The property is 419+/- acres within the North Natomas area, at the hard corner of
Highway 99 and Elkhorn Boulevard.
Entitlements:
On December 10, 2002 the County Board of Supervisors and the Sacramento City Council
each approved a Memorandum of Understand ing (MOU) t hat outlined a joint vision for land
use and revenue sharing principles for Natomas. The MOU recognized the City as the agent of
development and the County as the agent of permanent open space, habitat, and farmland/
ranchland preservation.
The entitlement steps for the area have been identified as five separate phases, w ith the
cu rrent status of the project being at the end of the second phase and beginning of the third
phase. These steps are:
o
Phase 1- The City-County MOU and Open Space Program (completed).
o
Phase II - The Broad Visioning Process (nearly completed)
o
Phase III - This phase w ill in clude:
- An inclusive public stakeholder process;
- amendments to the City's and County's respective General Plans;
- a Specific Plan or Master Plan;
- an amendment to either the City's Sphere Of Influence or the County's Urban
Services Boundary;
- CEQA documents;
- and the preparation of a conservation strategy and initiati on of work to prepare a new
or amended habitat conservation plan (HCP).

Phase IV - Annexation (or amendment to County's Urban Policy Area) and preparation of a
new or amended HCP.

The Natomas Joint Vision Landowners group is processing the scope of the EIR for the Specific
Plan Area that includes the subject property.
Water:
The owner has water rights via shares owned within the Natomas Mutual Water Company.
These shares are available with the property, and can be utilized to assist/offset the water
supply requirements for a project.
