Dr. F. Guillermo Patiño
Dr. F. Guillermo Patiño passed away peacefully at home
in Tucson, AZ surrounded by his family on the evening
of Sept. 6, 2015 after a long and courageous battle with

birthday and 52nd wedding anniversary this year.
Guillermo was born on April 17, 1932 in La Capilla de
Tenza en Boyacá, Colombia, South America. He attended
medical school at the Universidad Javeriana in Bogotá,
Colombia which included a required 1 year service in a
rural area clinic and his internship before graduating in
1959. He then worked in private practice until he moved
to the United States. In 1961 he moved to Chicago, IL
and began working at Mother Cabrini Hospital in order to
learn the English language. He later worked at Belmont
Community Hospital, and then in 1963 he returned to
Ibague to marry the love of his life A. Lucia González
on July 20, 1963. They both returned back to Chicago
where he completed his American internship at the
Illinois Masonic Hospital. In 1967 he moved to Tucson

AZ with his wife, daughter and newborn son, where he
did his surgical residency in the rotating program at St.
Mary’s Hospital, Tucson Medical Center and also Kino
Hospital. In 1970 he again moved his
family which now included 3 children
to Superior, AZ where he worked as a
surgeon at Magma Hospital until 1981.
Guillermo, Lucia, and his 4 children
moved to Ajo, AZ where he began
the final leg of his career. Guillermo
worked for Phelps Dodge at the New
Cornelia Hospital and then at the clinic
once the mine shut down. During the last few years before
his retirement, he was also required to travel often to Gila
Bend to provide medical care there at the clinic owned by
Phelps Dodge. Guillermo retired in 1996 and moved to
Tucson, AZ in 1997 with his wife until the day of his death.
Guillermo was preceded in death by his parents Raphael
and Paulina Patiño, and his brother Humberto Patiño.
He is survived by his sister, Olga (FL); brother, Rafael
“Rafico” (CA); wife, Lucia (Tucson, AZ); daughter,
Olga and husband Manuel Escarcega (Gilbert, AZ);
son, Carlos and Amy Allread (Tucson, AZ), son, Pedro
and wife Marissa (Tucson, AZ), daughter, Bertha and
husband Jaime Valenzuela (Tucson, AZ) and son-inlaw, Paul Vasquez Jr. (Ajo, AZ). He is also survived
by his grandchildren, Amanda Vasquez (25); LCpl
(USMC) Enrique Vasquez (23) and wife Ariana; Michael
Escarcega (20) and wife Dennise; Kelsey Berryman (17);
Chris Berryman (14); Joshua Valenzuela (14); Zechariah
Valenzuela (10); and great grandchildren Isabella (13
months); and Sofia Escarcega (due date Oct 2015).

Panthers continue
to roll with win
over Baboquivari

The sixth-ranked Superior football team continued to roll
last week, improving to 3 – 0 after a 71 – 20 thrashing at
Baboquivari.
The Panthers scored 40 points in the first quarter
alone and led 60 – 6 at halftime on their way to another
lopsided victory.
Junior quarterback Nicolaus Cruz starred again,
completing six passes in eight attempts for 182 yards and
three touchdowns. He also rushed for 143 yards and two
more scores.
Running back Edgar Galindo, a junior, rushed for 144
yards and two touchdowns in the win. He also kicked a
34-yard field goal. Senior receiver Elias Olmos was one of
seven different receivers to catch a pass in the game. He
was the leading receiver in the game with 81 yards and a
touchdown. Sophomore Marcos Bueno had 68 receiving
yards and two touchdowns.
As impressive as the Panthers’ offense has been to start
the season, the defense has been equally impressive,
allowing only eight points per game so far.
The defense had three interceptions last Friday; one each
from Olmos, Steven Ybarra, and Michael Salazar. Dominic
Perea had a game-high nine tackles.
The schedule hasn’t been the most difficult in the
early part of the season, but it appears the Panthers are
competing to execute as much as the victory against some
inferior opponents. Their doing just fine based on the
results and an undefeated record.
The Panthers host Arete Prep this Friday. Kickoff is
scheduled for 7 p.m.

It is that time of year, most residents and parents are
thinking of football, cooler weather and the holidays.
Baseball and Little League are the last things on our
minds. However in order to host a successful season, it
is important that the Superior Little League conduct its
annual board elections in September.
The elections for the 2015-16 season will be held on Sept.
24, 2015 at 7 p.m. at the Superior Junior/Senior High
School multipurpose room. Elections are required each
year as per the league charter and by-laws.

Fiestas Patrias called a HUGE success
The annual Fiestas Patrias hosted by the
St. Francis of Assisi Catholic church is one
of the longest running events in Superior.
The event has grown significantly over the
past few years with the addition of the car
show. This year the car show doubled in
participation with 247 cars registered for
the event.
One of the traditions of the event is the
crowing of the fiesta queen. This year
7th grader Jordan Lopez was crowned
the 2015 Fiesta Queen. Her opponent in
the fundraising race was Felicity Boltarez
of Kearny. The two worked with their
families to raise money for the parish and
the candidate who raised the most funds
wins the crown.
Food and game booths were open
throughout Saturday and Sunday.
Saturday evening the stage was filled with
entertainment by the Superior Dance
Company under the instruction of Superior
native Billie Jo Villaverde. Mariachi Alma
Jaliso also performed along with the St.
Francis Church Choir. Saturday night
closed out with band “Primo” playing until
late into the night.
Baile Folklorico Alma de Superior under
the instruction of Keana Torres also
performed for a brief time on Saturday but
returned to the stage for a full performance
on Sunday.

Copper Communities Hospice is looking for volunteers that are
interested in visiting with patients. Volunteers attend an 8-hour
training session, must be able to pass a background check,
have a driver’s license, current auto insurance and their own
reliable transportation. TB skin test is required (we will provide).
Volunteers devote a minimum of 2 hours a week.

Community rummage sale this weekend in Superior
The 3rd Annual Community Rummage Sale is set for
this Saturday, Sept. 19, 2015 and will be held at the Cobre
Valley Clinic located on Hwy. 60 in Superior. The sale will
begin at 6 a.m. and end at around noon.

In response to the layoffs by the local mining
companies and their subcontractors, Gila Community
College is reaching out to the community by offering
a free one-week workshop titled “Job Seeking
Strategies” to those affected by the layoffs or to

This workshop will cover resume writing, job
searching strategies, and interviewing skills.
The workshop will be held Sept. 21 through 25 from
8-10 a.m. at the Gila Pueblo Campus in Globe. Those

ORDINANCE NO. 15-132
AN ORDINANCE OF THE MAYOR AND TOWN COUNCIL OF THE TOWN OF
SUPERIOR, PINAL COUNTY, ARIZONA, AMENDING ORDINANCE No.14-124 BY
APPROVING ZONE CHANGE NO. 2015-05
WHEREAS, the Town Council of the Town of Superior has, at its regular meeting
held on September 10, 2015, studied and considered Ordinance No. 15-132 (Zone
Change No. 2015-05), an Ordinance approving amendments to the Town’s Zoning
Ordinance to permit second residential units in single residential zoned districts and
to permit architectural projections in front yard setbacks not to exceed five (5) feet; and
WHEREAS, the Town Council has determined that it is in the best interest of the Town
to enact these amendments to the Town’s Zoning Ordinance in order to enhance the
quality of life and to protect the health, safety, and welfare of its citizens; and WHEREAS,
a timely and properly noticed public hearing upon Zone Change No. 2015-05 (Ordinance
No. 15-132), was held by the Town Council during its regularly scheduled meeting on
September 10, 2015, at which hearing evidence, oral and documentary, was admitted
on behalf of said zone change; and WHEREAS, the Planning and Zoning Commission
of the Town of Superior, in a regular session assembled on the 20th day of August, 2015,
approved Resolution No. 15-05 (Zone Change 2015-05), as amended; a Resolution
of the Planning and Zoning Commission of the Town of Superior recommending that
the Town Council amend Ordinance 14-124 (Zoning Ordinance) of the Town Code by
approving Zone Change No. 2015-05, as amended). NOW, THEREFORE, THE TOWN
COUNCIL OF THE TOWN OF SUPERIOR DOES HEREBY ORDAIN AS FOLLOWS:
SECTION I: That the Town Council does amend Ordinance No. 14-124 to permit an
architectural building projection into a required front yard from three (3) feet to five
(5) feet and to delete Subsection D.1 requiring a conditional use permit for a building
projection into a front yard up to five (5) feet. SECTION II: Allow second dwelling units
in the R1-190, R1-108, R1-43, R1-15, R1-12, R1-8, R1-6, and R1-5 zone district
subject to approval of a conditional permit The provisions for second dwelling units
shall be set forth in a new section 13.15 (Second Dwelling Units) as follows: 13.15:
Second Dwelling Units A. Purpose and Intent: This section is intended to ensure that
second dwelling units located in residential districts do not adversely impact adjacent
residential parcels or the surrounding neighborhood, and are developed in a manner
which protects the integrity of the residential district, while providing for needed housing
opportunities for owners of eligible parcels B. Applicability: The provisions of this Section
shall apply to all second dwelling units in addition to the provisions of the zone district
in which it is located. C. Definitions: As used in this Chapter, the following terms shall
mean: EXHIBIT “A” of ZC No.2015-05 1. Living Area: The interior habitable area of
a dwelling unit including basements and attics, but does not include a garage or any
accessory structure. 2. Second Unit: An attached or a detached residential dwelling
unit which provides complete independent living facilities for one or more persons. It
shall include permanent provisions for living, sleeping, eating, cooking, and sanitation
on the same parcel as the single-family dwelling is situated. Development Standards:
The following standards shall apply to all second dwelling units: 1. The property shall be
in a single family residentially zoned district. 2. The lot must contain a primary dwelling
unit either existing or proposed to be constructed concurrent with the second unit. 3.
The maximum allowable lot coverage shall not be exceeded. 4. The maximum building
height for a second dwelling unit shall be one (1) story, not to exceed eighteen (18) feet.
No second dwelling unit shall be higher than the main dwelling unit as measured from
the median ground elevation of the site. 5. The second dwelling unit shall be subject to
the minimum required front, side, and rear yard setbacks of the zone district in which
property is located. 6. The second dwelling unit may be attached to, or detached from,
the primary residence, but shall be architecturally compatible with the main dwelling and
the surrounding neighborhood. 7. The second dwelling unit shall have adequate water
supply and sewer service. 8. The entrance to an attached second dwelling unit shall be
separate from the entrance to the primary dwelling unit. 9. Second dwelling unit shall
be subject to all development fees including, but not limited to, public facilities impact
fees, park fees and assessment districts, where so applicable 10. The floor area of the
second dwelling unit shall not exceed fifty (50) percent of the floor area of the primary
single family residence on the property unless the primary single family residence is
less than 800 square feet. 11. Off-street parking space shall be provided for the second
dwelling unit in compliance with the provisions of Article XIV (Parking Provisions) of
this Code. SECTION III: The Zoning Administrator of the Town of Superior is hereby
given the authority to make any non-substantive changes to this Ordinance. These nonsubstantive changes will include such things as grammatical errors or any other such
changes provided a report is given to the Planning and Zoning Commission and the
Town Council indicating which changes are to be made: SECTION IV: Severability. If
any section, subsection, subdivision, sentence, phrase or portion of this Ordinance No.
15-132 (Zone Change 2015-05) or the application to any person or place is held to be
unconstitutional or invalid by a court of competent jurisdiction, such decisions shall not
affect the validity of the remaining portions of this Zone Change. The Town Council
declares that it would have recommended adoption of these revisions to Ordinance
No.15-132 and each section, subsection, sentence, clause, or phrase of this Zone
Change in spite of the fact that one or more of the same be declared unconstitutional

CHIEF OF POLICE
The Town of Kearny is located in eastern Pinal County.
The Town has many amenities, including a motel, grocery
store, several convenience stores, a hardware store, auto
parts store, pharmacy, medical facilities, many excellent
eating and retail businesses. Kearny is located between
Phoenix and Tucson and is also 35 minutes away from
the Globe/Miami area. Kearny is nestled at the base of
beautiful mountain ranges. This location provides prime
opportunities for the some of the best outdoor recreation in
the State.
The Town of Kearny is seeking a Police Chief. The
minimum qualifications are a Bachelor Degree in Law
Enforcement, Criminology, Criminal Justice, Public
Administration or closely related field and seven (7) years
of experience as a Police Officer, including seven (7) years
of supervisory experience, or an equivalent combination of
education and experience.
Requirements: Arizona Peace Officer Standards and
Training (POST) certification; must possess State of
Arizona Driver’s License and clear criminal record. Police
department positions require successful outcome of a
background check and polygraph examination. The
position requires a five (5) day work week and the Police
Chief is required to reside in the Town.
Annual salary: $62,000
