The
principals

switching positions for the
upcoming school year.
This decision, and how
it was made, has angered
parents who feel that
Superintendent Linda S.
Underwood and the school
board did not clearly
explain how the reassignment will benefit the 700
students involved.
In an interview on
Monday Underwood said
that Dianna Gordon, principal of GES, and Stacey
Austin, principal of RES,
have each been at their
respective schools for
about six years.
“We know that both
principals are highly
thought of by their communities, and we knew there
would be some negative
reaction,” said Underwood,

considering the move for a
long time. “But even knowing the negative reaction,
we want to do the right
thing.”
She
believes
that
Gordon and Austin each
possess different skills
and strengths that, when
brought to a new setting,
will increase the productivity of both teachers and
students.
“Both principals have
worked with their staff to
get students to their highest achievement levels,” she
said. “But a different set of
eyes, a different approach
can help (students) take the
next few steps. We’re looking at increased achievement, always.”

Emergency planning exercise staged at GHS
Volunteers deal
with tornado
aftermath

More than 50 people gathered
Friday morning at Goochland
High School to deal with the
aftermath of a simulated emergency.
The exercise scenario was this:
It’s 9 a.m. in the morning after
a tornado has struck Goochland
and Powhatan County and the
Emergency Operations Plan of
the Local Emergency Planning
Committee (LEPC) is being put
into effect.
Not only has a tornado hit,
but there’s been a pesticide spill at
a local business and nearby residents have been asked to evacuate.
The Emergency Operations
Center (EOC) has been opened
at Goochland High School to
accommodate people and their
pets until conditions return to
normal.
With that scenario in place,

might have to deal with should a
real disaster strike.
After the briefing they went
to work.
Around 10 o’clock the role
players started arriving for check
in at the registration desk.
Role player Bill Dudley came
in complaining of a headache
and told the volunteers he had an
allergy to peanuts. He was sent to
the clinic area.
“We took his blood pressure,
pulse and got his vitals,” said
Susan Scott. He seemed to be in
pretty good shape, so they gave
him a Benadryl.
Later on a pregnant lady
arrived and went into labor,
according to the scenario.
By this time, normal communications had been restored,
so that the backup network provided by amateur radio operators at the high school and the
Sheriff’s Office was not needed
to summon EMS personnel.
Other role players were slated to portray an Alzheimer’s
patient, a homeless person, a
teenager with asthma who had
lost his inhaler and a tuberculosis patient, among others.
Over in the pet shelter, which
was a new addition to the exercise this year, volunteers were
taping plastic to the walls of a
room that could be used as a
quarantine area for sick pets,
before role playing citizens with
their pets began arriving.

pets and their owners and RN
Terri Walden gave each animal
a brief exam to determine if it
was healthy.
Dogs and cats were separated. Birds would be taken to
a nearby bathroom, said Pet
Coordinator Cynthia Stansbury,
who wrote the pet shelter plan.
“No reptiles allowed,” said
Stansbury. Other “pocket pets”
would need for their owners to
bring their own cages.

and go the shelter area.
Plans called for the exercise
to last until noon, when the role
players would depart and the
volunteers would debrief.
Monday Hilman said she
had about 35 written evaluations of the exercise to go over.
Hilman, an EMT at Co. 5
on Fairgrounds Road, said she
has been involved in emergency
planning for the county since
1999. She explained that federal
law requires each community
have an LEPC in place, originally mandated to deal with
hazardous materials incidents.
But in 2000, Goochland’s
committee decided to expand
its role to come up with a plan
to deal with other emergencies.
“We felt like there was a need
in the county,” said Hillman,
who also works in Emergency
Planning and Disaster Recovery
in her day job for marketing
company Affinion Group.
Hillman said LEPC would
evaluate the exercise, which is
done every other year, and submit a report to the board of
supervisors in 30 to 45 days.
Hillman called the exercise
a success but said the need for
some changes was already clear.

signing in and going from place
to place.
“The high school is a large
area and the people would be
under stress,” she noted.
Another change would be
the addition of an external
antenna for the radio operators,
to improve reception.
Board of Supervisors chairman William Quarles acted as
one of the observers. Quarles,
recently retired after 32 years
with at North Anna with
Dominion Power, pointed
out that he was no stranger to
emergency drills and praised
the efforts of the volunteers last
Friday.
“From a Goochland stand-
point it was an excellent exercise,” said Quarles.
Quarles did note one needed
change. That is for radio operators to always make a “this is
a drill” announcement when
transmitting during practice
exercises, since any listener with
the proper equipment could
pick up the transmissions and
without such an announcement
might think a real emergency
existed.
But overall he was pleased
with the event.
“We found out from Katrina
that sometimes the elderly and
animals sometimes get left
behind,” he said. “It’s better to
practice and not need it, than
not to have it,” said Quarles of
the emergency planning.

center that will be closed
next year due to budget
cuts, are frustrated that
they had been encouraged
to discuss plans for students who are transitioning to their home elementary schools with their
children’s principals.
Now many of those parents are wondering if their
opinions will still carry any
weight with a new school
administration.
“That point is well
taken,” said Nelson-Lyda.
“From parents, I heard this
was contrary to being told

said Christie. “No matter
how good these principals
are, there was time spent
building relationships with
the community, students,
parents and teachers.”

be a pain of adjustment
and right now we don’t
need that disruption,” she
added, alluding to a difficult budget season that has
only recently concluded.
“What is the benefit of that
disruption at this point in
to go back to their home
principal, and that was a
primary issue.”
“What concerns me is
that we have lost 26 teachers, and have kids coming back from the (centerbased) gifted program, and
there is no plan yet,” said
Christie. “And add to that
the difficulty of having a
new principal, who doesn’t
know these teachers and
students.”
Beth Hardy, who, like
Nelson-Lyda, is a member of the Community
Advisory Committee, wrote
in an e-mail Monday, sent
to an undisclosed list of
Goochland residents, that
she has been contacted by
about 40 people who are
dissatisfied with the reas-

Underwood says that
she did not want to release
the information until she
had a chance to speak with
the principals involved.
“We were right down
to the wire with the meeting,” she said. “I wanted to
talk to Gordon and Austin
as soon as school was out,
but unfortunately each of
them took off for a week.

together was the Tuesday
of the meeting.”
Each principal has a
relative who will also be
affected by the change:
Austin’s wife will be transferred from GES to RES,
and Gordon’s daughterin-law will be moved from
RES to GES.

The Big Switch
Goochland County is a deeply lush and mysterious place, where decisions are often made among
long shadows that stretch beneath stately trees.
It has been that way a long time, and a lot of people have gotten used to it.
But some people haven’t.
Some citizens of this county would rather conduct business in the full light of day.
Last week School Superintendent Linda S. Underwood and the Goochland County School
Board decided to switch the principals of two local schools, Goochland Elementary and Randolph
Elementary.
School administrators have the right to determine their system’s personnel needs; as several people
have pointed out to me, GCPS doesn’t need the public’s permission to transfer its employees.
Although I do not yet fully understand why the schools decided to make this move, I am not
necessarily saying it is a bad thing.
Nor do I consider it a good thing.
I don’t know enough about it to have any opinion at all.
Neither I, nor anyone I have spoken with other than Underwood, have any idea what the point
of this change could be.
That’s too bad, because in this county there is a lot of animosity between certain parents and certain school administrators. And making unexplained decisions doesn’t clear away any of the mistrust
that accrued during this year’s budget season.
During those long winter and spring months, many residents repeatedly lamented their lack of
dialogue with administrators.
Parents asked to maintain staff and services, and questioned why certain cuts were made; administrators often provided vague and delayed responses.
Why? Why not explain what is going on? At this point, what is the worst thing that could happen?
Parents might rebel, and form organizations and protests, and sign petitions? Well, that is already
taking place.
I understand that Underwood wanted to speak to the principals involved before announcing her
decision to the public.
But I do not understand why school administration chose to ignore the issue at a public meeting
held after that discussion took place.
At this point, there does not seem anything to be won by hiding what is going on, and why.
Our schools could start to regain some of the respect they have lost in this county by taking the
following steps toward transparency: Provide audio recordings of school board meetings and workshops, and make these available on CD and on the school website; cite the Code of Virginia to explain,
in agendas and in minutes, why the board is going into a closed meeting; and, make the documents
that are refered to in the agenda packet available to the public before a scheduled meeting, and be
ready to offer an explanation if that information isn’t ready.
Until then, the ill will between school administrators and parents will continue to spread until
compromise is no longer possible.
And is that the kind of legacy we want for Goochland’s school kids?

electronic signs?
For those who have been
following the ongoing furor in
Chesterfield County over the
last two years involving electronic message signs, be prepared. The Goochland Board
of Supervisors is planning to
light up your life. Electronic
changing message signs may
be coming to a neighborhood
near you very soon, in colors
of amber or various shades of
red or white.
In May, the BOS
requested that the Planning
Commission create an ordinance which would permit
electronic message signs in
Goochland in B-1, B-2, B-3,
M-1, M-2, P-O-P, as well as
for churches in A1 and A2 in
agricultural zoning districts,
even along rural roads and
in the village overlay district.
These signs remain lighted
day and night, changing messages regularly. Some such
signs are designed with a
brightness level to be read
from a distance of 500 yards
if set to the maximum level. A
subcommittee was formed by
the Planning Commission to
study the matter with regard
to A1 and A2 districts with
the final vote set for August.
It seems like the idea has
taken off like a rocket and
is on the fast track for final
approval by our supervisors
this summer.

less propose such an ill conceived idea.

Evaluating data
I found this issue of The
Gazette very interesting from
the perspective of the use of
data and how well that data
informs the reader.
In the piece by Ken Odor,
“Goochland lures high- earners,” there are clear distinctions made between average
and median incomes and
clear, valid, statistical distinctions made in helping the
reader interpret the data so
as to inform them as to what
these numbers reflect.
When one compares the
use of data in this article with
the use of data in the letter
by Mr. McDermott on the
school superintendent’s salary, I am struck by several
things.
One, it is great to include
data for ‘like sized counties,’ at
least as one comparator, but
as a tax payer I want to know
what measures are available
to take that data and really
inform the tax payers.

of how effective the tax payers’ money is being spent, but
what percentage of students
graduate, what percentage go
on to college?
These measures, coupled
with the data Mr. McDermott
calculates, would help us all
in really getting to the question of the value of our tax
dollars.
In the absence of transforming the data as to be really informative, his arguments
are intriguing but truly lack
an objective basis to judge
the value of his concerns.

does Goochland show how
we value the people who live
here?
When my family first
moved to Goochland in 1992,
my wife and I had heard horror stories about Goochland
Public Schools, but we were
pleased to find an excellent elementary school in
Randolph Elementary.
We had heard how well
teachers were trained in
Goochland, only to be hired
away by higher salaries to
neighboring counties because
the salaries were so low. Yet
the quality of the teachers
seemed high.
We were pleased to find an
elementary Gifted Center in
Goochland to help meet the
special educational needs of
the brightest kids. We learned
that without support, even
the best and brightest become
bored and could even drop
out of school.
We were shocked to
find out that the Board of
Supervisors, on a 3-2 vote,
did not support basically a
correction in the funding of
the schools, public safety, the
library, and even the recycling
center. We had already had a
reduction in our real estate tax
assessment, and now a simple
adjustment of four cents to the
rate would restore funding to a
maintenance level.
To R.J. and the rest of the students of Goochland, I apologize
for not making my voice heard
on the day of the Supervisors’
vote.
But to all my fellow citizens,
it is not too late! It only takes
one vote to change the course
for progress in Goochland. I am
sure Ned Creasey, Rudy Butler,
and James Eads, fine fellows all,
just need a little encouragement
to change their votes. Just one of
them is all we need!
So send your letters in, or
call them on the phone, or send
them an email, and let your voices be heard. Come to the next
Board of Supervisor’s meeting
and tell them how you feel.
It doesn’t have to be doom
and gloom in Goochland. You
can make a difference.
Support Creasey, Butler and
Eads in changing their votes in

Representation in
the schools?
Last week’s Goochland
County School Board’s
Workshop meeting, unlike
the previous month’s “heated” session, was as cool as an
iceberg. The meeting moved
fairly briskly, with little substantial board comment
or discussion. All motions
received the customary unanimous votes.
In a previous letter I mentioned noticing an interesting
item on last week’s agenda,
“Information will be presented regarding School Board
meeting facilities.” It was
indeed interesting.
Responding to public outcry regarding inaudible sound
and lack of readable visual
presentations, and keeping
with their current transparency initiatives, our Board
of Supervisors wrote our
school board offering them
use of other county facilities,
containing improved ample
seating, as well as overhead
projectors and screens. This
is a “no brainer,” I thought to
myself, even our School Board
Einsteins can figure this out.
How wrong I was! After
more discussion and debate
than accompanied their
momentous budget vote last
month, it was decided to table,
unanimously of course, this
issue for further study.
Our county administration has consistently offered
our school system means of
fiscal sobriety - shared auditors, health benefits, grounds
maintenance and now meeting facilities. Underwood and
the school board have resisted,
in varying degrees, all of these
consolidation efforts, which
save taxpayers money. I see a
continued consistent pattern of
unbridled arrogance.
Going back to the earlier
mentioned iceberg cooling
the room, after the meeting,
I noticed the proverbial 80
percent hidden from (public)
view.
Reviewing the online annotated agenda I noticed a newly
posted “Download Additional
Handout” hyperlink that was
not online earlier, or in the
meeting’s “Public Agenda”
hardcopy available for public
review at the meeting.
This “addition” contained
the reassignments of Dianna
Gordon from Principal of
Goochland Elementary to
Randolph and Stacey Austin,
from Principal of Randolph
to Goochland. The board
had this information and
voted on it, yet the public had
no idea of this until after fact,
and only if one were astute
enough to notice this “internet sleight of hand.” I cannot
find to whom to attribute
this applicable quote, “secrets
grow in the dark and die in
the light of exposure.”
As we approach the fourth
of July, celebrating our great
nation’s independence from
the British tyrants, of that
time, we need look no further
than our Goochland County
School’s
Administration

Patriot Patrick Henry, in
responding to “taxation without representation” cried, “Give
me liberty, or give me death!”
As a taxpayer, I expect and
demand representation from
all of our elected officials, in
this case, our school board!

do they not remember what
happened to the British rulers
who refused to listen 234 years
ago?
Abraham Lincoln in the
Gettysburg Address stated,“that
government of the people, by
the people, for the people, shall
not perish from the earth.” As
a proud patriotic American,
truer words have never been
spoken.

when the swift current carried the boats
along.
Shortly after Dreaming Creek arrived,
Captain Robert M. “Buddy” High and the
Brunswick Belle pulled into sight.
“Heat was the worst thing,” said High,
chairman of the festival. Low water was
also a problem. High said several boats,
including the Lord Chesterfield, dropped
out during the week-long journey because
the hot weather took a toll on the crews.
A brief respite came Thursday night,
said High, when a storm dropped heavy
rain on the bateau crews.
“We got soaked,” said High, “but it beat
what we had been through,” referring to
the unrelenting heat.
Earlier in the afternoon, spectators
arrived to watch the yearly spectacle of
boats.
One group at the landing was the
Virginia Canals and Navigations Society,
where Bill and Nancy Trout, recently
awarded a Lifetime Achievement Award
by the festival, were on hand to educate
visitors about the history of Virginia’s
inland waterways.
Bill Trout said he became interested in
the river and canals as a youngster.
“It was in the Boy Scouts back in the
50s,” he said. “We used to go hiking on the
canal routes.”
Trout said the history of the batteaux
had been somewhat forgotten, but then
development at the James Center in 1983
unearthed parts of at least 60 boats.
That sparked interest in the old ways of
moving cargo, and Joe Ayers of Fluvanna
built the first replica, The Columbia, in
1984.
“He was the one who got people excited,” said Trout.
The first Batteau Festival was held in
1986 and was sponsored by the Virginia
Canals and Navigations Society.
“The goal was to make it an historically
oriented event,” explained Trout.
The heyday of the bateaux was from
1800 to about 1880, when numerous craft
traveled Virginia’s rivers.
Hauling tobacco was the main thing,
said Trout.
Trout said historically the batteaux
were about 60 feet long by seven or eight
feet wide, but the replica boats are usually
about 55 feet long, the better to fit on the
trailers. So far more than 50 replicas have
been built, he said.
“This year is the biggest in a long time,”
said Trout, with 25 craft starting out in
Lynchburg.
As the crowd grew in anticipation of
the landings, re-enactor Peter Amico, who
portrays a member of the 44th Virginia
Infantry from the Civil War, showed up
with his percussion rifle to fire a salute as
each vessel pulled in.
“I planned to fire three shots for each
one,” he said.
Told that 25 boats had started out, he
replied, “Maybe two shots.”
Buddy High, 64, said how the festival will fare depends on getting younger
people involved.
“They are the future,” he said.
High is doing his part. His crew included grandson Nathan, aged 6.

No cool-off for heated competition at Deep Run
Riders, horses thrive
despite the elements at
Deep Run show

he show must go
on.
Despite record
high temperatures and torturing humidity, on Sunday hundreds of riders wrapped up
five days of competition at this
year’s Deep Run Horse Show
in Goochland.
For more than five decades,
the show has attracted riders
from throughout Virginia to
one of the South’s oldest and
most prestigious events. This
year was no exception.
“I think we’ve had a good
response this year,” said volunteer Anysley Fisher. “The
high heat may have reduced
the number of spectators at
this year’s event.”
From the opening day
there was plenty of activity
for the participants, including themed dinner, luncheon
parties and other welcoming
events.
“Hospitality plays a big
role in this event, and we have
parties planned throughout
the entire schedule,” Fisher
said.
That list was highlighted
on Sunday when the USHA
presented Deep Run officials
with an official recognition of
the event as a Heritage show.
The final day also included
the vaunted Bryan Cup, the
show’s signature event, captured this year by 18-year-old
Grace Glover of Lexington,
VA.
On Friday, special guest
Robin Williams, current president of the Thoroughbred
Retirement
Foundation
and former editor of The
Goochland Gazette was
special guest at the Taste of
Local Flavor dinner on the
grounds.
Williams has been instrumental in establishing a partnership between the Virginia
Department of Corrections
and the TRF that resulted
in the Second Chance program at the James River
Correctional Institute. The
program partners retired
racehorses with selected
inmates who learn the basics
of equine care.
Fisher said the program
provides a win-win situation for the horses and the
inmates. “The horses get the
care they deserve, and the
inmates learn skills that can
lead to employment when
they are released,” she said.
The Deep Run Show supports the TRF and proceeds
from the show benefit the
efforts. “It’s an important
program,” Fisher said.
On Saturday Rita Mae
Brown greeted participants
with a book signing and a
chance to meet the best-selling author of more than 40
books including the Sister
Jane Foxhunting mysteries.
Brown is also an animal
rescuer and her visit was
coordinated with the TRF’s
presentation of horses currently available for adoption.
The five-day event kept
the volunteers jumping and
this year’s heat and humidity
only made the work more
difficult. The Deep Run show
is one of the few volunteer
run events remaining on the

second place in their division at the Virginia Soccer
Festival Tournament hosted
by the Dynamo Soccer Club
in Hanover, VA. The team
battled through two days of
97 degree temperatures, and
completed against teams from
all over the state. Almost
every player made a significant contribution: Haley
Austin, Berkeley Winston,
Sierra McLean, Lauren
Michel, Maddie Goff, Emma
Holcombe, Brooke Hix,
and Anna Gerdes all scored
key goals. The defensive
line, anchored by Campbell
Engel, Rachel Myrick, Alexis
Wiggins, and Bevan Fichter
led an aggressive defense
earning a shutout in the last
game of round-robin play.
Coach Dusty Holcombe and
Lia Goff noted after the tournament, “The girls had a great
time and more importantly
made great friends during
GUSA’s Spring soccer season,
and in the All-Star tournament”. Congratulations to the
GUSA U10 girls for a job well
done!

Run. The cordial and exhibitor friendly atmosphere provides a local flavor for the
Goochland tradition often
lacking at other shows.
“Many of our exhibitors
have been coming to the show
for years, and there is a feeling of homecoming at Deep
Run that first timers especially enjoy,” said Deep Run
chairman Betsy Tompkins.
It is that sense of hospitality and friendliness keeps
riders coming back, year after
year.
“I’ve been showing since
I was eight years old when
we showed on brick hard
grass footing,” said longtime
participant and Goochlander
Lisa Cox. “Now we have this
nice manicured ring. For the
horses, it’s like wearing Nike
shoes.”
Cox and her family have
been associated with, participated in and supported the
show since the 1950s. She and
her horse, Jovial, competed in
the amateur adult class of this
year’s competition, capturing
a sixth place finish.
Cox’s horse in this year’s
competition was on familiar ground at the Goochland
show. “The horse I rode is a
homegrown. He’s from the
Goochland area,” Cox said.
“We raised him from a baby
and he’s eight years old now.
It’s been a long process and
it’s good to see the fruition of
our efforts.”
The final day of this
year’s event was highlighted
by USEF CEO John Long’s
presentation of the Heritage
Award for Deep Run.
Tompkins summed up
the significance of the award
for a local volunteer based
run horse show. “Everyone
in the Deep Run community is delighted to achieve
USEF Heritage designation,”
she said. “It is an honor to be
among this select group of
horse shows.
Tompkins also said this
year’s show was one of the
best in recent memory, despite
some tough conditions. “We
had one of our best years
ever, despite the heat.”

TERMS OF SALE: CASH: a bidder’s deposit of

On a hot Wednesday afternoon, dozens of business people took off early to
jam the Henrico Business Leaders afternoon social at the Richmond Marriott
West.
Attendance was so strong it threatened to overpower the facility’s air conditioning capacity as members and visitors talked, exchanging business cards
and conversation.
Formed in January, the group’s membership has grown to more than 100.
“We thought we would get maybe
50 members,” said HBL President Joe
Winston, who has served as president
of the Henrico Business Council, an
arm of the Richmond Chamber of
Commerce, where he has also served as
a board member.
“I’m thrilled with the growth in
membership,” said Winston.
Winston and a core group got together with Henrico County Manager Virgil
Hazelett, who has been very supportive,
said Winston.

Congressman Eric Cantor on

to 2 p.m. at Deep Run High

“The people of Virginia continue to face the challenges of
a struggling economy. We all
have friends and family who
have lost their job, had to take
a significant pay cut, or been
forced to take a part-time job
just to make ends meet. Many
others have been out of work
for too long and are finding
it harder and harder to find
meaningful employment. I
believe we must do everything
we can to make sure those who
are out of work or looking for
another job have every opportunity to do so, which is the
motivation behind our 3rd job
fair.
“My top priority remains
creating jobs and improving
the economy, and the upcom-
ing job fair is one opportunity
to help Virginians get back to
work. We currently have more
than 70 area businesses confirmed to participate, including: Bon Secours Virginia
Health System, CarMax, Inc.,
Dominion, Geico, Home Depot,
MeadWestvaco,
Northrop
Grumman, Perdue Farms,
University of Richmond, and
many others. Other employers,
including the Department of
Veterans Affairs, FBI, Henrico
County Police Department,
U.S. Army/Navy, will also be in
attendance.

job seekers to meet with potential employers and learn about
the many resources and career
opportunities available in our
region. Despite my differences
with the approach being taken
in Washington, getting people
back to work and putting families and businesses back on the
path to long-term recovery is
not a partisan undertaking.”
