Where did civil service for cops
come from anyway, and why?

GALVESTON - There is a lot of rumblings and discussions in the ranks of the
Galveston Police Department that some
politicians and the Police Chief have a hidden agenda to break the police union and
get rid of the civil service protection given
police and firefighters by Galveston voters
several years ago. If that is a fact, it would
ultimately require another citywide vote to
take it away.
Many have no idea what civil service protection is for police and firefighters or how
and why it came about in the first place.
The best explanation of it would be to flash
back to 1950 when it all began in the ranks
of the Houston Police Department.
Not all Houston policemen belonged to
the Houston Police Officer's Association
(now known as the Houston Police Officer's
Union) in 1950, but most of them did,
which is why political feudalism faded from
the department.
The time was when a patrolman was no
more than a beat-pounding harness bull.
Today he has a vote in his own organization.

Such mass formation independence gives
him a pillow to land on if he is tossed out of
the chief's office, as happened recently to a
Galveston Police Lieutenant who attempted
to investigate his own chief.
Confidence, inspired by the security of
a civil service law shows up in the handling of law enforcement. More dignified,
policemen are treating their prisoners better.
Police brutality cases have become rare.
Under the direction of it's newly elected
president in 1950, Breck Porter, Sr., the
Houston Police Officer's Association had
an ambitious program plotted. Not the least
important was to sign up every last officer
on the force.
With 100 per cent membership to back
him up, Porter, a detective in the Homicide
Division, felt he could do more towards helping the Houston Civil Service Commission
work out a better system of promotional
examinations.
"Let it be known that we are perfectly
satisfied with the way the civil service setup
is being run under the law. But it is going to
be our duty to see that it is kept that way,"
Detective Porter said back then.
The Texas Civil Service Law for Police and Firemen was signed into law in
1950 by Governor Buford Jester. The officers who fought for and helped
draft the original civil service bill, known then as 1269-M are shown with

The changes Porter and the HPOA wanted
to bring about were in the law itself, not in
the way it was being administered.
For instance, a change in the pension law
was needed. At that time the law provided
for $85 a month retirement pay after 25
years of service. Porter and the HPOA
wanted to raise it so officers could retire
at half their base pay after 20 years on the
force.
That would require action by the Texas
Legislature.
The measure would be made easier if
another idea of Porter's was adopted. That
would mean the affiliation of the HPOA
with other Texas police departments.
The picture was not entirely rosy. Some
policemen, both old and new, occasionally
used great muscle for gray matter. Some
substituted conversation for demonstration.
Some polished the apple both on duty and
off. Some found favor with the Chief for
being his snitches in the rank and file and
carrying the agenda of the association back
to the chief. This would most often result in

A blonde had just totaled her car in a horrific accident. Miraculously, she managed to pry herself from the wreckage without a scratch and was applying fresh
lipstick when the state trooper arrived.
“My God!” the trooper gasped. “Your car looks like an accordion that was
stomped on by an elephant. Are you OK ma’am?”

“Uh, ma’am”, the officer said, cutting her off, “There isn’t a tree on this road for
30 miles. That was your air freshener swinging back and forth.”

their being promoted into ranks and positions they were not even qualified to hold.
But fear of being 'demoted for the good of
the service' was being replaced by a sincere
desire to do a good job. The results pointed
towards a mutual respect between the brass
and the bluecoats.
Policemen came together from Houston,
San Antonio, Austin, Waco, Fort Worth,
Wichita Falls, Abilene, Texarkana, and
Cleburne and formed an association which
would later become the Texas Municipal
Police Association.
At the time the civil service law was enacted there were 35 Texas cities eligible.
Today, even for the small cities, a force
can be mustered to combat opposing pressure in the statehouse in the courthouse or
in city hall.
Even in 1950 there was word on the
grapevine that some cities were making
moves to wipe out civil service. Porter said,
"we are keeping a close eye on them."
Today, the Texas Municipal Police
Association, over 17,000 members strong,
keeps a close eye on those who seek to
deprive and disrupt what it has taken
decades of hard work and dedication for
Texas police officers to earn.
An example of that is in process today
as the TMPA prepares to take the City of
Galveston and it's Police Chief to court for
what they describe as the chiefs threats and
intimidation towards officers for their union
activities. The chief, in an email to the officers, threatened disciplinary action against
them if they carried out a plan to erect a
billboard he did not approve of opposing
police layoffs.
This, according to the TMPA violated
the officers constitutional rights to free
speech. Like any other citizen of the United
States, police officers and firefighters have
a constitutional right to free speech and
freedom of expression whether the police
or fire chief agrees with it or not. The local
Galveston Municipal Police Association an
affiliate of the statewide TMPA, demanded
the Police Chief resign or face the lawsuit.
He didn't resign and the TMPA dispatched
it's Deputy Executive Director to Galveston
to announce its demand that the chief leave
or they would see him in court. He didn't
leave then either.
This scenario is still playing out in
Galveston, a city that is also dealing with
lawsuits filed against it and it's police
department by people in a wedding party
who claim they were mistreated by police,
and by a couple of police officers claiming
they were treated unfairly by the Police
Chief.
Galveston city council recently approved
a move by it's City Manager to reduce the
size of the police force citing money woes
they blame on a hurricane in 2008 and
the national economy. That savings may
very well be spent defending the city and
the Police Chief against the ever mounting number of lawsuits stacking up in the

A Close Call With Murder
Haunted tour guide haunted by a memory

“Dash” Beardsley spends his days in
Galveston County spooking people who
go on his Ghost Tours of Galveston
Island. However, he still gets sort of
spooky himself when he flashes back to
his early days in the 70’s in the Houston
Heights.
Everyone knows about the Houston
mass murders during that period when
infamous killer Dean Corrl and his
two victim recruiters tortured, sexually
assaulted and murdered twenty-seven
young men ages 9 to 21.
Dash Beardsley knows the story all
too well. He grew up, went to school
with and was a neighborhood friend of
Elmer Wayne Henley who with David
Brooks, occupy Texas prison cells today
for their parts in these mass killings, the
most notorious killing rampage in U.S.
history at the time.
There is still no telling how many
kids were murdered and buried or disposed of in some manner. For years it
was believed there were 27 but recently
another was added with the identity of
victim 28.
The slaughter of young men ended
when Wayne Henley, about to become
a victim himself, grappled a gun from
Corrl and blasted him several times
leaving him crumpled dead in the hallway of his own Pasadena home.
Alan “Dash” Beardsley is convinced
he came very close to becoming a
victim himself. He and Henley met
as schoolmates at Alamo Elementary
School in the Heights.
“I met Wayne when we were in
the first grade,” Beardsley said in a
recent interview with The Police News.
“Our mothers knew each other because
our dads were both sick with cancer
and were patients at M.D. Anderson
Hospital. My dad died when he was 28
and I was seven,” he said.
“My Mom and Mary Henley had a lot
in common. Same neighborhood, two
kids, both had husbands with cancer,
both in M.D. Anderson.
“Mary Henley was a really sweet,
nice lady.
“Wayne and I would see each other
from time to time. He would come over
to my house on West 31st Street. We had
an association until I was about 17.
“One evening I was at my friend
Billy Ray Lawrence’s house when
Wayne came over in his old Plymouth
Valiant. He said, ‘Hey, why don’t ya’ll
go with us out to this place in Pasadena?
(Referring to Dean Corll’s house) We’re
gonna have a good time. We’re having a
party,’ but I told him no, not tonight.”
“Wayne kept insisting we go and I
continued to say no. Three days before
I had been to the Evangelistic Temple
Church on 11th Street and accepted
Christ,” said Beardsley, indicating
Hensley’s plans were not conducive to
his committed lifestyle.
“When I explained that to him, it was
like someone shined a floodlight right
in his face; he mumbled something,
jumped into his old car, peeled out and
took off as fast as he could. He said to
me, ’If you want to talk about Jesus,
we’ll do that later,’ and he was gone.
It was scary the way he looked at me. I
could see the evil side of him then.
“Wayne was shocked by what I said.
I think he had designs on me because
not all the boys in the car with him that
night came back. It was a car load of
boys, six or seven. Billy drove away in
that car with Henley that night but he
came back that time. I saw him one more
time after that and I told him, ‘Man you
need to quit hanging out with that guy,’
and he said, ‘Well he’s your friend too,’
and I said, he WAS my friend, but not
anymore.” Later Billy Ray Lawrence
would disappear and Beardsley would
take his place working for The Houston
Post newspaper where Billy’s father and
brother also worked.
On June 4, 1973 Billy Ray Lawrence
called his dad and asked if he could go
fishing with some friends. However, he
didn’t go fishing. He was in fact, being
raped, tortured, and held prisoner by
Dean Corll before being murdered and
buried at Lake Sam Rayburn.
“So he got Billy but he didn’t get me,”
Beardsley remarked. “Being raised in
the Heights, I had passed all those guys
in the day-to-day routine of things. I
didn’t know all of them personally, but I
was what you may call a ‘street demon’
back in the day, so I got around and I
knew just about everybody in one way
or another. I knew Billy Ray very well.
He was a wonderful kid, really a great
kid. It’s a real shame. As a kid I had
been to Henley’s house many times.
Dean Corll’s mother’s home was down
off Yale Street. We all hung out in that
area, but I don’t remember ever going
to her house. I know in my heart that if
I had gone with them that night, there’s
a real good chance I’d never returned.
What David Brooks and Wayne Henley
did is they procured these guys for
Dean Corll. There were varying stories
on Wayne’s involvement. Wayne himself said he did nine of those murders,
but whether he did them directly or
just took part in them I don’t know,”
Beardsley said. Wayne was just another
one of the boys in the neighborhood.
There was no one more shocked than
me when this all came out. There had
been a time when I trusted him and
would have gone anywhere with him.
But I later detected something twisted
in him. He was one of the guys who
handed Corll the tools he used on those
kids on the torture rack.
“I knew his mother long after all the
murders were over and she would tell
me that Wayne wanted me to get on his
list (prison visitor’s list) but I told her
no that I just couldn’t forget this thing
and what happened to Billy. I maintained contact with Mary Henley for ten
or fifteen years after that. I would see
her when I would visit my mom until
around 1985-86.”
On the morning of August 8, 1973,
Henley, at age 17, invited 19-year
old Tim Kerley to a party at Corll’s
Pasadena house, the same house where
Henley had previously tried to convince Dash Beardsley to go with him.
Kerley was to be Corll’s next victim.
The two arrived at Corll’s house with
15-year old Rhonda Williams, a friend
of Henley. Corll was mad as hell that
Henley had brought the girl along. The
three teens began drinking and smoking
marijuana and about two hours later all
three were passed out.
Henley woke up to find Corll snapping handcuffs onto his wrists and his
ankles had been tied together with rope.
Kerley and Williams had also been tied
with rope, their mouths taped and they
were tied to opposite sides of Corll’s
torture board. Kerley had been stripped
naked.
Corll told Henley he was furious he
had brought a girl to his house and said
he was going to kill all three of them.
He dragged Henley into the kitchen and
stuck a .22 pistol in his stomach and
threatened to shoot him. Henley calmed
him down and talked him into releasing him so he could help ‘take care’ of
the others. After he was un-cuffed and
untied he grabbed Corll’s pistol and

opened fire, hitting him several times
and leaving him dead on his hallway
floor. He was totally naked when he
fell dead.
Henley and Brooks were tried separately, Henley in San Antonio on July
1, 1974 for six murders, and Brooks
on February 27, 1975 for the murder of
Billy Ray Lawrence. Henley got six 99year sentences and Brooks got one.
Henley and Brooks are in Texas prisons today. Henley at 54-years old is in
the Michael Unit in Tennessee Colony,
Texas and Brooks is in the Ramsey Unit
at Rosharon, Texas.

Galveston Blue Santa seeking elves and helpers
GALVESTON - With the recent retirement of Lt. D.J. Alvarez who for years
coordinated the Galveston Police Department’s Blue Santa program, officer
Joey Quiroga has taken the reins and is
looking for community help providing
toys and gifts for underprivileged children this Christmas.
Galveston Blue Santa is an organization
dedicated to providing toys to as many
underprivileged children in the Galveston area as possible. “We are able to
provide this valuable service, thanks to
donations
f r o m
generous
Galveston Police
Officers,
s p o n sors and
through
private donations,” Quiroga said.
Different businesses and organizations
sponsor events for Blue Santa each year.
These events are sponsored with the
intentions to gather toys or monetary
donations for the current years distribution and purchasing. In past years, these
events have included a Bike Drop and
a
Bike
Build.
This year
B l u e
Santa has
not been
sponsored
for a Bike
Drop, however, we are hopeful that
someone will come through for the children of Galveston.
“Blue Santa would not be able to make
Christmas joyous for underprivileged
children without the support of our
sponsors. Because of our sponsors’ we
are able to provide more gifts to children, who might otherwise be receiving
little or no gifts,” said Quiroga.

“Help Us Fight Child Abuse, It Would Be A Crime Not To Be There”
On November 20th, 2010 Beat The Heat
will be hosting their annual Motorsports
Expo to benefit the Children’s Advocacy Center of Galveston County. Beat
The Heat is an all volunteer self funded
Law Enforcement and Firefighter drag
racing organization. Beat The Heat is
dedicated to reducing illegal street racing and drinking and driving and texting
while driving by our youth.
All forms of motorsports are welcome
to participate. We will have Karts, Motorcycles, Dirt racers, Monster Truck,
Jr. Dragsters and a large number of drag
racers on hand. Come see the Fastest
Police Vehicles in the country. If you
race it, you can show it!!
The entry fee is $15.00 and trailer parking will be available. Each team will be
given a canister for their racer and they
are encouraged to solicit donations from
the visitors, friends and family. They
can collect in advance as well. At the
end of the day, the top three teams who
have collected the most money will be
the winners. All proceeds and registrations fees will be donated to the Advocacy Center. This makes everyone a
winner!!
