BUSINESS MANAGER’S REPORT

Benefits
Every day we try to increase our
‘benefits’. For some units working
under a Collective Bargaining Agreement, we gain wages, health care, and
improvements to our retirement.
People getting involved with one of
the little leagues, gains the ‘benefit’
of a better life experience for their
children. Benefits are tied to ownership and responsibility. As a Union
member, a parent, a home owner, or
employee, your benefits result from
your ownership and responsibility at
work, at home, as a parent, or as a
Union member.
This leads to the question, who
has ownership and responsibility for
Local 46? Who wants more ‘benefits’
from their ownership and responsibility? Our Union is defined by the
actions of all of our Members. Jurisdiction, work conditions, wages,
fringes; do you know your contract?
Do you know how the Union works?
Do you know what the Union cannot
do? If you do not understand how the
Union works, how could you get the
best out of the Union?
Steward Class
The September 17th Stewards class
was almost cancelled; this would have
been the third time a Steward class
was cancelled. There were 40 people
signed up with confirmations for 16.
The class has a minimum of 15 to
have a class. Twelve people took the
class. Why would it be important for
all members to take the class? Is it
worthwhile to have a Steward at work?
One of the biggest complaints from
Stewards who have refused to be a
Steward again is the members who
give them grief day after day on issues not in their control. That would
be members who have
very little ownership
and responsibility for
this Union. And they
get very little benefit
from having a Steward
at work. Taking a
Steward class is like
any of the other classes
we have had available,
with the knowledge
gained you take a little
ownership and responsibility to help the
Steward to be an effective Steward.
Effective Meetings
A new class was put
together by Barbara
Byrd from the University of Oregon. The new class is “How
to run effective Meetings”. Barbara
was at the September General Meeting as a guest, assessing how Local 46
meetings are run. The class was not
well advertised because it was put
together as a pilot class. However,
the class was held September 24 th
with 17 interested members. This class
lasted about four hours. Everyone had
great reviews on the class. I am interested in finding people who would be
interested in learning about our Local. Contact our Office Manager and
tell her you are interested in learning
more about your Union. Thank you
for taking some ownership in your
Union.

KOMO ENG Unit voted to approve their first ever contract. The contract
provides for wage rate increases, just cause standard for termination, a
grievance procedure, and minimum call-out pay, among other things.
Many union members take these things for granted but without a contract
you don’t have these.
NEW Broadcast Representative. Bob Gorman will be the new Broadcast Representative starting in October. His office phone is 253-3956520. He will be visiting your workplace soon. Welcome aboard, Bob.

STAFF CHANGES
ORGANIZING REPORT

Now that work picture is picking up, a lot of you may not have
the time to volunteer for your friends and relatives. Next time
somebody asks you to hook up their hot tub how about referring
them to a Union residential service contractor?
The Union has purchased an ad in the Seattle Dex Yellow
Pages under the business name Residential Electrical Services.
When a customer calls the number listed in the ad, the customer
is referred to one of 18 Union residential service contractors. The
contractors receive calls on a rotating basis.
Of the 18 contractors on the list, 10 of them are our members
who have only recently started their own companies. Most of
those startup companies went through the business classes that the
Union put on earlier this year. These companies need our support.

The Business Manager has made several staff
changes recently.
Kenn Hasling is returning from his two month
furlough. Welcome back Kenny!
Bob Gorman will join the staff as the Broadcast
Representative and Industrial Sector Organizer.
Bob has a great background – he was a Rep and
Organizer here at Local 46 for several years. In
1995 he went to the AFL-CIO as a Field Rep and
has served in that capacity since. Bob will do an
excellent jobe for the Braodcast Unit. Bob will
also work on Industrial Organizing . IBEW Local
46 would like more work in this type of industry –
Bob is the guy to help us get that work. Bob may
also take over some other contracts as his time
allows.
I.B.E.W. Local No. 46 Business Representative/Organizing Intern program is up running and
doing well. We have a new intern starting on
Monday, October 3. Harry Thompson Jr (out of the
Marine Unit) will start in Dispatch. Karlena
Bromiley is moving to Organizing and Greg Moore
is moving to Representation. Each internship lasts
nine months - three months each in Dispatch,
Organizing, and Representation. Greg Moore will
be the first to complete the program (in December
2005). Candidates for the Intern program come
from those members completing the Leadership
Training here at Local 46.
Due to internal staff changes, George Duncalf
is leaving at the end of October. Janet Lewis will
represent the Public Sector members beginning in
November. Jim Tosh will represent the members
at ADT, Muzak and Electrocom.
HVAC UNIT

The HVAC Unit met Thursday, September 8, 2005. For those who have not been to a meeting for a while, this is
the old Oil Burners Unit Meeting. The members have requested a face lift and now would like to be referred to as the
HVAC Unit.
We will be having our HVAC Unit meeting on the first Thursday of the Month at 5:30 p.m. The last meeting was
well attended, and was full of information about starting up a new HVAC Apprenticeship Program.
Members have stepped up to the plate and signed up to start gathering information and to put together an agenda
for an Apprenticeship. Other members have stepped up to revise the Oil Burner Tests, and to make up other tests that
are needed for HVAC.
I have talked to at least three contractors so far that would like an Apprenticeship to start as soon as possible. There
are unlimited opportunities in this field for growth. More to come on this topic as we put it together.

THE GENERATION
GAP!
OR
“WHAT HAS
HAPPENED TO THE
WORLD?”

Everywhere I look there are young
workers who vote Republican. It is
not clear if they identify with historical Republicans urging fiscal responsibility or with the Neoconservative
movement which has infiltrated and
taken control of the GOP. This is hard
for this old man to understand!
Many people think the two major political parties are the same
and, consequently, that it is waste
of time to vote. To some degree I
think this is true, especially on the
national level. In my mind the Parties
don’t mean as much as they used to.
Now, politicians fall into two basic
groups which to me are defined as
Pro-People or Family Politicians
and Corporate Politicians.
There are many Corporate
Democrats and there is not a big
difference between their Corporate
Republican counterparts. Corporate
politicians support Corporate Values
above all else. Corporations don’t like
any restraint of any kind so they have
been attacking unions and our government for years. Their focus is on
the bottom line. Profit, control and
money, are worshiped as a ‘god’.
And that ‘god’ has a voracious appetite. Corporations don’t need any
regulations impacting anything including the ‘tree huggers’, clean water standards, laws regarding air
pollution, free trade and exploitation
of working people both here and
abroad, telling the truth to stockholders, unlimited perks and pay for upper
level management, or taxes of any
kind even in the communities they are
located in.
Just look at deregulation in the
airline industry. There are many
flights canceled to smaller cities and
less service to passengers. Airlines
are filing for bankruptcy. Upper management stays solvent while demand-

ing more worker concessions every
year. With Capitalism unrestrained
this always happens. Only one monopoly or a few big interlinking Corporations are left standing. Once this
happens, they no longer have to compete and we, as a nation, are worse off
for it.
There must be social restraints
placed upon pure Capitalism. Our
Social Capitalist system worked for a
long time making us the greatest Nation on Earth. We had Capitalism for
incentive and Social Regulation to
protect citizens, small businesses and
such things as Labor Unions. Neocons
are representing Corporations so you
are either a Capitalist or a Liberal or
Socialist which they define as something abhorrent. And to Corporations,
they are.
Those politicians who support
Moral Values, Family Values and
traditional American Values in both
parties are concerned with the water we drink, the air we breathe, safety
at work, collective bargaining, good
jobs in America and making corporations accountable. And they would
not approve of the EPA allowing
Corporations to pay poor families up
to $900.00 to expose their children to
pesticides for experimental purposes.
Corporations lack Moral Values and
so do the politicians who represent
their perspectives.
Neoconservatives represent
Corporate Values at their extreme.
They have all the money in the world
to use sophisticated techniques to
mold people’s perspectives. For example, the mainstream media has been
branded ‘liberal’ thereby negating any
news they may broadcast. Now think
about this. Five Multinational Conglomerate Corporations own the TV
media. They are not going to allow
anything ‘liberal’ or, from their perspective, Anti Corporate to be broadcast on their stations. Mainstream
media is quite conservative. But from
the Radical Extremes of the Neocons
they are portrayed as ‘liberal’.
This makes people only listen to
FOX News, for example, while disbelieving any factual reporting that
conflicts with Neocon distortions.
What is ‘liberal’ anyway?
It has been defined as anything
not in line with Neoconservative

ideology. Below is a typical Neocon
email. Note how distorted the views
are and the lack of factual content.

In case you aren’t familiar with
how our government is SUPPOSED
to work: The chain of responsibility
for the protection of the citizens in
New Orleans is:
1. The Mayor.
2. The New Orleans director of Homeland Security (a political appointee of the Governor who reports to
the Governor).
3. The Governor.
4. The Head of Homeland Security.
5. The President .
What did each do?
1. The mayor, with 5 days advance,
waited until 2 days before he announced a mandatory evacuation (at the behest of the
President). The he failed to provide transportation for those
without transport even though
he had hundreds of buses at his
disposal.
2. The New Orleans director of
Homeland Security failed to have
any plan for a contingency that
has been talked about for 50
years. Then he blames the Feds
for not doing what he should have
done. (So much for political appointees).
3. The Governor, despite a declaration of disaster by the President 2 DAYS BEFORE the storm
hit, failed to take advantage of
the offer of Federal troops and
aid. Until 2 DAYS AFTER the
storm hit.
4. The Director of Homeland Security positioned assets in the area
to be ready when the Governor
called for them.
5. The President urged a mandatory evacuation, and even declared a disaster State of
Emergency, freeing up millions
of dollars of federal assistance,
should the Governor decide to
use it.
Oh and by the way, the levees that
broke were the responsibility of the

local landowners and the local levee
board to maintain, NOT THE FEDERAL GOVERNMENT.
The disaster in New Orleans is
what you get after decades of corrupt
government going all the way back to
Huey Long.
Funds for disaster protection and
relief have been flowing into this city
for decades, and where has it gone,
but into the pockets of the politicos
and their friends.
Decades of socialist government
in New Orleans has sapped all self
reliance from the community, and
made them dependent upon government for every little thing.
Political correctness and a lack
of will to fight crime have created the
single most corrupt police force in
the country, and has permitted gang
violence to flourish.
The sad thing is that there are
many poor folks who have suffered
and died needlessly because those
that they voted into office failed them.
For those who missed item 5
(where the President’s level of accountability is discussed), it is made
more clear in a New Orleans TimesPicayune article dated August 28:
‘NEW ORLEANS (AP) - In the
face of a catastrophic Hurricane
Katrina, a mandatory evacuation was
ordered Sunday for New Orleans by
Mayor Ray Nagin.
Acknowledging that large numbers of people, many of them stranded
tourists, would be unable to leave,
the city set up 10 places of last resort
for people to go, including the
Superdome.
The mayor called the order unprecedented and said anyone who
could leave the city should. He exempted hotels from the evacuation
order because airlines had already
canceled all flights.
Gov. Kathleen Blanco, standing
beside the mayor at a news conference, said President Bush called and
personally appealed for a mandatory
evacuation for the low-lying city,
which is prone to flooding.’
The ball was placed in Mayor
Nagin’s court to carry out the evacuation order. With a 5-day heads-up,
he had the authority to use any and
all services to evacuate all residents
from the city, as documented in a city

emergency preparedness plan. By
waiting until the last minute, and
failing to make full use of resources
available within city limits, Nagin
and his administration fouled up.

above to substantiate its assertions. As with all Neocon email

Look at all the postings.
It takes time and coordination to
get emails and postings all over the
Country like this. Who is putting
this stuff out? And why?
The question to always be asked
is what are the real facts and what
really happened and why? The
source of the above email cannot be
trusted because its conclusions do not
match up with factual documentation.
As for our young Republicans, will
they read this? Will they question
what they so fervently believe? Will
they support themselves and families or Corporations which do not
care if they live or die? Will they
support American Family Morals and
Values or Corporate Values which
are neither Moral nor American.
Neocon members will not like
this article and will call in and complain about it. But you know what? I
don’t care. Why? Because they are
voting for Corporate politicians who
are systematically destroying, not only
the IBEW, but the entire labor movement. All the laws we fought for long
ago are being changed for the benefit
of Corporations. Corporate America
is not going to be a very nice place for
workers who create all their wealth.
One last point. There are some
Republicans with Moral Values
who support Working Families. If
they work for our interests, we support them.

COOP MINERS:
THE STRUGGLE
CONTINUES

A brief update on the fight for
the Union at the Coop Mine in
Huntington, Utah — one of the
most important but little known
labor struggles in the U.S. today.
Win or loose, the struggle to unionize the Coop Mine represents an
important step in the direction of
reconquering ground which has
been lost by organized labor to
non-union operations in the region.
Two of the striking miners
made a presentation on their
struggle to the King County Labor
Council last year. Several Seattle
area Union members traveled to
Utah recently to attend the Second
Anniversary gathering of the Coop
miners on August 21. They reported that the struggle continues,
the miners are united, they are
making progress in bringing economic and political pressure on
the company, but they face major
challenges in the courts and footdragging by the NLRB.
Due to the fact that none of the
fired miners has returned to the
Coop Mine and the miners continue to picket the coal loadout
points, the output from the mine
has been low and this has interfered with the operations of plants
which have contracts for coal from
the mine. Since the NLRB has
refused to release the result of the

January 05 Union election, which
clearly gave the victory to the
UMWA and removed the company union, the company has continued refusing to accept the
UMWA.
Unable to defeat the miners
through intimidation and the firing of Union supporters, the mine
owners turned to the courts for
help. They have instigated legal
proceedings to bring the miners
and their supporters into court,
attempting to bankrupt them with
legal proceedings and sap their
time and energy.
Because of this, a court battle
challenging Union rights, free
speech, and freedom of the press
is unfolding today in Utah. In addition to suing the UMWA and 17
Coop miners, company lawyers
are also charging the Militant
newspaper, the Salt Lake Tribune,
the Deseret Morning News, and
other Unions, organizations and
individuals with “defaming” the
company for their coverage and
support of the strike.
The challenge now for supporters of the miners is to increase the
political pressure to force the company and the courts to drop their
frivolous harassment lawsuit. The
first part of the case to be heard
will be that dealing with the supposed “defamatory” articles carried in the newspapers. Since a
large part of the company brief
consists of allegations against the
Militant newspaper, the Militant
has responded by raising funds
and rallying support to defeat the
company litigation through organizing the Militant Fighting Fund.

2005 PICNIC ‘MINI’ GOLF TOURNAMENT

On August 21, 2005 before our Seattle Picnic that was held at the Shrine Nile Country Club, a ‘mini’ golf
tournament was set up for members to play. We had sixteen players signed up to come out for the tournament.
I would like to thank all the members and Business Representatives that sponsored an apprentice, we had
eight apprentices, first and second year that had their green fees and cart paid for, as they said, they could
not of afforded to play without our support.
The feed back was that all had a great time, not only because of the Oasis cart that relieves their thirst on
the course, but also from the fellowship with our Journeymen that were playing the game with them. The
closest to the 9th hole was won by Dan Bischofberger; the longest drive on the 11 th hole was won by Hans
Diffner.
All players were given a prize and all were winners by just playing the game and making it a successful
event for the day. Hopefully next year we will have more Journeymen members step up to sponsor more
apprentices at the bigger and better golf tournament in the works now.
Again, a big thank you to all who stepped up this year.

Saturday, September 17th turned
out to be a great day at Lake Wilderness Golf Course for a golf tournament. We had 96 players – that’s 24
teams. The shot-gun start was on
time with NO RAIN. The sun finally showed through later in the
day.
Our groups included:

and divided it out equally. Money
leftover went to the food bank.
Dave Grambush (75 & retired)
helped with the strings. We sold
them at $2.00 per foot – with the
money going to the food bank. We
raised over $300 for the food bank;
teams donated $10 each.
Everyone received a gift. We

want to thank Platt for all the support and gifts they donated for our
cause. FUN!

BREMERTON CAMPOUT
REPORT
For our 2 nd Annual Campout, we
had a very nice turn out of retired
members and active members who
came up starting on Friday night,
some arriving late in the evening.
There were a total of thirty-three
members and family members in
our group camp out. We enjoyed
our Friday night potluck with home
made spaghetti dinner, garlic bread,
great salads with fixings and killer
deserts with the beverage of choice.
After we got a camp fire started, it
was enjoyed late into the night.
Saturday we walked across the
parking lot to help with and enjoy
the picnic for the day. For Saturday
night, we had our ‘Survivors Potluck Dinner’ around 8:00 p.m. with
home made Chile and sweet corn
bread, corn on the cob, baked
salmon, and more great salads, left
over picnic odds and ends, some
more good desserts, and that favorite beverage of choice. The Saturday night campfire was enjoyed not
only by the campers, but also by a
few picnic survivors who stayed on
or came back to enjoy the evening
of companionship and camaraderie
shared by all, that again lasted late
into the night.
On Sunday morning the members were greeted with pancakes,
breakfast sausage, bacon, eggs and
hot coffee. We started to break camp
about 10:00 a.m., loaded up and
cleaned up our camp sites and most
were headed out about noon or so. I
wish to thank all the members who
not only helped with the picnic, but

also the members that volunteered,
contributed food and helped with
our campout, as they are the ones
that make things like this work for
all of us to enjoy and want them to
know that their efforts are greatly
appreciated. Thank You. We are
starting to plan next year’s campout,
so keep an eye on the Sparks for
more information.

people to eat all the donuts. Let’s
try and get more people than donuts and I will share my five!
Mr. Tom J. Clark talked to us
about Medicare, Medicaid and
long term care. I think he sells
something but that is his specialty.

one of our members. Anyway, we
all must prepare ourselves for retirement.
Next meeting we will have a
speaker from the US Department
of Health and Human Services.

October 12 meeting to tell us about
