BOARD OF DIRECTORS MEETING MINUTES - January 19, 2015
The monthly meeting of the Board of Directors of Highland Lakes Condominium Association was held on the third
Monday of the month, in accordance with the By-Laws of the Association. President Kathy Baldwin called the
January 19, 2015, regular meeting of the Board of Directors to order at 7:32 p.m.
Attendance
The following Directors were present: Kathy Baldwin, Michelle Todorov, Tom Byrne, Sandy Nolan, Guy Balok,
Kathleen Connor, and Judy Nakdimen. Also present was Joe Poma, Property Manager and Ken Wiewiora, Maintenance
Superintendent. Approximately 5 Co-Owners were also present.
Approval of Minutes:
Nakdimen, to approve and file the Minutes of the
November 17, 2014 regular meeting of the Board of
Directors. All in favor. Motion passed.

to try and get it under control and write it in for the
balance of the year.
For the first 6 months we are running a little over $5,000
favorable to budget.
There were no questions for the Board.
Herald Committee Report: (verbal)
Christmas decorations.
The date for re-shelving the books has been postponed.
Tom Byrne and Kathleen have volunteered to help reshelving.
The youth committee’s gingerbread house display was a
nice addition to the clubhouse.
They continue dialogue on the hanging of the memory
plaque. They are discussing names and are going to
repeat in the Herald an article that is explaining that
this isn’t just the clubhouse committee people that will
be remembered, it will be all inclusive to all of Highland
Lakes.
The committee would like to promote the facilities to rent in
the Herald. Each month Judy hopes to feature something
extra special and Sandy Nolan has agreed to write these.
They closed the meeting with a strong reminder: let us all
be responsible as possible to other committee needs and
requests and work together.
Next meeting will be February 2, 2015.
Board Action: The Board did not vote on accepting the
report, but there were no comments or questions.
Tom reviewed “year-to-dates” through the month of
December that amounts for one-quarter of the year.
Balance of $73,000 in accounts recievable that is the
lowest it’s been in 6 years.
We are running favorable on salaries in both administrative
and maintenance, primarly due to some openings and
replacements.
Vehicle equipment, fuel and maintenance expense is
bringing a lot of concern. Annual budget is $27,000
in the first quarter and $21,000 of it is already spent.
Tom is very concerned that it seems to be out of control
and has requested that management give us some ways

In the December 8th meeting, Kathleen Conner, Sandy
Nolan, and Marty Tingstad were in attendance.
They introduced a new column called “What’s the Buzz?”
The idea of the column is to include news from all the
courts and encourage readers to contribute. The column
will include announcements of events like births,
weddings, funerals, graduations, etc...

Clubhouse Committee Report: (verbal)
Judy O’Connor reported to the Board.
They discussed Christmas decor and were given rave
reviews. In the seasons to come, they will be more
considerate in coinciding with the rental calendar. There
were rentals taking place the Sunday after they took down
the decorations and the party was very unappreciative of
the boxes in the hallway waiting to be put away.
They thanked everyone for dismantling the clubhouse

10, and 11.

Balok, to accept the Engineering Committee report. All
in favor. Motion passed.
Co-Owner Forum
Resident - A co-owner wanted to adopt a Pit-Bull mix from
the Humane Society who was seized due to neglect. The
dog is certified child safe but has been recommended to
not be around small children due to his size. The dog
needs training.
Tom Byrne did not want to vote in favor of making
an exception in this case because it would open the
Association up to accepting anybody else who would like
a Pit-Bull that perhaps wasn’t as well trained or as well
cared for as the dog that the resident is suggesting. PitBulls and Rottweilers are not allowed by the association
and it is suggested that Dobermans should be included.
Tom clarified that it has nothing to do with the resident,
the dog, or this specific situation.

1. Pond, Hayes and Windsor Courts reported experiencing short moments of power outages during the
past month.
2. Andrea Valle volunteered to be Court Captain for Seabrook Court. Thank you Andrea. Dorothy Gay
Court is still without a Court Captain.
3. Diane reminded the committee there was a time in the past when an “Appreciation Party” was
coordinated on a yearly basis near the end of the Summer season to recognize the efforts of the Court
Captains. It was recommended that the custom should be resumed. Overall approval by all in attendance.
4. Joe mentioned that at one time there was a time when “Recognition Certificates were given to volunteers
within the community, that could also be resumed.
5. It was suggested that a Call-Out List should be considered for evacuation purposes in the event of a true
emergency.
6. In response to the question of new co-owners not knowing HLCA’s by-laws and rules, Joe reported that
these documents are supposed to be handed down by the selling owners to the buyers. If not so, our ByLaws and Master Deed documents are all on the website and can be downloaded by residents at no cost.
Printed copies can be supplied for a $25.00 charge. Question is, do new owners even know these
documents exist to ask about them?

1. The financial report was reviewed October 31, 2014. Operating cash declined significantly, but was offset by
the increase in Funded Reserves and a decrease in Accounts Payable.
2. Gutter and leaves cleaning is again scheduled through an outside contractor.
3. Joe answered all our questions concerning the financial statement and advised there is nothing unusual at this
time.
4. There was no meeting scheduled for December 2014 and we hope for an increase in new members.

MAINTENANCE REPORT
TO: Board of Directors, Property Manager, Co-Owners

RE: Maintenance Report
DATE: January 19, 2015
Please review the proper disposal procedures of trash, compost, building materials, and paints, located on all of the
trash corrals on the property.
Waste Management – our trash hauler – WILL NOT PICK UP IMPROPERLY BAGGED COMPOST OR TRASH,
AND IMPROPERLY PLACED BUILDING MATERIALS.
Let’s all step-up to keep our community clean, and please report trash violators to the clubhouse.
1. Unit / Building Repair: Over the past two months we have been very fortunate during our extreme cold spell
dished out by Mother Nature. As of today, we have had only one minor pipe freeze and burst, causing no damage.
Reminder to all Co-Owners, if you sustain water damage due to flooding within your unit, you must notify and keep
the clubhouse informed of the loss and contact your insurance company promptly. Prompt remediation and cleanup will always reduce the total cost of the loss. Before allowing any cleanup / restoration company into the unit, you
must first get approval from the Clubhouse Management. Many insurance companies will try to “push a contractor”,
remember the contractor selection lays fully with Highland Lakes Condos, as well with the Co-Owner of the unit
where the loss occurred.
2. Snow: Cold, Cold and more Cold. Mother nature is playing with us again. Last year to date we had 37” of
snow fall. This year we have plowed 4 snow events totaling 8”. With the cold temperatures during and following a
snow event, roads and sidewalks may become slippery. As they freeze, please be patient and careful until salt is fully
applied and is melting.
Reminders to all co-owners: please assist our cleanup crew by having obstructions removed from the sidewalks.
This includes dog leashes, paver bricks, mail, telephone books, front door mats, low voltage or solar lighting, ect.
All these items can cause damage to our equipment, which reduces our level of service due to down time making
repairs. Additionally, all of these items can cause harm to bystanders, as well as cars and glass. Spread the word,
anyone
3. Ice & Salt: In the winter months please be on the lookout for ice, treat all concrete that it may be slippery. The
ice melt salt does take time to set in and work. Typically we see the results from the ice melt salt to effectively work
between 4 to 8 hours after application with a 20 degree outdoor temperature. Located at the clubhouse is salt for
co-owner use. Please stock up and use on your front porch or walk way where needed, especially on the weekends.
Over the past few weeks we have had temperatures well below zero. With these cold temperatures the road salt just
will not work for us, as well as the sidewalk salt is slow to react.

MANAGEMENT REPORT

Snow removal this season has gone relatively smooth, but we are still getting a handful of complaints about
cars parked in guest parking spaces during snow events. A few of our courtyards have only one area where we can
push snow, and it’s fairly obvious considering where the snow piles are. Problem areas, where cars have been parked
in the way of plow trucks include the southern part of Eddington, the southwest corner of Dearborn, the northeast
corner of Farragut, the northeast corner of Queen Anne, the center and east end of Longwood, and the southwest
corner of Leidel. Over the years, we have grappled with new ways to let the residents know when to move their
cars and at one time, even sounded a siren in a courtyard to let everyone know. In recent years, we have requested
help from Court Captains and also made calls from the front desk, but nothing replaces the cooperation from the
residents when we start to clear. For those that park their vehicles in the clubhouse lot, remember that no vehicle
should remain in the middle portion of the lot and must be parked along the back fence. The back fence area of the
clubhouse lot is the only true “long term” parking area. Plow trucks and garbage trucks need to navigate through
the middle of the lot on a weekly basis, so cars cannot stay longer than 24 hours and must be moved during snow
events. During the first major plow and salting operations in January, we had about 20 cars throughout the property
that were left in parking spaces and most likely had not moved in weeks. Twenty cars remaining is not a high number, and yet, if the plow blade cannot fit in between parked cars, than we have to rely on the tractor or a snow blower
and this is done last in progression, so the residents that promptly move their cars are cheated by those that do not.
We had a couple of Court Captains call the front desk and let us know that their specific lot was mostly empty and
this made it easy for us to clear everything at once and cars could be moved back within 30 minutes and stay there.
We also made calls from the front desk to certain courtyards, but it is difficult to get cars moved while everyone is
at work. Your continued cooperation will ensure a quick snow removal process and in the near future, we will be
discussing ways to notify the residents that it is time to move the cars.

As of this date, we have had two vehicles broken into on the property; one on Bryn Mawr Court and the other
on Anchor Court. In both cases, the vehicles were minivans and in both cases, the radio or center console GPS
system was taken. The thief is apparently using a wedge device that tow companies use to gain access to the vans,
but also will break the door latch. Any suspicious activity should be reported to the Northville Township Police
Department at (248) 349-9400, along with any information that you have on these events. It is best not to call the
clubhouse first; call us second. We will get the word out through the appropriate report in the Herald. Make sure
that you are locking your vehicles at all times and using your porch and patio lights as much as possible.

I have said this several times before, but our residents continue to receive solicitations for underground
plumbing insurance. The solicitations are generally coming from a company called “Homeserve”. They are offering
to cover any underground pipe breaks outside of your condominium for a small monthly fee. Do not buy it. Although you would be responsible for underground pipe breaks outside of your home if it were a house in a subdivision, you are not responsible for it here. One of the many perks of condominium living is that these pipes are common element and the association would handle it. I understand that the junk mail is still annoying, and the thought
of an uninformed person handing their money away bothers me even more, so the next time you receive a letter
from Homeserve, call (855) 321-9871 and ask to be removed from their mailing list. You may also inform them that
you live in a condominium and do not need it.
4.
My history project is moving along slowly. I currently have select issues of the Herald from 1973 and all
of 1974 available to e-mail to any resident that wishes to read them. I am working on getting them placed into a
dedicated sub-directory of the Highland Lakes website as well. The archived issues will eventually be located on the
“resources” page of the website under “Herald Archives”, or maybe on the “History” page under the same heading.
If any resident would like an issue e-mailed to them, feel free to call the clubhouse office and any staff member can
assist you. We will need your e-mail address, along with the month and year of the issue you are requesting.

We have had some staff changes in the office over the last few months. Julie Dykstra, our former front desk
assistant, is now the Administrative Assistant that creates our Herald newsletter. We have hired Cathy Loy to replace
her at the front desk and assist Guin Eatmon.

MANAGEMENT REPORT

Details on the fishing seminar hosted by one of our residents will be coming in the month of March. The
class will include a binder with a wealth of information based on both experience and scientific approach that is
adapted to our lakes specifically. While listening to some of the information that was presented to me, I was surprised at how much is overlooked by anglers and the logic that goes into it. The resident hosting this seminar has
written numerous articles for professional fishing publications and has taught classes over the years to those that are
serious about fishing. Signs will be posted on the property and information will follow in the Herald newsletter. If
you are interested in our lakes and the surrounding habitat, you may want to join the Lakes Ecology Committee and
become involved in its preservation.

SILVER SPRINGS ELEMENTARY TRAFFIC ISSUES
A rising tide of resident concern over the traffic jams along Silver Spring Drive at the time of school dismissal,
prompted a meeting between the Property Manager (Joe Poma), Board Vice-President (Michelle Todorov),
Silver Springs Principal (Melissa Hunt), and School Safety Detective / Liaison (Northville Twp. Officer Caroline Czelada).
Residents have two complaints. The first and largest complaint is that when school lets out for the day, a line
of cars forms in a north-south direction at both sides of the school entrance. Cars that are driving down Silver Spring can usually make it through the “hallway” in the middle and continue down the road, but this only
works if all cars in the line are as close as possible to the curb. Several ways to deal with the situation were
discussed, including the following:
•

with the line along the road.

Permittingcarstolineupinasoutherlydirectiononly.
•
HavingaNorthvilleTownshipPoliceofficermonitor/directtraffic.

None of the above proved to be feasible as a solution:
•
Theschoolenrollmentexceeds400,andtherearenotenoughspacesinthelotforadifferentplan.
•
HavingcarslineupinonedirectiononlywouldrequireparentstocirclearoundNorthvilleandapproach the school from 8 Mile Road.
•
Policeresourcesarenotavailablefordailymonitoringofthesmoothflowoftrafficinthisarea.
•

As an initial matter, the representatives of Highland Lakes were provided with the following statement: “the
pick-up policy exists for the safety of the children”. The plan arose from discussions of the School Safety
Committee in 2012, and although residents have asked why the “old plan” was changed in favor of this new
one, the response was that there was never an old plan; a plan did not exist and was needed. Children were
running out in between cars and several were almost hit. The school therefore implemented a “staff only”
parking lot and a carpool line that was in continuous movement around the front entrance to facilitate the
safe pick-up of children. The school has noted that the time from dismissal to pick-up has been reduced to 8
minutes. This follows added signage, the appointing of five Safety Patrol students, a crossing guard, and parking lot paint striping. Parents must arrive no earlier than 3:45 pm for pick-up, and no earlier than 8:30am for
drop-off, and some of the problem occurs when they do not follow these rules, although the school apparently
has a handle on it. It was also noted by the police that emergency vehicles would not have trouble getting past
the line, as all vehicles would move when the sirens were deployed.
The second complaint from some of our residents has to do with the use of our courtyard lots along Lake Success Drive as a pick-up point to circumvent the traffic line (most notably the use of Itham Court). The Township police and Principal were made aware of this problem and they said that it would be monitored.
The meeting was very productive in that it gave us insight as to why the pick-up of school children is structured that way, and most residents agree that some degree of understanding is in order, even if it means a
slight delay or inconvenience during this brief period of the day. The safety of schoolchildren far outweighs
the necessity of having to navigate around the line or use Crystal Lake Drive to go around it.

HIGHLAND LAKES PET POLICIES
Residents continue to ask the Association for clarification on our pet policies. The pet policy is listed
in its entirety in Article 6, Section 5 of the Association Bylaws (starting on page 55 of the Purchaser’s
Information Booklet or page 18 in the recorded document). This specific section can be e-mailed to any
resident wishing to review the policy, but for the purpose of answering some common questions, we are
listing highlights below. Any questions can be directed to the Clubhouse Office or Property Manager.

A maximum of two (2) household pets of appropriate size and demeanor shall be kept upon the
premises. Any variations require the written approval of the Board of Directors. Any approval is
revocable by the Board if the section is not adhered to.
Pets must be registered with the front desk (Association), which includes a description of the pet,
the name and contact information for the owner. There is currently no registration fee.
Animals may not be bred for commercial purposes.
Animals kept on the premises shall have such care and restraint so as not to be obnoxious on
account of noise, odor or unsanitary conditions.
Animals may not run loose on the premises and must be leashed at all times.
Each co-owner shall be responsible for the immediate collection and clean-up of all fecal matter
deposited by the pet which is maintained by the co-owner.
No savage or dangerous animal of any kind is permitted upon the premises, and any co-owner
that does so in violation of this section shall indemnify and hold the Association harmless for all
damages, costs and fees related to the disposition of the animal and its presence on the premises,
whether permitted or not.
No animal which creates noise and can be heard on a frequent or continuing basis shall be kept
upon the premises.
Following written complaints to the Board of Directors of any animal that is present in violation
of this section, and after an opportunity for a hearing before the Board, a co-owner may, at the discretion of the Board, be required to remove the animal from the premises.
All animals kept in accordance with this section shall be licensed by the municipal agency having
jurisdiction.
The term “animal” or “pet” shall not include fish, rabbits and similar, small, consistently caged
indoor pets. Any farm animals or exotic pets or animals are strictly prohibited.
The Association may pursue additional remedies, cause any animal in violation of the section to
be removed, or assess fines in accordance with this section or the Bylaws of the Association.
Summary: If it is the type of animal that is permitted…register it, keep it on a leash, pick up after it,
keep it quiet.

It’s that time of year when we’re all looking for some comfort food or maybe we just want to
cook something new. Joy Gaskin’s version of an old Italian favorite couldn’t be easier because
it calls for purchased pasta sauce (my favorite is Paul Newman’s). I can attest to how simple my
cheesecake recipe is. Both recipes will garner praise and requests for a copy.
CHOCOLATE RASPBERRY CHEESECAKE
1 ready crust chocolate pie crust
6 oz cream cheese, softened
1 can Eagle Brand sweet condensed milk
1 egg
1 tsp vanilla
1 cup frozen raspberries—thaw and drain
2 sq. semi-sweet baking chocolate
¼ cup whipping cream
Preheat oven to 350. Beat cream cheese until fluffy. Gradually beat in condensed milk until smooth. Add egg,
juice, vanilla and mix thoroughly. Arrange raspberries on crust. Slowly pour cheese mixture over berries.
Bake 30-36 minutes until center is almost set. Cool. In small pan, over low heat, melt chocolate with whipping
cream. Cook and stir until thick and smooth. Top cheesecake with glaze. Refrigerate.
CHICKEN CACCIATORE
1 lb skinless, boneless chicken breast,
Cut into bite-sized pieces
1 tsp. dried oregano
1 tsp crushed red pepper
Cooking spray
2 cups sliced cremini mushrooms
¾ cup chopped bell pepper
1 ½ cups tomato-basil pasta sauce
¼ cup dry red wine
¼ tsp salt
14 tsp black pepper
½ cup (about 2 oz) shaved ParmigianoReggiano cheese
2 tbsp. thinly sliced fresh basil
Heat a large non-stick skilled over medium-high heat. Sprinkle chicken evenly with oregano, dried basil, and
red pepper. Coat pan with cooking spray. Add chicken to pan and sauté 2 minutes or until lightly browned,
stirred frequently. Add mushrooms and bell pepper; sauté for 5 minutes more. Stir in pasta sauce and wine and
bring to a simmer. Cover, reduce heat and simmer 10 minutes more. Stir in salt and pepper. Sprinkle with
cheese and fresh basil.

A report from Richards Court: New folks have moved in over the holidays...Robert and Regina Janukaitis and Mike Baynes. Mike is the son of Art and Barbara Baynes of
Leidel Court.
Former resident John Kilbinger was up from Florida to visit Nancy Terwin. He
returned to the sunshine quickly; right after Jay and Kathy Kempf hosted a New year’s Eve
gathering. Nancy Terwin is a Higland Lakes original pioneer; having moved in shortly
before pioneers like Tom & Sandy Nolan. We would like to hear from other pioneers. Last
year Gene Fogel gave us an entertaining report on life in Highland Lakes in the 1970’s
Jim Delaney is working with the Lakes Ecology Committee on a report about our
lakes. Jim is an accomplished fly-fisherman. Watch the Herald for the time and date of his
presentation.

The Snow Removal Policy includes free ice-melter which is available at the Clubhouse. Residents have the
responsibility to obtain the ice-melter to use in their area when there is snow and/or ice buildup, until the
Maintenance Staff reaches the area for snow removal. Please bring a small, sturdy container (paper bags are not
sturdy enough) to the Clubhouse to get your ice-melter. It is available in the bins sitting outside the Clubhouse
front and back doors as well as in the tool storage room when the Clubhouse is open.
