The city of Leverkusen hosted the European Championship sitting volleyball for men and women in
2005. The local organiser was the German Handicap Sport Federation in cooperation with the local
club Bayer 04 Leverkusen. The cooperation between the National Federation and the local club was
very good. Together they had a good local organisation (LOC).
The LOC provided an organisation with a lot of highly qualified people.
12 men national teams and 5 women teams were nominated for participation.

2. Nomination of teams.
A. Each country was invited to take part in the European Championship for men.
B. ECVD Sport Department nominated 12 teams to participate in the Championship.
C. The procedure for nomination of the teams in the Championship was like this:
a) The National team from the organising country.
b) The National team from the country number 1 to 7 last Championship.
i. If already nominated under a), the next team(s).
c) 4 National teams after ECVD appointed qualification tournaments.
i. If not possible appointed by ECVD Sport Department on competitive capability.
d) If not possible then by drawing of lots.
A. Each country was invited to take part in the European Championship for women.
B. ECVD Sport Department nominated 5 teams to participate in the Championship.
C. The procedure for nomination of the teams in the Championship is like this:
e) The National team from the organising country.
f) The National team from the country number 1 to 5 last Championship.
i. If already nominated under a), the next team(s).
g) 2 National teams after ECVD appointed qualification tournaments.

3. Seeding of teams.
The teams were seeded as the result from European Championship 2003.
4. Competition system.
THE TOURNAMENT FOR MEN WAS PLAYED LIKE THIS:
A Two preliminary pools with 6 teams play round robin.
1) Pool A = Seeded 1 – 4 – 5 and 3 teams by draw.
2) Pool B = Seeded 2 – 3 -6 and 3 teams by draw.
B No 5 and 6 in each pool are playing for the places 9 – 12
C No 3 and 4 in each pool are playing for the places 5 – 8
D No 1 and 2 in each pool are playing for the places 1 - 4

THE TOURNAMENT FOR WOMEN WAS PLAYED LIKE THIS:
a) One preliminary pool with 5 teams play round robin.
b) Semi-finales 2-5 are played after following principles:
i. No. 2 and No 5 in preliminary pool.
ii. No. 3 and No 4 in preliminary pool.
c) Losers of semi-finals are playing for the places 4 – 5.
d) Winners of semi-finals are playing the small final for the right to play the final.
e) The looser of the small final will have a bronze medal.
f) The winner of the small final is playing the final against No.1 in the preliminary pool.
5. Lodging of the teams and officials :
All teams were staying in the Ramada Hotel. ECVD members and referees were staying in the
Lindner Hotel BayArena. LOC offered double-bedded rooms. Hotel Ramada has 7 floors, reachable
by lifts. On request LOC was able to offer accommodation for private guests in the Hotel Ramada on
their own expenses. The hotel rooms are fitted with a toilet, shower, telephone, radio alarm, mini-bar
and colour TV.
The distance from Ramada Hotel to the venue was only 5-10 minutes by bus. The distance from
Lindner Hotel to the venue was 100 meters.

6. Meals for the teams and officials:
Breakfast was served in the hotels. Lunch and diner were served in Ramada Hotel a dining hall. The
quality of the meals was good.

7. Transport:
The local transport was with busses. Some of the teams had their own bus.
Every day from 7.30 am the bus droved from the Ramada Hotel to the training hall and further to
the competition hall. The buss transport was every half hour. The bus transport ended one hour after
the last play. There were special transport to the opening and closing ceremony.
Teams and officials were transported from and back to the international airports.

8. VIP Facilities:
There were special arrangements many days for local VIP’s and international ECVD officers. Guests
were invited to see the opening matches and the finals. Buffet or snacks were offered in special
designated area.

There was a doctor present inside the venue all the time the matches were played.

10. Promotional material:
There was a colored program with the time schedule for the matches. After one day of competition
the organizer made an information wall in the venue with information from the matches.

11. Meetings:
The meetings were well organised. Official meetings were held in the hotel. ECVD had one meeting
room in the hotel, and used the VIP room inside the venue.

12. Accreditation for the teams and officials:
The accreditation cards were well prepared on arrival. Only the team members had a photo on their
accreditation card.

13. Halls, court and facilities according ECVD requirements:
The Wilhelm-Dopatka-Hall in Leverkusen was built in the middle of the seventies and the second
biggest circular gym in Germany after the Olympic hall in Munich. It is a part of the high-class
stadium in Leverkusen and can be found in the middle of our town of sports. In the region the gym
is unique with its capacity of 3500 visitors and suitable for all kinds of events. Beside the topevents of sport the multi functional gym with a floor space of 2800m² is a perfect location for
regional und supra regional events, concerts, congresses, cultural events, and trade fairs.
The illumination and excellent overview in the sports hall create adequate conditions for the
television and spectators.
The sport venue is located in the sport centre of Bayer Leverkusen and it takes 10 to 15 minutes on
foot to get to the venue from the players hotel. The venue was well prepared with three playing
courts. One of the courts was selected as the main court for all Germany matches and the finals.
There were a lot of changing rooms for the teams and one for the referees. In the venue there is a
lift from the ground floor to the first floor.
All necessary equipment was available. Each court was divided from the rest of the hall with a net.
The access from the stand was divided by advertiser boards. The dressing rooms were clean and with
good quality.
The playing conditions were very good.

The number of persons in the leader group of the organisation was limited. This caused some
problems in the start of the Championship. The organisation had sufficient number of people in the
rest of the organisation. The personnel were well educated and qualified for their work.

16. Competition:
LOC had prepared the logistic of match preparations. The logistic system was well organised and
worked perfectly.
The promotion of the matches played by Germany was very good and the protocol for preparation of
the games was according to international standard with presentation of teams, referees and players.
There were a lot of spectators in the matches played by Germany, and the final between Germany and
Bosnia and Herzegovina was transferred live on TV. Cheerleaders and a lot of activities made a
professional arrangement that makes a great promotion for sitting volleyball.
ECVD Sport Department likes to thank the German Handicapped Sport Federation and Bayer
04 Leverkusen for the great work in organising the Championship and for hosting European
Championship men and women in 2005. The professional organisation has organised many
Championships for ECVD and WOVD. We believe that it is not the last time we have been in
Germany or Leverkusen and played sitting volleyball in a Championship.

REFEREEING REPORT
to the
WOVD VOLLEYBALL REFEREE COMMISSION
about the
EUROPEAN CHAMPIONSHIP IN SITTING VOLLEYBALL
WOMEN AND MEN 2005
Leverkusen, Germany: 21-25 June 2005
Organisation, Competition venue, hotel
This tournament was very well organised. The local organisers were very helpful and
friendly, and took good care of the referees.
The competition venue – Wilhelm-Dopatka-Halle - was perfect prepared with 3 courts. All
courts had like a taraflex floor and the field had a different colour to the free space. One
court, the main court, had a lot of seats around and was prepared for the TV. The two
“smaller” courts were also very well prepared for this big tournament.
The hotel where the referees stayed was a four star hotel, hotel Lindner, it is directly
integrated into the football stadium from Bayer Leverkusen. The officials and the referees
had only cross the road to go in the competition venue. All referees had a double room. I
had a single room. We get the breakfast in our hotel and the other meals in the hotel
Ramada, where the teams stayed. A bus shuttle between the sportshall and the Ramada
was in work, but the distance was also for walking not far.
Referees, travel
17 referees for the 12 men and 5 women team were nominated by the ERC for this
tournament. The referees are:

In fact, that one referee was not coming to Leverkusen, Martijn Meulenkamp (NED)
replaced him. Martijn was in duty as a linesman and I asked him one week before the
tournament to bring the referee uniform with you to Leverkusen. Finally it was a good idea.

I get from the missing referee no information, that the nominated referee can´t take part on
the competition. Also the National team had no information why the referee was not
coming. The referee called me after received the nomination at the end of March that the
referee will come to Leverkusen. That was the last contact to him.
The travel costs for the referees was paid by the “own” teams or the get the money from the
nation for what the referees were nominated for. All referees get the pocket money in the
beginning of the tournament from me.
Clinics and meetings
One day before the tournament start, I held a theory clinic for the referees, which I
conducted, discussing the protocol for this tournament, the meetings for referees,
nominations, observations, and some specific points from the Rules, Refereeing
Instructions and Refereeing Guidelines. Mr. Toralv Thorkildsen (NOR), the ECVD Technical
Officer spoke briefly with the referees at this meeting.
I held referee meetings as necessary during the tournament to discuss points arising from
the matches which were relevant to all of the referees – the first was held at the end of the
second day.
Nominations
First I will say thank you to Mrs. Sari Mannersuo and Mr. Victor Feldshteyn, both are
members of the ERC give me a lot of help to make the nominations during the tournament.

Observations
In fact that I was alone for make observations, it was not possible for me to observe all
matches. So I made observation for “special” referees. After each match I spoke with the
referees to discuss points from the match with them.
Quality of refereeing
Overall, the standard of refereeing was acceptable, although (as normally) the level of the
referees varied.
Minor officials
For each match two line judges were provided, and generally they were very good and
accurate in their work. The both chief line judges Hans Kronenberg and in the beginning
also Martijn Meulenkamp (both from NED), listened to my advice and helped the line judges
(from NED and GER) to improve their performance as the tournament went on. Hans and
Martijn did a perfect job and it was pleasure for me to see how it can work professional
when the right men on the right position. Thank you again to Hans and Martijn.
The scorer and the assistant scorer comes from the organizer and did a very good job. The
assistant scorer watched about the libero changes. The reserve referee acted as the filled
the jury table form.

Local children from some schools of Leverkusen and also from the club Bayer Leverkusen
were acting as ball retrievers and moppers. They are perfect coached from the leader
before and during the tournament, so I can say also, that they made a very good job.
Other points
It was a great pleasure to work with all the team members from the organizer. Together we
did a great job, also when it was very late if I had finish my nomination for the next day. The
nominations was written in the daily bulletin.
During the closing ceremony I hand over to all “my” referees the diploma and said ones
more thank you for their help.

European Championships in sitting volleyball 2005.
Medical Classification Report.
The Classification took place in the hosting Ramada hotel, Leverkusen,
Germany, on the 20th and 21st of June, 2005. Classification was done by Dr.
Pavel Mustafin (Latvia), chair and Mrs. Hetty Voeten (the Netherlands). Dr.
Jurate Kesiene (Lithuania) has also followed the proceedings after her arrival
to Leverkusen. There was one trainee – Dr. Ganna Alfrova (Ukraine).
Prior to the tournaments, thanks to the prompt communications and
assistance to/from the organizers, the full entry lists were obtained. That
made it possible to timely crosscheck the player’s classification status and to
assign the necessary ones to the check up.
Upon arrival, each team got the list of the players to be classified. There were
classified just new players, ones with temporary classifications and also some,
on who there were no previous available data.
Classification took place in a properly marked room of about 30m2, there was
a bench, linens, towels hand basin, laptop and all the other necessary
equipment. There was no waiting room, but some chairs were placed in an
adjacent corridor.
Classification was accomplished from 12.00 PM to 23.00 PM on 20th and from
8.00 AM to 9.00 on 21st.

The entry lists with the valid classification status were verified and issued to
the ECVD Technical Officer at 10.00 AM on 21st, eight hours before the first
match game.
There were no official protests against the classification. Observations of the
players on the court were made during the first games of the relevant teams.
All the teams got the new Classification Cards on 21st of June.
There was a good cooperation from the team officials, generally, with some
exemptions, good compliance of the players to be investigated.
It should be noted, that the organizers provided all the necessary assistance in
a fast, professional and friendly manner.

Sitzvolleyball-EM 2005
Pressenachberichte
Die diesjährige Sitzvolleyball-Europameisterschaft in Leverkusen war eine tolle Werbung für den
Behindertensport in Deutschland.
Mit Gewinn der Silbermedaille hat die Deutsche Nationalmannschaft das zuvor gesteckte Ziel erreicht.
Im Finale unterlag man nur dem Seriensieger Bosnien & Herzegowina glatt in 3:0 Sätzen.
Eine umfangreiche Berichterstattung in Presse, Hörfunk und TV hat für eine breit gefächerte, öffentliche Wahrnehmung
des Behindertensports im allgemeinen und des Sitzvolleyballsports im speziellen in Deutschland gesorgt.
In Summe sind alleine über die Printmedien mehr als 10 Mill. Kontakte erreicht worden. Hinzu kamen mehrere
Berichte auf verschiedenen Radiosendern, allen voran Radio Leverkusen, und die Live-Übertragung des Endspiels
aus der Wilhelm-Dopatka-Halle. Im Schnitt fanden tgl. ca. 400 Personen (davon rund 250 Schüler) den Weg in die
Halle, die Finalspiele wurden von über 1.000 Zuschauern verfolgt. Ein kleiner Wermutstropfen war die Einstellung des
Sendebetriebs von tv.nrw, wodurch bereits zugesagte Übertragungen von den Vorrundentagen nun doch nicht mehr
gezeigt wurden.
