General Manager Report
By the time you get this the
rodeo season will be heading
into high gear. Mankato had a
great entry, exceeding 2013
numbers and Cadogan Unity
and Kindersley are at last year's
levels.
Reminder to contestants to
please
read
the
entry
information and understand all
the timelines and processes, it
will help you and the staff when
doing entries and producing the
draw.
The on-line entry is open
from the Wed. before 24/7 to
2:00 entry day. Using that is a
convenience and avoids the
headache of trying to get
through on the phone lines, on
4 rodeo weekends there are up
to 1,000 entries. If you call in
your entry try calling later, for
some reason most people try
right at the start and the lines
are always backed up. Please try
to defer any other business until
after Monday to help speed up
calls going through.
Thanks to all the great
volunteers for organizing all the
rodeo schools this spring. As
volunteers efforts seem to go
unnoticed some times but we
applaud your commitment to
rodeo.
The CCA has approved a
policy to be able to sanction
Rodeo Schools and hope to
have the details out in the
fall/winter for next spring.
Thanks to Claire Hester
Robin Welch and Dave Donner
for hosting a judges clinic in
Ontario.
Our
immediate
past
vice-president Graham Stewart
got married this past weekend
to Jane Jardine, congratulations
and best wishes.
Our immediate past saddle
bronc director and 2x saddle
bronc Finals champ Mark Elder
has gone through a serious and
challenging health issue. We are
glad to hear he is out of the
hospital and heading for further
treatment. We wish Mark best
wishes and a speedy full
recovery.
Good luck to all contestants
Mark Bencze
Scott's Road to the Finals
Well the summer season is
upon us! First two weekends of
rodeo are entered and draws
are up! It the last night to iron
the kinks out and Finnish
packing! I'm sure all of us will
forget a few things and it
always takes a few weekends
before all of us are officially
moved into our rodeo homes!!!
Let's all hope Mother Nature
cooperates and Mankota can be
dry for a second season!
Good luck to everyone, drive
safe and be respectful to our
committees that continue to
put on our rodeos! We are
lucky to still have communities
willing to put on our rodeos, it
cost more than ever for them
to put them on for no profit,
we as competitors have the
chance to win but the commit
ties are all volunteers so there is
no payment but a simple thank
you and a handshake which, for
most of them is worth more
than anything else!
So when we pull in and are
grouchy and late for a rodeo
this summer just remember you
represent yourself and all the
rest of us too!
Scott Sigfusson
Notice of Members Meeting
12:00 June 14, 2014
Pilot Butte Rodeo Grounds
THE CANADA NOT-FOR PROFIT CORPORATIONS ACT
The new Canada Not-for profit Corporations Act (NFP Act)
establishes a new set of rules for federally incorporated
not-for-profit corporations in Canada. These new rules will replace
Part II of the Canada Corporations Act (old Act), the law that has
governed federal corporations for nearly a century. The rules under
the NFP Act are modern, flexible and more suited to the needs of the
not-for-profit sector.
We propose that our Articles of Continuance and general
operating By-law to be filed in the process will be consistent in its
terms with our existing constitution. Copies of the proposed Articles
of Continuance and By-laws will be presented at a special meeting of
Members.
“the resolution proposed for the members to
consider is as follows”
SPECIAL RESOLUTION OF MEMBERS
Special resolution of Members continuing the Corporation under
the provisions of the Canada Not-for-Profit Corporations Act and
authorizing the directors to apply for a Certificate of Continuance.
WHEREAS the Corporation was incorporated under Part II of the
Canada Corporations Act by Letters Patent dated the 4th day of
February, 1982; and
WHEREAS it is considered to be in the best interests of the
Corporations that it be continued under the Canada Not-for-Profit
Corporations Act (NFP Act) pursuant to section 297 of the NFP Act;
“BE IT RESOLVED AS A SPECIAL RESOLUTION THAT:
1.
The directors of the Corporations are authorized and directed
to make an application under section 297 of the NFP Act to
the Director appointed under the NFP Act for a Certificate of
Continuance of the Corporation;
2.
The Articles of Continuance (transition) of the Corporation,
which have been submitted to this meeting and are annexed
to these minutes as Schedule A, are approved;
3.
The general operating by-law of the Corporation (as
amended) is repealed effective on the date that the
corporation continues under the NFP Act and the new general
operating by-law No. 1 which has been submitted to this
meeting and is annexed to these minutes as Schedule B is
approved and will effective on the same date.
4.
Any one of the officers and directors of the Corporations is
authorized to take all such actions and execute and deliver all
such documentation, including the annexed Articles of
Continuance (transition), the notice of registered office and of
directors in the forms fixed by the Director, which are
necessary or desirable for the implementation of this
resolution.”
Thank You Note From Mark Elder,
CCA Immediate Past Saddle Bronc Director And 2 X CCA
Finals Saddle Bronc Champion
I would like to send a big thank you out to the
families and friends who sent me well wishes and
supported me throughout my illness. Thank you to
my rodeo family in the CCA
and safe travels in 2014
and I hope to see everybody
on the rodeo trail again in
2015.
Happy trails

Cecil Sinclair, long time rodeo fan
passed away on April 21, 2014, in Stettler,
AB at the age of 96 years. Cec never
rodeoed but trained many saddle horses
and teams for himself and the neighbors.
He travelled to high-school, college,
amateur and pro rodeos from Morris, MB
to Cloverdale, BC watching his son Jerry
and grand-son Lee compete. Many great
cowboys, from John Gratton to Ross
Kreutzer, over-nighted at he and
Mildred's. Cecil was recognized as the
Honorary Chairman at the 1996 Canadian
Cowboy's Association Finals and he was a
6 Pack ticket holder at the Canadian
Finals Rodeo. He never liked getting in on
a companion pass, he always replied "If

Contestant Information
Contestant Entry Information
Online entries through our website can be
made as early as 7pm on the Wednesday prior
to entry day. You MUST HAVE a
MEMBERSHIP NUMBER to use the
online entry system. A confirmation email will
be sent to you at the completion of your entry.
Membership #’s, names, and events for all
contestants that you are entering must be
given, including 1st and 2nd preferences, and
who is heading or heeling for the Team
Roping entries. There is a link on the CCA
Website Entry page with a form to use if you
wish to fax your entries or you can call
1.800.667.9444 to enter. CUTOFF for all
entries will be 2:30pm (Local Time) on the day
of entries.
Here are some guidelines that MUST be
followed when submitting entries:
1. Local contestants MUST call the local entry
number to enter. Any carded member
wishing to enter with a local MUST enter all
their events for that rodeo through the local
entry line. Please refer to the entry
information for local entry numbers.
2. Roughstock contestants are NOT
ALLOWED to pick SLACK as a preference.
3. Contestants must give TWO DIFFERENT
preferences or an OUT. Cannot pick two
preferences that are the same.
4. Contestants are NOT ALLOWED to ask for
different preferences for different events.
5. Contestants are NOT ALLOWED to enter
one rodeo with one group and another
rodeo with a different group.
6. ALL contestants in a buddy group MUST ask
for the SAME PREFERENCES. Up to four
contestants and four junior tags are allowed
to buddy together. Team Roping partners
are only considered part of the buddy group
if they are entering another event in
addition to Team Roping.
7. Only the person who made the entry is
allowed to make changes to that group’s
entry. If you want to be added to a group,
then you must have the person who made
the entry call in and add you.
8. DO NOT submit multiple or duplicate
entries. Decide who is going to make the
entry for the group and have only one
person submit the entry using only one of
the methods available. Multiple entries for
the same person or group is not an efficient
process for the office and takes valuable
time away from staff answering the entry
line.
9. ALL FINES MUST BE CLEARED PRIOR
TO ENTRY DAY. This includes fines owed
to CCA and any other associations. Anyone
paying CCA fines on entry day will be
charged an additional $50 administration
fee.
10.The ENTRY LINE is RESTRICTED to
ENTRIES ONLY. If you have other CCA
business, please call the main line after
Monday.
RIDE System
The RIDE system was developed to create
the draw based on priority levels and to
balance the entries between performances.
The RIDE system takes the manual
manipulation and any possibility of cheating
or special favors out of creating the draw If
you do not receive your preference it is
because the system had to randomly move
somebody. Your options are to TRADE or
TURN OUT. The office cannot and will not
alter the Final draw once it has been posted.
Callback Policy
The UNOFFICIAL draws will now be
posted on our website no later than
Wednesday evening at 5:00PM following entry
day Monday. Please use it to find your
individual draw day and time. Call backs can
be made from the time the draw is posted until
THURSDAY 1pm local time to report
ERRORS ONLY.
NOTE: An “error” refers to being missed
in the draw, buddy group being split up
throughout performances, or entered in the
wrong event.
DO NOT call the office if you did not get
your 1st or 2nd preference. This is not a viable
reason. According to . ENTRY STATISTICS,
an average of 74% of people who entered
received their 1st preference, 22% received
their 2nd preference, and only 4% did not get
either of their preferences.
The OFFICIAL draw will be posted Friday
morning and is FINAL
New in 2014
There is a $ 25.00 fee for using the OUT on
entry
The Rodeo count for Roughstock raised from
10 to 15
Jr. Steer riding age raised from 14 to 15
Novice whistle raised from 6 to 8 seconds
Turn Outs
If you have to Turn Out, you MUST call the
Turn Out Line at 306.721.2705 and leave a
message.
Turnouts must be made by 11:00 a.m. prior
to that days performance
If a slack is before 11:00 a.m. then the
turnout must be the day before.
For Dual Approved Rodeos, you MUST call
the LEAD Association to Turn Out.
If you Turn Out using a Medical or Vet
Release, you MUST send a Doctor or Vet note
to the CCA office within 10 days of the
Turn Out or else you will be charged
applicable Turn Out Fees & Fines as per the
CCA Rulebook.
NOTE: ALL TURN OUTS COME WITH
APPLICABLE FEES AND/OR FINES,
INCLUDING
MEDICAL
&
VET
RELEASES. If you Turn Out you are
responsible to contact the CCA office to pay
any outstanding fees or fines as a result. Please
refer to the CCA Rulebook for all Turn Out
rules
Notice to all Contestants:
Starting July 1, 2011 an existing entry policy
will be enforced with respect to the second
preference when entering a rodeo. A valid
second preference will be one that is different
from the first preference given. If a contestant
does not give a different second preference,
the entry will not be taken. No exceptions will
be made to this policy after July 1, 2011. To
help enforce this policy, the executive has
approved adding the “draw out” option to the
range of valid options for entry.
In the event that a contestant can only make
one performance at a rodeo, they will be
allowed to draw out of that rodeo starting July
1, 2011. If a contestant enters a rodeo with
the second option as “out” there will be no
second chance if they are drawn out by the
entry system. As an example, if a contestant
enters a rodeo as “Slack or out” they are
stating that if they don’t get slack at that
rodeo, they will not enter that rodeo at all. If a
contestant enters using the “draw out” option
this way, they will not be given any special
preference in the system and may not get
entered at that rodeo. The cost of using this
draw out option will be a $25.00 admin fee
payable prior to your next entry. For further
information, please contact the CCA office.
Direct Deposit Information:
The CCA Office has switched to Direct
Deposit rather than cheques for the Rodeo
Payout. We need to collect banking
information from all of our members. We will
require all competing members to send us a
VOID Cheque. They can do this 2 ways….by
mail or by giving a VOID cheque to the Rodeo
Secretary at a Rodeo when they pay their entry
fees. The secretaries will have a spreadsheet
that they will fill out once the member gives
the secretary the VOID cheque to hand in to
the Office. The Office will keep this VOID
cheque on file and directly deposit winnings
from every rodeo.
Conduct on the phone
A reminder that rude behavior, harassment,
or foul language towards CCA staff will be
documented, and result in a $100 fine. This
fine will be levied by the CCA office, and the
member will have 30 days to pay the fine
before they become ineligible to enter as per
the CCA Rulebook Section XIII A. 14

CCA RODEO NEWS MAY 2014-PAGE 9
In a recent article, I quoted Jay
Fitzpatrick saying “Every rodeo
contestant should have to serve
on their local rodeo committee,
helping gather up sponsors and
see just what goes into putting on
a rodeo.” Sponsors, whether they
be the local hardware store or a
multi-national company, are
instrumental in putting on a
successful rodeo.
Did you know? In the 1950’s,
the Rodeo Cowboys Association
(precursor to the Professional
Rodeo Cowboys Association)
could not hang banners in the
arena. The RCA Board of
Directors
thought
hanging
sponsorship signs in the arena
would make the event look
amateur.
Interviews
with
contestants, like world champion
Casey Tibbs, told of how the
association would not let
members wear sponsor logos
while competing. The association
was also scared to put rodeo on
television. It was their thought
that people would stay home and
watch the rodeo on television
versus attending in person and
thus gate receipts would go down.
How things have changed?
Sponsors at one time were
knocking on our door and now
-Sponsorswe are knocking down theirs.
As a contestant, why do we join
One of the roadblocks to
getting national sponsorship in
Canada is the fact that we do not
have a national rodeo association.
Rodeos are held across Canada
from Luxton, BC on Victoria
Island to Paspebiac, QC, on the
Gulf of St. Lawerence. But they
are governed by many different
associations. Let’s look at the
number of semi-pro associations,
number of members, rodeos and
major national sponsors they have
listed on their websites.
British Columbia
British Columbia Rodeo Assoc (BCRA)
Alberta
Wildrose Rodeo Assoc (WRA)
Lakeland Rodeo Assoc (LRA)

Heartland Rodeo Assoc (HRA)

Eastern Canada Cowboys Assoc (ACEC)

an association? I believe it is
because we want to belong to
something bigger. The above
regional associations have great
history. The Ontario Rodeo
Association goes back to 1957
and the Canadian Cowboys
Association to 1963. But, I would
argue that holding onto this
history is keeping us from
moving forward. A few
associations started out where
someone did not like how things
were run in one association, so
they took their saddles and built
their own sandbox. One rodeo

association website quoted their
founding “...frustrated with some
politics in a newly formed
amateur rodeo association.
Wanting to continue the rodeo
tradition he decided to form a
new rodeo association...”
Imagine
a
nationwide
association with the efficiency of
a central office, along with the
budget
and
professional
resources to attract major
sponsors. I don’t know if it will
work. Heck, I am still keeping an
eye on the PBR to see if they will
be successful.

CCA RODEO NEWS MAY 2014-PAGE 13
Committees wanting to
increase
the
number
contestants at their rodeos may
want to ponder the following
question. Why is the Canadian
Cowboys Association Finals a
sudden death concept and not
an accumulation of dollars won
throughout the season as well
as money won at the finals?
Associations
have
implemented a rule that
contestants must enter a
minimum number of rodeos in
order to qualify for the finals.
One year, perennial Canadian
Saddle
Bronc
Riding
Champion, Mel Coleman went
to ten Canadian Professional
Rodeo Association rodeos and
won enough money to qualify
for the Canadian Finals Rodeo.
Do you think he entered smaller
rodeos to accomplish that feat?
The above rule does not help
the smaller rodeos increase
their entries. Contestant’s who
enter the minimum amount of
rodeos to qualify for the finals,
pick the biggest paying rodeos
and
bypass
smaller
communities.
Theoretically
these contestants could have an
excellent finals and still be
crowned the champion. The
National Finals Rodeo adopted
the sudden death concept from
1976 to 1978. This concept was
in place for only three years of
the fifty-five that the National
Finals Rodeo has been staged.
In 1976, Chris LeDoux won his
bareback riding world title by
winning the sudden death
finals. That format nullified the
$19,000 lead Joe Alexander had,
over second place Jimmy Dix,
going into that year’s finals.
Let’s look at two 2013
Canadian Cowboys Association
events. Note – only top 5

WHEN DID YOU START?
When I was 5 and went to
South
Saskatchewan
Little Britches Rodeos
WHEN DID YOU START?
I was 3 years old and barrel
raced my little black pony
Wildfire at Little Britches
Rodeos.
WHAT
IS
YOUR
FAVORITE MEMORY OR EXPERIENCE SO FAR? Competing at
the National Junior High School Rodeo Finals Rodeo in Gallup,
NM in June 2013
WHO IS YOUR INSPIRATION, AND WHY?
My inspiration would be Jena Thue. I greatly admire her ability
to work and communicate with all the horses she deals with. I
also admire her competitive nature, she has shown me to not
always be happy with second place.
WHAT’S ON YOUR IPOD? Carrie Underwood, Johnny Cash,
Nickelback, AC\DC
FAVORITE FOODS: Peanut Butter Sandwiches
WHAT MESSAGE WOULD YOU LIKE TO SHARE WITH CITY
KIDS WHO ARE INTERESTED IN RODEO?
I would tell them that rodeo is an amazing and beneficial
experience. Rodeo teaches you work ethic, responsibility and
team work. It also teaches you how to deal with competition and
occasionally disappointment, which I think is essential to living
in the 'real' world.
WHERE CAN WE SEE YOU COMPETE THIS SEASON?
I will be competing at all the Saskatchewan Junior High School
Rodeos in all the events a girl can compete in- Barrel Racing, Pole
Bending, Team Roping as a Header, Breakaway Roping, Ribbon
Roping, Goat Tying. I will also be competing at the South
Saskatchewan Little Britches Rodeo Association in Barrel
Racing, Team Roping, Breakaway Roping and Steer Riding. I
would also like to compete at some of the close Canadian
Cowboys Association Rodeos.
WHAT
IS
YOUR
FAVORITE MEMORY OR
EXPERIENCE SO FAR?
When I won Junior Girl Rookie of the Year in the SHSRA in
2011.
WHO IS YOUR INSPIRATION, AND WHY?
My Dad because of his love and dedication to the sport of rodeo.
He is always willing to help and encourage not only his children
but all young competitors to do their best
WHAT’S ON YOUR IPOD?
Twain
AC/DC, Nickelback and Shania
FAVORITE FOODS: Steak
WHAT MESSAGE WOULD YOU LIKE TO SHARE WITH CITY
KIDS WHO ARE INTERESTED IN RODEO?
Rodeo is a unique sport that encourages relationships that you
can not easily find anywhere else. When you join the rodeo
community you join a family of like-minded individuals who
despite being your competitors will continuously support and
encourage you to do your best.
WHERE CAN WE SEE YOU COMPETE THIS SEASON?
At all Saskatchewan High School Rodeos in Barrel Racing, Pole
Bending, Team Roping as a heeler, and Breakaway Roping. And
at the South Saskatchewan Little Britches Rodeo Association
Rodeos. I would also like to compete in some of the closer
Canadian Cowboys Association Rodeos.
