Attending the National Federation of Republican Women’s Spring Board Meeting in
Arlington, VA with visits to Washington, D.C. is energizing and reminds us that was are part
of a group of women who are committed to retaining our liberties and values which make our
country exceptional. Keynote speaker Ben Shapiro’s dynamic talk gave everyone specific
pointers on how to WIN. Stick to your principles!!
Our focus this year continues to be the high school and college students by bringing to them
the conservative ideas we hold. We are proud that Michaela Posner, La Reina High School
senior won the Ventura County portion of the Charlotte Mousel Scholarship of $500.00. Her
essay was extraordinary and she goes on to compete with the remainder of the Southern
Division club entries. Final winners are revealed at the June 4th Southern Division Meeting.
Everyone must become involved with local, state and congressional campaigns by registering
Republican voters; encouraging Republicans to VOTE in the June 3rd Primary Election;
volunteering at the June 3rd Primary Adopt-a-Poll at Lang Ranch School for 2 – 4 hours.
Many Republicans did not vote in the 2008 and 2012 presidential elections. NUMBERS
MATTER.
We must retain the House of Representatives and take back the Senate. The National
Republican Senatorial Committee and National Congressional Committee have more people
on the ground, better use of technology, pinpointing voters’ records, getting people to the
polls in selected areas where Republicans’ win is essential. Wins in California, Florida and
San Diego are examples of wins using this strategy.
Thank you for your continued support, your attendance at functions and bringing in new
members. If each member brings in a new member we will be better able to accomplish
our mission of youth education and electing Republicans.
Many thanks to Debby Chang and Rosemary Licata for a successful Gala Luncheon For
Peace the culmination of a year’s work to make the City of Thousand Oaks – Qingdao,
Shibei District Sister City project a reality. It is a remarkable achievement.

Candidate’s Forum
The Candidate’s Forum held on Wednesday, March 19, 2014 evening at the North Ranch Country
Club with a sold out attendance was a resounding success. Everyone loves the ambience, the
sumptuous buffet and camaraderie of the North Ranch Country Club, meeting the candidates and
special guests. We were honored to have Professor Robert Kaufman of the Pepperdine School of
Public Policy as an excellent moderator.
Pete Peterson, Executive Director of the Davenport Institute for Public Engagement and Civic
Leadership, as candidate for California Secretary of State, California’s chief election officer, and
the first step for business filings presented an excellent outline of changes needed to lessen the
burden of new and present businesses and more that is needed to protect the integrity of the
election system.
Rafael Dagnesses as candidate for 26th Congressional District, is a fiscal conservative, declared
that as representative he would serve a limited term, protect citizens’ rights. His former law
enforcement, military intelligence work and present business owner experience is a great asset for
this office.
Candidate for 44th Assembly District Rob McCoy, pastor of local church, in his dynamic
presentation stated he wants to make a positive difference in office with a community minded
approach that reaches the heart of the people he speaks to. He has extensive previous business
experience and support of well known local Republicans many from outside the state.
Mario De La Piedra also a candidate for the 44th Assembly District is 28 years old, a small
business owner, new in the political field, has ties to the farming and agricultural areas wants to
represent the citizens in a meaningful way.
Meeting candidates personally, listening to their views and stating your views is critical in
selecting future legislators. NOW it is important to register Republican Voters!! WE NEED TO
BECOME MORE INVOLVED. Volunteer for candidates’ campaigns.

Importance of Communication
On Sunday, Mach 23rd I had the opportunity again to be a participant on the weekly KRLA 870 AM, 9:00-10:00 A.M.
and again at 9:00 – 10:00 P.M..radio broadcast Sunday Morning Newsmakers with Larry Marino, News Director who
requested I continue the feature series on high school students and young adults.
I reiterated that this year TORWF will send students to the Ronald Reagan Center in Santa Barbara to attend the Young
Americas Foundation two day youth program. TORWF supports the student fee and YAF provides housing, program
and meeting venues including a trip to Rancho Del Cielo. The students who have attended in the past meet students
from all over the nation, listen to and meet conservative, well known speakers from many professions. Each student
presented their essay at a TORWF meeting and their essays were published in our Newsletter. Every student who
participated said it changed their life.
I also applauded college students who have joined us from various colleges. We must continue to mentor young
people and get them on the right path. We must continue t be “people persons”, by being graciously welcoming
young people and, give them opportunities to participate in various ways. At a recent Pepperdine University Law
School Dinner, a young gentleman law student engaged me in conversation. I invited him and his friends to attend our
Candidate’s Forum in March at the North Ranch Country Club. He and three friends attended and had a fantastic
time meeting candidates, members and guests of our club. Three students joined as associates stating that in spite of
very busy schedules in law school, they would like to become involved in campaigns.
We will continue to have special youth programs to showcase students’ achievements and help guide them on their
way to a successful professional journey. I applaud Salem Broadcasting, Los Angeles for this great opportunity in
featuring our youth programs permitting us to get our message to the public so other young people may become aware
of these programs and benefit from them. This broadcast was an excellent opportunity to relate the mission of NFRW,
CFRW and the Thousand Oaks Republican Women, Federated of empowering women and assisting in electing
Republicans to office.

Our scholarship chair Patrice Barlow contacted several local high schools offering students the opportunity
to enter essays for the yearly CFRW Charlotte Mousel Scholarship. Four students submitted essays.
Michaela Posner, La Reina High School senior was the winner of $500.00 for Ventura County. Nola
Bragula, chair of the Ventura County Federation of Republican Women states she has been reading these
essays for many years but Michaela’s was the most outstanding. Her essay is now entered in CFRW,
Southern Division. Michaela is planning to enter Cornell University, New York in the fall term. We salute
you Michaela! We are very proud of you! Thank you Patrice for your time and effort to bring this
opportunity to the students.
Americanism
Requirements for the rebirth of American Exceptionalism:
1. Leadership
2. Entrepreneurship: The success of America and the Greatest Generation was built on entrepreneurship.
This spirit – uniquely American, can do spirit must be recognized and reinforced over and over.
3. Help Yourself and Others to become Resourceful: We’ll either find a way or make one.
4. Teach Others To Seek Failure and Learn from it.: There is nothing wrong with failing. We need failure
so that we can find ways to overcome obstacles and avoid failures.
5. Do Not Accept Excuses: We must neither accept excuses, nor provide excuses, for not achieving what
we seek – or for falling short.
6. We Must Celebrate the Individual: Rugged individualism is another value upon which this country was
built. I would add to that.: Rugged individualism with a strong sense of community.
These values will create longevity for the ideas of American Exceptionalism.

NFRW SPRING BOARD OF DIRECTORS’MEETING
There’s a place for you at our table! We can all be proud to be a member of the National Federation of Republican
Women, a very prestigious organization of Republican women leaders with headquarters in Alexandria, Virginia at the
doorstep of our National Capitol in Washington, D.C.
Rosemary Licata, NFRW Board Member, Program Committee and Beatrice Restifo, NFRW Board Member, Americanism
Committee attended the spring Board Meeting in Alexandria in March with NFRW president Kathy Brugger, past
president of California Federation of Republican Women, presiding.
After addressing the important business of the Federation and review of future action plans of the various committees we
heard excellent presentations by representatives of the National Republican Senatorial Committee, and the National
Congressional Committee. All pinpointed the critical senate and congressional races in states where Republicans need to
win to retain the leadership in the house and take back the senate.
The panel on “Diversity, Youth and Women: How the GOP’s Women Can Grow the Republican Party in Our
Communities” was presented by a young assembly women and Communication Director, Republican State Leadership
Committee. We must all communicate one on one and stay on message.
Ben Shapiro, Editor-at-Large Breitbart.com, Editor-in-Chief TruthRevolt.org as keynote luncheon speaker gave his
excellent, dynamic version of what a Republican candidate must do to WIN. Ben is a friend of TORWF and was our
speaker on two occasions.
The entire conference was very informative and productive. It is always a pleasure to reacquaint with old friends, all great
leaders of NFRW from across the country who have the same passion for keeping our country exceptional and to achieve
our mission to elect effective men and women Republicans to office.

International Outreach
Thousand Oaks and Qingdao,
Debby Chang, our International Outreach Chair was involved in exploring the possibility of forming a sister city
between the City of Thousand Oaks and a city in China. She began with the Center for Asian Performing Arts group
and a few people from Thousand Oaks. The members of C.A.P.A. knew important people in China who were
interested in the concept, therefore this was the beginning. Debby then asked Rosemary Licata to join her in order to
create a large Sister City Committee of influential community leaders from all professions. The idea was well accepted
and all who were asked to join said “yes”.
Planning a sister city with the City of Thousand Oaks and Qingdao, Shibei District took hold. A small group of
dedicated steering committee members met to outline the mission and concept and how the committee would proceed.

The Thousand Oaks City Council unanimously approved the concept of a Thousand Oaks – Qingdao, Shibei District
Sister City concept when Debby and Rosemary presented the plans, dates, and details to the City Council. After
almost a year of meetings and contacts between the Committee, the City of Thousand Oaks and the Chinese officials
in Shibei, we finally received word of the date of the delegation arrival, then the details for the visit were put into
motion.
On Thursday, February 27, 2014 (The Year of the Horse), the main event held at the Sherwood Country Club was the
GALA LUNCHEON FOR PEACE. Thousand Oaks Mayor Andrew P. Fox, Mayor ProTem Al Adam, Council
member Claudia De La Pena and many city administration officials and overflowing guest attendees enjoyed the
reception in the Conservatory while before entering the Foyer all were able to view the beautiful automobiles
displayed by O’Gara Coach Westlake on the entry patio. There was great camaraderie among the Chinese visitors and
guests. Several large exhibit tables were filled with brochures and information of local business, organizations and
information about Shibei District.
We then were escorted to the International Terrace where each mayor was given a dove to release then 55 others
followed and circled in unison in the blue sky while in the background Albert Darakjian’s composition, “Flight of the
Eagles” music played. It was a spectacular start to the event and the Chinese delegation were enthralled. Co –
Presidents Rosemary Licata and Debby Chang welcomed the guests. Rosemary called on Mr. Ron Plotkin who was
Master of Ceremonies for the event. Seven children from St. Patrick’s Christian School from kindergarden to third
grade greeted the delegation and guests in Mandarin.
We then proceeded into the Sherwood International Dining Room for the luncheon. The elegant Royal Table seated a
total of twenty three delegation members and dignitaries. The one hundred seventy five attendees filled the room
beautifully. Mayor Andrew P. Fox and Mayor Jie Zhang signed the agreement formalizing the Sister City
collaboration. Both mayors greeted each other and guests warmly and gifts were exchanged as tokens of friendship
and peace. The guests were entertained by a cello soloist, students from Westlake High School Dance Group and the
Chinese Lion Dance.
The delegations had a full two day schedule including a tour of City Hall; Senior Concerns and assisted living
facilities. Thursday afternoon they toured Los Angeles and Rodeo Drive. That evening a dinner planned for them in
the very elegant, intimate private dining room at the Peninsula Beverly Hills Hotel with twenty two in attendance
where the guests from China and our own area were able to intimately exchange business ideas.
Friday, Rosemary arranged a private tour of the Ronald Reagan Library and Museum, Air Force One and Marine One
followed by luncheon under the wings of Air Force One. We then continued with the group to Los Robles Medical
Center where the delegation met with CEO Natalie Mussi and some of the administrative hospital staff. The tour of
the hospital and a selected patient room very favorably impressed the Chinese visitors. The same evening the entire
delegation was invited to attend the 75 th Anniversary of the Greater Conejo Valley Chamber of
Commerce Celebration.

Shibei Mayor Jie Zhang gave a talk on business opportunities in ‘Shibei and his directors of tourism, economic
development and commerce introduced themselves. This International Outreach with the Chinese was a
memorable two days. The delegation members were very appreciative of all the activities and could not get over
the elegant, royal treatment they received. I understand they are still raving about the warmth and cordiality they
experienced.

Legislation-America’s Energy

The following is excerpted from a guest lecture I recently delivered at Professor Robert G. Kaufman’s
class at Pepperdine University.
The Obama administration is fulfilling its promise to take action on climate change by vilifying oil
companies, expanding the power of the EPA, delaying the green light for the Keystone XL pipeline,
complicating the permitting process to explore for oil and gas on federal lands, and delaying permits for natural
gas export terminals.
Meanwhile, despite President Obama’s efforts, our high oil and gas production is the envy of much of the
world. The Ukraine crisis has demonstrated the folly of Europe relying on Russia for a third of its oil and gas
and Ukraine and Lithuania depending on Putin, who owns a large share of Russia’s natural gas company
Gazprom, for 70% and 100% of their natural gas respectively. Both China and India are desperate to meet
their long term energy needs.
Venezuela’s current economic and social crisis sparked by runaway inflation, corruption, food shortages
and high crime rates demonstrates the tragedy of the Chavez-Maduro leadership’s choke hold on Venezuela’s
oil industry. Venezuela holds the largest proven oil reserves in the world, and oil prices are high. The country’s
economy should not be in the mess it is in.
Over the last five years, the US has seen its oil and gas production soar by 50%, reversing a near 40 year
production decline. This accomplishment owes its success to the entrepreneurs who developed and perfected
horizontal drilling and fracking to extract hydrocarbons from shale.
As Washington grapples with how to help its European allies loosen their dependence on Russia for energy,
the House Energy and Commerce Energy and Power Subcommittee are pushing a bill to facilitate liquefied
natural gas exports, which are effectively banned to those countries with whom we don’t have free trade
agreements This legislation would certainly be a step in the right direction as would lifting the export ban on
crude oil put into place after the Arab oil embargo of 1973.
Helping allies should also involve encouraging them to help themselves. Europe has plenty of natural gas
it is simply not accessing due to its opposition to fracking on environmental grounds, While environmental
risks do exist, most can be minimized, and they need to be weighed against the economic and security
downsides to high energy prices and dependence on countries like Russia. Europe’s high taxation and its
property laws, which very often don’t provide property owners with subsoil rights, also make replicating our
shale oil boom extremely difficult.
America’s recent oil boom owes its success not only to entrepreneurs but also to our government and our
laws. We have a tax structure which rewards risk taking, and it is vital to keep it that way. Our property rights
are extensive, and we have laws to protect them. Our freedoms have allowed to flourish a spirit of
entrepreneurship and a drive for innovation which is unsurpassed anywhere in the world.
Our relatively business friendly climate should provide lessons not just for Europe but also for our
adversaries like Venezuela, China and Russia, whose insecurities about energy are driving its aggression
toward Ukraine. Rights and democracy go hand in hand with innovation. And they are to be safe-guarded, not
suppressed. Washington needs to trumpet this message.

Caring for America
Featuring Isa Kendall
As our community ages we look to ways to make life better for our elderly, many of
whom have challenges of memory loss and physical changes making mobility difficult.
Our member Isa Kendall devotes uncountable hours to providing music as therapy to
countless people with these challenges. She has people in her visits to senior care
facilities who have not spoken in a long time, are withdrawn, and after several sessions
hearing her piano and old time songs begin to sing and participate in their
surroundings. She has men and women who have not walked who when hearing the
music with time begin to get out of their wheel chairs and dance. There are over 5,000
music therapists in the country. Music helps you get better socially, cognitively,
emotionally and developmentally. Music is a core brain function, makes a profound
impact on the brain and it works. Music stimulates memories especially in adults with
dementia and helps stroke victims get stronger. And people enjoy music. Daniel
Levitin states,” Our bodies like rhythm and our brains like melody and harmony.
