That’s the co-op difference!

Many businesses use the
word “member” to describe
their customers.
Places like Sam’s Club or
Costco and even American
Express like to refer to their
customers as members. You
pay a fee to buy their goods
and services, but that is really
all you get for the “membership.”
No right to vote for the
Board of Directors or to participate in any meaningful way in
the organization.
In cooperatives like Pointe
Coupee Electric, membership
really does mean something
more than just the right to buy
electricity. Co-ops of all types
are founded on seven cooperative principles that give us
guidance and strategic direction. Membership also gives
you rights as an owner of this
co-op.
Brett Fairbairn is the director of the Center for the Study
of Co-operatives at the
University of Saskatchewan in
Canada. He makes the case
that member relations is not
just part of what co-ops should
be doing, but in fact is the fundamental core business of the
cooperative.
He further lays out the three
strategic concepts that any coop must get right in order to
survive and thrive:
Economic linkage
Pointe Coupee Electric is
connected to you. There is a
business relationship that
serves you (the member) and
the co-op. Since co-ops are
solely owned by people in the
community, they have a mutual interest to ensure that both
the co-op and the member do
well and prosper.
Transparency
As an owner of the co-op,
you have a right to know how
it operates and how decisions
are made that directly impact
you. If the co-op is transparent
and combines this trait with
integrity and fairness, it will
build trust with the members.
Cognition
In this case, cognition is
best defined as how your coop thinks. It includes the current and historical identity, the
mission and the sense of
shared values with co-op
members. Research, education
and training are critical functions that Pointe Coupee
Electric must conduct on an
ongoing basis to ensure that
we always have the best information to make decisions.
The cooperative business
model is the best one on earth,
but like any enterprise, it is up
to the human beings who work
at the co-op, who serve on the
board and the members like
you to ensure that the principles and values do not fade
over time.

It is with heavy hearts that the family of
Clifford Keowen announces his passing
on Sunday, June 26, 2016 at his home at
the age of 80. A Celebration of life will
be held at 2:00 pm on Saturday, July 02,
2016, at Pilgrim Rest Baptist Church in
Richard with Pastor Orville Rogers officiating. Clifford was a veteran of the
United States Army and was a member
of the American Legion. He was also a
parishioner of Pilgrim Rest Baptist
Church. Clifford was retired from farming and enjoyed hunting and fishing, but
most of all he loved his family and will
be lovingly remembered by his wife of
56 years, Lorraine M. Keowen of
Pitreville; two sons, Blaine Keowen and
wife, Loraine of Pitreville and Michael
Keowen and wife, Pam of Erwinville;
daughter, Bethany Persica and husband,
Boo of Baton Rouge; sister, Gay Smith
and husband, Carlton of Oak Grove;
seven grandchildren, Malia Guilbeaux,
Tyler Keowen, Emily Keowen, Breann
Keowen, Alyssa Keowen, Brandon
Persica, and Bret Persica; three great

Press Him in my name and kiss His fine
head for me and ask him to return the
Kiss when I draw my dying breath. St.
Joseph, Patron of departing souls - Pray
for me. "Boo" died peacefully at his
home surrounded by his wife and sons
on Friday, July 1, 2016 at 4:20 p.m. He
faced his 6 month battle with AML
(Acute Myeloid Leukemia) as he lived
his life: strongly, courageously, head-on
and with no fear, for Our Lord Jesus
Christ, was with him and in him.
Memorial Services will be held on
Thursday, July 7, 2016, at St. John the
Evangelist Catholic Church in
Plaquemine from 10:00 a.m. until 12:00
noon Mass of Christian Burial with
Father Jason Palermo. "Boo" retired
from Union Texas Petroleum after 32
years at the age of 50, achieving his
main goal, a long retirement, after the
death of his father, who retired at 62 and
died at 66. He was a native of
Plaquemine, born to Mike Marion
Santangelo and Vita (Rita) Gulotta
Santangelo. "Boo" attended St. John
Elementary and High School where he
excelled at football, baseball, basketball
and track and "not too shabby grades".
Michael learned a strong work ethic at a
young age, by hand pushing a lawn
mower from their old home on Haase
Street to new property on Chinn Street
cutting grass before going to any ball
practice. He also enjoyed assisting and
coaching K.C. Summer Baseball, St.
John 5th and 6th graders, especially
beating Holy Family for the Bowl
Game. He delighted in watching both
sons play and excel in sports at St. John
High. But his biggest pleasure was
watching his granddaughters whether
they were dancing ballet to Swan Lake
or playing soccer and basketball for
Madisonville Youth Teams. Michael was
a true man's man, but never hesitated to
put on a pink tutu and 'dance like no
one's watching' with his granddaughters.
The girls even concocted their own
moisture cream to rub his feet when they
stayed over! "Boo" married Juanita
Annette Bourg, April 17th, 1971 and had
just recently celebrated their 45th wedding anniversary. He is survived by their
two sons: Michael Lance Santangelo
married to Katie Conner and living in
Madisonville, LA., and Michael Blake
Santangelo married to Katie Daire living
in Brusly, LA. and four beautiful granddaughters: Reece (12), Remy (8) and
Rowan (3) all of Madisonville, LA., and
Sophia (2) of Brusly. Also survived by
sister and brother-in-law: Frances
(Butsy) Santangelo LeBlanc and Larry
LeBlanc of Plaquemine, LA; and sisterin-law, Karin Poole Santangelo of New
Roads, LA; sister-in-law, Judy Jones,
brothers-in-law Kurt and Mark Bourg
and their wives Connie and Cindy, and
Pete Jones, all of Port Allen, LA., along
with numerous nieces and nephews as
well as great nieces and nephews, "Boo"
was preceded in death by his parents; a
brother, Anatole (Nat) Santangelo and a
nephew, Clint Santangelo. Readers in
Mass will be his daughters-in-law. His
sons and granddaughters will serve as
giftbearers along with Joseph "Rabbit"
Calcagno. Avid outdoorsman that he
was, "Boo" hunted a lease in the Hill
Country of Texas with fellow retiree and
his brothers. He considered, The Tauzins
- Don and Jean, Mike and Norma, Terry
and Debbie, Wayne and Mary, and
Kevin and Monica, all of the Lafayette
area, as part of his extended family.
Honorary Pallbearers will be Rick Gros
and Cully Bourg. In lieu of flowers
please "Give the Gift of Life" if you are
able to. Michael used over 50 units of
blood and/or platelets during his illness.

Funeral services for James "Red"
Robinson, 79, of Port Allen, will be 3
pm Saturday, July 2, 2016, in the chapel
of Gill First National Funeral Home
with Rev. Paul Perry officiating.
Interment will follow in Oak Grove
Cemetery. Visitation will be 1 pm until
time of service. Mr. Red was born
December 25, 1936, in Gilbert to the
union of Jesse Hunter Robinson and
Elsie Lee Howard Robinson and passed
from this life on June 30, 2016, in Baton
Rouge. Mr. Red was a member of
Sharon Baptist Church in Erwinsville.
He was a Vietnam Veteran serving in the
United States Army. He is preceded in
death by his parents; wives Audrey
Peavy Robinson and Gwin Robinson;
and sister Mary Helen Robinson.
Survivors include his natural children:
Tracey, Michael Hunter and Adrian; He
remarried and accepted Michael Blake,
Layne Dwayne and Jeff Guillot into his
family and loved them as his own. He is

Jeffery Edwards, Sr., a native of
Independence and a resident of Baton
Rouge passed away at 5:56 am on
Tuesday, June 28, 2016. He was 58, a
carpenter and enjoyed dancing, grilling
and singing in a male choir. Visiting at
Winnfield Funeral Home on Saturday,
July 2 from 8:30 am until service at 10
am, conducted by Rev. J.J. Mitchell.

INVITATION TO BIDDERS
Sealed bids will be received on July 26, 2016, by West Baton Rouge
Parish, at 880 N. Alexander Ave, in Port Allen, Louisiana, until 2:00 p.m. Any
bids delivered by hand should be delivered to the WBR Governmental
Building located at 880 N. Alexander Ave, Port Allen, Louisiana. At exactly
2:00 p.m., all bids will be publicly opened and read aloud in the WBR Board
Meeting Room at 880 N. Alexander Ave, Port Allen, Louisiana. Subsequent
to the opening, the bid/bids will be evaluated by the appropriate party/parties
and will be presented to the WBR Parish President for handling in accordance
with the Louisiana Public Bid Law.
Sealed bids shall be either hand-delivered by the bidder or his agent in
which instance the deliverer shall be handed a written receipt, or such bid
shall be sent by registered or certified mail with a return receipt requested.
Bids may also be delivered by a package or express delivery service or carrier. However, if this form of delivery is utilized, the form of delivery receipt
utilized by said carrier or service shall be considered as a sufficient written
receipt received by the bidder.
The successful bidder must submit executed copies of Section 3
Certification of Successful Bidder and Section 3 Plan with Tables A and B
prior to contract execution.

Project Description
The work for this project consists of the construction of a 3,300 feet diversion canal connecting to the Intracoastal Waterway in order to improve the
drainage of surface water from the northern sections of West Baton Rouge
Parish.
Bids must be submitted on the Louisiana Uniform Public Works Bid Form
furnished with the Bidding Documents. Bid sheets will be issued only to contractors and/or subcontractors licensed in accordance with the provisions of
R.S. 37:2150 through 2173 of the Louisiana Legislature. Contractors desiring
to bid shall submit their Louisiana Contractor’s License Number as evidence
that they hold a license for HEAVY CONSTRUCTION OR HIGHWAY,
STREET AND BRIDGE CONSTRUCTION that is in full force and effect.
The plans, specifications, and proposal forms are posted on
http://www.centralauctionhouse.com/rfpc71-west-baton-rouge-parish-government.html. To view these, download, and receive bid notices by e-mail,
you must register with Central Auction House (CAH). Also, the plans, specifications, and proposal forms can be obtained from Providence Engineering
and Environmental Group LLC at 1201 Main Street, Baton Rouge, Louisiana,
70802, by each prospective bidder at a cost of $120.00, and upon return of the
plans and specifications in good condition within ten (10) days from the bid
date, shall be refunded the full deposit. All other persons requesting plans and
specifications shall pay a deposit of $120.00 and shall be refunded the
remainder from the cost of reproduction ($60.00), upon return of the plans
and specifications in good condition within ten (10) days from the bid date.
The cost of mailing, if required, shall be billed separately for an additional
non-refundable $10.00 charge. Please contact Providence Engineering and
Environmental Group LLC for any clarification or information with regard to
the specifications.
A Non-Mandatory Pre-Bid Conference will be held on July 1, 2016, at

If someone other than a corporate officer signs for the Bidder/Contractor,
a copy of a corporate resolution or other signature authorization shall be
required for submission of bid. Failure to include a copy of the appropriate
signature authorization, if required, may result in the rejection of the bid
unless bidder has complied with LA R.S. 38:2212(A)(1)(C) or LA R.S.
38:2212(O).
Sureties used for obtaining bonds must appear as acceptable on the U.S.
Department of the Treasury Circular 570.
All proposals must be accompanied by a Certified Check, Cashier's
Check or Bid Bond in the amount of five (5%) percent of the amount of the
proposal made payable to the West Baton Rouge Parish. Failure to do so will
result in the bid/bids being declared nonresponsive and shall be cause for
rejection. If a bid bond is provided it shall be on the attached form and
only on the attached form.
A Bid will be considered responsive if it conforms in all respects with the
conditions and requirements of the Bidding Documents. In order to be considered responsive, the Louisiana Uniform Public Works Bid Form must; (a)
be fully completed, signed and be responsive in all respects to the Bidding
Documents; (b) be made on the Bid Forms provided and submitted intact.
No bidder may withdraw his bid within forty-five (45) days after the actual
date of the opening thereof except as provided by law.
The attention of bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid
under the Contract, Section 3, Segregated Facilities, Section 109, Executive
Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
Successful bidders must register with the West Baton Rouge Parish Sales
and Use Tax Department for use tax purposes. West Baton Rouge Parish
reserves the right to reject any and all bids in accordance with the State Bid
Law.
