SUMMER EDITION June 2016
Dear Residents,
If you are looking for things to do this summer, Richmond County is the
place to be! As you read through this issue, you will find the dates and
locations of our local festivals and events and you will learn all about our
summer recreation programming. We are sure you will find something to
suit your needs.
Richmond County`s natural assets can also provide countless hours of
adventure and fun. Taking a walk on one of our local trails or surfing at
Point Michaud Beach will surely allow you to take a break from the daily
stresses of life. We are surrounded by natural beauty. This summer, take
the time to rediscover Richmond County. You might be amazed by what
you discover!
On Canada Day, fireworks will be held at dusk at Lennox Passage Provincial Park and over St. Peter`s Bay. Celebrations will be held in nine
different locations throughout the County. They are all hosted by community groups and sponsored by your local councillors. Please come and
celebrate with neighbours and friends.
Local talent will again be showcased during our Concerts by the Sea Series
in St. Peter`s and in Arichat. Bring your lawn chair to enjoy the sights and
sounds that are truly unique to Richmond County. Many of these artists
will be present at our local festivals. It`s a perfect opportunity for families
and friends to reunite and for lasting memories to be created.

Message from the Deputy Warden
Summer is finally in the air and with that comes a large line-up of fun filled events and activities including the
many festivals that will be taking place across Richmond County. What a great way to showcase our Municipality
with the warm and inviting hospitality that we offer to our visitors and tourists alike.
We are extremely pleased that Phase 1 of the Richmond Tourism Strategy is moving forward with the Glenn Group
Construction Administrators overseeing the first phase construction at the St. Peter’s Canal, Isle of 100 Coves
and the Cape Breton Blueways. Although this has been a lengthy process, we are deeply indebted to our many
partners who have come on board and shared our vision to make Richmond County the very best place it can be.
Also a sincere thank you to our staff for all their hard work, dedication and commitment to the residents of
Richmond County.
We hope that you will all have a relaxing, safe and enjoyable summer.

FINANCE & TAXATION
General Information
General Information
Department of Finance & Taxation
The Finance Department is responsible for coordinating all the financial activities of the Municipality of the County of
Richmond. The major areas of responsibilities of the Department are property taxation, other source revenues,
accounts payable, payroll, budgeting, accounting and financial management.
Accounting
The Finance Department is responsible for accurate reporting and for timely presentation of financial information to
management, department heads and Council. Consolidated Financial Statements are prepared and then audited by
an independent Registered Municipal Auditor for the Province of Nova Scotia. The Municipality of the County of
Richmond’s fiscal year runs from April 1 to March 31.
Property Tax Bills
Property tax bills will be mailed out on
September 1, 2016 and will be due on
November 1, 2016. Please allow three
business days for processing.

Water and sewer bills are sent quarterly
with billing dates of April 1, July 1, October 1
and January 1.

The next Water & Sewer bills will be sent
out July 4, 2016 and will be due on July 29, 2016.
Please allow three business days for processing.
Tax Payment Methods
Tax payments may be made at the Municipal Tax Office
located at 2357 Highway 206, in Arichat, by presenting
your tax bill to the Tax Clerk. The office is open Monday
through Friday between 8:30 am and 4:00 pm.
The Municipality offers Debit Card payments. VISA,
Mastercard, American Express, etc. are NOT accepted.
Online and telephone banking are other alternatives for
paying property tax bills through most financial institutions.
Your payment can also be made by mail. Please send your
cheque or money order to: Municipality of the County of
Richmond - Tax Office, P.O. Box 120, Arichat, NS, B0E 1A0
Please remember to enclose the remittance stub of your
tax bill with your payment and indicate your property
account number(s) on your cheque or money order.
Land Transfer Tax
The Municipality of the County of Richmond has a Deed
Transfer Tax of 1.0% of the value of the property transferred.
The Deed Transfer Tax is collected on the Municipality’s
behalf by the Province of Nova Scotia at the Registry of Deeds.
The 2015-2016 Residential tax rate for the Municipality of
the County of Richmond is $0.78 per $100 of assessment.
The Commercial tax rate for 2015-2016 is $2.08 per
$100 of assessed value. Area rates are also added.

Property Tax Billing and Interest Rates
The Municipality’s tax bills are issued on the 1st of April
and September and are due on the first working day of
June and November.
All taxes not paid by the due date accrue interest at a rate
of 18% per annum (1.5% per month). The Municipality
sends out approximately 12,000 annual tax bills.

Property Tax Rebate for Seniors
This program, administered by Service Nova Scotia on
behalf of the Department of Community Services, is
designed to help eligible seniors remain in their homes by
providing eligible homeowners with a 50% rebate of the
actual municipal property taxes paid the previous year, up
to a maximum of $800.00 per year. The rebate is always
based on the property taxes paid in the previous year.
Who qualifies for this rebate:
You are eligible to receive the rebate if you meet ALL of
the following criteria:
- You were receiving either the Guaranteed Income
Supplement (GIS) or The Allowance in January 2016.
- You are living in your home at the time you apply for
the rebate and continue to reside in your home and your
previous year’s property taxes were paid in full.

We are currently building our database to offer you the option to receive your tax and utility bills via email. Please use
the quick link on our homepage www.richmondcounty.ca under “eServices” to enroll. Please complete the fillable form and
click “Submit” so we are able to add you to our database.
As a promotion we will be drawing for $100.00 gift card. The draw will be closing at 4:00pm on December 15, 2016 and
we will announce the winner on December 16, 2016 on our website.

Jumpstart
KidSport
Canadian Tire Jumpstart is a
community-based charitable
program that helps children and youth
from ages 4 to 18 in financial need
participate in organized sports and
recreational activities such as hockey,
ice-skating, soccer, baseball and much
more.

KidSport is a national children’s charitable
program that helps kids in need overcome the
barriers preventing or limiting their participation in
organized sport. KidSport Nova Scotia provides
funding of up to $300 per year, per child (under 19)
for sport registration and/or equipment.
Applications are now accepted every 2 months:
March 1, May 1, July 1, September 1, November 1 and January 1.

Awareness Facts
* Only 6% of boys and 2% of girls (15-19 years old) achieve 60 min of moderate to vigorous physical activity (MVPA)
per day on at least 6 days per week
* 73% of 13-17 year olds are watching tv, playing video games and on the computer after school.
* Physical activity participation drops with increase age, more drastically among girls than boys. A longitudinal study
showed that less than 50% of girls continued to participate in team sports in grade 9 as compared to grade 7.
* Only 23% of teens 13-17 years old actively commute to school and 63% use an inactive mode of transportation.
Inactive modes of transportation have increased steadily since 2000.
* Between 1986 and 2006, walking for trips to school declined (from 38.6% to 30.7% for 14-15 year olds).
* Get active and you can get better grades - increased time in physical activity is associated with better academic
achievement.
* Adolescents and young adults that regularly practice sport present higher levels of physical self-concept
(activity, endurance, strength, flexibility, coordination, sport, health body fat, appearance) than their peers who are
not involved in sports activities.
* Highly-involved athletes are less likely to engage behaviours such as smoking and recreational drug use as
compared to non-athletes.
* Psychological factors such as self-efficacy, body image and physical self-esteem are significant predictors of
physical activity among adolescents.
* Teenage boys engage in more unstructured physical activity than girls.
* Canadian adolescents tend to be less active in the winter months.

Applications are now being accepted for a twenty-four
week Work Options project (Targeted Initiative for Older
Workers) starting mid September 2016. The project will
consist of twelve weeks of classroom plus twelve weeks of
work experience. Income support, insurable wages and
travel allowances may be provided. Space is limited to

The lifeguard supervised swimming area is marked by
red and yellow flags on either side of the beach. It is
generally about 100 metres in wdith, but can vary
depending on beach conditions.

overlooking the beach. Point Michaud Beach is
located approximately 20 kms from the village of St.
Peter’s along route 247.

Material must be at the curbside by 8:00 AM, on the first day of the week in which collection is scheduled for your
area. Any material placed after this time will not be collected. Please do not place waste curbside more than a
week before your scheduled collection.
Items placed for heavy collection shall not exceed 75 kg (165 lbs) in weight for any one item or 150 kg. (330 lbs) for
all items for any one dwelling unit and no individual item shall measure more than 1.5 metres (5 ft.) in any dimension. In addition, the following items will not be collected under the program:
1. car bodies, large car parts (on-road tires will be accepted without rims);
2. trees, large branches or leaf and yard waste;
3. waste paint, waste oil or other fluids;
4. loose broken glass;
5. used batteries;
6. asbestos;
7. hazardous, reactive, septic or pathological waste;
8. dead animals;
9. refrigerators with attached doors (refrigerators must have doors removed);
10. waste placed in non-transparent bags (such as black, green or orange bags);
11. electronics waste such as desktop and laptop computers, keyboards, computer monitors, televisions,
scanners, and printers (these materials should be taken to the Electronics Recycling Depot in St. Peter’s)
12. waste generated outside the Municipality;
13. waste placed in violation of Richmond’s Solid Waste Management By-Law;
14. any other materials deemed unacceptable by the Municipality.
Please place similar items such as metals and loose wood in separate piles at the curbside. Please note that no
scavenging of materials at the curbside by third parties is permitted. Waste that qualifies for curbside collection
(municipal solid waste and recyclables) should NOT be placed for Heavy Collection – it should be placed for
weekly collection.

Have you noticed a streetlight that is out in your area? There are several ways to go about reporting required streetlight repairs. Nova Scotia Power has a toll free number to report streetlight repairs (1-800-428-6230) or you can visit
their website at www.nspower.ca and submit an online streetlight repair request (In the “For My Home” section, under “Self-Serve Options”). You will be asked for the location of the streetlight, so please have the civic address where
the streetlight is located or the closest civic address available.

your distrit councillor to discuss this request.

Compost is available at the Richmond Solid Waste Management Facility on a first come, first serve basis. The compost has been tested to CCME guidelines and is classified Category A compost and can be used in any application.
Lab results are available upon request.

Richmond County Emergency Management
Richmond County Emergency Management urges residents of Richmond County to prepare for the peak of hurricane
season. The season runs from June to November, but usually has the most activity in September, which can bring
rain, high winds, storm surge, flooding and power outages. To prepare for weather-related emergency:
- Maintain an emergency kit, including food, supply of water, clothing, blankets, medication, flashlight, battery
powered radio, extra batteries and a first aid kit
- Have cash on hand in case of a prolonged power outage
- Choose a shelter area from windows. A basement, storm cellar or closet below the stairs can provide a good shelter
in a sever storm
- Be sure to tune in to local broadcast networks for updates
- Move lawn furniture, trash cans, hanging plants and anything that can be picked up by the wind
- Fill vehicles with gas
- Make arrangements to help seniors or other people in the neighbourhood who may need added assistance
- Know where emergency shelters are located in your area

The Nova Scotia 16U girls will be hosting
a tournament for the first time ever in St.
Peter’s from July 8 - 10. The 16U girls will
be facing off against 15U boys A and AA
teams. Coupled with the tournament will
be an acution, bake sale and jam session
on the evening of July 9. The coaching staff
and girls will also be running a free clinic
on Saturday, July 9 from 8:30 - 10:00 am
for boys and girls aged 13 and under. The
staff includes Baseball Nova Scotia
Executive Director, Brandon Guenette,
former college pitcher Cory Boutilier,
Dartmouth 15U AAA coach Chris Langille,
and Kentville 15U AAA coach Rob
McCamon. The weekend will serve as a
fundraiser for the program, as they
prepare to represent the province at the
16U Canadian Championships in Toronto.
The program is one of the best in the
country for females and routinely competes
for a medal. The girls are excited to be
coming to Richmond County!

Lyme Disease Awareness
It’s a great time of year to enjoy outdoors,
but we need to be aware and careful in
areas where there may be blacklegged ticks
(also called deer ticks). These are very
small ticks - sometimes as small as the
period at the end of a sentence. These ticks
can carry the germ that causes a bacterial
infection called Lyme disease. Deer ticks
are found across Nova Scotia. Please visit
