GREETINGS TO THE CITIZENS OF COLMAR MANOR
“The Little Town That Can”
For those of you who may not know, on Saturday, March 23rd we started building our
Community Garden on Newton Street between 38th and 39th Avenues. We were so
excited and pleased to see our residents, the Colmar Manor Garden Club, the Port Towns
Youth Council and parents and members of the Cottage City Garden Club all working
together to build sixteen boxes, fill them with dirt and mulch the garden. Since that day,
our Public Works have added an additional eight small boxes.
THIS IS HOW OUR COMMUNITIES AND PARTNERS
PROUDLY SUPPORT EACH OTHER!
We still have a little more work to do on the garden but for the most part the Garden Beds
are ready for planting. Mark Haskell, Master Gardner for the town will be working with
the Colmar Manor Community Garden members to plant different vegetables, herbs, etc.
they will continue growing year round.
The Garden Club will have meetings at the Community Garden on the below dates. In
case of rain, they will meet the Town Hall.

Wednesday, May 8th 6:30 p.m.
Our goal is to have participants of the Community Garden join the monthly Cooking
Classes in order to share new ways of preparing fresh vegetables. Classes are open to
everyone and are free!
A SPECIAL CONGRATULATIONS TO COUNCILMEMBER LOIS ANN BLUE!
Councilmember Blue will be inducted to the Maryland Municipal League’s Hall of Fame
at the Maryland Municipal League Convention inauguration dinner in June for her 20
Years’ Service as a Council Member for Ward I in Colmar Manor.
Councilmember Blue has lived and raised her children in the Town over the past 33
years. She has served on the Recreation Council, Neighborhood Watch Committee,
Citizens Association as well as being involved with numerous projects that helped to
enhance the quality of life for the residents of the Town.

Councilmember Blue especially enjoys meeting all of her constituents and encouraging
them to become involved in the Town’s activities.
The Port Towns of Bladensburg, Colmar Manor, Cottage City and Edmonston will be
sponsoring a “Community Shred Recycling Day” on Saturday, May 18th – 10:00
a.m. to 2:00 p.m. It will be located in the Crossroad Parking Lot – Rear of 4508
Annapolis Road, Bladensburg, MD. See attached flyers for more detailed information.
Our Second Annual “KIDS IN THE PARK DAY” will be held on Saturday,
May 18th from 1:00 to 4:00 p.m. in the field behind the Town Hall. We will be having a
lot of games – softball, kickball, soccer, basketball, sack races and more! We need to get
some real competition going between the parents and the kids! Come and join us for a
day of fun activities. (See enclosed flyer). Any kids who need Community Service hours
are encouraged to attend and help coordinate activities.
MEMORIAL DAY REMEMBRANCE – Monday, May 27th 11:00 a.m.
The Colmar Manor American Legion Post 131 and Bladensburg Patriotic Committee will
be having a memorial service at the Peace Cross on this day in honor of all veterans.
BUDGET HEARING: The Town will be holding a Public Hearing on the budget on
Tuesday, June 11th at 7:00 p.m. at the Colmar Manor Town Hall. The public is
encouraged to attend and comment on the budget. Copies of the budget are will be
available at the Town Hall (3701 Lawrence Street) during normal business hours which
are 8:30 AM to 5:00 PM Monday through Friday.
STUDENT SUMMER HELP
We will be accepting applications for students 16-17 years of age to assist us part-time
for four weeks during the summer in our Police, Administrative, Recreation and Public
Works Departments. Four lucky students will be chosen to work with us and will be paid
for their time.
Please come to the Town Hall at 3701 Lawrence Street to complete your application and
receive more information. (See enclosed flyer).
In closing, please remember – School will closing for the season on June 7th. Please
watch for children at play. CONGRATULATIONS! To all of our graduates – we wish
you the best of luck and look for the Colmar Manor Scholarship Program again this
summer.

HIGHLIGHTS OF THE MARCH 5TH
COLMAR MANOR TOWN WORKSESSION MEETING
Motion approved unanimously to approve the disbursement of funds to cover Mayor
Michael E. Hale mother’s funeral. Reimbursement to be deducted from monthly salary.
Motion approved unanimously to do a transfer of funds of $4,700.00 from Unreserved
Funds to Legal Fees to cover an outstanding balance to John Barr, Town Attorney for
legal work completed in reference to the damage to the gymnasium floor due to flooding.
HIGHLIGHTS OF THE MARCH 12TH
COLMAR MANOR TOWN COUNCIL MEETING
Motion approved unanimously to approve the February 5, 2013 and February 12, 2013
minutes.
Motion approved unanimously to dispose of surplus equipment.
Motion approved unanimously to introduce Resolution R-1-2013 to establish a
Community Garden, to arrange with the Maryland National Capital Park and Planning
Commission for the provision of land for the Community Garden to provide for the
establishment of a Town of Colmar Manor Community Garden Club to manage and
adopt procedures and guidelines regarding the Community Garden, as well as to establish
for fiscal management and other matters for said Community Garden.

A few notes of information…….from the desk of the Chief of Police,
Crime Issues
Property Damage- 3400blk. 39th. Avenue, Monday, April 1, 2013, 2:30PM, an unknown, young
B/M suspect, white t-shirt was riding erratically down the street on a dark colored dirt bike when
he struck a fence of a residence. The suspect fled the area and was last seen going up 37 th.
Avenue towards Bladensburg Road. An area canvas was made by officers with negative results.
Vandalism to Auto- 3400blk. 39th. Avenue, Sunday, March 31, 2013, 12:00PM thru Monday,
April 1, 2013, 5:00PM, victim reported that an unknown suspect spray painted there rear
passenger side and tire of their parked grey, Dodge Truck.
Second Degree Assault- Colmar Manor Community Center, Monday, April 1, 2013, 6:52PM,
an unknown B/M victim was assaulted by several B/M suspects in the gym area. The department
is trying to identify the suspects and victim from the video surveillance system. The victim’s
mother called from the hospital at 11:30PM to report the incident in which MD Park Police were
dispatched based the dispatcher thought it was park property. The victim and mother left the
hospital prior to the arrival of PGPD after MD Park Police determined it was not park property.
It was later determined that that there were two victims involved in the incident. Two suspects
were arrested on April 12, 2013 after further investigation by the department.
Theft from Auto- 3600blk. 40th. Place, Friday, April 12, 2013, 7:30AM-4:00PM, victim
reported that unknown person stole their rear temporary registration plate, Maryland
T696412 from vehicle.
Theft from Auto- 3400blk. 39th. Place, Friday, April 19, 2013, 5:00PM through Saturday, April
20, 2013, 9:24AM, victim reported that unknown suspect broke into work truck and stole various
power tools and equipment.
Theft from Auto- 3900blk. Newton Street, Friday, April 19, 2013, 5:00PM through Monday,
April 22, 2013, 10:15AM, victim reported that unknown suspect broke into work truck and stole
various power tools and equipment.
Anyone with information on these incidents, please contact the police department.
Civilian and Officer of the Year Awards
The following personnel were recognized at the Police Chief’s Association of
Prince George’s County Annual Awards Ceremony on April 11, 2013, Officer
Brian D. Lynch for Officer of the Year and Inspector Darryl R. Queen for
Civilian of the Year. These awards were presented on behalf of the
department for their hard work and dedication to the agency for 2012.

Any construction without permits shall be fined and consult with other agencies (D.E.R.)
for additional fines and structure maybe destroyed.
Sump Pumps shall discharge on its own property and not effecting others
All rooming houses shall have county inspections and permits.
Rats and mice breed fast. A mouse can have several young when she is two months old.
Then, two months later, her young will breed. In the mean time, the mother will produce
another litter. KEEP YOUR PROPERTY CLEAN- Take away their food, destroy their
homes, close their holes and entryways.
Storage on porches, patios is illegal- also this is a breeding ground for rodents.
Lumber, old logs and old mulch piles may have snakes lurking beneath them. FYICopperhead Snake.com.
Dogs, cats, ferrets, shall have proper licenses/ shots and documentation available upon
request from Police/Inspector.
Animals shall always be on a leash, and properly curb by its owner/ controller. Rats are
drawn to Dog “POOP”, in turn the snakes are drawn to the rats. Keep your yard clean and
free of the Dog waste (Health Hazard).
Bed bugs have become a major threat for residential and commercial property owners in
Maryland. These pests were dormant in the past 60 to 70 years due to the widespread use
of DDT but resurgence has taken off since the late 1990’s. Entomologists speculate that
the reemergence of bed bugs may be due to increase international travel and ban on DDT.
Stink Bugs- are rapidly becoming an alarming problem for home and business owners
across the state of Maryland specifically, the Brown “MARMORATED” stink bug was
first ID in Pennsylvania in 1996. Today its sighting developed into a seasonal
phenomenon. Stink bugs seek to enter homes at the first sign of cooler weather as they
are unable to survive the elements. Are though they are harmless to humans, occasionally
stink bugs will cause damage to household plants. Keep rooms free from food and water,
when threaten the bug give off a foul order, and lives up to its name. Treat your home
with a pest control contractor.

To avoid fines, put your bulk trash or items out on the curb at the proper date and time,
correctly secured/ tied up, and appliances such as refrigerators should have doors
removed, no exceptions.
Illegal Dumping (environmental) such as anything other than plain water down the storm
drain, construction material in the water way or the woods, contamination of soil and or
releasing of fumes hazardous material in nature to the air.. The code will be enforced, as
well as contacting the proper county, state, federal agency for notification, enforcement
and clean up.
Vacant Homes shall registered with the town, if not a lien will be placed on the property
Unmaintained properties that are vacant or occupied will be abated and lien placed on
property.
No one is above the Law, the Code! There are court hearings and town appeals process.
Commercial structures- This town adopts The Life Safety codes of subtitle 11, Fire Code,
and will be enforced. Some things to look at- what’s the status of your access to exit, exit,
exit discharge, can customers walk freely through the store (are the pathways clear). Are
Fire Extinguishers up to date, and access clear. All exits shall not be block and locked at
any time when occupied- NOTE Immediate Fines will be issued at $ 100.00 or greater
per infraction and fire investigators notified.
Unsafe property will be fined and process started for razing of the property with
assistance of Prince George’s County Department of Environmental Resources.

“On your property, off your property” unregistered vehicles, will be stickered and
towed after 48 hours of notification.

Old cars, auto parts, tires, and rims in the yard are not allowed. Property will be fined,
abated, or lien placed on property.
The above items are some concerns with the Town of Colmar Manor please note “read”
your Town of Colmar Manor Code on the website, www.colmarmanor.org. All
infractions are subject to immediate fines except for tall grass (which is 10 days to
comply), Unregistered vehicle/ and or condition-such as damaged/or flat tire (s) which is
48 hours.
Home Owners/ Business Owners/ Occupants keeping your property clean, reflects- PRIDE OF
INTEGRITY AS A CONCEPT HAS TO DO WITH PERCEIVED CONSISTY OF
ACTION, VALUES, METHODS, MEASURES, PRINCIPLES, EXPECTATIONS AND
