The Master Plan was drawn up in collaboration with the municipality of Anderlecht and regional
authorities. It follows the objectives of the Canal du Midi neighbourhood contract and has been developed
in synergy with other projects planned in the area. The project is designed to revitalise the district and
surrounding area and ensure the restoration of the blue and green network in terms of sustainable
biodiversity.
The site is at a crucial location that marks the entrance to Brussels and thus the focus of this new
development is on sustainable, ecological and exemplary building, as well as on quality infrastructure.
Through densification of the areas just outside the city centre, close to public transport and the existing
labour pools, the project is actively involved in sustainable urban development.
A large number of initiatives to improve the quality of life in and around the area are underway. The “Canal
du Midi” neighbourhood agreement calls for initiatives such as vegetable gardens or a neighbourhood
restaurant. The project provides room for shops, meeting places, communal gardens and common areas to
organise group activities.
The relationships between the future residents and the contact with the future neighbourhood are two
criteria considered for the positioning of the living areas in this project: they take into account favourable
orientations to maximize the quality of life in the apartments. However, it is not only the orientation of
the living spaces which is important, but also the vitality of the inner block and the relationship with the
surrounding streets.
An outer skin of brick as the façade material was a resolute choice whereby the project integrates into the
surroundings and also allows it to stand the test of time. Three individual volumes will be built, divided by
two separate entrances. The three wings will each have their own organisation and housing typology.
As a result, the flow of the various gabarits is enhanced and a wide view into the inner area is created. The
master plan for the reconstruction of streets provides for more green and more space for pedestrians which
is reflected in the way corners are handled.

From ghetto toe eco – a social neighbourhood completely rethought
The social housing company Goedkope Woning at Kortrijk initiated a comprehensive upgrade of its
outdated assets in 2008. It intentionally put the emphasis on healthier homes, rational and more efficient
use of space, lower energy consumption and low maintenance costs. At the same time, it also aims
fundamentally to reorient the liveability of the neighbourhoods, to integrate into the existing social setting
to the greatest possible extent. Thus, for example, it has been ensured that each neighbourhood offers
a variety of house designs in keeping with the big changes that tenants and their families will experience
over the course of their lives. It offers residents even more opportunities to take responsibility for their own
living environment, and to be more socially engaged in their own, largely multicultural, neighbourhood.
This highly ambitious project was one of the entries competing for grants of substantial European Concerto
subsidies for energy-efficient construction in 2009. The proposed “ECO Life Project” was chosen from the
many international entries - for the first time in Belgium. The project at Kortrijk was submitted along with
the Danish project at Høje Taastrup and another project at Birštonas, Lithuania. Goedkope Woning’s local
partners are the architects BURO II & ARCHI+I, Ghent University, Eco-power, EVR architects, E-ster and the
City of Kortrijk. The project period runs from 1 January 2010 to 31 December 2015.
The ECO-Life project comprises various sub-projects in Kortrijk: the Pottenbakkershoek, Venning district
and apartment blocks at Drie Hofsteden. The project aims to prove the feasibility and profitability of
thoroughgoing sustainable construction and CO2 neutrality within the social housing sector, provided
there are sufficiently experienced designers and contractors, sufficiently strong political will in favour of
redevelopment, and strong support from the residents, both during and after the completion of work.

Shopping, living and working in a tower in the heart of Brussels
Situated at the corner of the Rue de la Loi and the Chaussée d’Etterbeek, this project, named Brussels
Europa, is a logical step in the redevelopment of the European Quarter. The project is ideally located for
public transport (metro, bus, train) and fits into the urban fabric by creating a quality environment that
makes coherent and dynamic use of the public space.
The mixed programme offers +/- 30,000 m² of office space, 100 residential units on a total of 9,000 m²,
and 900 m² of commercial space. In addition, it includes one of the entrances to the “Loi” public car park,
a public stairway and a lift for persons of reduced mobility allowing access between the Rue de la Loi level
and the Chaussée d’Etterbeek, but also access to the Malbeek metro station.
The main entrance to the residential building is on the southern side in Rue J. de Lalaing. The spacious
lobby, with its large glass windows, gives access to the 20 floors which include residential units of various
formats from studios to three-bedroom flats. The flats benefit from a southerly, westerly or easterly aspect
and most have a balcony enjoying open views across the city.
The main entrance to the offices is in Rue de la Loi. The lobby is open on two floors and gives access, via
the central distribution core, to the 22 office areas. Since they can be arranged as open-plan or modular,
they are designed to be flexible, and they enjoy almost exclusively work spaces of the latest design.
The desire has been to provide office spaces enjoying the maximum amount of natural daylight while, at
the same time, maintaining high energy-efficiency. This has led to the design of a building-envelope that
can be adapted to each orientation. The result is a functional, “eco-logical” and energy-efficient façade.
The shops situated on the Chaussée d’Etterbeek and the Rue de Lalaing as well as along the “public
walkway” on the west side help make the public spaces lively and friendly. The retail spaces, with their
large glass windows, can be modularised and can be adapted to all types of format.
The sustainable-development objectives which were established the outset have meant that the project
takes account of the need for the rational consumption of energy. This philosophy has been incorporated
into the different constructional and technical aspects of the building resulting in office spaces that
conform to the “passive building standard” and dwellings that conform, at the very least, to low-energy
criteria.
Special attention has been paid to the impact of the aspect and the distribution of the spaces, to the
performance of the thermal insulation and to the optimisation of natural lighting. The fixed solar
protection screens, adapted to the orientation of the façades, give movement and character to the
façades. For the offices, the solar protection screens are designed to reduce the amount of sun in summer
and maximise the daylight factor, an important consideration in user comfort and in the reduction of
energy-consumption for artificial lighting. These protection screens transform the appearance of the
façades according to the viewpoint. Sometimes they appear to be totally open and sometimes totally
closed according to the observer’s position and this appearance changes as the subject moves around the
outside of the building. For the residential units, terraces and projecting balconies optimise the external
appearance.
The quality of the technical equipment matches the demand for high performance that customers require.
This means, amongst other things, for the offices: high-output condensing boilers, free-cooling, ventilation
unit with double heat-recovery, use of rainwater for adiabatic cooling, and lighting adjustment according to
the light levels, coupled to absence detectors. For the residential units, it means: high-output condensing
boilers and heat-recovery ventilation units.

Living at the ‘Blue Boulevard’ with a breathtaking feeling of space
This project in Hasselt is sited in an inner-city redevelopment zone where a former industrial site north of
the centre is being redeveloped around a canal basin.
The design stems from a master plan. It will optimise the orientation and views of residential units. A
recessed quayside along the waterfront will allow pedestrians and cyclists to move between the different
zones. A bridge near the area’s pivotal square will link this route to the other side of the canal basin. This
will create a loop-like route for the entire area. The section from the pivotal square to Singel will be filled
mainly by residential functions.
The buildings form part of an urban axis that includes buildings of a former gelatine factory. Open inner
areas will retain transparency towards the area to the rear. An alternation of buildings and open spaces will
serve as connecting zones and as peaceful spots.
The architecture is open and light and displays a rapport with the water. The scale of the project has been
made unobtrusive by fragmenting the volume and by the glazed embodiment of luxurious penthouse
apartments with double-height rooms. The inner gardens open out to the canal and to the area to the rear.
The project will be carried out in four phases. The first phase is the creation of 60 residential units and a
few commercial premises on a new square being built by the city authorities.

Bekaert (www.bekaert.com) is a world market and technology leader in steel wire transformation and
coatings. The new administrative building is built on a site in Zwevegem, near the Bekaert Technology
Center (BTC) site. The architects have opted in favour of a campus model for the building, thus prioritizing
the synergy between the new project and the BTC. The building’s implantation, the design of the
surrounding area as well as the architectural approach are all conceived in function of this synergy.
The building will be situated across the street pattern, partly positioned in parallel to the buffer pond
corresponding with the rhythm of the buildings in the Esser industrial zone, partly connected to the ETC
buildings. The result is a playful element in the design.
The program consists of two levels with a rooftop level. The building is made up of two office zones that
are positioned at an angle. The zone between both volumes is used for the entrance and the lobby with
a footbridge. The office zones are on the facade side (in function of the view, air and light). The fixed
cores are in the middle zones, i.e., formal and informal meeting spaces, open spaces and internal vertical
circulation. Open spaces and skylights create opportunities for night-time ventilation and also introduce
natural light into the middle section of the building. The third level has been designed as a penthouse
with a multipurpose room with rooftop terrace. The aim was to strike a balance in the architectural plans
between transparency and privacy, while respecting auditory comfort. Separate work units alternate with
clusters for small groups and larger landscape offices.
The client appreciates the infrastructure’s flexibility, which has been designed in function of the alternating
occupation: the finish has been adjusted accordingly. A thermal building envelope, providing for proper
insulation, night-time ventilation and other controllable techniques contribute to a longer lifecycle and
limited complexity. The result is a building with a qualitative, powerful and simple architecture with a
relatively high degree of craftsmanship and finish, which offers optimal comfort, is flexible, sustainable and
energy efficient with target coefficients of E60 and EPC30.

The business complex building is designed as an expansion of an existing business site. A substantial green
strip makes for a buffering for the village centre of Westkapelle.
The business complex building is the start for the completion of the third phase of the business site. The
premise for the design was, on the one hand, to create a landmark, but on the other hand, to also create
modularity and flexibility, accessibility and sustainability.
The building is given an exemplary function and will be the symbol and the beating heart of the business
site. It will be an example of architectural quality, functionality, flexibility, adaptability, user-friendliness,
accessibility, comfort, spatial and material use – in brief: sustainability.
The business complex building must house an ever-changing mix of businesses. By using a logical column
structure, fixed cores for circulation and mechanics, light acoustic walls and a modular façade construction,
a plan has been developed that evolves with its users. Business spaces are each given a separate entrance,
and if needed, access for trucks.
From a wider perspective, the business site is a link at the Natiënlaan, an important access road to Knokke
from the hinterland. Along this axis, which ends at the Casino of Knokke, various functions can be found,
such as the NMBS train station, golf courses and the new hospital.

With its central location and rich history, this site is of major importance to the World Heritage City of
Bruges. Tourism is an important engine of the local economy. The conversion of this building into a hotel
with conference facilities will finally, after many years, remove an eyesore from the Hoogstraat.
The project consists of two parts: the renovation of the three historic buildings on the Hoogstraat and a
new development on the Groene Rei.
The modern development replaces a property of little value built in the 20th century. The new addition to
the cityscape of Bruges is conceived as a bronze treasure chest set with gems. The architectural form of a
box with a chamfered roof can also be found in the Bruges Belfort (which houses a treasury as well as the
town accounts).
The new hotel development will comprise 118 hotel rooms and 9 seminar rooms and provide underground
parking for 38 cars.

This shopping centre is located in a spacious historic building (1885) on a historic spot in the heart of
Antwerp, close to the Groenplaats and the Eiermarkt. This originally luxurious and, for the 19th century,
innovative design for a department store, today looks more like faded glory.
The BURO II & ARCHI+I concept brought the scale of the shopping centre, one of the largest in downtown
Antwerp, outside. The entranceways today look cheap and, inside, a kitschy heterogeneity forms the basis
for the very interesting shops. The design creates order and homogeneity in the complex chaos. A uniform
and stylish total concept concentrates around branding & look external visibility, architecture and flowing
inside circulation.
Grand Bazar Antwerp is once again a brand name that exudes quality with white, black and red velvet as
simple and timeless colours. The choice of those neutral colours provides a backdrop for advertising the
shops themselves. In the streetscape, too, the shopping centre is made more impressive by using the
building as a calling card to the city. Covering the façade with wooden strips brings unity to the sharply
fragmented ground floor and creates unity among the upper storeys, entranceways and blind sections. The
access points (metro, Eiermarkt, etc.,..) have been done in the same style. The red colour used here has an
in-drawing effect on potential visitors.
And finally, internally, a new dynamic shape vocabulary has been introduced that creates those flowing
spaces. The central passageway on the first fl oor, in combination with a relocation of the escalators,
allows circulation patterns to flow through one another. Round cut-outs in the floor plates of the different
levels, bring unexpected vista and strengthen the link with the stores above and below. The same shape
vocabulary has also been used in the ceilings, the lighting, the colour selection…which streamlines today’s
excesses.
With this project, the grandeur of its former glory is being brought back to Antwerp’s Grand Bazar.

A new multifunctional project with a hotel, shops, offices, exhibition rooms and flats and service flats will
be developed on the site of the former Bank of Roeselare, near the Grote Markt.
The existing tower building of KBC will be transformed and extended into an urban knowledge centre
and library. The public building will have a transparent gavel and will be an open house, a meeting place
for all ages, a public information forum. A pleasant and broad shop – a walking street crossing the project
will create a new link between the Noordstraat and the H. Horriestraat. An underground parking will be
foreseen. The PPS-project will contribute to the livability of the core city of Roeselare.

At the end of 2007, Zwevegem municipal council commissioned a feasibility study to research possibilities
for turning the former sales offices of Bekaert nv on Blokkestraat, Zwevegem into a municipal
administrative centre. Although these offices, dating from the 1960s, were completely outmoded in terms
of insulation and technical installations, the reinforced concrete skeleton offered immense flexibility for
being put to a different use. The study revealed that the building offers sufficient space and flexibility
concerning the allocation of space to meet the requirements of the programme of the municipal council of
Zwevegem. Possibilities for expansion have been incorporated into the design.
In order to transform the former sales offices into a modern public building that complies with
contemporary standards of comfort, energy efficiency and sustainability, the construction was stripped
right down to the concrete skeleton. A completely new outer shell provides a high level of insulation
and allows light to enter the building in more measured doses. These measures have solved the problem
of overheating in the summer months. Research was also conducted into options for designing the
administrative centre as a sustainable low-energy building. The final comparative study showed that reuse
of the existing concrete skeleton produced savings in excess of 10%.
In 2008, the municipal council organised a competition assignment on the basis of the user surfaces and
estimate figures of the feasibility study. The design submitted by the Temporary Association of BURO II &
ARCHI+I and Sileghem & Partners beat three other entries.

The basic plan starts with a classic block where elements are routinely added and removed to affect the
relationship between the neighborhood and the environment on different levels.
To the west of our site, a piece of the block is as it seems “ cutted of ”. From the shape of the proposed
new block , the small created square is oriented towards the public spaces around the trainstation which
has a very practical character. The hotel, offices and public ground levels are accessible from this site. Aside
from the access and receive functions , it also has an attractive green public space.

To make the homes the most attractive, we consider the orientation of the apartments (East / West) so that
the natural lighting to the inside is maximized . Almost all apartments will enjoy panoramic views , a large
and unique advantage for this project.
The program also includes a kindergarten and primary school for 400 children and students.
The two-star hotel operates as an independent unit , but is fully integrated into the overall architectural
development. Here , sustainable construction is a top priority.
Offices are also planned. It is a stimulating environment with its own entrance, where entities can be
adapted to the function of each office. Underground parking places, the proximity of the bus, tram, metro
and the train station are making it an easily accessible office.

This negotiation procedure for a passive school is part of a catch-up operation by the Flemish Community
called ‘DBFM Schools for Tomorrow’ with the aim of upgrading the school infrastructure in Flanders.
This new-build project is located in Antwerp North, adjacent to a street called Hardenvoort, on the
periphery of Park Spoor Noord. The new campus for children and youngsters will house a crèche and
primary school plus a school for the first two years of secondary education (‘middle school’). The crèche
faces the inner area that provides greater protection, while the rooms for the older children are oriented
more to the park and street sides. The different classrooms are recognisable in the building and the same
applies to the cascade of associated outdoor areas.
The building block resembles an object standing in the park, one that forms the boundary of the park.
Surrounding uniform architecture consisting of white facades in concrete slabs, wooden joinery and
wooden fences with base lines tailored to align with those of the renovated school give the property the
look and feel of a standalone entity with an urban facade on the edge of the park. Colours on the internal
reveals of the large flat windows and an array of colours for the northern sunscreens on the eastern,
western and inner facades of the urban wall lend the building a playful appearance that instantly identifies
it as a school (without encumbering any different usage of the premises in the future).
The architecture become softer once inside the school: everything indoors has been made more playful
by the slanting shapes of the cascade. The use of materials was adapted accordingly, with wood being
allowed to dominate more in the facade finishing by opting for white fibre cement sheets with wooden
markings that lead into the essential railings of the playgrounds on the roof of the school.
The building will be a passive school thanks to the use of thicker insulation, the careful attention devoted
to air-tightness, sunshades, a ventilation system with heat recovery and passive outdoor joinery with triple
glazing.

The building project concerns two 19th century buildings on the corner of the Sint-Katelijnevest and the
Korte Nieuwstraat. These buildings form a whole and are connected on each floor. They have been listed
since 1981. The buildings are currently vacant and are in a precarious condition.
Bordering the unique and historic 19th century Jesuit chapel, FBS wants to build an entirely new
infrastructure that meets the most modern requirements of executive education, with an auditorium,
cafetaria, conference accommodation, a coffee and business corner, office space, etc.
The preservation of the original vacant space and the historic outside walls form the conceptual basis
together with the auditorium and its break rooms. The circulation from and to the auditorium becomes a
substantial part of the architecture that externalises FBSs dynamic and creative entrepreneurship. The break
rooms engage with the original outside walls and the unique vacant space in the building, resulting in
interesting fields of tension and perspectives.
The starting point of the design concept is the preservation of the uniqueness of the listed building: the
original intermediate floors, historic vacant space, ventilation of the canals and the 19th century façade.

Campus translates the trajectory of delinquent girls
For this master plan for an institution for youth delinquents BURO II & ARCHI+I was selected for the Open
Call of the Vlaams Bouwmeester. First an analysis was being made of the programme and the existing site.
Through a broad content point of view all aspects were taken into account. Extern specialist like artists,
landscape architects, ecologists, sociologists, a cultural philosopher, and so on, have participated by
looking at the situation from their specific point of view. This analysis has been translated into a collection
of different relational schemes.
The vision that is integrated into the master plan, is an evolutionary story that is connected to the site, the
functioning of the institution and a thorough analysis of the stated program. The project was addressed in
a process related way in order to reach a solution that is durable and aimed to the future.
The master plan was checked with the original concept and with the client’s goals. This resulted in a plan
with a clear zoning of the various functions on site, accompanied by a phase plan that gives an image of
the evolution on the terrain during the realisation of the different parts of the project. The master plan also
contains various accompanying notes describing the preconditions concerning the existing situation and
the envisaged result.These are binding as far as the master plan is within the ever-changing context of the
closed institution for youngsters.
The master plan is built up around an axis that functions as the institution’s main ‘street’. This street takes
the girls from closed into more open regimes, before they can finally regain their freedom.
An important element in the renovation of the institution is the attention
to low-energy building. Although this increased the budget, the added
cost will be won back within seven to ten years, due to the decreased
energy needs. Depending on the increase of energy prices, this time
span can decrease even further.

An important aspect of sustainable buildings in an ever-evolving society is flexibility. Ever-changing insights
make alternating demands on buildings, and the capacity to cope with this in a simple way is becoming
increasingly important as a starting point.
The building on the Wellington racetrack in Ostend, where the new residential care centre of ‘Solidariteit
voor het gezin’ will be housed, is a good example of this. Originally designed as the second phase of an
apartment complex, the design already then took account of the possibility of accommodating a variety of
functions. A structural grid was worked out to allow the internal layout to be adapted to suit the needs.
The raised ground floor level also had to accommodate commercial functions, while the general skeleton
structure on a grid of 6 x 6 metres allows for different types of apartments. The half sunken basement level
admits daylight so that here as well, functions other than parking can be accommodated.

For various reasons it was decided to transform the building into a residential care centre. The shell had
already been realised, but the flexible structure allowed this change of function with minimal structural
interventions (mainly for fitting in larger evacuation stairs and shafts for bed lifts). The modularisation of
the structure and façade system allowed the provision of contemporary individual residential care rooms
within the original design of the building. In this, account was taken of the hotel philosophy of ‘Solidariteit
voor het gezin’ with attention to a high quality of living, where the future occupant can enjoy a maximum
of freedom, privacy and an independent rhythm of life. The interventions in the façade are limited to the
insertion of a number of closed façade parts. The spacious terraces remain an important added value
for the residents. A number of logistic functions could be accommodated in the basement (kitchen,
storerooms, staff areas …), while the space above the lowered ceiling of the ground floor permits a flexible
arrangement of the necessary technical channels.
In this way, the new residential care centre will be seamlessly integrated into the qualitative living space
alongside the golf course of Ostend. The location, near facilities in the centre and within walking distance
of the sea, offers potential for the future residents and their visitors

The temporary association AAPROG - BOECKX. - BURO II & ARCHI+I won in 2007 the ambitious
competition of vzw Gezondheidszorg Oostkust for a new hospital in Knokke-Heist at the Belgian coast. Ten
years later, this futuristic building will be build: it will be operational in the summer of 2017.
The grounds where the hospital will be built, is 20 hectares large. The new health care facility contains
a hospital, a rehabilitation centre, a care hotel, an outpatients’ clinic, lecture halls, public events’ spaces
and a helicopter landing platform. The challenges and ambitions of the new hospital go from being
highly functional and future-oriented to sustainable and in any case, conserve the rural character of the
environment.
The new hospital, inspired on the works of René Magritte, seemingly levitates above the landscape and
is dominated by nature and light as far as the technical rooms below the ground floor. The transition
between outside and inside, between the care facilities and the public spaces is almost seamless resulting
in an inviting and inspiring context of care. The design is a striking example of “living architecture”:
sustainable design and construction with a special eye for integration in the natural landscape, ecological
energy and used materials.
The particular approach from a true multi-disciplinary team means a rupture in the traditional approach in
architecture and established a precedent in the open consideration and collaboration at every level: from
concept and design, planning, constructing to occupation and future evolution. The design team realized a
true break through away from the tradition of hospitals as functional boxes with sterile spaces and instead
directed itself towards a harmony of medical functions, personal relief and comfort and social interaction.

The classic nursing home model completely rethought
The Triamant site in Velm is a unique and beautifully situated site that was formerly a castle domain and
subsequently served as a school. The site lay neglected for a long time and a change of use became
evermore imperative. Such a use was found for it through an innovative residential care concept that
encompasses the total life cycle, with a view to integration, low threshold and high quality (of living).
From this point of view, the residential programme (ranging from houses and (care) flats to residential
care rooms and even (care) hotel rooms) was complemented by a number of collective services. On the
one hand, these services are in the context of care provision, but on the other hand also in the context of
service provision for the residents who are not (yet) in need of care. For example, there is a Grand Café that
is open to everyone and that functions as an attraction for the wider surroundings, but that also offers the
residents of the flats and rooms meals (in the café or delivered to their homes). The Grand Café is thus the
beating heart of the campus and brings a certain liveliness to the site. The shop as well, which not only
provides the residents with fresh goods but also contributes to this liveliness because it functions as a true
village shop. By incorporating such functions within the project, the site once again becomes an integral
part of the village of Velm, although as a site, it can also function quasi independently.
The resident is central. He/she makes use of care facilities as needed. The campus aspires to allow residents
to continue living in their own flat for as long as possible. Only if it is better for the safety and well-being
of the resident to move, will he or she be ‘slid into’ a residential care room. The boundary between
independence and need for care is stretched as far as possible in favour of independence.

The site was a modernist icon in the 1960’s, it was created for the World’s Fair in 1958.
It was inspired by the idea of people being completely surrounded by nature, and living in a garden.

Concept
The local authority of Guangzhou decided to develop a congress centre at the edge of the historical
landscape of the Baiyun Mountains. The new congress centre will function as generator for the further
urban development of the city of Guangzhou.
The congress centre is integrated in a system of physical and visually open connections between the city
and the mountains. The primary principle is the merging of landscape and building. The ‘fingers of nature’
penetrate the site; the mountains are brought into the city.
The concept is an open modular system of flexible spaces. Functions are grouped through the horizontal
and vertical modulation. The horizontal modules house general services, foyers, catering exhibition space,
VIP areas, offices… The vertical modules are meant for specific facilities, including a congress hall for 2500
people.

The “Molens van Deinze” (Mills of Deinze) are an important part of Deinze’s industrial heritage. The city
wishes to redesignate this industrial site, a strategic spot in the urban residential fabric of Deinze, as a mixed
housing project.
The site offers more possibilities than just living: the region will be made accessible, and will thus become an
actual part of the urban fabric and the urban architectural pattern.
There will be a public park and a path along the banks of the river Leie.
The project has been guided by the Flemish Urban Policy and a Spatial Implementation Plan created the
spatial possibilities for making the project possible.

With the policy plan for open spaces, the city administration wishes to dispose over an instrument that
makes it possible to manage the open spaces in the historical centre of the city in a sustainable manner
during the short and medium term.
Despite centuries of construction activity and diverse forms of condensation of the urban fabric, the
historical inner city of Bruges is still conspicuously green. Even if the integration of these open (green)
spaces in the urban fabric it is not viewed as optimal by everyone, living in such an inner city is nevertheless
attractive. This plus-point nevertheless includes a real threat. The fragments of open spaces are coming
under increasing pressure: A number of possible policy options, and a number of assumptions, are leading
to lucrative ground speculation.
This study formulates concrete recommendations and actions for each site, with the objective of managing
the open spaces of the inner-city in a sustainable manner. The point of departure is the maintenance and
strengthening of the overall urban quality.
