DEAR CHIEF OFFICERS:
I hope this finds you well and ready for another great conference this summer! I wanted to say a few words as we get ready to head off to the great city
of Green Bay and the newly renovated KI Convention Center.
conference has risen to the level that makes
us one of the strongest conferences in the nation.
I strongly believe your executive planning team, especially Chief Rob Ugaste
(Wauwatosa) and Chief Dave Litton (Green Bay) have done an excellent job
of putting us on a great track for a memorable conference!
Of course I had to save the best for last! The
Saturday evening dinner is returning, bigger than ever! Dining at Lambeau? Really?
With a band? Can’t be true, but of course we
wouldn’t even kid on something that cool.
So, yup, here we go…as Chief Nate Melby
would say “Go Big or Go Home!” So dinner and dance at Lambeau, tour
the hall of fame, and once again great memories to close it off! Little special
thanks to Chief Tim Bantes (Grand Chute) with finding Baycom as a great
sponsor to make it all come true. All proceeds for the evening will benefit
the WSFCA Foundation.
Of course we’ll be kicking the week off with our annual golf outing hosted
by Chief Jeff Roemer and now Retired Chief Tim Kluck at The Woods Golf
Course. Stand by, word has it that Chief Kluck and his Plover team are ready
to take on all challenges (after his retirement Tim has found time to sharpen
his skill sets in a different field, they say he can now hit any sand trap on the
fairway with consistency!).
We’ll follow that up with our tradition of fellowship at the weary traveler
reception! Have to give Chief Gregg Cleveland a little pat on the back for
that one, 5 years and running, thanks Gregg for making an event that has
now become a trademark of the conference. From the first rainy night in La
Crosse, we now anticipate a great night of friendship inside the hotel atrium!
Speaking of friendships, both new and renewed, what better time than at the
conference? To be honest, one of the greatest aspects of the conference is
networking with not only your fellow Chief Officers, but spouses too! The
conference is about sharing, not only educationally, but professionally. We,
as Chief Officers know the importance of family, so in a nutshell what better
time for our families to share in the rewards and challenges of the past year!
So speaking of the cornerstone of the conference-education-Chief Ugaste
has put together a great lineup for us. He has brought back Farm Rescue
and is introducing some key speakers like Dr. Denis Onieal. Once again, the
I hope all of you who take the time to read this will see we’ve once again
listened to the membership and have attempted to make this a great educational experience. But more importantly it’s a great place to see old friends,
meet new ones, and to share the great common bond we all have!
Make sure you look at the conference listing for all the events from the trade
show, spouse events, to street music we got it all this year in Green Bay.
So pack the family and the bags, we’ll see you at OUR CONFERENCE in June!

WELCOME TO GREEN BAY
On behalf of the Mayor, City Council, Citizens and members of the
Green Bay Metro Fire Department we want to welcome you to our proud
city! It has been 10 years since the Wisconsin State Fire Chiefs’ Association has held our annual conference in Green Bay so we are excited for
you to see the many changes and attractions that the city has to offer.
If you are bringing your family (and we hope that you are) I would highly
suggest that your spouse and children spend a day out at the Bay Beach
Amusement Park and the Wildlife Sanctuary. Bay Beach offers a “throwback” entertainment experience of old time carnival rides that has been
masterfully restored. The featured ride is the world famous “Zippin Pippin” roller coaster. Rides at the park are between 25 cents and $1 and
there are concession stands available around the park. There are also areas
available to make for the perfect picnic opportunity. My children love
the park and can spend a day there without breaking the proverbial bank!
While at the amusement park, take some time to walk across the street
and visit the Wildlife Sanctuary. Here you will find exotic animals as well
as those that are native to Wisconsin including a pack of wolves. There
are hiking trails around the park that makes for a wonderful outdoor
experience without any cost to enter.
The National Railroad Museum, Green Bay Botanical Gardens, Northeast Wisconsin Zoo, and Tundra Lodge waterpark are other attractions
that are sure to bring enjoyment to the varying interests of our participants.

If you are arriving early to the conference, the City has a large Farmers
Market held every Wednesday evening on Broadway Street. This area is
just across the river from the hotels and convention center within easy
walking distance. This market features farmers and crafters from around
the area. There is free entertainment located throughout the event. The
Farmer’s Market is repeated on Saturday
morning on Washington Street which
again is within walking distance of the
hotels.
There will be additional entertainment information provided at the conference hotels with the concierge as the free summer
lineup for music has not been published as
I write this letter. Rest assured that there is plenty do to at the end of the
day when the conference program concludes.
We are obviously proud to be the home of the World Champion Green
Bay Packers. There are tours available throughout the day at Lambeau
Field to see the behind the scene areas of the stadium. The Packers Hall
of Fame is also located there and you can stop in for a delicious meal or
cold beverage at 1919 Kitchen and Tap as well.
We look forward to the President’s Reception at Lambeau Field on Saturday evening and hope that everyone will take advantage of this unique
opportunity to celebrate this occasion in an iconic venue.
Our staff will be available throughout the conference to provide assistance to our guests in any way possible. Feel free to stop by any of our
eight fire stations during the course of your stay to say hello and enjoy a
cup of “Joe” with our firefighters.

In Honor of the Charleston 9: A Study of
Change Following Tragedy

In Honor of The Charleston 9: A Study of Change Following Tragedy,
is based off of the best-selling book with the identical name, which
includes doctoral research that will help all organizations, whether
public, private, for-profit, or non-profit to determine whether
organizational change is needed in their respective organization.
Students are taken on an emotional ride from the dark days of fighting
fire in Charleston, SC, where nine firefighters perished in the line of
duty, to today where the organization is now a national model for
change. All organizations need to learn the lessons from Charleston
to ensure that they do not experience this type of tragic incident. This
course utilizes never before seen video footage from June 18, 2007,
as well as the radio traffic that coincides. It was developed and is
presented by the first due engineer on the scene of this multiple line of
duty death incident.
Objectives:
Upon the completion of this course, the student will be able to:
1. Describe The City of Charleston Fire Department pre and post
June 18, 2007.
2. Discuss the findings of The Routley Report regarding the
investigation of the Sofa Super Store Fire.
3. Discuss the findings of the National Institute of Standards and
Technology’s report on the Sofa Super Store Fire.
4. Describe the methodology utilized and the results of the scientific
study entitled “In Honor of the Charleston 9: A Study of Change
Following Tragedy”.
5. Discuss organizational changes following a multiple line of duty
death incident, and how these changes can be instituted in the
student’s respective organization to ensure this type of tragedy does
not occur again.

think about today’s communications

can take advantage of the knowledge and prepare; or we can bury
our heads in the sand and try to deal with the consequences.

Many departments across the nation are struggling to find volunteer
members. Volunteer firefighters make up 69 percent of the nation’s fire
service, yet the number of volunteers has declined by about 12 percent
since 1984. In addition, the average age of the volunteer fire service is
increasing as departments are finding it difficult to reach millennials –
those within the 18-34 age range.
This workshop is a crash course in volunteer recruitment. Participants
will be introduced to the creative tools and strategies developed under
the National Volunteer Fire Council’s Make Me A Firefighter campaign
– a national recruitment initiative designed to assist departments in
conducting a successful recruitment program.

• Reach interested and untapped audiences in your community
• Implement research-backed strategies and tactics that increase
interest, awareness, and commitment
• Optimize sampling and recruitment events to improve community
outreach and drive success

Discipline and Wrongful Termination Part I

Dealing effectively with employee problems/challenges in the
workplace can be a daunting task for a supervisor. Often supervisors
do nothing or overreact to a situation and make it worse. But in many
cases it comes down to this – “Would you rather spend a few hours
resolving an employee problem the right way or months dealing with
a lawsuit that comes with a wrongful termination claim?” Knowing
when and how to use discipline and when another approach is more
appropriate is critical to being a successful supervisor. In this class we
will:
• Define discipline
• Apply the use of discipline to correct unacceptable employee
performance
• Define wrongful termination
• Review some of the primary laws that protect employees from
wrongful termination and actions a supervisor can take to avoid a
claim

This presentation will highlight the efforts of MABAS WI to provide
resources upon request of the WIDNR to large scale wildland fire
events. The Presentation will focus on the WI SS related to wildland
fire suppression, fire zone responses as defined by the WIDNR and
the command and control aspects of response. The presenters will
discuss the roles, responsibilities and training requirements of the local
authority having jurisdiction during wildland fire suppression, the
WIDNR organizational structure and resource inventory, how MABAS
WI could provide resources a large scale wildland fire response and the
expectations of Structural Branch assignment. The program will also
feature examples of what your MABAS Brush Card may look like.

Complex Incident Management – Are you prepared?

Using both classroom lecture and simulated incidents, students will
understand the role and function of an incident management team, the
applicability of management principles to the incident management
job, and the special considerations of incident management within
geographic area.
This presentation will begin with a general discussion/review of the
principals taught in the ICS 300 & 400 level training then segway into
a table top style exercise. Complex incident management as a result of
natural or man-events require skills which are not often used or exercised
by Chief Officers. A complex incident or event is not the time for onthe-job training.
There are a number of incident management teams in the State that
can offer many forms of assistance. The teams are thoroughly versed in
principles of emergency and incident management; they will provide
assistance in any way that they can from serving in an advisory role to
assisting within the organizational structure.
This program will work through the IAP process and organizational
development to manage a complex incident. The exercise will help
Chief Officers to fully develop their playbook to manage a large scale,
career defining event.

Transition from one staffing model to another will be one of the
most difficult implementations you might encounter in your
career. Importance of planning cannot be overstated and proper
implementation will minimize – not eliminate – department
causalities. Most at risk could be you!
Volunteer departments have a long proud history of dedicated service
and maybe it’s time to reexamine the “good old days” when firemen
were firemen and dealt with fires and rescues of trapped people; it used
to be fun! Maybe, that’s wishful thinking and the reality is the service
demands have overloaded our department’s resources; especially demands
on the volunteers. The increase in service demands is not a negative
reflection on the volunteer; rather, it might be a negative reflection of
leadership’s planning. Therefore, the purpose of this workshop is how to
make these transitions work.

Railroading 101 or “Everything You Always Wanted to Know About
the Railroad but Didn’t Know Who to Ask” covers an introduction
to railroad operations and the associated hazards. Hazardous material
shipments on the railroads and rescue considerations will be covered
in the class as well as basic terminology of railroad equipment. Safety
information for operating in a railroad environment and incident
“war stories” will be presented as well. It’s intended for anyone that
might have contact with the railroad during a rail emergency, whether
it’s a derailment, grade crossing collision or some other event where
responders and railroad personnel could interface. Law enforcement,
EMS, Emergency Management and even dispatchers are potential
participants that could attend the “Railroading 101” class.....anyone
that’s part of the response to the railroad emergency.

How we deal with very ‘Normal Reactions to Abnormal Circumstances’
can make all the difference in having a healthy and happy career. Christine
will introduce the basic concepts and core elements of stress in the
emergency workplace and what that is doing to your staff. The multifaceted intervention curriculum instituted by the ICISF – is the CISM
(Critical Incident Stress Management) process. Individual and Group
Debriefing as well as Psychological First Aid and the potential need for
appropriate follow-up services and referrals when necessary will also be
discussed. She will facilitate an open question and answer session regarding
the positive outcomes from managing stress and helping your staff to
maintain overall wellness.

GFD Staffing Referendum – Lessons Learned

The Village of Germantown held a special referendum election to
determine if the residents of Germantown would approve a levy
increase to fund the hiring of 12 firefighters. While the referendum
failed by 200 votes, we will discuss the issues associated with
developing a referendum question, the marketing of the referendum
and the support that was provided. This will assist other departments
to develop a road map for success if they are planning a referendum.

Can You Hear Me Now – Radio Communications 101

Radio communications and the Fire Service. We will touch on the
proper use of the MABAS Mutual Aid channels, MARC Channels,
VCALL/VTAC and WISCOM. We will also talk about the challenges
in radio communication including infrastructure issues, and field
units focusing on the challenges associated with portable radios and
trunking systems. There will be a brief discussion on infrastructure
console patching of channels, and field deployed cross band repeaters
like the JPS ACU-M / ACU-1000. This is NOT a techie presentation. It is designed to provide useful information for Fire Chiefs and Chief
Officers in layperson terms. We will highlight the benefits and
limitations of our radio technology. Please bring your questions with

care gaps in their communities, education and program developments. There is no template or policy for starting a Mobile Integrated Health
or Community Paramedic/EMT program but this session will help
attendees better understand what they could do to create a vision and

A motor coach will begin the day by picking up the group from
the Hyatt Regency. You will enjoy a tour and tasting at Door 44
Winery. Their specialty is making wine from grapes that grow
in Wisconsin and the Upper Midwest. After, you will enjoy a
lunch at Harbor Fish & Market Grill. To end the day, the motor
coach will take you to Simon Creek Winery for another tour and
tasting.
Shop and visit several Green Bay vendors walking around the
Farmer’s Market. There are a wide variety of fruits, vegetables,
breads, prepared foods, arts/crafts, and more! To wrap up the
afternoon you will enjoy a lunch and a brewery tour at Titletown
Brewery. Please be aware this outing involves a lot of walking.

Golf Course: The Woods Golf Club, Green Bay (www.golfthewoods.com).
Golf Awards: The golf awards will follow the golf outing and take place at The Woods.
Format: Four-person scramble; shotgun start promptly at 9:30am. Golfers will be served a buffet lunch and beverage.
Coffee and doughnuts will be available in the morning. The entire course will take approximately 4 hours and 20 minutes to complete.
Fee/Registration: $100 per golfer that includes 18 holes of golf, cart, use of practice facilities with range balls, group flag
events, lunch and awards. Rental clubs will be available for an additional fee.
Proceeds: Proceeds from the golf outing will benefit the WSFCA Foundation. The WSFCA Foundation is a 501(c)3
organization with the goal to do everything possible to ensure “everyone goes home safely, every call, every day”.
Rain Policy: The Woods Golf Club will do everything possible to finish the golf outing. Only when the golf course has
been deemed ‘unplayable’ according to USGA rules or there is a severe threat of weather (lightening, damaging winds,
tornado etc.) will there be a rain check issued.
Attire: The Woods requires that softspikes are worn. They do not require a collared shirt; however, a shirt must be worn
at all times.
Shuttle Buses from the Hyatt Regency: Shuttle Buses will be available from the Hyatt Regency. Details will be provided
in your confirmation email closer to the event.

1.Visit the Wisconsin State Fire Chiefs’ Association Web site,
www.wsfca.com and click on conference registration.
2.Complete the online form and select your options. Your credit card
will be processed through PayPal and FormSite’s secure server.
3.Click on the link to process your hotel reservation with the Hyatt
Regency.
Hotel Information
All refund requests must be made in writing to the WSFCA office via
mail, fax or email. Phone requests will not be honored. No refunds for
meals after June 1, 2016. No refunds allowed after June 10, 2016. All
refund requests are subject to a $10 processing fee. Substitutions are
allowed and not subject to a fee.
Conference Location
The majority of all the workshops, exhibits, meals and networking
events will be held at the KI Convention Center unless otherwise noted.
The Hyatt Regency is the official conference hotel and will host some
events. Visit the WSFCA Web site for a link to get more information on
Green Bay.

The Hyatt Regency is the official conference hotel. Come prepared for
walking a short distance between your hotel room and the conference
events at the KI Convention Center that is connected. The hotel’s
official Web site is: http://greenbay.regency.hyatt.com. The room block
is currently open. The rate per night is $110/$120/$175 (based on room
type). There is a link on the WSFCA Web site to make your reservation
online.
In addition, we have a block of rooms available at the Hampton Inn
Downtown (also connected to the KI Center). Rates per night: $115.00
for Two Queens / $115 for Single King. You must call the Hampton
Inn directly at (920) 437-5900 and mention you are with the Wisconsin
State Fire Chiefs’ Association to receive the discounted rate.
Both properties offer a complimentary hot breakfast buffet each
morning.
Please make your reservations early! All hotel reservations must be
made by May 27, 2016 to receive the WSFCA rate.
