It is with deepest regret that Lisa Haber informed us of the
passing of our beloved FACS secretary, Cindy Wilson.
Cindy lost her heroic battle with cancer that had spread to her
brain. She was peacefully sleeping, surrounded by her
family, when she slipped away.
While Cindy never thought she had a "bucket list" she really
did and here it is:
1. Attend the October 2013 FACS Conference in Ft
Lauderdale
2. Attend the Crime Stoppers of Tampa Bay 25th
Anniversary Gala with her daughter
3. Be with friends and family
She completed everything on that list, and enjoyed every
minute of it. Words cannot express how much Cindy loved
being the FACS Secretary.

Student Crime Stoppers
During a recent meeting in Panama City DJJ
Secretary Wansley Walters, in response to
questions from Crime Stoppers Eddie Bell and
Norm Gulkis, stressed the fact that DJJ wants to
prevent more youth from entering the Juvenile
Justice System. They would like to do this using Civil
Citations or similar programs which divert first time
misdemeanants from formal arrest. Teen Court is a
diversion program which allows offenders to
participate in a court conducted by his or her peers
instead of going through the customary juvenile court.
This requires agreement by local law enforcement,
State attorneys, Chief Circuit Judge and public
defender. Similar to adult pre trial intervention,
sanctions may include up to 50 hours of community
service, youth and family counseling, drug screening,
letter of apology, restitution and other compliance.
Upon successful completion of sanctions the youth
avoids an arrest record. Panhandle Crime Stoppers,
through their student Crime Stopper program,
encourages young people to help make their student
community a safer place. Through the civil citation and
Teen Court programs more young people stay in
school instead of diversion to DJJ facilities.

Celebrating 150 Arrests!
Panhandle Crime Stoppers and WMBB recently
celebrated arrest number 150 for the Wheel program. The
program began in July 2009 and has continued
working with law enforcement and the public to help resolve
cases and
. bring criminals to justice. Law Enforcement
representatives from nearly every area
agency were present to mark the occasion.

Lacondor D. Atkinson
On October 7, 2013, Lacondor Atkinson was one of
six individuals featured on the Wheel of Justice at the
6:00 PM news cast of WMBB Channel 13. On October
10, 2013 at 11:46 PM, a tip was turned into Crime
Stoppers with a possible location where Atkinson
might be residing. This information was provided to the
Bay County Sheriffʼs Office Patrol Division and on
October 11, 2013 at approximately 12:20 AM Lacondor
Atkinson was arrested at the location provided in the
tip. Atkinson was charged with Domestic Battery by
Strangulation.
Joseph Leon Morris
On October 5, 2013, at approximately 7:17 AM a
tip was turned into Crime Stoppers giving a
possible location where Joseph Leon Morris might
be staying. The tip was forwarded to Bay County
Sheriffʼs Office and approximately 30 minutes after
receiving the information, the Bay County
Sheriffʼs Office arrested Joseph Leon
Morris at the location provided by the tip. Morris
was charged with Vehicle Theft – Grand 3rd
Degree.
