ISS Qatar offers robust operations through a combination of experienced management and a mixed nationality
of staff. We have excellent working relationships with the Port Authorities and service providers in Qatar and a
strong local influence. We have offices in both Ras Laffan and Doha, placing us only five minutes away from
the commercial ports, including Doha International Airport/Cargo Terminal. We represent major international
freight forwarders, relocation agents, liner principals, and heavy lift/break-bulk and offshore operators.
Our dedicated staff, monitor operational activities within the ports of Qatar on a daily basis.
Key Features and Benefits
9 ISS Qatar offers a ‘one-stop-shop’. By developing
global value chains – sourcing, processing,
warehousing, transport and distribution – we
optimise lead times and reduce inventory carrying
costs. Through our one-stop facility and global
integration, we achieve significant cost reductions
for our customers and offer a variety of services –
namely, Marine & Offshore agency services,
Cargo/Freight Forwarding services, Warehousing &
Logistics and Survey & Liner Agency.
9 ISS Qatar is the only official listed Lloyd’s Agent
for Qatar. We also assist ship owners and charterers
with a full range of P&I liability issues, from first
instruction to final settlement.
9 We offer numerous ‘support services’ at Doha,
Ras Laffan, Mesaieed, Al Shaheen Terminal, Halul
Terminal, Al Rayyan Terminal and Abu Samra.
These include visa applications, crew meet & greet
services, flight/hotel bookings, transport of crew
and cargo – landside and/or offshore-based – and
general procurement.
9 We offer stevedoring at the Qatar Flour Mills private
berth/terminal for all imported bagged cargoes.
We are the only private sector agent holding this
stevedoring licence, other than the various ports’
contracted stevedore.
9 We offer key account personnel as a single point of
contact to every customer, ensuring effective
communication, cost-saving initiatives and a timely
and consistent personalised service.
9 We have a track record of issuing seafarer/business
visas within two working days, provided all
documentation is clean and valid.
9 ISS Qatar represents major EPIC (Engineering,
Procurement, Installation & Commissioning)
contractors and related operators in the oil and gas
sector. We have a record of achieving significant
financial savings for our customers in handling
complex EPIC contracts.
9 We offer various support services on a contract/
project basis, including sourcing, providing and
setting up integrated office solutions and sourcing
rental accommodation, thereby ensuring a smooth
and problem-free arrival/start-up.
9 ISS Qatar works closely with colleagues across the
ISS Global Network, sharing expertise and good
practices. We cultivate close relations with the various
authorities in Qatar and actively manage our relationships

FAQ Qatar
9 What is the Customs duty amount applicable on
cargoes? Is there a freight tax applicable for vessels
calling Qatar? What about a Free Trade Zone?
Customs duty is 5% on CIF value for all commodities
except liquor and tobacco products. This includes duty of 5% of value charged on ship’s spares. There is nil
freight tax applicable at Qatar ports. There is no Free Trade Zone at present but Qatar is planning a facility.
9 Are Qatari ports ISPS compliant?
Yes, all ports are ISPS compliant.
9 Are crew changes permitted? Which documents are required and how long does it take to obtain a visa?
Crew changes are permitted in Qatar with restrictions applicable only to the offshore terminals. A clear copy
of the seafarer’s book and/or passport is required. In most cases it takes three to four working days to obtain
a seafarer’s visa but ISS Qatar on average secures a visa within two working days – sometimes less.
9 Is shore handling gear available in Qatar? Are gearless vessels permitted?
Mobile cranes are available in Qatar, but not gantry cranes. Cranes with a SWL (safe working load) of
25-100 tonnes are readily available. Cranes with 200-400 tonnes SWL are subject to availability. Forklifts in the
3-7 tonnes range are readily available and up to 25 tonnes are subject to availability. Slings/shackles for
general cargo discharge are available. Port regulations state that all cargo gear required for heavy lift
operations is to be carried / provided by the vessel. In most cases, gearless vessels are not permitted in
Qatar but special permission can sometimes be granted by the port prior to vessel fixture.
9 Are anchorage services available?
Generally there are no anchorage services but ISS Qatar can arrange numerous services with sufficient

9 Is Emergency Departure Procedure (EDP) permitted in Qatar?
Yes, in compliance with port regulations.
9 Are there any restrictions regarding vessel flag?
There are no restrictions on flag.
9 What husbandry services can be arranged?
Repairs, maintenance, supply of stores and provisions, cash to master, medical/safety training, surveys, and
supply by road tanker of bunkers and water can all be arranged.
9 Is temporary import of cargo permitted in Qatar?
Yes, subject to prior approval from Customs, on application from consignee. ISS Qatar can assist in these
formalities. A deposit of 5% of CIF value has to be lodged with Customs; this amount is refunded after re-export
of the cargo. Cargo must have permanent identification, which will be verified during import and re-export.
9 Are there restrictions on import/export of hazardous materials?
Import/export of hazardous materials is permitted only if the consignee has prior approval from the
Environment Protection Council / Civil Defence establishment. ISS Qatar can advise on this procedure.
9 Are there any restrictions on import of telecoms/computer equipment?
Importation of this type of equipment is subject to permission being gained by the consignee, from the
Supreme Council of Information and Communication Technology, prior to arrival of the shipment.
