$1,000,000,000. That’s Billion. With a B. $1,016,265,211, to be precise,
in new capital investment from directly worked locations and
expansions since the Little Rock Regional Chamber of Commerce
began staffing the Metro Little Rock Alliance in February of 2005.
That ten-figure investment accounts for 9,371 new jobs and
$322,921,208 in new annual payroll in less than four years.
As a result, Southern Business and Development magazine’s most
recent issue put Metro Little Rock atop its regions thriving in a tough
economy. Editor Michael Randle wrote that there is “no doubt in our
minds which southern market we would place at the top of the list.”
And that went to press before the October 8th announcement of
Polymarin’s location in the old Levi Strauss building to manufacture
high performance rotor blades for the wind industry. With an
estimated $20 capital investment, Polymarin anticipates employing
630 people at an average wage of $15 an hour within four years.
Further, Wind Water Technology (WWT), a supplier to Polymarin’s
parent company, EWT, will locate in the same facility, invest $4
million and employ 200 people. That’s 830 new jobs added to LM
Glasfiber’s projected 1,100 in the highly desirable sustainable energy
industry.
This year’s seven locations and five expansions accounted for
$324,927,900 of that billion dollar total, as well as 3,209 new jobs and
$115,684,000 in new annual payroll.
The first location of the year came on February 26th, as BJ Services
Company announced plans to build an $82 million regional
headquarters in Searcy, which will employ 150.
Then on March 14th, we announced the third largest new
manufacturing capital investment in our region’s history, as Man
Industries (India) Ltd revealed plans to build a $100 million plant near
the Little Rock Port and employ 300 to produce steel pipes for use in
the oil and gas industry.
June 19th brought HP’s announcement of 1,200 new jobs and a $28
million capital investment for Conway.
All projects originated with and were coordinated by the Little Rock
Regional Chamber of Commerce, Metro Little Rock Alliance and
Arkansas Economic Development Commission.
New capital investment expansion announcements included
Welspun ($60 million), Cameron Valves & Measurement ($31 million,
50 new jobs), Garver Engineers ($10 million, 120 new jobs), Southwest
Power Pool (124 new jobs, $9 million new payroll) and Mainstream
Technologies (30 new jobs).
Other projects announced, in progress and/or completed during the
year, included Arkansas Children’s Hospital ($115 million new capital
investment), UALR Donaghey College of Engineering & Information
Technology, Baldwin & Shell Construction Company ($4.5 – $5
million) and Holiday Inn Airport Conference Center.
The Arkansas River Cities Sports Commission, a new Chamber
initiative teaming the Little Rock Convention & Visitors Bureau, North
Little Rock Chamber of Commerce and North Little Rock Visitors
Bureau, saw the NCAA Division 1 Men’s Basketball Tournament
come to Alltel Arena March 20th – 23rd. And from July 9th – 11th, the

Commission was instrumental in facilitating Little Rock’s hosting of the
Under Armour College Bass National Championship.
Another Chamber initiative, the Little Rock Film Commission,
partnered with the AEDC’s Arkansas Film Commission to facilitate
its first productions, Resurrection County (independent feature film),
America’s Most Wanted (network television series) and Beyond
Productions (television pilot).
This hottest market in the south didn’t just happen. Our success was
directly attributable to a regional, team approach to economic
development, including, but not limited to Governor Mike Beebe,
Director Maria Haley and the Arkansas Economic Development
Commission, Mayor Mark Stodola and the City of Little Rock, Paul
Latture and the Little Rock Port Authority, Metro Little Rock Alliance
and Entergy Arkansas. Funding for the location and expansion efforts
came from the private financial commitment of 111 Got Stock in
Little Rock investors and contractual partnerships with the City of Little
Rock and Little Rock Wastewater.
Our globally competitive Chamber didn’t just happen. With
Executive Vice President Gary Newton’s achieving the Certified
Chamber Executive (CCE) designation, he and President and CEO
Jay Chesshir now give the Little Rock Regional Chamber the second
highest percentage of CCEs of any Chamber staff in the nation.
In addition to his service on the United States Chamber of
Commerce’s Committee of 100, Jay was named to a Chairman’s
one-year term on the American Chamber of Commerce Executives
(ACCE) Board of Directors during the group’s August convention in
Pittsburgh. Additionally, Director of Human Resources Judy Knod’s 25
years of service in the profession was honored by ACCE at the event.
On April 3rd, Director of Small Business Kristi Barr graduated from the
University of Oklahoma Economic Development Institute. Barr joined
Jay Chesshir and Economic Development Vice President Joey Dean
as graduates of the Institute. With Vice President of Public Policy
Lucas Hargraves and Gary Newton set to graduate in December
and March, respectively, the Little Rock Regional Chamber will soon
have one of the highest percentages of Economic Development
Institute graduates of any Chamber in the nation.
Chamber publications continued to be honored by peer
organizations. The 2006 Annual Report was not only named “Best in
Arkansas,” but was tapped the country’s fourth best by the ACCE,
the highest of any internally-produced report in the nation. During the
year, the Chamber produced 16 separate publications, as well as 46
issues of the weekly Business E-Newsletter.
Member-centered programming didn’t just happen. The Chamber
offered meaningful volunteer opportunities in 22 groups for 827
member representatives. Over 233 events and 238 meetings had
minimum recorded attendance of 15,694.
The Chamber’s online presence also continued its record growth.
Website page views reached 461,723 for the first 11 months, a 9.6%
increase over last year. Total searches in our online directory were
up 2% to 205,630. And, online member referrals increased 21.6% to
76,106.
The Chamber’s Ambassadors cut ribbons, broke ground or
conducted grand openings for a record 138 member businesses/
organizations. In addition, Ambassador coordinated events –
Business After Hours, Taste of the Rock, The Ambassador: Little Rock
Regional Chamber Golf Tournament – were attended by a recorded
3,289 Chamber member representatives and guests.
The Chamber’s five Leads Groups held 110 meetings through
November, with recorded attendance of 1,889 members and
guests. A record 2,259 exchanges accounted for $5,321,012.41 in
reported business by members, a more than 150% increase over last
year’s record.
Two new events premiered during the year. On October 22nd, and
in partnership with Arkansas Business, we successfully launched
Commerce Arkansas: A Knowledge & Networking Experience. On
July 29th, a sold-out Bowling for Business debuted to raves.
In its 24th year, Leadership Greater Little Rock graduated 51 from
Class XXIII and tapped 48 for Class XXIV.
Our nationally and internationally recognized success didn’t just
happen. In fact, none of it would have been possible without our
members’ past and continued investment. The Chamber Board
of Directors and staff are committed to maximizing our members’
investment through economic development, pro-business public
policy, and the business development of our members.
With all of our success, the reality of an effective Chamber of
Commerce is that its work is never done. Since its first meeting in
a grocery store on the east side of Main between Markham and
Second Streets over 142 years ago, the Chamber has created the
city and region we enjoy today and provided the platform from
which are now seeing our most significant growth in a generation.
For as long as businesses, organizations and institutions bond
together to conduct and protect commerce, the Chamber will be
there to lead our community to even greater heights.
Last year in this space, 2007 Chairman Russ Harrington (Baptist
Health) wrote that his “fondest wish is that all we have accomplished
together in 2007 will be surpassed in 2008...” Russ, we certainly
continued and expanded upon your momentum. And that is
my fondest wish for our new chairman, Herren Hickingbotham
(Hickingbotham Investments, Inc.), and his team in 2009.
Southern Business and Development magazine’s Editor Michael
Randle wrote, “If Little Rock were a stock, I’d buy shares in it.”
That’s exactly what you do every time you invest in the Little Rock
Regional Chamber. My encouragement to you is to buy – hold – and
continue to reap the dividends.
