FROM THE BOARD CHAIR AND PRESIDENT/CEO
B
roward Housing Solutions continues to find solutions for the mental
health community of Broward County. This year has been an exciting
one, characterized by transformation and change, development and
redevelopment and growth and expansion.
Our transformation began as our Board decided to rename our organization.
Broward County Community Development Corporation, Inc., became
Broward Housing Solutions to better reflect our mission of providing
affordable housing opportunities to low income mental health consumers.
After the new name was adopted, the change continued as we created a
new logo and tagline, “Housing Opportunities for Broward’s Mental Health
Community.” The logo and tagline further clarify what we do and how we
make a difference in this community.
To create a clear, consistent image, we developed a new stationery package,
collateral and display materials and launched a public relations campaign to
generate awareness of our organization. The community now has a much
better understanding of our mission and the solutions we bring to mental
health consumers. This awareness provides a strong foundation for a more
effective fund raising effort so that ultimately we may serve even more mental
health consumers. The need is so great.
As we’ve fine tuned our image, we’ve expanded the number of properties to
19, the number of units to 83, and the number of tenants to over 140. We’ve
also expanded our programs with the addition of the Lease to Buy Solutions
program, to help mental health consumers become homeowners, and Housing
Solutions for Young Adults, serving young adults who have aged out of the
foster care system. And there’s still so much more to do!
With regard to development and redevelopment, we completed our largest
housing development ever with the opening of Clusters 6, a $1.3 million,
two-story, 11-unit complex in Coral Springs. We also received 100 percent
funding for the new construction of a triplex to serve foster youth who
have aged out of the system, also in Coral Springs. Plus, we began major
renovations of the 16 apartments in Clusters 9 and 10 in Fort Lauderdale.
We’ve been busy!
We look to the future to grow even more significantly to have an even
greater impact in Broward County. We can accomplish such wonderful results
because of the support of the community — support that has been so generously
given by so many governmental agencies, municipalities, foundations,
corporations and individual donors.
We thank each entity and person who has stepped up to make a difference
in the lives of Broward’s mental health consumers. You have helped us be part
of the solution. We appreciate your support.

Broward Housing Solutions completes construction of its largest housing
development ever with the opening of Clusters 6, a $1.3 million, two-story, 11unit complex in Coral Springs. The new development, complete with laundry
facilities and outdoor community areas, is located one block north of Sample
Road on Northwest 35 St. The beautifully landscaped complex features seven
one-bedroom, one-bath apartments and four two-bedroom, two-bath apartments.

Broward Housing Solutions’ baseball-themed “Angels in
the Outfield” annual fund raising event brought in nearly
$100,000, the most ever. The event honored Janice
Anastasato of 9Muses Art Center, Mary Riedel of the SunSentinel, City of Coral Springs Mayor Rhon Ernest-Jones,
and Broward County Commissioner John Rodstrom.

March of Dimes of Broward County. She won the award for all
of her efforts in the community, particularly for her work on

PROVIDING SOLUTIONS...RENTAL HOUSING PROGRAM
B
roward Housing Solutions offers permanent supportive
housing to mental health consumers through its Rental
Housing Program to allow clients to live independently
throughout Broward County.
What’s “permanent supportive” housing?
It’s a place where residents live
independently, where they never have to
leave as long as they follow the lease
guidelines, where they never have to pay
more than 30 percent of their gross monthly
income for rent.
In short, it’s a home. It’s a place where
mental health consumers can put down
permanent roots and reintegrate into
communities and contribute to society.
These apartment and townhouse units are
located across Broward County and are
accessible to public transportation,
shopping, employment opportunities and
services. Based on the tenant’s housing
needs, one, two and three bedroom
properties are available in various cities.
Affordability is maintained through rental
subsidies up to the allowable rent which are
supplemented through Rental Subsidy Program grants.
Since affordable housing is often out of the mental health
consumer’s reach, Broward Housing Solutions’ Rental Housing
Program provides a sound solution to this pressing problem.
PROVIDING SOLUTIONS...HOUSING SOLUTIONS FOR
YOUNG ADULTS
Solutions for Young Adults” provides housing for
“H ousing
young adults who are recovering from mental illness. With
partnerships with SOS Children’s Village and Henderson
Mental Health Center, this program provides housing for
young adults, particularly those who have aged out of the foster care
system. These partnerships are the next step in a continuum of care
for these young adults who have faced rough childhoods with limited
options. This innovative program is one example of how Broward
Housing Solutions’ leadership see a need in the mental health
community and work to find a solution.
Woodside Gardens in Coral Springs and Wilson Gardens in
Hollywood are two Broward Housing Solutions’ developments
specifically designated for young adults. The organization looks
to make a difference. . . one person at a time.

PROVIDING SOLUTIONS...LEASE TO BUY SOLUTIONS
B
roward Housing Solutions offers a
lease option purchase program called
“Lease to Buy Solutions” for low to
moderate income residents with
mental illness. This housing program enables
tenants to lease affordable rental housing
from Broward Housing Solutions for up to
two years and then qualify for a mortgage
and become a homeowner.
Through the assistance of local
government and financial institutions,
interest rates and prequalification guidelines
assist mental health consumers in owning a
home of their own. This program matches
qualified borrowers with properties within
their price ranges. Broward Housing
Solutions raises funds throughout the
community to assist residents with down
payment assistance and closing costs so they
can have a place to call home.
PROVIDING SOLUTIONS...HOUSING SUBSIDY PROGRAM
M
any mental health consumers working their way through the
recovery process need assistance in paying their housing
expenses. By attaining housing stability with the help of
Broward Housing Solutions, they’re able to focus on becoming
more stable and getting well.
Broward Housing Solutions administers a Rental Subsidy Program
that assists with housing expenses on several levels:
• Emergency Assistance is provided to mental health consumers
who experience a sudden change in their life situation
necessitating rental assistance;
• Temporary Assistance is offered for up to four months to
individuals who are diligently moving toward financially
sustaining themselves without subsidy assistance; and
• Long Term Assistance supports mental health consumers who are
Broward Housing Solutions’ tenants for an indefinite period. This
help is available to those who can’t support themselves because of
their illness or an educational pursuit.
Broward Housing Solutions’ Housing Subsidy Program is a
partnership of Florida Department of Children and Families (DCF)
Substance Abuse Mental Health Program Office and Broward County
Human Services Department.
This program helps provide a foundation that enables mental
health consumers to focus on becoming and staying well instead of
worrying about potentially losing their housing.

“Much of the prognosis of people with serious
mental illness is influenced by social factors
such as the ability to have a safe, affordable
place to call home.”
Dr. Stacey Lambert, Vice Chair of the Broward Housing Solutions’
Board of Directors and a clinical psychologist who specializes in the
treatment of people with serious psychiatric disabilities.
FROM CRISIS TO HOMEOWNERSHIP

O
n the outside, by all accounts, Karen was a success. She was a
successful broadcast journalist. She went back to school to
earn a graduate degree in communications. She received her
master’s and became a professor. She taught college classes in
communications.
On the inside, however, Karen was suffering. She had been
diagnosed with post natal psychosis and began having severe mood
swings and dissassociative disorder. This disease ran rampant in her
family. Her sister had it. Her son had it. Both committed suicide.
Her husband suffered from depression. He also committed suicide.
In spite of emotional trauma and mental health issues, Karen
worked to become stabilized and pursue steady employment. She
now actively advocates on behalf of the mentally ill, particularly
those who end up disowned or on the streets. And, thanks to
Broward Housing Solutions, Karen now owns a home through its
Lease to Buy Solutions program.
“I’m blessed with the opportunity to own a home,” she said.

Karen, Broward Housing Solutions’ first Lease to
Buy Solutions client since the program was
reinstituted.
Lisa Hoffmeyer, Broward Housing Solutions’ Project Development
Director, helped Karen establish credit and offered advice and
counsel on working with the Office of Housing Finance, which
provides funds that help with down payment assistance. Ultimately,
Karen received $35,000 in SHIP funds toward down payment
assistance from the Office of Housing Finance and secured a below
market interest rate mortgage through BankUnited.
]
Hoffmeyer noted that Karen was able to go right into
homeownership. Other mental health consumers lease a unit first to
demonstrate financial capacity and independent skills and work their
way into purchasing a home.
“It’s a privilege to help people like Karen attain homeownership,”
added Nancy Merolla, President/CEO of Broward Housing
Solutions. “Karen has suffered so much and has demonstrated
unbelievable perseverance and courage. Broward Housing Solutions
is very pleased to help her truly find ‘home.’”

COMING HOME AFTER HOMELESSNESS
T
erri is a single mother who overcame crisis after crisis. First, in
1997, her back was broken after being hit by a drunk driver
who left the scene of the accident. The policeman told her she
was lucky to be alive. The doctors said she was lucky to be walking.
[
After two years of recovery and living off savings, Terri had
another car accident. She partially lost the use of her arm. After
this second accident, she fell into a profound depression and was
diagnosed as bi-polar with severe depression. She was classified as
100 percent disabled and would never work again.
Terri ran out of money. In 2004, she lived on the streets for three
days before she moved into a homeless shelter, where she lived for 9
months saving money and reestablishing credit. At that point, her
name came up on the waiting list for a Broward Housing Solutions’
apartment. Terri is thrilled to be “home” again.
Now Terri volunteers at the homeless shelter. She says, “If you look
at me now, you’d hardly believe I was ever homeless.”
“If I didn’t have my apartment
today, I’d either be dead or on the
street. “I’m very grateful for what I
have today.”

HOUSING HELPS GIVE ‘VINEY’ A STABLE LIFE
V
iney was a normal kid. He, his parents, six sisters and two
brothers moved to New York from Haiti when Viney was 12.
Although his parents worked hard to support their large
family, Viney and his family were very close.
Viney is “empowered” by living in a Broward
Housing Solutions’ apartment.
He made friends and had a supportive family. He learned English
quickly. He made A’s in school. And by the time he reached the 9th
grade, he was a popular honors student.
As he progressed through high school, things started to go terribly
wrong. He began losing interest in activities he once enjoyed. He
didn’t want to go to school. He wouldn’t to talk to anyone. He
couldn’t get out of bed. He felt worthless and negative. His grades
slipped. He quit school.
At 19, an explosive crisis landed Viney in a psychiatric hospital.
There, he was diagnosed with clinical depression. Over the next ten
years, Viney suffered through an ongoing cycle of depression, with
multiple hospitalizations, bouts of homelessness and trying many
types of medications.
Viney said he realized that he was “really sick” and decided to find
meds that kept his depression under control and determined to take
them consistently to stay stable.
With his illness stabilized, Viney got off the streets and found
housing at Broward Housing Solutions. This gave him a stable
foundation to complete technical school and land a good job.
“With the help of Broward Housing Solutions, I hope to own a
home one day, stay focused and stay on my meds,” he said. “They
really empowered me and made my life so much calmer. I don’t have
to be struggling all the time.”
