entre los capitalistas
y los imperialistas –el sistema nunca lo dejará llamar

¿Como es que sabemos esto? Todo lo que tenemos que hacer
es mirar el vergonzoso robo que ocurrió en Washington
D.C. el 16 de marzo de 2008. El gobierno de los EE. UU.,
usando dineros de los impuestos, le paga la fianza de unos
30 billones de dólares a uno de los bancos de Wall Street,
que estaba por irse a la bancarrota total, justificándolo
con que esta era una tentativa de salvar el capitalismo de
su eterna crisis (ver las Actas Federales para Rescatar el
Mercado Financiero, New York Times, 17 de marzo de
2008). Hasta el momento, ninguno de los candidatos se
a opuesto a usar dineros de los impuestos y dárselo a los
bancos ricos en dinero mientras el pueblo pobre pierde sus
hogares producto de los embargos hipotecarios hechos por
estos mismos bancos. Encima de todo, cada mes al menos
20 billones de dólares se están usando para mantener las
guerras imperialistas de los EE. UU. Esto mientras se reduce
drásticamente los presupuestos del país en los programas
de cuidado de salud, vivienda y educación. Cada uno de
estos candidatos (Clinton, McCain y Obama) tiene el poder
de parar de inmediato este saqueo descarado de inmediato.
Juntos los tres, pueden de echo resistir y hasta derrotar la
más terrible de estas crisis. Hasta el momento, lo único
que vemos de estos autodenominados representantes del
cambio son promesas de ponerse a la acción después de ser
elegidos. Estos señores no quieren el cambio; lo único que
ellos quieren es su turno en la cabecera de la mesa...
Rechazamos este proceso electoral que es usado para
distraer la atención de nuestro pueblo con promesas falsas,
retórica vacía y panfletos (Si Se Puede, Tu Voz Es Tu Voto
etc.). Desafiaremos a la clase política en el poder en su
intento de manipular nuestro sentir y confundir la militancia
en crecimiento de Mexicanos/Latinoamericanos, Africanos,
y otras nacionalidades oprimidas. No limitaremos nuestra
lucha política al voto y continuaremos llevando en alto
nuestras metas y aspiraciones por una verdadera libertad,
justicia y democracia demostrando la potencial unidad
de nuestro pueblo, independiente de los Demócratas,
Republicanos y de las corporaciones que los financian.

PARTIDO DEMOCRATA NOS VENDEN OTRA VEZ!
Dos años atrás, durante las demostraciones anti-HR4437,
mucho de los autodenominados lideres (títeres del partido
Demócrata) vinieron a nuestras comunidades, demandando
que guardáramos nuestras banderas nacionales (mexicana,
salvadoreña, haitianas, dominicanas, venezolanas,
nicaragüense, etc.) y nos instruyen para que aceptemos
lo que el gobierno federal nos diera en términos de leyes
inmigratorias (Ej.: actas “STRIVE”, “AgJobs”, actas
“DREAM”, etc.) No solamente nos instruyen para que
rechacemos nuestra identidad nacional, sino que también
nos ruegan para que no seamos tan “militantes” en nuestras
demandas. Estos individuos y organizaciones esgrimen
como argumento el que teníamos que usar medios
“respetuosos” para convencer a los legisladores racistas
que ellos no tenían nada que “temer de nosotros”.
En vez de rechazar todas las leyes estatales y federales
que niegan nuestros derechos humanos (no solamente
una “amnistía” la cual encasilla nuestra existencia como
ilegales y criminaliza a nuestras comunidades), el apoyo a
los derechos de los trabajadores y el desmantelar la frontera,
estos “lideres” no dicen que aceptemos el liderazgo del
partido Demócrata en estos temas. Naturalmente se
requiere que pasemos por alto el echo de que fue el
partido Demócrata el que promueve el continuar con la
militarización de la frontera, incrementar el presupuesto
para la policía de I.C.E. y las incursiones de la Patrulla
Fronteriza, y la construcción de más prisiones. Los
lideres latinos autodenominados apuntan al ala derecha del
partido Republicano como la piedra angular del problema,
y esperan que aislándolos se puede conseguir un mejor
“trato” en cuanto al tema de inmigración (algo así como un
programa de trabajadores invitados) con George W Bush,
quien fuera identificado como “progresista” en cuanto al
tema migratorio.

resistencia a los ataques racistas
Con millones de nuestro pueblo en las calles, y con cientos
de miles de nuestros jóvenes políticamente movilizados,
nos dijeron que lo mejor que podíamos esperar era el trato
con George W Bush de un “programa de trabajadores
invitados”, y talvez las licencias de conducir. ¿Al final que
pasó? Medidas represivas se hicieron leyes, las incursiones
se incrementaron, y la legislación de inmigración que
beneficiaria a los trabajadores nunca se materializo. ¿Que
paso con esos auto-proclamados lideres “prácticos” que
prometieron una avenida a la ciudadanía si apoyábamos al
partido Demócrata? Por su tremenda miopía y su obvio
fracaso político tenemos que darles las gracias a individuos
como “El Piolin” y sus consejeros del partido Demócrata.
La realidad es que un “proyecto de ley” nunca fue la intención
de los demócratas. La realidad es que vivimos en un mundo
dominado por las corporaciones y, de igual manera, por el
partido Republicano y Demócrata. Hoy en día, y con un
Congreso controlado por el partido Demócrata vemos como
nuestra gente es cazada por una Patrulla Fronteriza y una
policía de I.C.E. racista, arrestada y confinada a campos de
detención/concentración (la mayoría de las veces separados
de nuestros hijos) y deportados. Tenemos al Departamento
de Policía de Los Ángeles –bajo la administración de un
alcalde Latino Demócrata- reprimiendo en forma violenta
el clamor por justicia de nuestro pueblo durante la marcha
del 1ero de mayo de 2007; tenemos una Legislatura
Californiana liderada por el partido Demócrata que en
enero de este año no paró cortes sin precedente en el
presupuesto de educación, mientras aumentaba los fondos
para la policía y las prisiones. El acceso a una educación
y al servicio de salud de calidad se han transformado
en nada más que sueños en vez de derechos humanos
básicos. Vemos como a través del mundo hay reportes
que nos indican los genocidios que se llevan a la práctica
auspiciados por las políticas internacionales del gobierno
de los EE. UU. –en Palestina, Irak, Afganistán, y a través
del continente africano. Somos testigos de la destrucción
del medio ambiente y nuestro planeta por corporaciones
tacañas protegidas por militares estadounidenses. Aun con
esto, los liberales del partido Demócrata, incapaces de una
auto-critica en sus errores políticos, continua pidiendo a los
pueblos “fe y esperanza” en el mismo sistema económico
que oprime a la gran mayoría de la humanidad.
Aquellos que se benefician del sistema nos piden que
votemos por un partido en particular, porque el otro es
peor. Pero aquellos que entendemos como el capitalismo
y el imperialismo trabajo, no nos dejamos engañar con eso
de “el menos diablo de los diablos”. La realidad es que
ambos partidos, tanto Demócratas como Republicanos,
representan los intereses de la clase alta y, ambos, son
igualmente represivos e imperialistas.
TENEMOS QUE CONSTRUIR UNA ORGANIZACIÓN
QUE NOS GUIE EN NUESTRA LUCHA POR LA AUTODETERMINACIÓN
Unión del Barrio a tomado la posición política de que
la Raza (mexicanos/latinoamericanos) y otros pueblos
colonizados y que viven dentro de los limites políticos
de los EE. UU. necesitan un movimiento social que les
permita hacer los cambios revolucionarios (fundamentales)
y que nos provea de derechos democráticos verdaderos
–acceso a los servicios de salud, vivienda alcanzable,
trabajos con salarios decentes, etc. Creemos que es el
deber de un revolucionario exponer constantemente
las mentiras y la hipocresía del sistema político actual.
Tenemos que denunciar a los oportunistas que intentan
limitar las luchas comunitarias a las políticas de lo “seguro
y fácil” o “tu voz es tu voto” y desalientan al pueblo de
construir una organización/partido político disciplinado y
bien organizado capaz de desafiar la dictadura del partido
Demócrata y el partido Republicano.
Unión del Barrio es claro en que la única solución es la de
construir un partido político y desarrollar un movimiento
social independiente basado en la dignidad, la justicia, los
derechos humanos y la solidaridad global. Nuestra primera
meta en la lucha es la auto-determinación, el terminar con el
sistema capitalista/imperialista es nuestro objetivo. Unión
del Barrio esta comprometido a construir una organización
que pueda avanzar nuestras luchas hacia una democracia
socialista. Nuestra lucha no se define votando por tal o
cual candidato, no se define por la participación o no en u
proceso electoral. Si una persona decide votar o no votar,
esa es una decisión individual. La verdadera libertad y
democracia no se ganaran a través de un voto pedido por
Hillary u Obama –la verdadera democracia será definida
por la organización popular y la auto-determinación -que
es la habilidad de los trabajadores, de los pobres, de los
jóvenes, de los ancianos, mujeres, maestros, estudiantes,
presos y todos los otros sectores de nuestra comunidad que
participan en la lucha política en forma organizada, y que a
través de esta lucha definen el pasado, analizan el presente
y determinan el futuro.

políticos y la gran mayoría de los medios de
comunicación, la Coalición Pro Derechos
de la Raza- proyecto de Unión del Barrioemprende una campaña titulada:

¡Solo el Poder del Pueblo Organizado
Vencerá!
Para la gran mayoría de nuestro pueblo
trabajador el circo de los ricos republicanos
y demócratas en realidad no es una
propuesta al cambio, ya que excluye a
la gran mayoría. De acuerdo a diferentes
estudios se habla de más de 12 millones de
Raza sin documentos. Desde la experiencia
organizativa de la Coalición consideramos
que ningún candidato, sea republicano
o demócrata tiene en mente el interés
político económico, o social de los más de
12 millones de excluidos.
Por esta razón la Coalición anuncia el inicio
de una campaña capaz de desenmascarar a
los que mienten y engañan al pueblo. La
Coalición y sus colectivos dicen: ¡Ya basta
de mentiras! ¡Ya basta de engaños! ¡Vamos
a construir nuestro propio futuro! ¡Vamos
creando la esperanza por un verdadero

CIVIL GANG INJUNCTIONS: TOOL OF OPPRESSION AND LOW
INTENSITY WARFARE STRATEGY IN THE BARRIOS
ow intensity warfare is a socio-economicpolitical process of coordinating resources and
containment strategies to neutralize potential rebellious
populations. It is the controlling and management of
dissent. It is an oppressive state response, working to
keep the working class at bay and exploitable, from
fighting for our rights, for equitable distribution of
resources. This process looks different everywhere,
and the strategies and tactics that the ruling elite
enlist to make low intensity warfare successful are
being tested constantly on our communities. The
face of low intensity warfare may look as basic as a
school textbook that erases the historical context of
our political realities. It may be as subtle as the local
police department handing out toys to low-income
families during the Christmas holiday. Other tactics
are more openly repressive.
Another low intensity warfare strategy is deploying
police agencies to store-fronts, or substations as they
are known. The police patrols become engrained in
the community’s mind and we become desensitized
to their presence. The police agents, then, begin
the process of promoting “community policing”
strategies, as mentioned above. A deeper, more
profound level of counter-movimiento and counter
self-determination movement is the application of
containment strategies, such as Civil Gang Injunctions
(CGI’s). The CGI suppression is close to 30 years old
and directly coincides with the launching of the War
on Gangs of the mid-80’s. CGI’s are a civil lawsuit
that places restrictions on labeled gang members,
prohibiting them from an array of activities, including
both criminal and non-violent basic rights such as the
right to association and freedom of movement (see
¡La Verdad! 2004).
Luisa Moreno Human Rights Committee in Oxnard meet to develope a strategy to end the
criminalization of Raza and challenge the Prison Industrial Complex
Rights, a mass project of Union del Barrio in Oxnard,
was the first political collective that exposed the
gang injunction as a tool of oppression. The political
struggle that took place for the next two years from
2004 to 2006 led to a community organizing campaign
to expose and oppose gang injunctions. Since then,
the Committee on Raza Rights has now expanded
into two projects, Somos Raza- youth project and
the Comité de Derechos Humanos Luisa Moreno to
deal with both the attack on youth and on the human
rights of the community.
It has been made crystal clear that the racist legislation
is aimed particularly at the colonized populations,
that is, in the main, Raza and African communities.
The criminalization and incarceration of young,
oppressed working sectors must be kept in check
and disorganized, so the ruling elite employ tactics
and strategies to more effectively reach its goal of
containing and fragmenting any sign of organized
resistance. This is done through laws such as gang
injunctions, and others, such as the lax of legislation
that would make it easier to cage up more people for
longer periods of time. Three strikes, juvenile crime
initiatives, gang enhancements, one strike housing
penalties, and curfews are all part of the elaborate
mechanisms aimed at marginalizing and fragmenting
oppressed communities.
Under the pretext of law and order and public safety,
institutions and organizations such as the police
department are constantly maneuvering to gain control
or major influences of all political and economical
institutions in the community. In Oxnard, for
example, as early at 1994 the local police department
began to mobilize resources, through the Weed and
Seed federal government grant that specifically
identified the most resistant sectors of the city, in
particular, the oldest barrio in Oxnard, La Colonia,
was identified as a target area. Police agents quickly
began to take up positions on local “neighborhood
watch” groups, ally themselves with local restaurants
and expand the police storefront in the dead center
of the barrio. Police agents also began the process of
positioning themselves on the boards of local nonprofit, and social service agencies. Fourteen years
later, the Colonia neighborhood is almost completely
controlled or heavily influenced on all fronts by
the police department, to the point that this year,
the police is running their own candidate, a retired
policeman, for political office of city council.
This is why, when in 2004 the police initiated the
attack of utilizing gang injunctions as a “tool” for
containment, very few elements in the neighborhood
challenged the unjust law. Very few organizations
challenged directly the oppressive and racist nature
of the civil gang injunction. The Committee on Raza
in our community.
Since then, participants in the 2006 state-wide
conferences have continued to work to challenge
gang injunctions and its racist attack on civil liberties
in Mexican and African communities. These efforts
have led to opt-out provisions from gang injunctions
in Los Angeles through the work of the Youth
Justice Coalition, the complete overturning of a
gang injunction in Sacramento through the work of
Free West Sacramento organizers, and the appellate
court opinion to block the Curfew Provision as
unenforceable of a gang injunction in Oxnard through
the work of the Comité Pro-Derechos de la Raza and
the Chiques Community Coalition (CORE).
The grassroots community organizing led to these court
trials and hearings where lawyers from the ACLU in
Northern California and the Public Defenders Office
of Ventura County, along with several pro-bono
lawyers to challenge and bring to light and public
scrutiny the issue of gang injunctions.
Statewide Organizing Participants gathered in
Oxnard, CA on February 2, 2008 with a summit
organized by the Comité de Derechos Humanos
Luisa Moreno, to continue to develop organization,
strategy and campaigns to challenge the Prison
Industrial Complex and the Criminalization of our
Communities. Summit Topics included: Challenging
Gang Injunctions: Grassroots Barrio Organizing
and El Plan de Chiques, The Failure of Suppression
Tactics: Challenging the Prison Industrial Complex,
Moving Toward Real Solutions to Violence in
our Community: Employment and Education vs.
Incarceration. As part of the summit resolutions,
participants agreed on organizing a 3rd Statewide
Conference on Gang Injunctions in the heart of Los
Angeles, Califas in February of 2009.
In April of 2006 in Oxnard and November of 2006
in Sacramento, there were two statewide conferences
organized under the title, Civil Rights and Social
Justice: A Case for Alternatives to Gang Injunctions,
where el Plan de Chiques was formed. El Plan de
Chiques called for community organizing efforts to
counter and expose the brutal suppressive models
being implemented by law enforcement agencies
across the state. These suppression and enforcement
tactics have proven, time and time again that they
have failed our communities. A 2007 report by the
Justice Policy Institute, Gang Wars: The Failure
of Enforcement Tactics and the Need for Effective
Public Safety Strategies (http://www.justicepolicy.

=22), discussed the need for real solutions to violence

Committee on Raza Rights, Somos Raza, and the
Luisa Morena Human Rights Committee is to
continue building a movement for self-determination,
independent of the two-party political system…
with the workers, students, and the gente in the
barrio… Together, with allied forces, through the
politically united front, Frente Contra las Redadas
del Condado de Ventura, organizers are preparing for
a mass march, entitled, Marcha por la Dignidad, on
International Workers’ Day Thursday May 1, 2008 in
the neighborhood of La Colonia, in Oxnard. The goal
of the marcha is to unite workers, students, and allies
to expose the brutal attacks on workers via ICE/Migra
raids, as part of the Low Intensity Warfare program
of oppression being unleashed on our gente.

he spring of 2008 marks the two
year anniversary of the historical and
victorious student walkouts against racist
legislation HR4437 in March of 2006. On
April 12, 2008 the spirit of the struggle and
resistance lived on when militant youth of
Somos Raza, the youth project of Unión del
Barrio, along with MEChA’s from all over San
Diego organized the largest Zapata March in
San Diego history. Over five hundred people
from all sectors of the community gathered to
support the youth and students strong stance
against the militarization of our schools and
communities and the statewide budget cuts
on education.
Every spring for the past five years, the
youth and students of San Diego organize a
Zapata March to celebrate and continue the
struggle for self-determination as expressed
by General Emiliano Zapata during the
Mexican Revolution. The current conditions
in our community are
some of the worst of
our time. ICE/Migra

The streets of the communities of Lincoln
Park, Shelltown, and Logan were filled with
the clamor and chants of the people demanding
justice, dignity and respect as they marched
to historic Chicano Park. The marchers were
greeted by Danza Azteca and an escolta led by
members of Somos Raza, the youth project of
Unión del Barrio. The escolta marched to the
statue of Zapata honoring him with a moment
of silence and the crowd responded with the
V of Victory. The program included the
graduation of over 40 human rights observers
from the communities of Vista, Spring
Valley, City Heights and Barrio Logan led
by the American Friends Service Committee
director Pedro Rios. Eduardo Ochoa a
9th grade teacher at Lincoln High School,
and leading member of ARE, spoke to the
crowd on the importance of organization
and struggle. The program closed with the
revolutionary hip-hop performances of DGO
and Olmeca.

Teacher’s Union in the struggle against the criminal budget cuts on education. We reprint

Teachers, parents and students today stand together and with one voice we reaffirm our
commitment and our passion for education. Today we stand with one voice and together
we defend our classrooms from the criminal budget cuts that have been proposed by
elected officials. With equal passion, we condemn the destruction of classrooms in Iraq
and in Afghanistan perpetuated by the Bush administration.
El día de hoy con una sola voz los maestros y maestras, padres de familia y estudiantes
reafirman su compromiso y su pasión hacia la educación. Hoy nos unimos con una sola
voz y juntos defendemos nuestras aulas de los recortes criminales al presupuesto que
han propuesto los oficiales electos. Con la misma pasión que defendemos a nuestras
aulas, condenamos la destrucción de las aulas en Irak y en Afganistán que perpetúa la
administración de Bush.
For education, if indeed is real, knows no
borders and must promote tolerance and
solidarity among all people. It must be
relevant, particularly to the communities
that are disenfranchised, politically
marginalized and socially discriminated.
Education is the path towards justice,
dignity and peace. Education is not only
our future, it is also, and most importantly
our present.
As the state government prepares to gouge
our present and cut off our future, we call
upon all educators, parents, students to
organize in defense of education.
It is a shameful day, when elected officials
will rather invest in JROTC programs, train
students in use of guns, and install shooting
ranges on places of learning than provide
our students with books, with relevant
curriculums, with a path towards higher
education.
Those in power are preparing our youth for
war as they pink slip their present.
We cannot sit by and have this government
destroy our schools so that they can finance
the destruction of schools abroad. We
will not sacrifice our dignity so that this
government brings terror to millions of
innocent people in Iraq and Afghanistan.

2nd Annual ARE Conference on the Struggle
for Social Justice in Education a Sucess
n Saturday, April 12th, 2008 the
Association of Raza Educators held
its 2nd Annual ARE Conference on the
Struggle for Social Justice in Education
at Lincoln High School. The conference
gathered 500 participants: educators,
students, parents and community members
from all over California and parts of Mexico,
who are concerned with the oppressive
conditions that students, communities and
our society as a whole are facing.
The goals of the conference were: (1)
To create a network of Raza educators
which will be strongly committed to an
education that is multicultural and relevant
to the student’s social and economic needs;
(2) To motivate educators to become
involved in struggles within and outside
the educational institutions; (3) To provide
a solid understanding of what critical
and revolutionary pedagogy is all about,
thereby arming us with the knowledge
and skills to confront the racist-fascist
onslaught currently being waged upon the
Raza communities and other oppressed
people.
The event opened with a cultural presentation
by Toltecas en Aztlán who helped set the
tone of the Conference, reminding attendees
that as Raza we are an Indigenous people
to these lands (Southwest United States).
To open the event, Juan Orozco- the San
Diego ARE Chapter Coordinatorwelcomed the more than 500
attendees. Then Los Angeles ARE
Chapter Coordinator, Jose Lara,
introduced the first keynote of the

El Comité Central de Unión del Barrio lamenta
profundamente la muerte del poeta mayor Raúl R.
Salinas quien falleciera el pasado 13 de febrero.
Tenía 74 años. Pionero de la lucha por los derechos
humanos de nuestros hermanos y hermanas
encarcelados en los calabozos del imperio,
raulrsalinas sufrió en carne propia los embates del
sistema carcelario del imperio estadounidense.
Fue fundador del Comité de Solidaridad con Leonard Peltier, y fue uno de los
principales dirigentes del Movimiento Indígena Americano (AIM por sus siglas
en inglés).
La mayor parte de su vida la dedicó también a la poesía y fue figura excepcional
de la literatura chicana. raulrsalinas, como solía firmar sus obras maestras, supo
conjugar de excepcional manera la causa libertaria con las letras sueltas y rítmicas
que caracterizan a sus poemas y escritos. Fue en pocas palabras un mago de la
literatura y la resistencia.
Radicó en los últimos años en la ciudad de Austin, Texas donde convirtió su hogar
en la liberaría “La Resistencia” espacio político-cultural de gran importancia para
nuestro pueblo.
En muchas ocasiones raulrsalinas contribuyo al esfuerzo de nuestra organización,
de manera muy particular al trabajo que realizamos a favor de las y los presos de
nuestro pueblo.
Unión del Barrio, despide de manera entrañable a un gran hombre, que hizo de
nuestra lucha un gran viaje poético por la mente y por la esperanza, por entre los
barrotes de las celdas y por entre la esperanza de la libertad.
Gracias raulrsalinas, buen viaje hermano que mientras nuestro pueblo tenga
memoria seguirás viajando al lado nuestro hasta alcanzar la victoria.
“From Pine Ridge to Chiapas del barrio de La Loma a la Selva Lacandona”… a
la herida abierta, la frontera… raulrsalinas vive entre las letras y la memoria del
pueblo.

for students, families and communities, not only in the barrios and ghettos of the United
States, but throughout the world.
The opening plenary was followed by two workshop sessions that addressed issues
towards Social Justice in Education. Among the issues addressed were: Organizing for
a Socially Just Education, Criminalization of Youth: Schools & Prisons, Resisting the
Military in Schools, Parent Power and Participation in Education, Democratic Schooling,
Media and Education, and Human Rights Education.
This conference- which was completely free of charge and organized by an all-volunteer
organization- was a most historic event that facilitated a space for dialogue about the
injustices that are taking place within the U.S. educational system.
Before listening to the last two keynote speakers, ARE awarded three, $1,000 dollar
scholarships to undocumented students who have excelled in their studies, but who,
because of their “immigration status,” are ineligible to receive financial aid to go to
college. The scholarships were presented by ARE members, Aremi Lopez, Lola Murillo
and Debby Villegas. Because ARE believes that education is a human right, and is
committed to ensuring the protection of this right, ARE asked participants to contribute
to the Raza Education Fund that seeks to raise 10,000 dollars to help Raza achieve a
College and University education. The participants responded by contributing 3,000
dollars collectively.

que lucha por la libre determinación del pueblo
latinoamericano radicado en los territorios usurpados a
México por el imperialismo norteamericano en 1848,
hoy conocidos como el suroeste de los Estados Unidos,
lamenta profundamente la desaparición física del
camarada Volodia Teitelboim Volosky, quien fallecería
por complicaciones de salud la tarde de ayer. Tenía 91
años.
Ensayista, poeta, biógrafo, intelectual, político; el camarada Volodia Teitelboim
Volosky fue y seguirá siendo ejemplo inquebrantable para que todo intelectual,
si busca trascender, sólo puede estar intrínsecamente ligado a la lucha por la
emancipación proletaria.
Perseguido por los enemigos de la libertad durante la mayor parte de su vida,
sufrió cárcel, persecución, tortura y exilio; sin embargo la brutalidad de los
fascistas no mermó nunca su espíritu revolucionario y su vocación a las letras.
Las palabras son insuficientes para remembrar toda una vida de lucha a favor de
las y los trabajadores de su patria. Pero es necesario recalcar que el camarada
Volodia militó en las Juventudes Comunistas de Chile; fue integrante de la
dirección del partido; sirvió como diputado y senador de su país hasta el golpe
fascista de 1973; fungió como Secretario General de su partido y fue miembro del
Comité Central del mismo hasta el día de su muerte.
Desde el exilio, en Moscú, transmitió el programa radial “Escucha Chile” y desde
esa trinchera de la comunicación combatió a la dictadura militar que quiso ahogar
en sangre al pueblo de Chile.
Hoy el camarada Volodia vive en su pueblo y en América y los sanguinarios
generales se pierden en la cloaca de la historia.
Hermanas y hermanos del Partido Comunista de Chile, sigan siempre sabiendo
que aunque las distancias entre ustedes y nosotros son enormes, nos unen lazos
inquebrantables. Nosotros luchamos a penas para sobrevivir dentro de la bestia, a
penas empezamos a reconstruir nuestra memoria histórica. Sin embargo estamos
convencidos que lenta pero inexorablemente la justicia y la libertad llegarán a
nuestro pueblo.
Sepan que cuando venzamos, la historia tendrá que mencionar el gran aporte que
el pueblo de Chile por medio de su ejemplo y la contribución de sus mejores hijos
e hijas, han ofrecido a nuestra lucha.
Es por eso que en este momento difícil para su partido, desde la herida abierta, la
frontera Estados Unidos-México va un abrazo solidario al Partido Comunista de
Chile y junto con ustedes despedimos de manera entrañable al camarada Volodia
Teitelboim Volosky.

The conference ended with two keynote speakers Kobina Bantushango (Chairperson
of the African International Student Organization, and member of the African Peoples
Socialist Party, from Florida) and Jeff Duncan Andrade (Activist Scholar, Professor at
San Francisco State University) who challenged attendees to join the struggle for a truly
liberating education by joining an organization.
Overall, April 12th proved to be a victory for the youth and students of San Diego but the
struggle for the rights and self-determination of our community does not stop here. As
we saw in 2006, the mega-marches proved to be effective in eliminating racist legislation
of the time but did not ensure the rights of the community to be respected. Shortly after
the excitement of the marches died down, increased militarization of the border continued
and ICE raids hit our communities’ hard resulting in more border deaths, detentions and
deportations.
The closing message to the attendees was to take to the streets of San Diego and march
shoulder to shoulder with students and young people for Justice, Dignity and Raza SelfDetermination. The march, which was organized by Somos Raza (the youth project of
Unión del Barrio) and MEChA’s from throughout San Diego, held this march to honor
Emiliano Zapata and to protest the growing militarization of education, the state budget
cuts to education and the ICE/Migra raids in our communities.
The solution to the constant attacks we face is education and organization. What distinguished
this march from others was that those that marched were no longer anonymous participants,
rather the majority of them belonged to an organized movement for Raza Self-Determination
as we saw the march lined with banners. Only when we are conscious of our realities and are
willing to dedicate ourselves to the struggle will we achieve complete liberation.

purpose and list of demands that unite these
collectives. This work is carried out either under
the leadership of Unión del Barrio or as direct

Los Angeles based Raza Rights Coalition and the
Oxnard based Committee on Raza Rights function as these mass based community groups.

que somos victimas de la represión y la opresión,

Sooner or later, the millions of Mexicanos that
are economically exploited, politically repressed
and oppressed, will choose to defend ourselves,
we will organize ourselves, and we will liberate
ourselves and there will be no law, physical force,
or governmental institution that will be able to hold
back our liberation.
The existence of the Raza Rights Coalition is based
on the basic right of our people to pursue justice,
equality, and a life free of racism, exploitation,
sexism, ignorance, physical and cultural repression,
insecurity, racist laws, and police/migra brutality.

José María Morelos
J
osé María Morelos y Pavón prócer de la lucha anti-colonial contra España
y la Independencia Mexicana 1810-1821; nació en Valladolid (hoy Morelia,
Michoacán ) el 30 de septiembre de 1765. Ingresó al Colegio de San Nicolás
Obispo como pastor en 1790, en Valladolid, donde llegó a conocer el cura Miguel
Hidalgo y juntos desarrollaron los planes con otras fuerzas independentistas para
iniciar la lucha contra el colonialismo español.
Durante la lucha por la Independencia iniciada el 1810, Morelos se unió,
y en varias ocasiones lideró, los rebeldes en batalla en el sur de México. En
sus primeros nueve meses de campaña aniquiló a varios pelotones del ejército
español en lo que hoy es el estado de Guerrero. En una segunda etapa Morelos
creo tres cuerpos insurgentes (guerrillas) para tomar posiciones importantes,
como Cuautla, para asegurar el triunfo de la insurrección contra la corana
española. Para mayo de 1813 Morelos logró la liberación de las ciudades de
Citlala, Tehuacán, Orizaba, Oaxaca y Acapulco.
En septiembre de 1813 Morelos con las fuerzas insurgentes, convocó el
Congreso Nacional Constituyente en Chilpancingo, Guerrero. En este Congreso
Nacional se declaró la independencia de los territorios liberados y la creación
de poderes de un México Independiente del reino Español, confiscando las
propiedades de los españoles para posteriormente repartirlas a los mexicanos.
En este Congreso se Morelos da a conocer los “Sentimiento de la Nación” que
proclama entre otras cosas, ¡Que la América es libre e independiente de España
y de toda otra Nación, Gobierno o Monarquía, y que así se sancione, dando al
mundo las razones…que la Patria no será del todo libre y nuestra, mientras no
se reforme el Gobierno, abatiendo el tiránico, sustituyendo el liberal y echando
fuera de nuestro suelo al enemigo Español, que tanto se ha declarado contra esta
Nación…que la esclavitud se proscriba para siempre, y lo mismo la distinción
de Castas, quedando todos iguales…!
