t does not seem possible that we are approaching October already, the year has gone by very
quickly. We have a great deal to feel upbeat and positive about. Community finances are already
sound but are still improving. Though we still have several foreclosures to work through, we are nearing conclusion on one or two. Several homeowners who have been having financial difficulty appear
to be improving. Dues payments are coming in well and past due amounts are also being paid.

We can also be very positive about the recent common area landscape changes. The committee
has done well with several median upgrades with more to come. In addition, we continue to have a
positive working
relationship with
the golf course on
landscape areas of
mutual concern.

There is much
more to do but
results to date are
excellent.
In the last newsletter there was a reminder for all of us to obey the stop signs in the community, especially since
school was starting. It is clear that most of our drivers are careful as they approach the more dangerous intersections. We really appreciate your cooperation in this. You should note that we will be
installing one additional traffic bump along Sky Valley Way to improve safety along that street.

This fall we will be doing touch up crack sealing throughout the community. We have a number of
cracks that need to be done again and others that were not completely filled during the last cycle
due to the presence of ice in the street. On a positive note we are advised that it will not be necessary to seal coat or micro-surface the streets for several years as long as we take care of the
cracks regularly.

Perhaps you have noticed the number of houses that have sold very quickly in the past few
months. It appears that real estate values and sales are beginning to return to normal with willing
buyers interested in our community. That may be, in part, a testament to all the care our residents
take with their properties aided by the care taken with the common areas. We have a lovely community and our joint efforts pay off.

his issue of Tanoan Community East Newsletter is full of useful information and good news. We have an upcoming holiday, Halloween,
and you will find helpful tips and information necessary if you plan on having guests. We have a budget report, which shows how well
things are going for the community financially. There are, unfortunately, a few articles focused on proper pet care and restraint.

In Management Corner Austin McFall highlights the importance of maintaining friendly relationships with your neighbors and how helpful that relationship can be in settling small issues, such as barking dogs. He also discusses why some of your gate remotes or cards
may have suddenly stopped working recently and how you can resolve that problem quickly and easily.
In the Community Patrol and Compliance Report Austin McFall again brings you important information regarding Halloween policies
and procedure. This includes how to make sure your Halloween guests can enter the community, tips for keeping children safe during
trick-or-treating, and a reminder that residents are responsible for the actions of their children, teenagers, and guests. Let’s make sure
vandalism stays at a minimum this Halloween! You will also find a list of the situations that the HOAMCO Compliance Coordinator
responded to in July and August.
You will also find an article dedicated solely to reminding pet owners that their pets must always be on a leash or secure behind a fence
or gate. It is unfortunate that we have continued to have incidences of pets attacking other pets. Please see this article for information on
costs associated with not properly restraining your pet and also tips on how to make sure these incidences do not continue to occur.
In the Treasurer’s Report Don Mullen shows the operating results for January through August of 2014. We are under budget! See what
this means for your TCE dues in this article.
In the Property Maintenance article Richard Tebay talks about how well most homeowners in the community have been maintaining
their properties. He also gives reminders about important things that need to be done before winter to ensure that the beautiful aesthetics of the community are kept up for everyone’s yards and landscapes.
In the Tanoan President’s Report Jim Kirkpatrick tells about some positive things that have been happening with finances, landscaping,
and road repair. He also discusses some important reminders about obeying traffic rules in the community and some upcoming
changes to roads and traffic bumps.

Is Your Neighbor’s Barking Dog Disturbing You?
Let Them Know!
We are contacted from time to time by residents who are being disturbed by a neighbor’s barking dog. We can send a letter to these
homeowners about the problem, but the primary way the Association handles problems with animals is through the City of Albuquerque
Animal Control Office. Residents should call Animal Control at 768-1975 to file a report about barking dogs, or complete a form online
at http://www.cabq.gov/pets/programs-services/animal-noise-complaint/ .
Of course, the very best way to address this issue is neighbor to neighbor. Perhaps they aren’t even aware that their dog is disturbing
you. The first step should be to contact your neighbor directly to let them know their dog is disturbing you. We find that this type of
face-to-face communication is the most effective – for barking dogs or any problem you may have with another resident. Sometimes a
violation letter from the Association only makes the person angry, whereas a friendly conversation with a neighbor can yield positive
results. I would hope that you have the type of relationship with your neighbors that you can talk to them honestly about problems. If
not, you need to meet the people that live around you and establish a good relationship.

Always try to keep the lines of communication open with your neighbors. It will benefit the entire community if we can talk openly with
each other and work together to solve problems.
Are You Having Trouble With Your Gate Device?
We have been working to make sure the data in the Association’s gate system is accurate and up to date. There were some devices
listed with no name or telephone number, and many were listed under previous homeowners’ names that had moved long ago. We do
not want gate remotes to be out there in the hands of unauthorized users. This is not good for the safety of the community. So we
have been gradually deactivating these unknown devices. If your devices (remotes or cards) suddenly stopped working, give us a call
and see if perhaps they were registered under a previous owner’s name, in which case they were deleted. If you have a device that
was formerly in someone else’s name, we can transfer it to your account and reactivate it. Call the management office at 338-0000 or

Property Maintenance
Among the Tanoan Community East (TCE) Planning Committee's
responsibilities, is the regulation of the external design, appearance, location, and maintenance of the properties within Tanoan
Community East. The vast majority of you are doing a marvelous
job with the upkeep, maintenance, and improvements to your
homes. I have received many comments from residents who are
generally quite pleased with the manner in which the beauty of
our neighborhood has been sustained over time. With a few obvious exceptions, those primarily being homes in foreclosure status,
you have seen many excellent examples of upgrades and modifications to our residences, as well as significant landscaping modifications that have been reviewed and approved by the Planning
Committee.
We are a mature community, and as such, our challenges will
continue to evolve. I would encourage all of you to continue to assume your own personal responsibility for the maintenance of your
individual properties. There are a few things each of us needs do to in the weeks and months ahead as fall descends upon us. We will
soon be entering the dormant period for most of our lawns, shrubs, mass plantings, and trees.
1. Remove dead vegetation. This includes dead trees. The landscape guidelines established by TCE require removal of dead
vegetation within 30 days. The Homeowners Association Management Company and our community patrols will be monitoring
locations where dead vegetation needs to be removed.
2. Within the next 2 months, most plantings will enter their dormant period as winter approaches. Grass, mass plantings, and
shrubs need to be mowed, trimmed, and cut as necessary to maintain a neat and attractive appearance over the extended
November-March period.
3. Weeds/grass in the sidewalks adjacent to your lot lines should be removed.
4. Late fall is an excellent time to trim/prune trees and shrubs.
5. Now is the time for fertilization of lawns with a slow release fertilizer to prepare the grass for the spring revival.

Halloween Reminders
With Halloween just a few short weeks away, Community Patrol reminds you of several precautions that will make it a safe and fun time
for everyone. The Community Patrol staff will be conducting extra patrols on Halloween to keep everyone as safe as possible.
Residents are asked to help us with the following things to make the night go
smoothly:
1. If you will be having a party, or expect a large number of guests, please provide a list of names to the gatehouse. Tanoan East does not allow visitors in
just to trick-or-treat. All visitors must be invited guests of residents.
Remember that you are responsible for the actions of your guests while they
are in the community.
2. Before you go to bed, please bring in your Jack-o-lanterns and any decorations that might be a temptation to vandals. Unfortunately, we have numerous
pumpkins smashed on our roadways every Halloween. If your pumpkin is
smashed on the sidewalk, street, or in your yard, please clean it up as quickly
as possible.
3. Make sure that your children are wearing reflective clothing so they can be
seen easily by vehicles. Always accompany your children as they trick-ortreat. Go only to houses that have their porch light on. Be extremely cautious
as you drive through the community on Halloween night.
4. For parents of teenagers, know where your children are that night, whom
they are with, and what they are doing. The police will be contacted immediately to deal with any vandalism or unruly activity. We have a policy of zero tolerance with vandalism of any kind. Please be responsible parents and supervise your children.
5. Report any criminal or unusual activity you observe to the police at the non-emergency number 242-2677, or Community Patrol at
294-9066.
With everyone’s help and awareness, we can have a safe and fun Halloween without the vandalism and destruction that often mars this
season. Happy Halloween!

TCE’s August Year-to-Date Operating Results are summarized below. We are continuing to operate well within the
2014 Budget. We anticipate transferring most of the Net Operating Income to the Capital Reserve Fund in December. I have added
an additional column that shows the percent of calendar year covered (in this case 8/12 of 2014 or 67%) and the percent of expenditures per category for the same covered time period. In all six categories we are under our projected budget at the 67% period. This
level of expenditures will enable TCE dues to remain at the current level for 2015.

Academy Hills Park re-opens
with new jogging path,
benches, landscaping and
irrigation system.
Councilor Jones is pleased to announce that Academy Hills Park is officially open!
A Valuable Asset
"I am so proud of the improvements the Parks Department made to the Academy Hills Park. They have made an already valuable
asset invaluable to our community" said Councilor Jones. "I hope everyone can join us at the Grand Reopening and Art Dedication on
Saturday September 27 at 11:00am."
Improvements Include:
n A new public art piece called "Desert Primrose" by Karen Yank.
n A new 6-foot wide asphalt walking/jogging path around the perimeter of the park
n a shorter, natural surface path will parallel it at the upper end of the park.
n 2 additional picnic tables with benches & 11 additional benches.
n 5 of these benches are ‘Tribute Benches’ that have been sponsored by the public and the neighborhood.
n 27 new trash cans & 6 new ‘mutt mitt’ dispensers.
n New plantings that include 69 new trees and 213 shrubs.
Preventing Water Waste
Adjustments, upgrades, repairs and additions to the irrigation system were done to both help prevent water waste and allow us to irrigate properly when and where water is needed. We will be able to accurately track water use and eliminate the water runoff that
plagued the old system. The slope across the concrete drainage will be heavily planted with drought resistant trees and the turf there
will be over seeded with native grasses which require much less water than traditional park turf grass.

Private Golf Course, Not a Public Park!
Please be reminded that the Tanoan Country Club golf course is private property and therefore only
Tanoan Country Club members are permitted on the golf course.
The golf course is not to be used by homeowners or their families for recreational use such as walking, jogging, dog exercise, children playing or otherwise. A golf ball traveling at over 100 mph can be
lethal, and trespassing onto the golf course can be highly dangerous.
While we know it is very tempting to use the golf course in the evenings for the above activities, it is simply not a
public park and not part of the Tanoan Community Association property.
If you are not a Tanoan Country Club Golf Member you are not authorized to be on the course.

Albuquerque General Election Tuesday, November 4
A General Election will be held in Albuquerque on Tuesday, November 4th, 2014 from 7 a.m. to 7 p.m. This General
Election will elect the following offices: United States Senator, United States Representative, Governor and Lieutenant
Governor, Secretary of State, State Auditor, State Treasurer, Attorney General, Commissioner of Public Lands, Justice of
the Supreme Court, Judge of the Court of Appeals, Public Regulation Commissioner, 1st-13th Judicial District Court,
District Attorney, and Public Education Commissioner.
This election is being run by the Bernalillo County Clerk. There are several differences between elections run by the
County and those run by the City, including photo ID requirement, voting hours, and possibly voting locations.
In 2011 the New Mexico Legislature passed a bill allowing county commissioners and other governing bodies, like our City
Council and County Clerk, to consolidate up to 10 precincts into a “consolidated precinct” for general, primary, municipal,
and school elections. What this means for the City of Albuquerque is that on Election Day any voter will be allowed to vote
at any Consolidated Voting Center in the city. There will no longer be voting at the precinct level on Election Day. The Early
Voting locations and Consolidated Voting Centers are in addition to the voter’s option to vote by Absentee Ballot. Below

The voters of Albuquerque passed an amendment to the Election Code of the Albuquerque City Charter on October 4,
2005, that requires voters in a city election to provide a photo identification card prior to voting. The photo identification
may include, but is not limited to, any of the following types of cards:
• Issued by a government agency (e.g., passport,
city/county/state/federal ID badge, state
identification card)
• Driver’s license
• Student identification card
• Commercial transaction card such as credit
or debit card
•

Professional association card
Photo identification card issued by the City Clerk
(only issued when other photo ID is unavailable)
This list is not exclusive. If the voter is able to present an identification card that contains the voter’s picture and name
he/she should be issued a regular ballot.
If the voter is unable to provide a photo identification card, he/she is still allowed to vote on a provisional ballot. The voter
will be given a provisional ballot to complete, and it will be placed in an envelope and returned to the City Clerk’s office.
The voter then must come in person to the Clerk’s office within 10 days with photo identification that will allow the clerk to
determine if he/she is the actual voter.
Architectural Planning Committee - Prior Approval Required
Please remember that any addition, change, alteration, remodeling, construction, color change, or improvement to the exterior of your
home requires prior written approval from the Architectural Planning Committee. This includes landscaping alterations, temporary
equipment or storage placement, and the installation of satellite dishes. No work may begin on any project until the homeowner
receives written permission from the Architectural Planning Committee.

More Problems with Pets
For the third time this year we find it necessary to remind our pet owners of the rules regarding controlling pets and cleaning up after
them. Unfortunately, we have had another homeowner’s dog attacked by an aggressive dog out for a walk with its owner, resulting in
serious injury. Although this dog was on a leash, it attacked another dog that was in its own yard. Just having your dog on a leash is
not enough. If you are walking a dog you must be able to control your dog at all times. Please remember that the Albuquerque
HEART Ordinance (Humane and Ethical Animal Rules and Treatment) requires that all pets (cats included!) must be restricted at all
times. The exact language of the leash law is as follows:
§9-2-2-2 (A) Leash Law. All Animals, other than wild Animals not owned by any human, must be restricted at all times by
either a Secure Fence, a Secure Facility, a Secure Enclosure, secured in the back of a pickup truck, inside a vehicle with
proper ventilation, or be on a leash no longer than 8 feet long accompanied by a person able to control the Animal.
Note the portion of this ordinance that states “accompanied
by a person able to control the animal”. Be sure that
your pets are always on a leash when out of your yard, and
that the person walking the dog is strong enough to maintain
control if the animal starts chasing another dog, or becomes
aggressive. This is especially important if walking more than
one dog, or if you send your children out. The animal’s collar and leash must be secure and adequate to restrain the
dog under any circumstance, and the owner must be sure
the animal can’t break free. Pet owners must also make
certain that their gates are secure and that walls and gates
are adequate to contain their pets. Owners of aggressive
dogs are responsible for the damage and injuries caused by
their pet and in some cases the veterinarian bills have
amounted to several thousand dollars. In addition, serious
penalties apply – including fines - for negligence.
Also, make sure your pets stay off other people’s lawns, and
always carry bags to clean up after your pet. And don’t leave the bag in someone else’s yard or trash can (yes, that happens). Carry a
bag with you, and after you clean up, take the bag home with you and put it in YOUR trash can. This really comes down to basic courtesy and being a good neighbor.
Homeowners who witness pet owners allowing their animals to use a common area or other resident’s yard and not clean it up are
encouraged to report this violation to the Animal Welfare Department. If possible, get photos of the dog and owner as the violation is
happening, and provide this to Animal Welfare. Owners who are the victim of an aggressive dog – whether the attack is against them
or their pet – are also encouraged to report this to Animal Welfare at 768-1975.

Policy Relating to Social Events
WHEREAS, Tanoan Community East Association (the “Association”) has recently been involved in litigation with a resident of
Tanoan Community East (“Community”) relating to problems created by large social events (“Event” or “Events”), such as traffic
congestion, trespassing on property of others, trash removal, and other aspects; and
WHEREAS, the District Court of the Second Judicial District has entered a ruling in favor of the Association establishing certain
guidelines and requirements, and;
WHEREAS, it is believed to be in the best interest of the Association and necessary for the health and welfare of the homeowners
within the Community that such guidelines and restrictions be enforced on a uniform basis, and;
WHEREAS, certain other policies and procedures need to be further clarified by the Board of Directors of the Association
(“Board”), it is
RESOLVED, that the following policy with respect to social Events within the Community be adopted and enforced by the
Association. Events as used herein shall include all social, political and all other gatherings which would result in the attendance
of persons not residents of the Community at a location within the Community. This policy shall be published and provided to all
homeowners within the Community.
1. Without prior approval of the Board, no Event shall be held, promoted, organized, or permitted for a location within the
Community in which more than fifty (50) invitations are issued. If “flyers,” “posters,” “E-mails” or other such means are used to
publicize an Event which do not require delivery only to named individuals, it will be presumed that more than fifty (50) invitations
have been issued.
2. For any Event (regardless of the size), the homeowner at which such Event occurs shall be responsible for assuring:
a. that guest parking does not block streets or driveways, nor interfere with access by emergency vehicles;
b. that guests do not become unruly so as to disturb adjoining neighbors or trespass on the property of others;
c. than no under-age drinking occurs on the premises; and
d. that all trash, refuse or other such materials resulting from any Event are immediately removed from all Community property
and property of others.
3. The homeowner of the house at which such Event occurs will be liable and responsible for any damage caused to other properties by any participant of such Event.
4. With respect to an Event in which more than twenty-five (25) people are invited, the hosting homeowner shall designate one or
more persons to be responsible for assuring compliance with the items in paragraph 2 above.
5. In the event of a gathering for which twenty-five (25) or more persons will attend, a list of the names of the persons to whom
invitations have been addressed shall be provided to the Association’s security personnel at each gate not less than one hour
prior to the time that guests are scheduled to arrive.
6. Upon prior written request, the Board may, in its sole discretion, approve Events in which more than fifty (50) invitations are
issued. A mandatory condition for approval of any such Event by the Board shall include adequate provision for personnel to
manage traffic, parking, trash removal and restraint of individuals from trespassing on adjoining property and other issues as may
be required by the Board. The Board may also restrict the number of automobiles entering the Community for any Event.
7. Security has the right and the responsibility to deny access to anyone whose name is not on any required guest list.
