Senior Project Manager – Role, responsibilities and tasks
Professional services offer and contract
 Based on the needs expressed by the client and/or in response to the tender documents, establishment of
the project team, the optimal methodology adapted to the project, budget, timetable, cost of services and, if
needed, list of exclusions;
 Establishing the project quality plan - Process design review, continuous and periodic verification,
validation of the deliverables, project management and complaints management process;
 Writing (with teammates) and verification of the texts of the proposed professional offer and signing before
submission;
 Verifying the proposed contract, if needed requesting precision or additional information, and signing the
professional services contract.
Design, specifications, drawings and tender documents
 Determination of needs for additional analysis or expertise – if needed topographic surveys, geotechnical
drilling, soil characterization, etc.
 Organization of project team – usually between 6 and 15 technicians, engineers of different disciplines
and/or other professionals – and, if necessary, of the working environment;
 Supervision of the design, planning of design reviews, planning the deliverables timeline - drawings and
specifications at varying degrees of completion according to customer requirements;
 Supervision of realisation of the drawings, continuous monitoring of the CADD (Computer Assisted
Design/Drawings) technicians and verification of the plans before each deliverable;
 Writing the Technical Clauses of the project according to the client’s requirements and the project
particularities – technical, environmental, cost and schedule;
 Meeting with the client and presentation of deliverables – Presentation of drawings and the specifications
according to their degree of advancement, noting the client’s comments, if needed updating the initial
agenda, writing the meeting minutes;
 Supervision of the correction of the drawings and specifications based on the comments received and,
subsequently, checking the corrected files and documents;
 Validation of final tender documents (drawings, specifications and attached documents) before final
transmission to the client;
 Technical analysis of the bids (for construction) received, preparation and transmission (to the client) of the
technical analysis report.
Professional services during construction
 Technical presentation of the drawings, specifications and the digital files to the winning contractor (as part
of the onsite work kick-off meeting);
 Transmission of the digital files for the implementation of the works;
 Responding to technical questions of the contractor;
 If needed to adapt the works to the onsite conditions, modification of the drawings;
 Establishment of a schedule of meetings with the contractor and the client, conducting these meetings,
writing and sending the minutes to the participants;
 Every month, measurement of the work achieved, establishment of the monthly recommendation of
payment for the completed and accepted work;
 Inspection of works and recommendation – provisional and definitive acceptances of the work;
 Achievement of the As-built Drawings (from annotated plans and surveys conducted during and after
construction);
 Assessment of the client’s satisfaction, validation and closing the quality control plan;
 Completing the project post mortem file and archiving the project digital files, drawings and documents.

Volunteer involvement – Shortlist of the main duties performed
 As chairman of the Board, establishing, maintaining and improving respectful and working relations with all
the Pierre-Harvey National Training Center (CNEPH) public and private partners and its many
representatives – Cross Country Canada, Ski de Fond Quebec, Institut national des sports du Quebec,
Conseil des sports de haut niveau de Quebec, B2Ten, Fondation Nordiques, local and regional crosscountry ski clubs and the business community of the greater Quebec City area;
 Based on the needs specifically expressed by the CNEPH coaching staff, preparation of the annual
operating budget and presentation of this document to both the national and provincial federations, Cross
Country Canada and Ski de Fond Quebec;
 Supervision and management of the CNEPH operations and costs through rigorous expense control and
management;
 Establishment of a schedule of the CNEPH Board meetings, between 5 and 7 meetings each year –
Convocation, establishment of a detailed agenda and direction of the meetings with participation of a
member of the coaching staff, both athletes’ representative (female and male) and the Ski de Fond Quebec
representative – Writing (and/or correction) and sending the meeting minutes to every participants;
 From the local business community of the greater Quebec City area, raising the needed funds, between
one half and one third of the CNEPH annual operating budget every season;
 More specifically in 2013, the CNEPH raised a 400 000$ budget (cash, materials and services) to build a
new 5.0 km roller ski track specifically designed and built for the CNEPH high performance athletes;
 Since 2014, establishing a recurring Annual Fundraising Event (which raised more than 13 000$ in 2014,
and 17 000$ in 2015);
 Hiring of the CNEPH permanent coaches – National, provincial and local publications, analysis of the
applications received, interview of candidates, drafting, negotiating and signing the contract;
 Performing the annual assessment of the CNEPH permanent and temporary coaching staff, negotiating
their salary and signing their contracts;
 Preparation, sending out and analysis of the Athletes’ Annual Survey to appreciate the athletes’ satisfaction
of the different CNEPH services, coaching and technician staffs – in order to continually improve the
services provided by the CNEPH;
 Establishment, maintenance and improvement of the relationship between the national and provincial sport
press agencies and representatives;
 At the end of the end of each season, preparation and presentation of the annual report to Cross Country
Canada authorities and the Ski de Fond Quebec representatives;
 In short, since 2006, ensuring effective, dynamic and rigorous governance, enabling the CNEPH athletes
and coaches to reach their full potential and improving on the whole the Pierre-Harvey National Training
Centre.

I have been a member of the Board of Directors of CCC for four years. I am reoffering to
serve another term to have the opportunity to continue the work in which I have been
involved.
I have worked hard to take part in the running of the organization and to learn about its
structure.
Some of my involvement included:
• Attending all face-to-face BOD meetings
• Taking part in all BOD conference calls
• Taking part in all the Rules and Events Committee conference calls
• Studying in detail all documents; financial statements, policies, by-laws,
and governance
• Responding immediately to issues and concerns presented to the board
members by the President via emails or phone calls
• Giving direction and feed-back to the Executive Director of CCC
• Initiating and facilitating the Forum on Trail Grooming and Tracksetting
on the CCC website
My Aim for the next two years is to work with other members of the board,
divisional chairs, and cross-country ski club members to promote and support
the sport of cross-country skiing and to build a cohesive organization.
I would focus my time, energy and skills to work toward achieving this aim.
I am retired, so therefore I have ample time to devote to the work of CCC.
My resume attests to my long involvement in the sport of cross-country skiing on the
local, provincial, national and international levels. These experiences have given me
confidence in my skills, wide spread knowledge, and a desire to share the benefits with
others. My personal attributes include: commitment, dedication, strong work ethic,
dependability, trustworthiness, and an open minded view of the opinions of others.
In conclusion I would like to share the following quote:

Introduction & Background
I was born November 25, 1941 in the fishing village of Burin, Newfoundland &
Labrador and received my early education there.
I went to Labrador City, NL on February 4. 1961 and worked for the Iron Ore
Company of Canada until my retirement in 1991.
In Labrador City, cross-country skiing became popular in 1973. I became
involved when The Menihek Nordic Ski Club was formed. It was my first experience
with skiing: before that I had never seen a pair of cross-country skis.
A group of Menihek skiers started preparing a ski trail by packing the snow with
snowshoes. We would snowshoe a 2 or 3 km trail on Saturday mornings and then ski it in
the afternoon. A little later the club got its first Alpine double track ski-doo. The big skidoo was great for packing but then we started making different drags to pull behind the
ski-doo to make the trail even better. Next we made our first track-setter – part wood,
part steel. It made two tracks in the snow and we were proud of the results. With the
tracks, skiing became more fun, more people got involved in the sport, and the Menihek
Nordic Ski Club grew quickly.
I joined the club executive as Trail Maintenance Director. My duty was the
grooming and track-setting of the trails. I held this position until 1993 when I moved
from Labrador City to New Brunswick.
Prior to leaving Labrador City, my wife and I were given Lifetime Memberships
in the Menihek Nordic Ski Club. We return to Labrador City frequently to ski the Great
Labrador Loppet. In 1997 we were honored by having a room in the ski chalet named The
LeFeuvre Room.
Getting involved with cross-country skiing and especially the aspect of trailgrooming and track-setting is one of the most rewarding things I have ever done.

March 1983, Labrador City was awarded the final World Cup race for the season. It
was an honor for me to be appointed Chief of Course for that event.
December 1985, Labrador City was awarded the first World Cup race of the season
and again I was the Chief of Course.
October 1986, I was guest speaker at an International Cross-Country Trail
Symposium in Toronto.

1986 I gave a seminar to the people in Cape North, Nova Scotia and returned in 1987
to assist them with the Canada Winter Games.
1987 I worked on the trails for the Canadian Senior Championships held in Spray
Lake, Alberta.
1987 I worked in Canmore, Alberta for 16 days with the Pre-Olympic World Cup
races. (Grooming and track-setting)
1988 at the Calgary Olympics, I worked for 6 weeks as assistant Chief of
mechanical grooming. (This gave me a lot of experience preparing courses for the
highest international competitions.)
1991 I worked at Brookvale, P.E I. helping with the preparation of the trails for the
Canada Winter Games.
1991 I was invited to Val di Fiemme, Italy to work on the trails for the 1991 World
Nordic Cross-Country Ski Championships. It was an honour to be the only nonItalian on the trail preparation team. This gave me valuable international experience.
1992 I traveled to France to attend the Winter Olympics in Albertville.
1994 my wife and I spent February in Lillehammer, Norway for the Winter
Olympics. This was a very special experience for me as I saw how the Norwegians –
who have produced some of the best skiers in the world – prepare the cross-country
ski course for an Olympic event.
1995 the World Nordic Ski Championships were held in Thunder Bay, Ontario. I
was invited to assist the Chief of Course in trail-grooming and track-setting. This
proved to be another interesting experience. Due to very warm weather we had to
work with heavy wet snow for the last three races, and change the course for the
men’s 50 km race.
1997 the World Nordic Ski Championships were held in Trondheim, Norway. I
was happy to be invited to go to Trondheim and assist the Chief of Course with the
preparation of the trails. I felt honored as the only non-Norwegian on the trailgrooming team because Norway – where the sport has been around for over 2000
years – has many people with extensive experience in the art of trail preparation.
1998 Corner Brook, Nfld. was preparing for the 1999 Canada Winter Games. I
traveled there in March 98 to help prepare the trail grooming team for this event.
March 1998 Labrador City hosted the Newfoundland Winter Games. I was Chief
Technical Advisor for that event.
February 1999 the World Nordic Ski Championships were held in Ramsau am
Dachstein, Austria. I had the honor of being invited to Ramsau am Dachstein to
assist the Chief of Course with the preparation of the courses for this world event.
This proved to be a very valuable experience for me being the only non Austrian on
the crew and working with extreme snowfalls.
February 28th –March 6th. 2000, I was in Lahti, Finland for The Pre-World
Cross Country Ski Championships. This gave me valuable experience in another
international event.
• March 19th-March27th, 2000, I was in Labrador City, Newfoundland as
Chief Technical Advisor for The Great Labrador Loppet.
• January 8th –15th 2001, I worked on the trails for the Pre-Olympic World
Cup races in Salt Lake City (Soldier Hollow) Utah.

February 2nd – 26th, 2006 I worked every night , trail grooming and track
setting at the 2006 Torino Olympics in Pragelato, Italy.
February 14th – March 5th, 2007 I worked every day/evening at the World
Nordic Cross-Country Ski Championships in Sapporo, Japan.
March 18th – March 23rd, 2007 Canadian National Championships in
Mont Sainte-Anne, Quebec.
January 17th – 27th 2008, World Cup Races in Canmore, Alberta

WhatchallengesandopportunitiesdoyouforeseeforCCCinthefuture?
Cross Country Canada will have to produce more with less. We will see less OTP
funding coming our way and we will have to adapt. The Canadian sport environment has
changed a great deal over the last ten years; a high degree of professionalism, based on business
practices and new understandings of athlete development and performance, is being required of
us and is pushing us in new directions. I see a need for us to increase the level of
competitiveness in our young skiers across the country to be on a more equal footing with our
European counterparts. I would like to see us raise the profile of cross country skiing as a
healthy fun way to get fit during the winter months, to get more members into our sport, for
competition and recreation, across the country.

sports activities and competitive sports since childhood, with soccer and nordic skiing becoming my main focus
over time. I am knowledgeable about the high performance system for cross country skiing having been an
athlete, a coach and a program leader of the large and successful program at Nakkertok. As a program
leader I understand the challenges in designing and managing a high performance program that is sustainable
over the long term. My efforts in sport have focused on developing coaches at all levels ages and genders,
creating a programs that engage the community and keep athletes in the sport so that they can progress to
the international level.

Selected to the CCC Board in 2014 I have Chaired several Board Committees, led the creation of the
Education Committee and drove the work of that committee. In 2015 I chaired the Governance committee,
am in the process of leading a policy review, and participated in the hiring of the new CEO. I am passionate
about establishing programs that allow ensure our skiers know that they can stay in the sport, progress to their
desired level and can grow as individuals.

For Ontario I act as the High Performance Chair and direct a team of passionate volunteers and staff to
develop and deliver the very best HP program for Ontario athletes. We are in the process of aligning our
programs with NDC Thunder Bay taking the Program design leadership, offering performance-minded Ontario
athletes a clear path for development starting at the age of 14.
Co-Creator Women’s Workshop – Nakkertok Ski Club (Volunteer)
Winter 2014/15
Recruiting women to become coaches has been a long-term challenge across all sports. In Feb 2014 and
again in 2015 a small team at Nakkertok designed and delivered a new workshop specifically targeted at
women who have volunteered in some capacity at Nakkertok – as trip organizers, parent coordinators, Learn to
Ski instructors. This 3 hour workshop provided an introduction to race ski coaching in a fun and familiar format.
Participants received ski instruction, an introduction to waxing and a presentation on the importance of female
role models for all skiers. We had 16 participants in the first workshop and over 35 in the second resulting in a
toolkit for the rest of the country and additional coaches in the Nakkertok racing program.

Racing Director – Nakkertok Ski Club (Volunteer)

Nakkertok is one of the largest ski clubs in Canada with over 1400 members. The Racing Program is the largest
in Canada with over 180 participants, 80 of whom train year round. The Racing Director is responsible for the
development and delivery of the program and liaising with the PSO’s and the NSO as needed. Activities
include: recruiting, hiring and managing the paid coaches, working with these coaches to plan, design and
shape each program in alignment with the goals of Cross Country Canada and the LTAD, guiding race trip
planning and volunteer recruitment. The Nakkertok program is made up of a comprehensive development
program for ages 9 to 17 and a high performance program for athletes aged 18 to 23.
As Racing director initiated the Nakkertok Junior Development Team which was created in 2010 in order to
provide a specific program for athletes 18 and over who were not quite ready to go to training centers but
needed a more specific program geared to their age and stage of development. This program has evolved
and changed every year as the athletes evolve. It is now entering its fourth year and has enjoyed increasing
success – in 2014 the program will have 9 year-round athletes (all of whom are going to school) – 5 women and
4 men and 10 summer only athletes.
Mud Monster Program Creator/ Manager – Nakkertok Ski Club (Volunteer)
Sep 2004 to May 2010
With two others, was part of the team who created the Mud Monster Program at Nakkertok in 2004. This
program started out as the “dry land” Jackrabbit program. Due to the muddy nature of the adventures, the
name was changed to Mud Monsters in 2005. This program is designed to engage kids between the ages of 4
and 12 in outdoor activities ranging from strength stations, obstacle courses, orienteering, trail runs, sprints and
games engaging them (and their parents) in the sport earlier in the season. Since its inception the program
has grown from 12 participants in 2004 to over 80 in 2013.
