In the food desert on the outskirts of
Downtown, an oasis is poised to become a
little more attractive.
Non-uniform, makeshift tarps will make
way for permanent metal awnings to shield
sun-sensitive produce.
Sidewalks will be expanded to accommodate more people, especially on those
busy weekends when people are looking
for the deals of the season.
A public address system will be installed,
improving security and ambiance.
It’s all part of a $560,000 project soon to
be undertaken by the Jacksonville Farmers
Market. The Beaver Street market is in its
77th year and is home to 30 permanent
vendors with about a dozen others taking
part on those crowded weekends.
Overall, the market attracts up to 20,000
people a week in search of fresh fruits and
vegetables.
People like Vernon Norman who said
he’s come to the market “forever” to buy
veggies such as cucumbers, tomatoes, celery and collard greens. He stopped by
Monday to pick up a few things from
Sam’s Produce, whose owner Sam So has
been with the market nearly 15 years.
The project will be a benefit to both of
them and many more, said Jeff Edwards,
chief financial officer for Beaver Street
Fisheries, which owns the market.
So said vendors purchase their own
tarps to block the sun, which can zap the
shelf-life of sensitive produce like eggplants.
The north-south market hubs allow
direct sunlight two times a day, meaning

Just five years into the real estate business, Diana Galavis already is a beacon for
her profession and her peers.
Galavis is a familiar face and respected
voice at City Hall and the Florida Capitol,
where she tenaciously advocates for homeowner rights and
property investment.
She also puts her
money where her

she’s a major Realtor
Political Action Committee (RPAC) donor.
Galavis’ mother, Galavis
fellow real estate professional Millie Kanyar, says her daughter
has always been determined. And bighearted.
But, Realtors shouldn’t bother asking to
borrow Galavis’ trademark “sold” sign.
She’ll say no.
“That’s the one thing I’m selfish about,”
the 34-year-old Watson Realty Corp. broker associate said.
With the word “sold” emblazoned in
white across a red background, the sign is
simple, if not downright artless.
But it’s huge.
Six feet of marketing ingenuity.
And in Northeast Florida, at least, Galavis aims to be the only Realtor who shares
the news of her latest real estate transactions in such a grandiose way.
She got the idea from a peer in Mississippi. After brokering real estate transactions,
the two agents often share photos and the
hashtag #giantsoldsign.

CEVA Logistics cutting
93 workers April 16

CEVA Logistics notified the
state Friday it would lay off 93
employees in Jacksonville on
April 16.
The affected employees are
involved in a wholesale trade
operation at 8040 Bayberry Road,
according to the Worker Adjustment and Retraining Notification
Notice.
CEVA Logistics issued a statement that the layoffs are the result
of “a contract moving on” and it
will not comment further.
The Bayberry Road address
is the same as that of Southeast
Toyota Distributors, which is part
of JM Family Enterprises Inc. in
Deerfield Beach.
The almost 400,000-square-foot
warehouse is owned by JM Family Enterprises through the SET
Land Trust and houses Southeast
Toyota Parts and Distribution.
JM Family Enterprises spokeswoman Christie Caliendo said
Monday that CEVA had been
a logistics contractor there. She
said contracts are rebid and Black
Horse Carriers Inc. of Illinois was
awarded the contract effective
April 18.
Black Horse Carriers did not
return a telephone call late Monday about how many employees
it will need for the contract and
whether the laid-off employees
would be hired.
CEVA Holdings LLC, based in
the Netherlands, is a supply-chain
management company with more
than 950 operations in 170 countries, employing 42,000 people.
In the U.S., it provides freight
management and logistics services, employing more than 9,000
people at 126 locations.
Its predecessor name in Jacksonville was TNT Logistics, which
in 2006 was sold to affiliates of
New York-based venture capitalists Apollo Management LP,
which renamed it CEVA Logistics.
Contract logistics account for
almost 54 percent of its business
and freight management accounts
for 46 percent, according to
CEVA’s website.
Its primary Jacksonville operations are at 10751 Deerwood Park
Blvd.
CEVA Logistics opened its first
Center of Logistics Excellence
there in Jacksonville in February
2013. At the time, the Logistics
Management, Modern Materials Handling and Supply Chain
Review publication reported
along with that center, CEVA had
250 employees at its Jacksonville
facility.
The Center of Excellence was
designed to showcase CEVA’s
logistics capabilities, including
solution design, logistics engineering, managed transportation
services, supply chain solutions
and its CEVA Matrix technology.
So far in 2016, companies filed
four WARN notices for layoffs
in Jacksonville, totaling 533 jobs.
Along with CEVA, Forever 21
filed a notice for 63 layoffs, BAE
Systems Southeast Shipyards for
300 and Professional Transportation Inc. for 77. The latter three
layoffs are effective from mid to
late March.
That compares with four
announcements totaling 675 job
layoffs in Jacksonville last year
through Feb. 19.

Webster planning to run in
new congressional district

In a major ripple from the
state’s new redistricting plan,
Republican Congressman Daniel
Webster said Monday he will run
for an open seat that stretches
from Lake County to the Gulf
Coast.
Webster, who made an unsuccessful bid for U.S. House speaker last year, has represented parts
of the Orlando area for decades
in the Legislature and Congress.
But his current district was
overhauled in a redistricting plan
approved in December by the
Florida Supreme Court, with the
new boundaries widely expected
to lead to the election of a Democrat.
In the announcement Monday, Webster said he will run in
Congressional District 11, which
includes all or parts of Citrus,
Hernando, Lake, Marion and
Sumter counties.
Republican Congressman Rich
Nugent, who represents a large
part of the area, announced in
November he would not seek
another term in 2016.
Webster’s announcement said
he owns a home in Lake County
and that he has represented parts
of the new district while in Congress.
“I’m running for another term
in Congress because there is still
much to be done to reform the
process and fix what is broken
in Washington,” Webster said in
a statement. “For the past five
years, I have fought to change the
power based, staff-driven congressional process into one based
upon principles.
“Last year, I ran for speaker
against (former Speaker) John
Boehner and the powerful Washington establishment because I
believe that our country deserves
a legislative process that works,”
he said.
Webster faces a Republican pri-
mary contest against Justin Grabelle, a former chief of staff to
Nugent.
Grabelle had raised $111,664
as of Dec. 31 for the race and had
nearly $100,000 in cash on hand,
according to the Federal Election
Commission website.
With Nugent stepping down,
widespread speculation had
focused on whether Webster
would run for the District 11 seat.
He is a prominent figure in
Republican politics, serving as
state House speaker from 1996
to 1998 before getting elected to
the state Senate and then to Congress.
Webster’s current district was
closely watched in a legal fight
that led to redrawing the state’s
congressional map.
Voting-rights groups forced the
revised map through a lawsuit
alleging the Legislature violated
the anti-gerrymandering Fair Districts standards with the design of
current districts.

With Bush out of race,
Florida GOP turns to Rubio

Former Gov. Jeb Bush’s decision this weekend to suspend his
presidential campaign appears to
have brought an end to a family
feud among Florida Republicans,
with many of those who had
endorsed Bush quickly swinging
their support behind U.S. Sen.
Marco Rubio.
Rubio still faces major challenges in his bid to become the
GOP’s presidential nominee in
the November election.
But having elected officials in
his home state coalesce behind
his candidacy could boost Rubio’s
odds of grabbing Florida’s 99 delegates to the Republican National Convention this summer. To
win the nomination, a candidate
needs 1,236 delegates.
Bush dropped out the race
Saturday, after a disappointing fourth-place showing in the
South Carolina primary.
By Monday, a steady stream
of Republicans who had backed
Bush when he seemed like the
inevitable nominee were lining
up behind the only full-time Floridian left in the race.
In South Florida, three Republican members of Congress and
a former GOP congressman who
had all backed Bush announced
jointly Monday that they had
switched to Rubio.
“From our days in the Florida
Legislature, I’ve known Marco
Rubio to be a principled man
committed to public service,”
U.S. Rep. Mario Diaz-Balart said
in a statement. “This commitment and his vision for the future
of this great nation make him
the strongest candidate for the
Republican nomination.”
Congressman Jeff Miller of
Northwest Florida also moved
to back the state’s junior senator,
according to the Pensacola News
Journal.
It was a trend that was expected to continue.
“Most Floridians, at least in the
political world, supported Governor Bush and now, I suppose,
will endorse Marco Rubio,” said
J.M. “Mac” Stipanovich, a lobbyist and longtime Bush adviser.
Stipanovich said he had
already cast his ballot for Bush
through early voting before the
South Carolina results came in,
but would likely have voted for
Rubio if he had waited until after
Bush’s announcement.
Bush’s exit within the first
month of voting in the GOP primaries was a surprise.
In addition to dozens of
endorsements inside and outside
of Florida, the son of one president and brother of another had
raised $100 million before officially entering the race.
But the decision by Rubio, a
former speaker of the state House
and a sort of protege of Bush,
to challenge the former governor
caused several members of the
state GOP to feel conflicted about
their votes.
“I worked closely with both
of them and, like a lot of folks,
had had some angst about shared
loyalties and awareness of these
two leaders,” state Rep. Dennis
Baxley, R-Ocala, said.
That feud came to a head this
weekend.
“However we feel about it, it’s
been resolved in South Carolina,”
Baxley said.
State Sen. Thad Altman,
R-Rockledge, also acknowledged
the tension.
“It was heartbreaking for me to
watch Marco and Jeb go at it and
split the vote,” he said. “Now that
we have one Floridian, one candidate ... I think Marco Rubio is the
guy for the job, and I think he’ll
be the next president.”
Others still weren’t ready to
jump. The Rubio campaign called
state Sen. Don Gaetz, R-Niceville,
on Sunday to ask for his support.
But Gaetz said Monday he hasn’t
decided what to do.
“I am still in mourning. ... I
wasn’t just for Jeb Bush. I have
been a Jeb Bush acolyte since
before he was governor. His
defeat was like a death in the
family,” said Gaetz, a former Senate president.
Helping to rally state Republican leaders behind Rubio is the
fear that real-estate tycoon Donald Trump, who has proposed a
temporary ban on Muslims entering the United States and touts
his plan to build a border wall,
could win the nomination.
Trump narrowly lost the Iowa
caucuses before winning primaries in New Hampshire and
South Carolina.
Many Republicans, especially among elected officials, fear
Trump could be a disastrous
nominee in the general election.
“The stop-Trump train is really
what’s going down the track right
now,” said Susan MacManus, a
political science professor at the
University of South Florida.

been damaged by the wind. He
welcomes the improvements.
“They’ve wanted it bad,” said
Edwards.
Of the $560,000 project cost,
Beaver Street Fisheries is contributing $410,000. The other
$150,000 would come from the
Northwest Jacksonville Economic
Development Trust Fund.
City Council is scheduled
tonight to vote on the expenditure.
It will be council member Garrett Dennis’ first funding bill since
he was elected last year. And it’s
an important first, he said.
He knows the area is a food
desert and the Farmers Market
can be a “key piece of the puzzle”
to improving the Beaver Street
corridor — a gateway to Downtown in need of improvement.
Additionally, the market serves
as a small business incubator,
Dennis said.
His co-sponsor, Matt Schellenberg, has a long working relationship with the Frisch family, which
owns Beaver Street Fisheries.
Schellenberg also sees the
value of the market to the area
and what improvements like this
could mean.
“I think it’s a great addition to
the area and they’ve been there
for years,” he said. “Sometimes,
all you need is a little spark to
redevelop the area.”
Dennis hopes so, too, and said
the Northwest fund is a place the
city needs to start tapping into
to boost the area. For businesses
with a solid track record like the
Farmers Market, he said it’s a
way to show city commitment.
The fund will have about $4.4
million remaining after the Farmers Market expenditure.
Edwards said the city has been
supportive and cooperative in the
deal, much like almost a decade
ago when the market was rebuilt.
Back then, the company received
$500,000 toward the rebuild.
This project isn’t nearly
as expansive. But it’s one that
should have real benefits for the
customers and vendors, he said.
The hope is for completion
by late summer, plenty of time
before a national contingent of
produce market managers visits
the spot as part of a meeting in
October.

Her unwillingness to be generous to her peers stops there,
though.
Indeed, because of the personal
involvement and support she’s
given to the profession through
the Northeast Florida Association
of Realtors, Galavis was selected
as the organization’s 2015 Realtor of the Year. She received the
award last month.
“Proud doesn’t come close to
describe how I feel about being
able to watch her develop and see
her commitment, which is exactly
what we need in our industry
right now,” said Kanyar, a longtime leader in Jacksonville’s real
estate community.
Among her advocacy and community service roles, Galavis
chairs NEFAR’s Legislative and
RPAC Awareness and Events
committees; helps screen political candidates; and meets with
local leaders to discuss issues like
blight sign ordinances and vacant
property registries.
She also conducts seminars,
helped start a NEFAR young professional’s council and is involved
with the Women’s Council of
Realtors and Northeast Florida
Builders Association.
Dilbert
Advocacy and service, Galavis says, are just as important as
showing homes.
“I really don’t think of it as
balancing things because it’s
one in the same, to me,” she
said. “I think we have a duty
(to serve) and a responsibility to
know every aspect of the business
because when someone comes to
you, you’re not just selling them a
home, they are opening their lives
up to you.”

graduate of Bishop Kenny High
School and the University of
North Florida, Galavis is the
product of servant leaders.
Individually and with her parents and brother, Galavis has volunteered for as long as she can
remember.
“It’s just what we did. My parents always believed in giving
back to the community,” she said.
Kanyar hoped her daughter
would follow her into the real
estate profession, but Galavis had
different ideas.
She aspired to be an attorney
and received a degree in political science on the same day her
mother received a law degree.
Then, Galavis got married,
helped run her husband’s floor-
ing business and moved with
him to the Dominican Republic.
The couple returned to Jacksonville a few years later looking for
new opportunities — and Galavis
quickly found one.
All it took was attending a
national Realtors convention.
Today, Galavis and Kanyar lead
the four-person Impact Team out
of Watson’s Jacksonville Beach
office.
“I rode to New Orleans in the
middle of the backseat in a car full
of Realtors … and when I came
back home, I said, ‘I’m going to
be a Realtor’ and enrolled in the
Watson School of Real Estate,”
she said.
Galavis said she was drawn to
the profession by the energy and
spirit at the convention, where
she came to the realization that
selling real estate “is much bigger
than opening a door.”
That’s the push behind another social media hashtag of hers:
#MoreThanAHouse.
“When you have the keys to a
house, you’re opening the door
to so much more than a home,”
she said. “It’s people’s jobs, their
schooling, their insurance, their
parks, their communities — I
could keep going on and on.”

Galavis says her experience as
a small business owner provided her with perspective that has
greatly benefitted her real estate
career.
“If you didn’t go out and get it,
you didn’t get your paycheck,”
she said.
Motherhood also has provided
a broader view of the profession — along with some extra
motivation. She and her husband,
Carlos, have a 2-year-old son,
Charlie.
Watson President Ed Forman
says Galavis exemplifies “the
future of our industry.”
“She is extraordinary,” he said.
“I am very proud when someone
of her caliber chooses a career in
real estate and totally commits
herself to education, professionalism, involvement and participation.”
Galavis credits much of her success to the support she receives
from her mother and Watson’s
leadership team, but says attending the Florida Realtors Leadership Academy produced her “aha
moment” in the business.
“That’s where I was able to
really learn the ins and outs —
and that this business is more
than local,” she said. “I learned
that collectively, Realtors can
make a difference as one voice
together all pushing for homeownership and for private property rights for communities.”

“If she commits to doing something, she’s in 110 percent. It’s
been that way since she was a kid,
whether it was swimming or softball or gymnastics or whatever,”
