LETTER FROM THE PRESIDENT
What a difference a year makes! Quite the “surprise” winter for residents in
Ontario! While I’m writing this, I am in Kimberley BC where I have spent this winter and
here it is mid April and the snow has gone and it is 12 degrees. But I hear the ice is still on
the lake back home, flooding a problem in some vicinities and folks are asking “will spring
ever arrive?”
Over the winter, Northland Power Co. has begun work on the second solar farm
in the Burks Falls region. We have been in communications with them regarding this new
location as well as being mindful to continue watching for sediment in the Magnetawan
River. Our Director, Tim Brunton, has kindly taken on the responsibility of being our
liaison with the company and has written an informational piece to update us all in this
newsletter. Many thanks, Tim.

Hello to all our subscribers and advertisers.
New Advertisers: We are pleased to welcome three new advertisers to our Spring newsletter.
The first new advertiser is Victor Belyea of Get Stuffed Upholstery Etc. Victor has been servicing the cottage
area upholstery needs since 2008. Get Stuffed Upholstery Etc. is located in Ahmic Harbour where he does an array of
soft interior furniture, whether building custom pieces, upholstering, window valances, cushions and throw blankets. In
June Victor is opening a store in Ahmic Harbour called the HARBOUR HOUSE EMPORIUM to showcase his work at Get
Stuffed and that of local craftsmen.
The second new advertiser is Wayne Thornton of THORNTON GARDENS. As Almaguin’s new gardener, Wayne
has been gardening all his life. From his family home in South River he plants, rakes, mulches, trims and designs gardens
of every size, variety and budget. His greenhouse and vegetable and flower beds often supply plants and produce for his
happy clients. With a degree in Agriculture and a life time of pleasure in his work, Wayne says he is happiest when he is

REBUILDING HISTORY IN MAGNETAWAN

The fire on the night of July 29/30, 2011 that destroyed the unique Magnetawan Downtown General Store and
the Magnetawan Inn restaurant obliterated the two social meeting places of the historic village. Health regulations and
other considerations prevented the Han family from rebuilding the General Store. The owner of the Magnetawan Inn,
Rob Ewald, purchased the corner lot from the Hans and the house immediately west of where the General Store had
stood, number 6 Bay Street. He is offering these lots for sale.
Several worthy and much appreciated efforts were made in early 2012 to provide needed meeting places for
some groceries and light meals, but it was not until later in 2012 that a group of business persons – both permanent and
summer residents – put their heads and hearts together to develop a plan to provide the needed amenities for the
village and for the many dedicated summer residents of the area. Incidentally, some of the family cottages along lakes
Cecebe and Ahmic are now being used by the fifth and sixth generations of the original family members.
The plan that developed envisioned the purchase of the historic Schmeler House and converting it into a grocery
store and restaurant. A group was formed calling themselves “Friends of Magnetawan” and the Schmeler House was
purchased in late 2012. The needed renovations are currently in progress. Mark Langford, a well-known builder in
Magnetawan and designer Denis Lachance from Sundridge are in charge of the renovations. Mark and his skilled crew
are pretty well on schedule; the store and restaurant will be serving the community by the summer season this year.
Come to Magnetawan and see what is happening! You will still recognize the outline of the historic Schmeler
House – of course – and you will be able to see a grocery store being established in the west or front part of the
structure. The restaurant is being constructed in the enlarged east or river – and lock-view side, with an enclosed deck.
The entrance to the new grocery store and the view from restaurant will, of course, change the appearance of
the Schmeler House. The newly renovated historic structure will be a picturesque addition to Magnetawan, and will
serve the community as a much-needed meeting place for food, coffee and conversation. It will be known as the
Magnetawan Grill and Grocery.
Projected opening dates for the store and restaurant are still indefinite, but the Board of Directors promises that
they will both be in service this summer. Susan Fraser, who with Nancy Woodruff owned and managed the
Magnetawan Inn for many years, will be the General Manager of both the grocery store and the restaurant.
The “Friends of Magnetawan” and the “Magnetawan Grill and Grocery” express sincere appreciation for the
support the community of Magnetawan has given to this project. This support has been expressed by donated supplies,
materials and labour. The community has embraced the project and anxiously awaits the opening.

WHO DO I CALL IF I ENCOUNTER A BEAR?

Up until last year, when Ontario cottagers encountered a bear, they could call
the Ministry of Natural Resources to trap and relocate it. But because relocation
practices didn’t seem to work—bears were often able to remember where they found
food, and therefore returned to the same locations—calls to the Ministry started being
funnelled directly to the OPP. So, if you’re feeling a little confused as to who you should contact if you encounter a bear,
the Ministry has provided some examples.
If a bear poses an immediate threat to personal safety by being threatening or aggressive, call 911. This may
include “stalking people and lingering at the site,” entering or attempting to enter a residence, wandering into a
public gathering, or killing pets.
You should call the Bear Wise line (1-866-514-2327) if the bear is roaming around, checking garbage cans,
breaking into a shed where garbage /food is stored, in a tree, moving through a backyard, but not lingering.

NORTHLAND POWER SOLAR PROJECTS, BURKS FALLS

Members who have not been visiting their cottages
nor reading the Almaguin News over the winter may be
surprised on their first drive north this year. Northland
Power has two solar farm projects underway in the area
which are generating significant interest due to problems
being experienced with the first. Located off of Chetwynd
Drive, the Burks Falls East project can be seen from Highway
#11 just south of the town. It is a large project with 45,000
solar panels to be installed over 40 hectares. Due to
unexpected subsurface water, soil erosion and surface
runoff 3 Mile Creek and the Magnetawan River have been subjected to significant silt loads. This has raised concerns
regarding fish and wildlife habitats.
Northland Power held a public information session on April 10 at which the problems and solutions were
reviewed. It was admitted that the site engineering was not sufficient in advance of the construction and as a result the
solutions are a work in progress. Numerous sediment retention methods have been implemented together with
preventative runoff measures. These now include multiple filter cloth fencing, hay bales, a rock check dam, retention
ponds and a settling tank/pump operation. As soon as possible the area will be seeded to re-establish ground cover.
The second farm, Burks Falls West, is located in Armour Township south of Highway #520 west of Burks Falls.
The property lies adjacent to and behind the Church of the Holy Spirit and can be seen as drivers crest the hill leaving
town or from Highway #11 if bypassing the town. It will be a similar size to Burks Falls East. At the public meeting
Northland Power repeatedly stressed the level of engineering was far greater given the experiences of the East site. As a
result of the problems at that site Northland Power and its contractor(s) have a heightened awareness of the potential
for subsurface water. A more rigorous storm water management plan for both the construction and permanent phases
has been developed. Erosion control is to be installed prior to any construction which is a major departure from the East
project. Initial clearing of the land began on April 8th. All trees being removed must be down before May 1st or an
ornithologist must be on site to examine each tree for nesting activity. A protected species of meadowlark has been
seen on site and as a result Northland Power must set aside 25 acres of appropriate habitat on site for the birds. There
has been a rumour that the company was able to have zoning of Provincially Significant Wetlands altered for their
purposes. This was emphatically denied and it was stressed
that no such lands are involved in the project. The project
is to be completed and operational by Fall 2013.
Numerous groups are in contact with Northland
Power including the Almaquin Fishing Improvement
Association and the Magnetawan River Watershed
Association. Given that these solar farms have a minimum
20 year life expectancy, and that Northland seeks to build
further sites Canada wide the company recognizes the need
to listen to and work with local groups to solve and prevent
these problems. At this time it is believed that no
significant damage has been done to our water system.

The Almaguin Fishing Improvement Association

The Almaguin Fishing Improvement Association (AFIA) is forging ahead leaps and bounds planning for this year’s
spawn of pickerel and a successful hatchery. This year`s targeted crop of 1.5 million pickerel fry will be placed in Lake
Cecebe.
In addition, our volunteer committee has been in attendance at the Armour and Ryerson Townships council
meetings regarding the turbidity caused by the Northland Power installation of solar farms in our area. The stream and
river contamination has been significant. Northland Power has agreed to alter their prevention strategies as a result of
our AFIA suggestions and alternatives.
The AFIA is researching sources of river siltation on Mag-View Dr. as a result of the Ministry of Transport
construction program during the four laning of Highway 11. Major land fill efforts were handled quite poorly. As well,
the AFIA will be working with the Ministry of Natural Resources to gather scientific data to help garner support for a
grant of monies to improve fish habitat in the lake. More to come on this one in the near future.
The pickerel spawn will occur (nature complying) when the water temperatures reach around the 8-9C
temperature. This is generally 2 weeks or so after the ice goes out. The capture nets will be placed in the water behind
the liquor store in Magnetawan. The fish that are ready to spawn will be separated into gender and transported to
shore where they will be milked and fertilized. The eggs will then be hardened in a solution of tannic acid and carried to
the hatchery which is located in the basement of the museum. Exposure to B.T.U. (British Thermal Units) from the river
determines how long the eggs take to hatch. Once hatched the fry are planted in weed beds around the lake within a
two hour period. Day or night!
During the netting and milking operations, fins will be clipped and/or hole punched to gather DNA which will
assist us in the identification of the families of fish. The AFIA will be on location with the nets for about a week. If you
haven’t had the opportunity to watch the proceedings it’s well worth the experience. The school children of
Magnetawan are treated to a biology lesson and experience the project first hand on scene. This helps with lake
stewardship for the future.
This project has been funded over the years with the help of Cecebe Waterways Association and Ahmic Lake
Cottagers Association and others. Their support and encouragement has made this project an envied and viable
application of science, professionals and volunteers. Thank you one and all for your active support. More to come at a
later date.
BURK’S FALLS TOWNE THEATRE
Movies at the Burk’s Falls Towne Theatre
have been granted a stay of execution for one last
season. Plans are underway to replace the
antiquated projectors with new digital equipment,
thanks to a supplier who came forward to help out.
Projectors are expensive, and the Village of Burk’s
Falls will be fundraising during the summer for the
$50,000 to make all of this happen.
Feature films will run, a new film each
week, from June 28 to August 29. If you wish to
be added to the film distribution list, please contact

We try to provide prizes for all the golfers in the tournament and our members and local businesses have been
very helpful in past years with golf prize donations. All prizes for the golf prize table will be generously accepted and can

Silent Auction: Our silent auctions have been a big success raising money for the Association so we
welcome suitable items that will help our 2013 auction. In 2012 we raised $2375.00 through the silent
auction. Support for the auction has been great from the local business community and from gifts
donated by members. Once again we appeal to our CWA members for silent auction merchandise or
services so we can continue to generate revenue from the silent auction.
One source of silent auction gifts that we would like to see increased is corporate gifts from our members’
employers. Corporate gifts for the silent auction are much appreciated and many of our members are working for
companies who have products that will generate lots of bidding at the auction. Pre-planning helps ensure that the
auction runs smoothly so give John McDonald a call to be certain your donated items/services are listed in advance. We
depend on your help.

CECEBE WATERWAYS 5TH ANNUAL POKER RUN

The CWA Poker Run is always a great event enjoyed by many. With an average of 30-40 teams entered each year
the fellowship on the lake is alive and well. This is a fabulous opportunity to get out in the boat and meet not just the
dock hosts but the other people on the lake who are participating.
The cost is $10 per entry for a day of fun or free if you wish to visit the host docks without the aid of a motor.
The entry forms will be available on the CWA website (www.cecebewaterways.ca), at the Port Carmen store (Grandview
Groceries), at the Magnetawan Grill and Grocery and at the Magnetawan Home Building Centre.
This year, there is an opportunity for you to step up as a host dock. It ends up being a lot of fun for the host
docks and we get requests every year from people who have hosted in the past and want to do it again. This program
works best if we have new hosts each year if possible.
Mark your calendar for August 17, 2013 to sign up as a participant or dock host. It will take place between 11:30

further information) or know of an organization that would benefit from a donation from our proceeds. Also, I could use

I would like to take this time to thank Magnetawan Building Centre for donating the first prize this year, and
every year since we started the Poker Run event. Their generosity is always present in our community. If you happen to

MEMBERSHIP REPORT

What a wonderful response we have had to our request for early payment of membership dues. Over 70% of our members
are now paid up for 2013 with a few paid up for next year as well.
A big thank you goes to all of our Area Reps who talk with members and non-members alike, bringing your needs to our
meetings for solutions or commendations. Also thanks to everyone who has paid early - this allows your Association to plan for the
upcoming year and meet its obligations.

new grandbabies, Ryu Peter Wyatt brother to Hana Joan and son of Matt
and Nao Wyatt, born October 17, 2012 in Kawasaki, Japan and Emma
Demaris Wyatt, sister to Madeleine Marie, born March 13, 2013 in
Vancouver BC to Sam Wyatt and Dr Jennifer Kelly. Ryu, shares the sign of
the dragon with his cousin Wyatt Atticus Chow, born March 13, 2012, son
of Martha Wyatt and Daryl Chow of Toronto and his birthday with cousin
Emma.

Now that spring is here and summer is just around the corner, please remember that
sound travels an amazing distance across water. Please be considerate of your lake neighbours, day or night! Don’t
make unnecessary noise that could be annoying to them.

Hello everyone. The ice is leaving, the gulls are singing - I think summer is coming! This
season I am introducing ladies wicking t-shirts, and also jogging pants. I will have samples at the
Regatta and they can be ordered in a wide variety of colours.
I would appreciate anyone who has time on Regatta Day to help at the booth. I am also
hoping to entice someone to take over my position as Merchandise Chair. If you are interested
in taking up this job or helping on Regatta day (Sunday August 4th), please give me a call at 705382-6453.
MAGNETAWAN LIONS CLUB 46TH ANNUAL SWIMMING PROGRAM
Location: Magnetawan Centennial Park
Registration: Saturday July 20th, 2013 from 10am to 12 noon at the park
Swimming Program: This is a three week program, starting Monday July 22nd and ending Friday August 9th with
swimming, a BBQ and awards.
Cost: The swimming lessons are a free service from the Lions Club, as they believe that every child should know how to
swim. To this end, they have been offering these classes for the past 46 years. Donations to cover costs are very
welcome.

LESSONS LEARNED: WORKING TOWARDS EFFECTIVE
LAKE STEWARDSHIP
Saturday, May 25, 2013 - 9:00 am to 4:00 pm
Attention lake association members, researchers, interested citizens and
those who care about the health of our lakes and watersheds, this workshop
is for you.
The Lessons Learned workshop provides an educational and sharing opportunity for those interested in learning
about, protecting and caring for our Central Ontario lakes and watersheds. The theme for this workshop is
Working Towards Effective Lake Stewardship.
While this workshop will be geared towards lake associations in Central Ontario, those with interests in other
Ontario watersheds are encouraged to attend.
This event is being organized by the University of Waterloo, in conjunction with a number of Huntsville area
Lake Associations including Fairy Lake Association, Peninsula Lake Association, Lake Vernon and the
Magnetawan River Watershed Association.
The event runs 9:00 am to 4:00 pm, with registration opening at 8:30 am, at the Active Living Centre located at
the rear of the Canada Summit Centre, 20 Park Drive, Huntsville. Pre-registration is required by May 17th,

SPAR REPORT

2012 was a great “spar” year. The new stainless steel chains which replaced
the old galvanized chains in 2007 are still just like new, as are the stainless steel hoops
in all of the new anchors. Stainless steel chain is impervious to the electrolytic
reaction of the old PVC chain and the iron content in the water and will not

Thanks to all of our spar volunteers and their families and helpers for looking after the spars each year. This is
not an easy job. If it’s not cold when they are put in the water in May, then for sure it’s really cold and the water is
rough in October when they come out. Special thanks to Don Nancekivell and Mike Kinsey and families who look after
the 6 spars at the Lighthouse; to Tim Brunton for the spar at the end of King’s Cove Road; to Ted White and family for
the 4 spars by Marshall Island; to the Hewlett family for the spar at the north end of Watson Island; to Dennis Mooney
for the spar off his point; to Ken Mihan for the north end of Gordon Island; to Ted MacDonald for the spar at the south
west end of Gordon Island, to John McDonald for the spar at the point of Jeffery Road and for helping with 4 other spars
in the river, and to Wally Zelinsky for the 4 spars closest to Midlothian Lake. Your volunteer efforts make a very safe
waterway for our members, guests and visitors and are greatly appreciated by all.

TOWNSHIP OF RYERSON

On behalf of the council, I wish you a very warm, happy and healthy Spring and Summer
season.
The municipalities of the Village of Burks Falls, Township of Armour and Township of Ryerson wish to welcome
our new Community Development Officer, David Gray. Mr. Gray has been hired with financial assistance through the
Northern Ontario Heritage Fund Corporation (NOHFC) Youth Intern Program. Mr. Gray can be reached at: 705 571-1564

studies, in order to improve the quality of life in this rural area by promoting: the points of interest including the natural
beauty and historic heritage (Museum) of our communities; and promoting the businesses on main street in Burks Falls
and the commercial development in Armour and the many businesses located in the rural areas of Armour and Ryerson.
The 20th ANNUAL GARAGE & CRAFT SALE will be held Saturday June 22, 2013, from 8am to 12 noon. It’s a
chance to buy a hot dog & pop served by your Council, meet your neighbours and check out the bargains. Vendors there is no charge, but please contact the office, so that we can keep track of how many vendors will be there.
The History Book, A Tribute to Ryerson Township, is available at the Municipal Office. Price: $26.25 including
H.S.T. Postage and handling charges will apply if mailing. This is a great gift for history buffs.
Recycling - Hazmat days for 2013 are Saturday May 25th and Saturday August 24th 10 am to 2 pm both days at
the Strong Township Landfill, 483 Forest Lake Road.
FIRES – There is NO DAYTIME BURNING from April 1st to October 31st. A fire is only allowed to burn from the
hours of 6: 00 p.m. in the evening to 10:00 a.m. in the morning. Only a single pile is burned at any one time. The pile is
not more than two meters (6 ft.) in diameter and less than two meters (6 ft.) high. Complete regulations available at the
Municipal Office. NO OPEN AIR BURNING IS ALLOWED WHEN A FIRE BAN IS IN EFFECT

Experimental Lakes Area - Reprieve?
April 24, 2013 - FOR IMMEDIATE RELEASE
Peterborough, ON - The Federation of Ontario Cottagers'
Associations (FOCA) is cautiously enthusiastic today, upon news that the Province of Ontario and the Province of
Manitoba have committed to keep the Experimental Lakes Area (ELA) open through a proposed collaboration
with the federal government, the International Institute for Sustainable Development (IISD) and other partners.
While no financial commitments have yet been confirmed, FOCA applauds today's announcement as a positive
step toward saving this internationally-renowned freshwater research resource. "We have been concerned about
the future of aquatic science since the federal government announced the ELA closing in May, 2012," says Terry
Rees, Executive Director of FOCA. "On behalf of Ontario's 250,000 waterfront property owners, today we
applaud the Province for stepping forward to support this important water science, in the name of
informed public policy.
" As Ontario Premier Wynne noted today, "I think the ELA is a gem. It's an important scientific endeavour and I
don't believe that either provincially or regionally, nationally or internationally, we can afford to let it go." FOCA will
continue to provide input toward a robust plan for the continuance of the ELA. FOCA is a non-governmental
membership organization based in Ontario that represents over 500 community groups across the province.

1. ORGANIZATION: The primary purpose of this not-for-profit organization is to promote the mutual interests of the
seasonal and permanent residents and landowners on Lake Cecebe and its area waterways in the Townships of
Magnetawan and Ryerson, and to make representations and undertake negotiations on behalf of those residents and
landowners.
Cecebe Waterways Association was incorporated under the Corporation Act (Ontario) as a corporation without share
capital and operates as a not-for-profit organization. The Letters Patent state that the business of the corporation shall be
carried on without the purpose of gain for its members and any profits or other accretions to the corporation shall be used
in promoting its objects. Income from operations is not taxable under Section 149 of the Income Tax Act.
2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES: These financial statements have been prepared in
accordance with Canadian generally accepted accounting principles and were reviewed by the board of directors and will
be reviewed and approved at its May 2013 Board of Directors Meeting.
Cash, Investments and Accounts Receivables: Sufficient cash is maintained to meet current obligations and access cash
is invested in Guaranteed Investment Certificates (GIC’s). Investments are limited to interest earning deposits and/or
GIC’s where the amounts are covered by the CDIC. Outstanding accounts receivable are from 3 advertisers and are
considered collectible.
Inventory: Inventory consists of items of clothing, giftware and other such items for sale to members and other
interested parties. The inventory is maintained at the lower of cost or market and is substantiated by perpetual inventory
records and a physical inventory count. No provision has been made to lower the value of the slow moving items.
Deferred Charges: This represents prepaid insurance and deposits which will be expensed in 2013 along with costs that
were incurred to incorporate the association. The latter expenditure is not amortized.
Capital Assets (Equipment): Capital assets are expenditures that are classified as fixed assets and have value beyond the
period in which they were acquired. Capital assets are amortized using CRA guidelines.
Accounts Payable and Deferred Revenues: Deferred revenues represent amounts prepaid by members for the 2013
fiscal period and beyond. One payable exists and will be settled in May.
Revenue and Expense Recognition: The Association utilizes the accrual method of accounting in accordance with the
requirements of the Accounting Standards Board. Adjustments have been made to the Treasurer’s report of operations to
reflect accrual accounting including, but not limited to, the recognition of prepaid and deferred items, the adjustment of
inventory to reflect the physical count, the capitalization of expenditures classified as fixed assets, and the amortization of
fixed assets in accordance with generally accepted accounting principles. Such adjustments resulted in a decrease in net
income to $2,880 for the year.
Members Equity: Members Equity is primarily in cash, short term investments, navigation spars and regatta equipment.
Net operating income for the year is $2,880 which is slightly unfavourable to last year. The decrease of in net income of
$151 is considered immaterial and does not represent a trend.
3. CAPITAL MANAGEMENT: In managing capital, the board of directors and its officers focus on liquid resources
available for ongoing operations as well as the support of the association’s mission statement. The objective is to have
sufficient resources to continue operating despite adverse advents with financial consequences, and to provide it with the
flexibility to take advantage of opportunities that will advance its purposes.
Report of Board of Directors and Officers: The financial statements presented with this report have been prepared in
conformity with Canadian generally accepted accounting standards. The board of directors and officers are responsible
for all information and representation made in this report and for the integrity and objectivity of the financial statements.
The statements include informed judgments and estimates necessary for their preparation. Systems of internal accounting
controls are designed to be cost effective, while providing reasonable assurance that assets are safeguarded and
transactions are properly recorded and that financial statements conform in all material respects with Canadian generally
accepted accounting principles.

Our readership is composed of seasonal and permanent residents. We publish three newsletters per year: Winter
(Jan-Feb); Spring (Early May); Summer (September).
For an annual fee of $40.00, you receive: 1. Inclusion in all three newsletters, both in print and online; 2. The ability to
put your name and business before all of our members, and 3. A business card size ad of 2" x 3.5" approximately
Double size ads 4” x 3.5” or 2” x 7” are $75.00
Extra large ads 4” x 7” are $150.00
Extra large ads 6” x 7” are $200.00
Half page ads 10” high and 3.5” wide are $175.00
Full page ads $340.00
Your artwork need only be your business card or custom artwork on a white background.
Your ad appears in a printed newsletter (black and white) and online on our web site at www.cecebewaterways.ca
Try our flyer service. We offer a very direct way of reaching our members through a mailing of your brochure/insert.
Using an insert supplied by you (8½” x 11" or 8½” x 14" folded), we will include this with one newsletter mailing. In
addition it will be scanned and posted on our web site under brochures/inserts for a period of one year. The cost of
this service is $100.00 per newsletter. For brochures, CD’s and other promotional items that weigh up to 100 grams
the cost of this service is $220.00.
