eHealth Innovations Initiative
Dr. Robyn Tamblyn, IHSPR
Dr. Yves Joanette, IA
In collaboration with INMHA & IHDCYH
March 5‐6, 2015
Regional Workshop
eHealth: revolutionizing the business and culture of health care:
“In the upcoming decade, digital platforms will be the backbone of a strategic
revolution in the way medical services are provided, affecting both healthcare
providers and patients.” (Bahagon et al, 2012)
“eHealth is the single most important revolution in healthcare since the advent of
modern medicine or hygiene.” (Silber, 2003)
Global Trends in Health Research
2
eHealth Objectives
Objectives of the CIHR eHealth Innovations Initiative are to:
• Integrate and evaluate eHealth innovations, in collaboration with stakeholders, that will improve the effectiveness and efficiency of patient‐ and population‐centred care; and • Increase Canada’s competitive position in the health‐related information and communications technology (ICT) industry. eHII will use an integrated science approach that incorporates consideration of ethical, legal and social implications.
3
Primary Dimensions of Impact for
eHealth Innovation
Dimension 1
•Address Important Gaps And Inefficiencies In
Health Care
Dimension 2
•Big Health, Genomic, and Social Data: Leverage
Canada’s Unique Data Opportunities For
Research And A High Performing Learning Health
System
Dimension 3
•Change The Paradigm For The Conduct Of Health
Research
4
What Questions Need to be Answered?
1
2
3
4
•To what extent does the integration of eHealth innovation-enabled solutions into
health and social care program delivery improve health outcomes, patient and
family experiences, efficiencies in care delivery, and equity in outcomes?
•What is the comparative cost-effectiveness of eHealth-enabled health and social
programs compared to usual care?
•What are the social, legal, ethical issues related to eHealth innovation relevant
to implementation, and what approaches and policies enhance the likelihood of
program success?
•What are the necessary conditions for successful co-design, implementation,
evaluation and scaling up of eHealth solutions via local ‘innovation
communities’?

eHealth Priorities Workshop Oct 2013 Participants:
• Leading Canadian & international researchers, industry and association representatives, funders, and other key stakeholders.
Objective #1 Identify the Conditions Necessary to Facilitate Successful
Innovation and Partnership
Objective #2 Identify the Stage of Innovation for Investment
Objective #3 Identify Priority Areas for Investment
By Area of Focus
By Population
Patient Self Management
Mental Health
Personalized Decision-Support
Chronic Disease Management
Population Health Monitoring
Rural and Remote Health
Continuum of Care
6
Conditions Necessary to Facilitate
Successful Innovation and Partnership
eHealth Program Design Considerations
7
1st Ingredient: Person-oriented
rather than technology oriented
Address care gaps and inefficiencies
Produces policy relevant improvements in efficiencies and outcomes along the care continuum
8
2nd Ingredient: Co-innovate solutions to address real
world health problems with industry, particularly SMEs
• Small and medium‐sized enterprises (SMEs) are the primary driver of innovation
• Foster engagement and alignment of funding and incentives with SME funding and support agencies, engage multi‐nationals as part of the ecosystem
9
3rd Ingredient: Create innovation
communities to co-develop eHealth solutions
Innovation communities are service delivery operations that can • Mobilize academia, patients and caregivers, health professionals, policy makers, and system managers
• Co‐develop and evaluate eHealth innovations with industry in clinical‐
and population health‐environments to produce level 1 evidence of system effectiveness
10
4th Ingredient: Increase the quality of evidence on
the impact of eHealth solutions on the quality,
cost and outcomes of health care
Standardize methods and metrics for the evaluation of costs/ consequences and benefits from patient, provider and health care system perspective
Fund large scale randomized and cluster randomized trials of system wide implementation
11
5th Ingredient: Align Policies to Support
Adoption and Implementation
• Technology evaluation and adoption in health care
• Funding and reimbursement policy for e‐health related services
• Data management policy
• Evidence‐based (value‐based) vs low‐cost procurement policy
12
Priority Areas for Investment
Target Populations
Early detection of and intervention for youth with mental health problems; Supporting seniors with complex needs, and multiple health conditions in their homes and communities. 13
