2015 Street Reconstruction
The City is planning
to reconstruct or mill
and overlay almost nine
miles of streets this
year. Reconstruction or
mill and overlay work
involves removing and
replacing
pavement,
removing and replacing
sections of damaged
curb, driveway aprons,
and sidewalks, and
repairing or replacing
storm sewer, sanitary
sewer and water main
facilities.
Streets or neighborhoods involved in the
reconstruction plans include:
• Project 15-1: Includes 2.8 miles of streets in
neighborhoods located northwest of Main Street and
Hanson Boulevard; north of 121st Avenue and east
of Hanson Boulevard; south of 121st Avenue and
east of the BNSF railroad track; and south of Foley
Boulevard between Kumquat Street and Holly Circle.
• Project 15-2: Includes the reconstruction of
1.5 miles, and the mill and overlay of 1.7 miles of
State Aid streets. The areas to be reconstructed
include a segment of 124th Avenue from Northdale
Boulevard to east of Ivywood Street; 121st Avenue
from Hanson Boulevard to east of Drake Street; and
Egret Boulevard from the BNSF railroad tracks to
Woodcrest Drive. The areas to be mill and overlaid
include Northdale Boulevard from Round Lake
Boulevard to 129th Avenue; 124th Avenue from
River Rapids Drive to east of Riverdale Boulevard;
111th Avenue/Creek Meadow Drive from Hanson
Boulevard to Robinson Drive; and Egret Boulevard
from Woodcrest Drive to Kumquat Street.
• Project 15-3: Includes 2.6 miles of streets in
neighborhoods located north of Egret Boulevard
and east of the BNSF Railroad tracks; north of Egret
Boulevard and west of Highway 10; south of 101st
Avenue and west of University Avenue; north of
Coon Rapids Boulevard between 95th Avenue and
Springbrook Drive; plus a frontage road located
north of Coon Rapids Boulevard between 111th
Avenue and Crooked Lake Boulevard.
The City is also maintaining almost 19 miles of
local streets as part of its annual crack sealing and
seal coating program.

reconstruction, mill and overlay, and seal coating
projects, please visit www.coonrapidsmn.gov.
Page 4 Anoka County Road Construction Projects in
Coon Rapids:
• Work on University Avenue will continue, making
it a four lane roadway with additional turn lanes
and a trail. The project is expected to be complete
around November 1, 2015.
• Work will continue on the segment of Foley
Boulevard from 101st Avenue to Egret Boulevard.
The project includes storm sewer upgrades,
concrete median, signal installation, and asphalt
and concrete walks. The project is expected to be
complete by fall of 2015.
• Foley Boulevard from Egret Boulevard to
Northdale Boulevard will be reconstructed with work
expected to begin fall of 2015. The work includes
roadway widening, turn lane construction, concrete
medians, storm sewer upgrades, and asphalt and
concrete walks.
More information on these projects can be found
on the Anoka County website: www.anokacounty.us
then click on Highway Department.
Work crews ask motorists for their patience during
construction. Please obey the posted work zone
speed limits and follow the recommended detours,
both of which are designed with public safety in
mind.
2015 Hydrant
Flushing
Starting April 6, the City’s utility crews will
begin flushing more than 800 fire hydrants in
the city, in the middle section of town south of
Highway 10. The process is part of a routine
maintenance program necessary to maintain the
water system and remove sediment from the lines.
This allows us to continue to deliver the highest
quality water possible to residents. If crews are
working in your neighborhood, you may experience
some water discoloration, but this does not affect
the safety of the water. It’s best to avoid doing
laundry until the discoloration has disappeared. To
see a map of the exact area, visit the City’s website.
Solicitors Need a

Street Sweeping
and Repair
City crews will be out sweeping streets
soon. Crews focus on main streets first, then
neighborhoods.
Please do not put grass or leaves in the street.
Also, please keep your garbage and recycling
cans out of the street. Place them on your
driveway, behind the curb. Thanks for your
help!
Crews are also out filling pot holes on City
streets.
It is the time of year when you will start to see
more people selling products and services at
your door. Did you know these sales people must
be licensed with the City? The licensing process
includes a background investigation on each sales
person and is designed to protect the safety and
welfare of residents. All individuals traveling doorto-door selling products or soliciting for commercial
business purposes, excluding newspaper and food
delivery services, must be licensed by City Hall.
If the individual is licensed, they will be wearing a
badge issued by the City which must be worn at all
times. They must also carry an official City license.
If a peddler or for-profit solicitor comes to your door
and is not wearing a City issued badge, please let us
know by calling 763-767-6432. Soliciting hours are
from 9 a.m. and 8 p.m.
If you encounter any issues or have problems with
a peddler/solicitor, please contact the Coon Rapids
Police Department by calling 911.

Ditch Obstructions
Got Wetland?
As of October 2013, there have been some
changes in water resource management
responsibilities and roles for the City of Coon
Rapids. At that time, the entire city became
part of Coon Creek Watershed District (CCWD)
instead of just the areas that drain towards
Coon Creek. This transferred more ditch
maintenance and stormwater management
from the City to CCWD. Why? To standardize
stormwater management and to keep the City
compliant with state law.
Now, there’s also been a change in wetland
oversight. Coon Creek Watershed District
is now the local regulator responsible for
administering the MN Wetland Conservation
Act in Coon Rapids.
Wetlands have been recognized as
important “sponges” in flood prevention and
as “filters” for runoff pollution. Sometimes
wetlands are used in stormwater treatment
designs. They can also provide wildlife habitat,
aesthetics, and educational and recreational
opportunities.
Like people, wetlands come in all shapes,
sizes, and amounts of water. They often do not
have cattails. In fact, they may be saturated
or have standing water for just 14 days to be
considered wetland.
Impacts
Since European settlement, many wetlands
have been drained, or considered eyesores or
dumping grounds. These attitudes carry over
to behaviors today.
Every time someone mows, landscapes, or
dumps into a wetland area, there is negative
impact. Maybe the wetland cannot hold
as much water, or filter stormwater runoff,
or soak in runoff because the soil has been
compacted.
The most common wetland encroachment?
Piles of grass clippings or leaves! While this
keeps clippings and leaves out of our street
runoff (a great thing), it also can compact
wetland soil and keep plants from growing.
This can also mean more flooding and water
pollution.
What to do? Leave your grass clippings on
your lawn as you mow so they can decompose
and feed the grass roots.
If you have a soggy or grassy low area on
your property, it may well be wetland. Unsure?
Call Coon Creek Watershed District 763-7550975, for further guidance. Be sure to give the
full address.
Information provided
by Coon Creek
Watershed District: 763-755-0975 or email
[email protected].
We need your “eyes” to help
monitor the public drainage ditches
in Coon Creek Watershed District
(CCWD). Look for blockages of
water flow or blocked culverts.
Do you notice backed-up water,
especially after snowmelt? It may
be the result of an obstructiontrash or leaves & sticks, for
example. (Please keep storm drains
clear which also helps to prevent
backups during spring snowmelt &
rains. If you can clear these safely
yourself, please do and you’ll be a
Clean Water Superstar!)
Call Jon at 763-755-0975 or email [email protected] if you
see an obstruction in a creek or drainage ditch.
Grass Must Be Mowed
Soon our lawns will be
growing and green once
again. In order to help keep
our City looking its best, City
code requires that all grass
and weeds be no taller than
8” in height. Please don’t
forget to mow along both
sides of your fence and
along the boulevards. Even if you believe the City or County mows
these areas or has in the past, it is important to know that ultimately
this is your property and your responsibility to mow. If your grass is
taller than 8”, you will receive a citation and a fine if you don’t mow
your lawn within seven days of the citation.
If you would like to report a property that has not been mowed,
please call 763-951-7200 or e-mail the complaint to weeds@
coonrapidsmn.gov.
Sanitary Sewer Lining Continues
As part of maintaining the
underground sewer system, the City
is continuing to line clay sewer pipes
with epoxy resin. This process involves
Clay pipes in the City’s underground sewer
system are being lined with epoxy resin
material.
using high pressure hot water to cure
the epoxy resin in place, which creates
a new inner pipe within the existing
clay pipe. The process is long-lasting
and does not require the streets to be
torn up which is a huge bonus! About
6.5 miles of pipe will be lined this year.
The project will begin this summer and
be completed by the end of fall.
Clay pipe can cause problems
because tree roots often grow into
the pipe. These roots can grow large
enough to stop water flow, which can
sometimes lead to sewer backups.
Tree roots cannot grow into the
epoxy resin lined pipes.

Protect Your Home with Sewer
Backup Insurance
Homeowners may want to protect
themselves by purchasing sewer
backup coverage through their
homeowner’s insurance policy. Some
policies offer automatic coverage of
sewer backups, but many do not.
Check with your insurance agent for
exact details of your coverage. Many
citizens assume if there is a sewer
backup in their home, it is the City’s
responsibility to replace and repair the
damage. This may not be the case.

Crews will come out and see if there

Building a Walkable Community:
Senior Focus
According to demographic data, by
2020, the state’s population of individuals
age 65+ is expected to exceed our state’s
school age population. Right now, just
over eleven percent of the Anoka County
population is age 65 and older and that
number is expected to grow in the coming
years.
Coon Rapids is home to many seniors;
people who placed their “roots” here
and raised their families over the last
40+ years. These seniors often decide to
“age in place.” One level living can
combine the perfect mix of amenities with
practicality. Housing options aren’t the only
convenience Coon Rapids offers for older
adults. The city’s extensive trail system
is also an asset; seniors can get out and
enjoy the outdoors by walking, using a
wheelchair or other mobility device.
The City of Coon Rapids is committed to
enhancing its “walkability” for seniors and
all residents who live here. Trail connections
provide additional transportation options
for people. People can walk, bike or use a
mobility device to get to where they need
to go instead of always getting in the car.
Page 6 Trails also help to connect neighborhoods
and walking provides health benefits as
well. The City looks to incorporate sidewalk
and trail improvements/connections with
every opportunity, whether it is a park
project, street reconstruction project or
new development.
The robust trail system in Coon Rapids
will continue to expand in the future with
the assistance of the voter approved Park
Bond passed in 2013. The initial focus
of this expansion will be to build out the
regional trail system within the city, the
backbone of the system that can get you
to all areas of the city. Once the regional
trails are completed, the focus would then
shift to constructing connections to/from
these regional trails into neighborhoods,
parks, schools, government facilities, and
business nodes. Whether you’re out for a
leisurely stroll along the scenic river, trying
to get in some physical activity, or looking
to commute to the local convenience
store, the City is committed to providing
a variety of experiences for everyone all
within the boundaries of the city you call
home.
Park and Trail Updates
Riverview Park renovations are nearly
complete. The park has new playground
equipment, warming house, picnic
shelter, tennis court, half-court basketball
and expanded parking areas. Finishing
touches are underway on new trails
and new turf areas. Renovations will be
completed by mid-summer, except for the
ball fields which won’t be ready until fall or
spring 2016 due to new turf establishment.
The renovation was possible thanks to a
Park Bond approved by voters in 2013.
The 85th Avenue Trail
will be completed in 2015.
This trail will connect
Springbrook Nature Center
with Kennedy Park, and
will allow access to Coon
Rapids Dam Regional Park.
Construction is expected to
take place in late summer or
early fall.
Plans are still in the works to fill in the
gaps along the Coon Rapids Boulevard
Trail, on the west side of the road from
the border of Anoka to Hanson Boulevard.
Construction is expected to begin in late
2015 or 2016.
Trails will be re-surfaced in Lions Coon
Creek Park, Nelson Park and Parkside
Park as part of regular maintenance. The
work will likely take place in the fall.
Hoover Park will also be improved this
year with new trails and other amenities.
Wilderness Park Trail will
be completed in 2015. This
will connect the trail from
121st Avenue by Fire Station
2 to Avocet & Main Street.

Cable Channels:
Soon to be High Definition
CTN Studios, the City of Coon Rapids community television station, will soon
broadcast its programming in high definition on one of its channels. Programming
on what is currently channel 15, will be broadcast in high definition later this year.
The expected start date is around June 1. We will keep you informed as soon as
we learn what the new HD channel number will be. The current cable channel 15
will remain as a standard definition channel.
The high definition channel upgrade is one new feature that is part of the
new cable franchise agreement, recently signed by the City of Coon Rapids and
Comcast cable television. The extended franchise agreement is in place through
December 2019. The new agreement also includes a second high definition
channel for what is currently CTN Government Channel 16. City and community
programming will also be added to the Comcast Electronic Programming Guide.
Cable franchise agreements are not exclusive and do not prevent other
companies from providing similar services if they choose to enter the market.

Major Remodel to Split-Entry Coon Rapids Home
Marilyn Adams dreamed of having an open floor
plan in the main living area of her split entry home.
Her kitchen was small with little storage space. A large
wall separated the kitchen from the living room. The
dining room was also small which left little room to
move around when company came over. Adams read
about the Home for Generations II program in a city
newsletter and was curious to learn more. Could her
remodeling dreams come true? Adams decided to
make a phone call.
After talking with Kristin DeGrande, Neighborhood
Coordinator, Adams was excited about the program
and was ready to begin planning her remodel. As part
of the Home for Generations II program, homeowners
are required to meet with an architect. Adams met with
McMonigal Architects. The firm helped her develop a
plan to re-purpose the existing living space. Plans were
made to remove walls, re-locate the kitchen and dining
area and completely remodel the space. Construction
took about three months to complete and Adams says
it was all worth it!
Marilyn Adams says, “I absolutely love the area
where I live. I have the best neighbors and a beautiful
park behind me. I didn’t want to move to a new home. I
did, however, want to re-design my existing space. The
City’s grant program was appealing to me and helped
me think about turning my ideas into reality. Now that I
did it, I just love it! I have my grandchildren over all the
time and I can socialize, cook and watch them… all at
the same time! I just love the open space! Even though
I did not add square footage to my home, it feels much
larger and I have more storage now in my kitchen than
I ever had before!”
$35,000 or more and make major improvements to
their home. Items such as bathroom and kitchen
remodels, removing walls, building additions, exterior
improvements and other enhancements can qualify.
The Home for Generations II program at a
glance:
• Maximum Grant: $5,000
• Minimum Project Amount: $35,000
• Rebate: 50% of building permit fees
• Financing: 4.5% fixed up to $50,000
• Architectural Consultation: $25 co-pay
• Income Limit: None
• Minimum Age of House: 20 years
• Availability: First come, first served
Homeowners who increase their home’s curb
appeal will be awarded a larger grant than those who
make only interior and maintenance improvements.
Find out more today! Visit the City’s website for more
information, or contact Kristin at 763-767-6517 or
email [email protected]. Financing for
home remodeling projects is available through the
Coon Rapids Mortgage Assistance Foundation. Loans
up to $50,000 are available at a fixed interest rate of
4.5%.
Adams also remodeled her upstairs bathroom.
She received a $2500 grant through the Home

rebate on her building permit fees. To qualify for the
program, homeowners must have a remodel worth

Anoka County Economic
Gardening Program
Anoka County offers a program to help established businesses with research
and tools to enhance business growth. It’s called the Economic Gardening
Program and it is designed to help mature companies think about business
growth opportunities.
The program provides tools to businesses that are often only available
to Fortune 500 companies. Forty hours of customized research is offered
to businesses to help connect them with four key areas: strategic market
research, geographic information systems, search engine optimization and
social media marketing. Data and information in these areas can help identify
market trends, potential competitors, enhance marketing efforts and help
business executives make informed decisions on core strategies that will help
the business.
The program also offers monthly roundtable discussions featuring CEOs of
local businesses who have experienced significant growth. Speakers are also
often brought in to discuss specific topics as well.

Gardening Program, contact Karen Skepper at 763-323-5709 or email

National Certification for
Biomedical Program
The Biomedical Program at Coon Rapids High School was recently certified as
a national model by the “Project Lead the Way” Certification Team! That means
the Coon Rapids site will be a host location for other programs around the United
States, offering ideas, guidance and training to schools that want to start a
biomedical program of their own.
The Biomedical Program at Coon Rapids High School started two years ago.
Through the use of Project Lead the Way’s curriculum, students explore the
concepts of human medicine and are introduced to topics such as physiology,
genetics, microbiology and public health. Hands-on activities allow students to
understand the processes and structures of the body, which aids in understanding
how to prevent, diagnose and treat disease. The program prepares students
for a career in the biomedical field. According to state job data, careers in the
healthcare field are expected to soar in the coming years. By offering courses such
as biomedical science in high school, students are exposed to this career field at
an earlier age, giving them a solid foundation for college. Students may even be
able to work at an entry-level job at a major medical company after graduation,
while working toward a college degree.
Coon Rapids High School’s Biomedical Program is a Magnet School with the
Northwest Suburban Integration School District, which means that students who
live in the Anoka-Hennepin, Brooklyn Center, Buffalo-Hanover-Montrose, Elk
River, Fridley, Mounds View, Osseo, or Rockford School Districts are provided
transportation to be able to participate!

North Metro Specialized Rescue
Team: An Important Public Safety
Resource
Imagine you are in a boat, trapped in the strong current (or boil) at the
base of a dam or you find yourself trapped in a building after a tornado.
These situations can happen unexpectedly. Here in Anoka County, the
North Metro Specialized Rescue Team (NMSRT) is ready to handle these
types of emergencies.
SPRING 2015 Newsletter
became the North Metro Specialized Rescue Team. Coon Rapids continues
to be the lead agency for the NMSRT and stores the team’s specialized
equipment on one of the department’s fire trucks, along with two enclosed
trailers containing additional equipment. The equipment and training for the
rescue team is critical to the safety of the rescuers, industrial workers and
citizens.
The NMSRT has extensive training and equipment to handle rescues
involving confined spaces, swift water currents, structural collapses and
trench rescues. This specialized service is valuable to industry and residents
who may be in need of a complex rescue. Since the team formed in 2004,
there have been 12 specialty calls requiring complex rescue operations. A
complex rescue such as a maintenance worker being trapped in a trench
is not considered a standard function of the Fire Department; this type of
rescue is highly specialized and requires extensive training and special
equipment due to the unique and challenging nature of the emergency.
The NMSRT is made up of 30 members from various Anoka County Fire
Departments. Six members are also part of Minnesota Task Force 1, a state
level Urban Search and Rescue Team. The Coon Rapids Fire Department
originally started a Technical Rescue Team in 2000, with the help of a grant
from the Anoka County Fire Protection Council. In 2004, the team expanded
to include firefighters from departments across Anoka County when it then

Recreational Fires
The Fire Department receives many questions related to recreational
fires. Here’s a helpful reminder of what is and what IS NOT allowed:
• Recreational fires are allowed without a permit.
• Recreational fires cannot exceed three feet in diameter.
• Flame height should be approximately three feet.
• Bonfires are not permitted.
• Only clean, dry wood can be used.
• No burning of leaves or other debris.
• Fire extinguishing supplies such as a hose, shovel and
bucket must be ready at all times.
• Fires must be at least 25 feet from any structure.
• A responsible adult must be present at all times.
• Burning is allowed from 8 a.m. to midnight any day of the week,
with a maximum burn of 6 hours.
• Please make sure the smoke from your fire is not going into your neighbor’s home.
If it is, please extinguish the fire.
Any police or fire personnel may withdraw permission for the fires due to climatic conditions,
extreme dryness, nuisance problems or violations of the guidelines.
Fines and/or tickets may be issued for burning debris, construction materials, yard waste, etc.
If you have questions about recreational fires, call 763-767-6429. Illegal fires should be reported
to 911.

Helpful City Codes
At-a-Glance
Codes are the standards developed by the City
Council to keep Coon Rapids a safe and desirable
place to live, but it is often difficult to know all of
the requirements. The codes which are most often
misunderstood include:
1. Grass - No part of your yard (grass or weeds) can
be any taller than 8” in height (City code 8-500).
2. Parking - All vehicles, trailers, boats and other
similar equipment must be parked on an improved
Page 12 surface (NOT on any part of the grass or class 5 rock)
in the front or side yard (City code 11-602 and 11-603).
They must also be operational (not taken apart, missing
parts) and with current registration and tabs (City code
11-601 and 12-306). For questions about installing
a driveway or other parking areas, call Building
Inspections at 763-767-6476.
3. Exterior Storage - Building materials, car parts/
tires, appliances, inoperable lawn mowers or bikes,
couches or other indoor furniture, miscellaneous
debris, or any other item not intended for outdoor use
cannot be stored in your yard or on your driveway.
Items must be stored in your house, garage or shed
(City code 8-100).
4. Garbage Service - All homes are required to have
garbage collection service (City code 8-200).
5. House Numbers - Have you recently re-sided
your home? All buildings must have address numbers
installed so the fire and police departments can quickly
locate your home in an emergency (City code 10-106).
6. Pools - All pools with at least 24” of water must
be completely enclosed with a 4’ high fence and gate
(City code 12-500).
7. Garage Sales - You may have 6 or fewer garage
sales per calendar year, and each sale is limited to four
days or less (City code 11-601).

Recycling Review
Organic Recycling
Pilot Program Begins
Walters Recycling and Refuse recently started the Blue Bag Organics
curbside program for residents who live in the city of Coon Rapids*. This
program composts food waste and food-soiled paper.
The process is easy: Walters’ customers discard food waste and foodsoiled paper into special Blue Bag Organics BPI-certified bags. The blue bags
are then placed in regular garbage carts for curb-side pickup.
Walters’ customers can contact the company if they are interested in
participating.
*You must be a residential customer of Walters Recycling and Refuse in
order to participate in the pilot program.
Recycle Your Styrofoam
The Coon Rapids Recycling Center now has its own machine to recycle
Styrofoam. The new machine allows for more material to be processed at the
facility and then re-sell the material to suppliers. The profit made from the sale
of the recycled Styrofoam will help pay for the cost of the machine in about
seven years. A grant from Anoka County allowed for the up-front purchase of
the machine.
By recycling the Styrofoam and selling the compacted material to
wholesalers for re-use, it keeps the product out of the waste stream.
So if you have Styrofoam, don’t throw it in the trash! Bring it to the Coon
Rapids Recycling Center!

No Waste Gatherings
Are you planning a graduation party, birthday party or other event? With a
little planning, your event can be sustainable and cut down on the amount of
waste products generated. Here are some tips that can help you plan your
event:
Plan to Recycle! Have clearly marked containers for recycling and trash
to ensure guests know how to dispose of their items correctly and simply.
Organic recycling is also a great option for food waste. The Coon Rapids
Recycling Center offers organic recycling; call us for more information.
Focus on reusable items. Avoid using disposable items and use reusable
dishes, cutlery, linens, tablecloths, decorations and more.
Avoid individually packaged items. Buy items in bulk whenever possible
to save money and avoid unnecessary waste. Reduce the use of singleserving beverages, and encourage use of reusable mugs and water bottles.
Serve iced juice or water in a large communal dispenser or get a root beer
keg.
Make a list. Plan exactly what is needed for your party to avoid over-buying
food and beverages and creating additional waste.
Utilize technology and go paper-less. Consider distributing invitations
electronically to reduce paper waste. If you prefer paper invitations, purchase
invitations made from post-consumer content recycled paper.
Let family and friends know of your goals. Make guests aware and allow
them to help in your goals. Highlight any steps the event site has undertaken
to become more sustainable.

event, including recycling/organic containers to rent and more, visit www.
