A
pril to June is a stormy, stressful, very busy but also
productive and fruitful quarter.
The frequent reporting of traumatic and horrific child abuse and
domestic violence cases repetitively covered in the headlines
contributed much stress to professionals and the general public.
This also led to reflections and criticisms in the community
towards the adequacy of the established child and family
protection delivery system. We continue to strengthen our role
as an advocate and a child protection agent by reviewing and
ensuring service quality rendered to families and children and
the service quality monitoring system effective.
We continue to advocate the establishment of a Serious & Fatal
Child Abuse and Domestic Violence cases Independent Review
Committee in Hong Kong and make various recommendations
through Press Conferences, meetings with Legislative
Councilors, policy branches and the three persons review
committee appointed by the Director of Social Welfare after
the Tin Shui Wai Tragic Incident. The ACA position on this can
be found at our websit http://www.aca.org.hk
after 1997 of the Hong Kong Report will take place in Geneva
in May, 2005. ACA will join those who hold children close to
their heart to reflect current concerns requiring improvement
to the UN Committee.
This year 2004 is also very important to us because it is the
25th anniversary of the agency with a list of activities planned
and organized actualizing our vision, mission and objectives.
Our 25th Anniversary Celebration and Fund Raising Concert,
supported by Hacken Lee, the 2 Rs, Hins Cheung, Cheng Pei
Pei and her daughter Marsha and Nichola Cheung will be held
on 20 November 2004 (Saturday). Please refer to our website
http://www.aca.org.hk for details. Do remember to come and
join us on this memorable day to make this World Children's
Day a day also for Children in Hong Kong.
We were honored to be invited to address the issue particularly
by Director of Public Prosecutors on Child abuse Challenge for
Law Enforcers, the Hong Kong Social Workers Association &
the Hong Kong Council of Social Service on a Child Perspective
and the Effective Identification and Management of Domestic
Violence Cases and Dr Law Chi Kwong, the Medical Association
and the Hong Kong Council of Social Services on the
Improvement of the Child Protection Delivery System. A
Multidisciplinary Collaborating and Cooperating Approach thus
become more real and more important.
The period reported in this Newsletter covered, among other
programmes, two very important family activities organized on
two important family occasions, the Mother's Day and the
Father's Day. We took these opportunities to bring children,
families and the community together and stressed the
significance of a caring, nurturing and non-violent life style and
family solidarity. Positive and constructive life stories of children
and families were collected and publicized through our Most
Valuable Family Player Award, the Dream Home Carnival and
included in a recent publication "Dream Home". You may obtain
a free copy of the Dream Home Publication at our Chuk Yuen
Office. Special acknowledgement must be given to the Pacific
Century Insurance, the Schneider Electric (Hong Kong) Ltd.,
Mr Yim Yee King (Ah Chung), Dr Chan Yee Sing and Miss Nicola
Cheung for their unfailing support to make these programmes
possible.
With the belief and understanding that a holistic growth and
development of children should be ensured with a zero tolerance
to violence approach in policy and practice, child protection
has become a public health issue and a collective responsibility
in Hong Kong. This realization is particularly timely for this is
the extension of the tenth year after the UN Convention on the
Rights of the Child to Hong Kong in 1994 and the first hearing

In order to convey the child protection message to

Carnival" was held on 3rd April 2004. The
programme was subsidized by the Tuen Mun District

protection exhibition, parent-child game booth,

The Most Valuable Family Player Award
ACA organized this Award before the Mother's Day as we
wanted to encourage family cohesion and to reflect some of
the enlightening stories to the public, hoping to cultivate a
caring and nurturing relationship. The panel judges included

Healthy Start Home Visiting Programme
This project aims at facilitating parents-to-be who live in Tuen
Mun, Yuen Long and Tin Shui Wai to have a healthy concept
on building a safe and non-violent environment for the
optimal growth and development of children from the very
beginning. It is believed that through the home visits by
trained volunteers, worries and stresses of parents-to-be
in the pre- and post-natal stages can be minimized. Specific
project objectives are: i) strengthen families with newborn,
ii) enable parents to effectively perform their caring and
protective roles, and; iii) prevent child abuse and neglect in the
long run.

Home Visitation by Volunteers
Pairs of trained volunteers continuously provided regular
home visitations to the target families. They attended to
the needs of parents-to-be and listened to their happiness
and worries. They were required to fill in a record sheet
of individual contact and submit it to the project workers
afterwards. In order to ensure the quality of their home
visitation, periodical supervisions were arranged. Through
the supervisions, the project workers could listen to their
success and difficulties encountered in providing home
visitation. Also, major issues for each family could be
identified. Most of the volunteers took these as a
treasured opportunity to gain support and guidance from
project workers.
Educational Activity
A parenting workshop was held on 30 May 2004 to
demonstrated some stimulating exercises which helped
strengthen parenting skills of the target families and
to facilitate children's intellectual development. Positive

Certificate Course on Child Protection
We conducted another Certificate Course on Child Protection between 2
June and 23 June this year to share our experience in handling child
abuse with frontline professionals. The course was designed to help
participants understand child protection issues from different aspects, such
as service delivery system, handling procedures and legal protection. The
course was divided into four sessions, in which 52 social workers and
professionals in related disciplines took part. 36 of these participants,
were school social workers, student guidance personnel or schoolteachers.
This indicated a close collaboration long maintained between ACA and
schools. It is hoped that efforts on child protection will achieve better results
with the participation and co-operation of various professionals.

Regional Workshop: National Challenges, resources and information needs
in addressing corporal punishment of children in Southeast Asia Pacific
One of our social workers attended this 5-day workshop
that was organized by Save the Children Alliance on 5-9
April 2004 in Bangkok, Thailand. The objectives of the
workshop are to explore resource needs and possible
challenges when corporal punishment was addressed in
the national context. The workshop provided a great
opportunity to network with other child right counterparts
in the region and the resource persons and to better
understand related issues and progress with respect to
corporal punishment at global and regional levels.
Against Child Abuse, Hong Kong Committee on Children's
Rights and Save the Children Hong Kong have formed a
partnership to work out strategies to address corporal punishment of children in Hong Kong. Mrs. Priscilla Lui, ACA
director, was invited to be the "Save the Children Alliance Southeast Asia Pacific Focal Point on Violence against
Children" for Hong Kong.
