NPC’s Goals for the Aero Car Centennial
a)
Improve and refresh the Aero Car site;
b) Promote the Aero Car throughout the summer and have a
special celebration to commemorate the 100th anniversary;

Tell the story of the Whirlpool Aero Car and create memorable
and authentic experiences for visitors.

Niagara Parks Golf Anniversaries
• In honour of the 65th anniversary of the Whirlpool Golf Course, NPC will once again play host to the Whirlpool Amateur, one of this region’s oldest amateur tournaments, on Sunday, August 7.
• From June 17 to 19, the Oak Hall Par 3 Golf Course will be celebrating its 50th anniversary with a special $5.00 all day green fee, giving golfers access to play the course, multiple times if they choose. 4

Business Highlights Report
Research & Development
•
Culinary Director and Senior Manager attended the Terroir Symposium at the Art
Gallery of Ontario focusing on a Taste of Place as the main theme.
•
Emerald Ash tree removals and clean up are continuing at Legends on the
Niagara and Whirlpool golf courses, an allotment of replacement trees were
planted in May in some of the thinned areas.
•
Working with Planning staff, Heritage personnel will be updating our
Commemorative Integrity Statements for many of our sites to match the new
process from the Province as we create Statements of Cultural Heritage Value.
•
The Cultural Heritage Conservation Policy and new Evaluation and Identification
process was approved by the Commission.
•
NPC staff attended the Centre of Excellence for Agriculture and Food Service on
May 6. This event was being co-hosted by The Town of Lincoln and Niagara
College with participation from Vineland Research and Innovation Centre,
University of Brock and the Ontario Ministry of Agriculture, Food and Rural
Affairs.
Human Resources
•
All full and quick serve staff completed training, focusing on product knowledge
and customer service.
•
Legends hosted the NPC Retirement and 25 year Awards Dinner on May 11,
2016
•
Golf and Forestry staff attended a two day tree felling and cutting technique
training seminar that was conducted with the Ontario Parks Association. This will
assist with future tree removals at both Legends and Whirlpool golf courses.
• Heritage staff are being trained on using the Past Perfect computer program as
we start to digitally convert our inventory from NPC’s heritage collections at all
our sites. This computer based program will provide better cataloging, records
and web access to employees in order to track pieces in our collections,
including artwork.
•
Staff attended various workshops, conferences and in-house training programs
e.g. Ontario Power Generation’s Community Stakeholder Safety Workshop,
RX100 Prescribed Burn, International Right of Way Association (IRWA) - 2016
Spring Educational Conference, Greenhouse Growers Seminar.
•
On April 12 – 14th Constable Luke Lindley successfully completed the Police
Coach Officer’s Course with the Niagara Regional Police Service.

•
The week of May 2nd – May 6th Sergeant Alex Tacinelli successfully completed
the Police Motorcycle Course with the Niagara Regional Police Service.
•
On May 10th and 12th Sgt. Chris Gallagher provided a presentation to
approximately 140 NPC culinary staff concerning theft prevention awareness
training in addition to an introduction to the Niagara Parks Police Service.
•
May 16th – May 20th - twelve (12) newly inducted Provincial Offences Officers
were introduced and completed their orientation training.
•
Members of the Niagara Parks Police Service High Angle River Team
participated with Niagara Parks Commission staff conducting evacuation drills at
the Incline Railway and White Water Walk attractions on May 27th.
•
Human Resources staff attended department meetings to provide human
resources support of business partners for organizational design, succession,
performance management, investigations, and employee engagement
•
2016 mid-year performance appraisal process is underway
•
Quarterly meetings were held with OPSEU and Workers United Canada Council
•
An RFP was issued for temporary Employment and Testing Services.
•
The new on-line staff orientation program was launched.
•
Human Resources staff worked with departments in the review and development
of employee accommodation plans in conjunction with the Ontario Human Rights
Code and Accessibility for Ontarians with Disabilities Act.
•
A presentation was made to the All Joint Health and Safety Committee on Bill
132-Violence and Harassment Action Plan Act. A review of NPC’s policy and
program for Workplace Harassment and Violence took place in consultation with

a sub-committee of the All Joint Health and Safety Group. This is part of new
provincial legislation requirements which will come into force in September 2016.
•
The Retirement and Recognition event was held on May 11th.
•
A sixth cohort of supervisory training was completed through Brock University’s
Goodman School of Business. A seventh cohort is planned for the Fall to include
lead hands.
•
The 2016 Employee Survey process was launched. A cross-functional steering
committee was formed and has met to develop the survey and establish the
process. The survey will be conducted from July 15-August 5.
•
The Spring Staff Town Hall meeting was held May 12th.
•
An internal audit was completed with regard to the Accessible Employment
Standard.
•
Vendor meetings were held with successful proponents regarding recent Human
Resources procurements.
•
A Complement Review meeting was held with OPSEU with regard to seasonal
positions which the union believes should be considered for full time posting.
•
Staff participated in Procurement Statement of Work Training
•
Human Resources staff completed a variety of on-line skills training through
Lynda.com
•
Human Resources staff are in the process of updating numerous corporate
business cards as the result of the recent office moves.
Partnerships
•
The Culinary Director attended Niagara Connects summit and the Lincoln
Township Centre of Excellence Symposium, both focusing on the importance of
building agriculture in the local economy.
•
The Culinary Director and Corporate Chef, accompanied by two NPC Cook
Apprentices presented A Taste of France cultural cooking demonstration at St.
Michael’s High school grade 9 French classes.
•
The annual Niagara Golf Trail coupon book is available for sale at Legends.
•
The NPC is supporting the Special Olympics summer golf program that will be
taking place at Legends commencing in June 2016. The program provides
weekly instruction, recreational golf and advanced training for Team Canada
participants.

•
Heritage staff continue to meet with volunteers and members of the current
military to prepare for the June 11 and 12 Reenactment of the Fenian Raids at
Old Fort Erie. We will also assist with the former NPC site at Stoney Creek and
in August they will reciprocate at our event.
•
Staff met with the Ontario Ministry of Natural Resources and Forestry (MNRF) to
discuss aquatic fish habitat enhancement projects for the Niagara River.
Concept plans have been provided for seven sites along the River, with Ussher’s
Creek being identified as a priority.
•
In partnership with Forest Ontario, NPC staff coordinated the 2016 Community
Tree Planting event on May 7, 2016 which was held across from the Niagara
Glen in coordination with the Friends of the Niagara Glen – Naturally in the Glen
public outreach event. Over 75 volunteers participated in this event and planted
550 trees.
•
Parks staff represented the Niagara Parks Commission at the Niagara Cycling
Tourism Summit on February 24.
•
Nikola Tesla Monument – Installation of a new viewing area with landscape
enhancement was completed to complement the existing area.
•
The School of Horticulture hosted Professor Mori Fumihiko from the Awaji
Landscape Planning & Horticulture Academy (ALPHA) on April 29, 2016 who
coordinated a newly developed program “TRIAD” between Longwood Gardens,
Hidcote Manor & Gardens and the NPC sister school ALPHA.

On May 17th Chief Scott attending an
advisory meeting with Niagara College in
Welland, Ontario.
•
May 18th members of the Niagara Parks
Police Service High Angle River Team
participated in short haul training with
Niagara Helicopters and members of the
New York State Parks Police.
Facilities & Technology
•
Trail counter data continues to be collected
from the Niagara Glen stairs. A total of
31,599 visitors used the trails between April
and May 2016 compared to 27,082 visitors
during the same period in 2015.
•
The total number of trees removed from April 1 to May 31, 2016 was 502 of
which 357 trees were Ash trees.
•
Parks staff purchased 2500 whips to plant around various locations. They
planted 1500 of these small trees behind Distribution Centre #2 where a large
number of ash trees were removed and the remaining 1000 at other sites such
as Dufferin Islands and Gonders Flats. There were 670 Caliper trees planted at
Legends on the Niagara, Whirlpool, central parks and north parks with more to
be spread out. Overall approximately 5000 trees will be planted at various
locations in 2016.
•
Waste & Recycling staff diverted 5,364 lbs. of electronics and 12,850 kg of
cardboard and raincoats during the first quarter of this year. Results from the two
cardboard compactors has benefited our daily operations by reducing the
number of times staff have to pick up cardboard and raincoats. This has allowed
staff to concentrate on other waste needs within the organization.
•
The new Learning Management System is scheduled to be launched in June. A
training plan is also being developed for system users.
•
Staff continues to work on set–up of a new Payroll/Time and Attendance/Human
Resources system. It is expected to go live in December 2016.
•
Human Resources completed relocation of offices to the Distribution Centre site.

•
Parks staff completed four prescribed burns successfully in April.

•
Blue Ant Media filmed a segment for a new children’s science based program at
the Butterfly Conservatory. This will target children ages 6-9 years.
•
Special Mother’s Day’s brunches were offered at Elements on the Falls,
Queenston and Legends Restaurants.
•
The second annual Culinary Crawl took place on Tuesday, May 10, 2016
targeting food writers and bloggers in support of NPC overall brand initiative in
promoting local food and Niagara VQA wines.
•
A new fleet of replacement golf carts was procured through an RFP process and
will be delivered to the Whirlpool golf course later in June.
•
All of the golf courses are in very good condition. The mild winter has been key
factor in the quality of the turf, especially at Whirlpool.
•
The annual Father’s day BBQ will take place at Legends on Sunday June 19.
The special includes 19 holes, golf cart and a steak BBQ for $85.00.
•
The NPC Golf ALL ACCESS program is available for sale to the public in limited
quantities, the program features 20 or 50 round packages with additional
incentives to play at NPC golf courses.
•
The Golf Academy at Legends on the Niagara has a variety of golf instructional
programs including children’s summer golf camps.
•
Gift Shops at the Floral Clock, Niagara Glen Nature Centre, and Heritage sites
were stocked and opened for the season.
•
Heritage staff have been working with our Marketing team to develop materials
for the heritage sites including brochures and rack cards. These will match the
current brand image and provide visitors with information on each location.

The Grand View Marketplace Shops opened for the season. Some of the
themed merchandise areas include Canadiana and nautical.

On April 19th, members of the Niagara Parks Police Service High Angle River
Team partnered with the Niagara-on-the-Lake Fire Department and rescued a
dog which had fallen over the embankment. The incident garnered a great deal
of positive attention in the community when the dog was reunited with its
appreciative and relieved owner.
•
May 19th members of the Niagara Parks
Police Service participated with other
public safety agencies at Police Week at
the Niagara Safety Village in Welland,
Ontario.
•
Staff provided media interviews to
Niagara Falls Review and CHCH news
regarding Beaver Management at
Dufferin Islands and to 610CKTB
regarding trail safety in the Niagara
Glen.
•
Staff provided a presentation to the
Community Living Niagara regarding
NPC’s conservation/stewardship
programs on May 27.

•
Staff conducted a tour of Niagara Glen for FAM tour for National Geographic
Traveller China on May 24.
•
An additional 200 lilacs were planted in the Lilac Garden located near the Floral
Clock in preparation for the spring show.
•
As part of NPC’s role in commemorating anniversaries and touchstone events in
our Park, staff participated in the anniversary of Legends. We also worked with
Niagara on the Lake staff on a Canada AM live broadcast that highlighted the
work of the Printery.
•
Work continues on the Brand Redevelopment Project, Scott Thornley and
Company (STC) has been contracted to work with Niagara Parks on developing
our brand, initial research and discovery stages have started.
•
The Culinary Crawl took place on May 10. For the second time, Niagara Parks
Marketing and Niagara Parks Culinary teams ran a media culinary tour, to
showcase the high quality culinary experiences offered by Niagara Parks to food
writers, bloggers, and social media professionals.
•
The 2016/2017 Niagara Parks Visitor Guide has been released and has been
met with very favourable responses for its innovative, adult colouring book cover
and use of visitor content.

OVERVIEW
Below is a synopsis of the resolutions that were passed at the closed Commission
meetings of April 22 and May 20, 2016:
APRIL 22, 2016
SPONSORSHIP PROGRAM REVIEW
That, based on the recommendation of the Finance and Audit Committee at its meeting
of April 20, 2016, the Commission:
a) Approve the Sponsorship Policy, CPM-01-21 as presented to be used to guide
NPC’s Sponsorship Program;
b) Approve Phase One of the proposed Sponsorship Program for the calendar
years of 2016 and 2017 to include sponsorship programs for:
i.
Golf operations,
ii.
Aero Car centennial celebrations,
iii.
Niagara Falls fireworks program,
iv.
Official suppliers for all competitive bids specifically products for resale
(e.g. soft beverages and coffee)
v.
Special events including NPC’s sound and light show and Rooted in the
Garden, and
vi.
Projects including tree planting, cycling development and creation of
butterfly gardens.
c) Approve the list of inventory assets that NPC staff may use to support the
proposed sponsorship program subject to the Delegation of Authority policy; and,
d) Direct staff to report back at the April 2017 Finance and Audit Committee, or as
needed, with a sponsorship program status report.
EVENT REQUEST: RIDE RTO CONQUER CANCER
That based on the recommendation of the Finance and Audit Committee at its meeting
of April 20, 2016, the Commission approve the following required road closures on the
Niagara Parkway in support of the Ride to Conquer Cancer to be held June 12, 2016
from 9:00 am to 5:00 pm:
1) Full road closure of the South Niagara Boulevard from Miller Road to Upper
Rapidsview Drive;

2) Full closure of the Northbound lanes between Upper Rapids Boulevard and
Fraser Hill; and,
3) Single lane closure on Bridgewater Street.
PRELIMINARY YEAR-END FINANCIAL REPORT
That the preliminary year-end Financial Report be received for information and further
that staff be congratulated for their efforts and results.
MAY 20, 2016
DONATION POLICY
That based on the recommendation of the Governance, Ethics and Human Resources
Committee at its meeting of May 20th, the Commission review the Donations Policy,
CPM-01-05, attached as Appendix A, for final approval.
DISPOSAL OF PROPERTY POLICY
That based on the recommendation of the Governance, Ethics and Human Resources
Committee at its meeting of May 20th, the Commission review the Disposal of Property
Policy, CPM-01-04, attached as Appendix A, for final approval.
CULTURAL HERITAGE POLICY
That based on the recommendation of the Property and Infrastructure Committee at its
meeting of May 18, 2016 the Commission:
1) Approve the updated Cultural Heritage Conservation Policy as presented; and
2) Adopt The Niagara Parks Commission Standards and Guidelines for
Conservation of Heritage Properties, Identification and Evaluation Process; and
3) Direct staff to forward The Niagara Parks Commission Standards and Guidelines
for Conservation of Heritage Properties, Identification and Evaluation Process to
the Ministry of Tourism, Culture and Sport for approval.
NIAGARA REGIONAL POLICE ROOFTOP INSTALLATION – NPC POLICE
HEADQUARTERS
That based on the recommendation of the Properties and Infrastructure Committee at
its meeting of May 18th, the Commission:
1. Direct staff to prepare a “Permission to Enter” agreement to authorize Niagara
Region to enter the rooftop of The Niagara Parks Commission (NPC) Police
Headquarters to install an antenna system located at 6075 Niagara Parkway,
Niagara Falls.
2. Authorize the Chair and General Manager of NPC to execute the “Permission to
Enter” agreement and any further agreements as necessary related to its use
and maintenance with Niagara Region in order to allow Niagara Region and its
contractors to undertake the construction of the antenna system.

UPDATED NPC ETHICAL FRAMEWORK
That based on the Governance, Ethics and Human Resources Committee at its meeting
of May 20th, the Commission approve the Code of Conduct for The Niagara Parks
Commission (NPC), as updated and consolidated as Appendix A.
POWER PLANTS: GAP ANALYSIS, CHARTER AND VISION UPDATE
Power Plants: GAP Analysis, Charter and Vision Update
That, based on the recommendation of the Property and Infrastructure Committee at its
meeting of May 18, 2016, the Commission:
1. Receive and approve the internal visioning document;
2. Approve the updated Power Plant Project Charter;
3. Approve the initiation of a Communication Plan and External Visioning Event,
and once drafted, present these plans to the Power Plant Sub-Committee and
Commission for their review and approval in June 2016; and,
4. Direct staff to provide a matrix with detailed categorization for project scope and
funding to complete the Project Charter and further, staff are to present the
matrix to the Power Plant Sub-Committee, Finance and Audit Committee, and
Commission, as necessary, in June 2016.
TERMS OF REFERENCES FOR COMMITTIES
That, based on the recommendation of the Governance, Ethics and Human Resources
Committee at its meeting of May 20, 2016, the Commission approve the updated Terms
of Reference for each of the three standing Committees of the Commission.
APPOINTMENT TO COMMISSION COMMITTEES
That based on the recommendation of the Governance, Ethics and Human Resources
Committee at its meeting of May 20th, the Commission:
1. Approve the membership of the Commission’s standing committee’s; and,
2. Approve the appointment of Commissioner Lois Giles and David Adames, Senior
Director of Business Development to the Winter Festival of Lights Board as the
Commission’s representatives and further that Sarah Wood, Senior Manager of
Events, Programming, and Sponsorship Development represent NPC in a nonvoting capacity.
FEE CONSIDERATION FOR TESLA COMMEMORATION EVENTS
That the Commission:
1. Approve the request from St. George and St. Archangel Michael Serbian
Orthodox Church and the Congregation of Niagara Falls to host a ceremony to
unveil the work completed at the Nikola Tesla Monument on Saturday, June 25,
2016 at the Tesla monument located in Queen Victoria Park and waive the
associated $400 venue fee; and

2. Approve the request from the President of the Niagara Falls Serbian School –
Nikola Tesla, to host a Nikola Tesla Day Ceremony on Friday, July 10, 2016 at
the Tesla monument and waive the associated $2,500 venue fee; and, Authorize
NPC staff to complete the standard permits for the activities.

REPORT TO THE COMMISSION
RE: Waiving Venue Fees: Heart and Stroke Foundation
Pedal 100 Event
RECOMMENDATION(S)
That the based on the recommendation of the Finance & Audit Committee at its meeting
of June 15, 2016, the Commission deny the request made by the Heart and Stoke
Foundation to reduce the $400 venue fee for their annual Pedal 100 cycling event to be
held on Sunday, August 14, 2016.
OVERVIEW
The Pedal 100 for the Heart & Stroke Foundation is a long distance cycling event with
routes of 50 km and 100 km that travel through Niagara. The 22nd annual event will be
held on Sunday, August 14, 2016 from 8:00 am – 3:00 pm and is forecasting to raise
$20,000 for research purposes.
Since 2013, the event has used a portion of the Niagara Parkway as part of the route.
This year the route has the estimated one hundred cyclists on the Niagara Parkway
from York Road north through to Queen’s Parade as part of a larger circle route that
starts and ends off NPC property.
IMPLICATIONS
Financial
The request from the Heart and Stroke Foundation is to waive any fees associated with
the event. The Heart and Stoke Foundation paid the full amount in 2013 and then
requested a reduction in the fees in 2014 which NPC granted. NPC denied the request
to reduce the fees in 2015. The event annually makes a request to reduce the fees for
this event. It is recommended that NPC deny the request to be consistent with the fee
being charged to other not for profit events. NPC has traditionally authorized one year
reduction for not for profit events but the standard operating fee is then charged
thereafter.
Staffing
The Pedal 100 event is a standard community event which has no impact to NPC
operations.

ALTERNATIVES FOR CONSIDERATION
The Committee can choose to discount the venue fees by a specific amount or
percentage.
RATIONALE FOR RECOMMENDATION
Staff recommend that the Heart and Stroke Foundation be charged the full venue fee of
$400 plus HST for the use of the property for the Pedal 100 cycling event to be
consistent with policy application as the request is similar to other community requests
that NPC receives each year from other not-for-profit organizations.
RELEVANCE TO STRATEGIC PLAN
The event offers several links to NPC’s Strategic Plan including Products and Services,
Image and Partnerships.
